Aides to Sen. Hillary Clinton defended on Thursday her support for a gas-tax holiday - a proposal that has been roundly criticized by economic and energy experts and derided among pundits as political pandering.

"Senator Clinton realizes there is a problem for consumers that requires both a short term and long term set of solutions," said Howard Wolfson, her chief spokesperson. "In the short term, she has laid out a plan to suspend the tax and have those resources or revenues paid by oil companies as well. In the long term, she has the boldest and most comprehensive plan that will increase fuel efficiency standards... help lawmakers retool their production facilities."

Wolfson said that Clinton would introduce legislation to alleviate the gas tax burden on consumers over the summer by having a windfall tax on oil company profits pick up the tab. He was non-committal as to whether or not the senator would leave the campaign trail and return to Washington to push the legislation.

Aides to Clinton could not, when asked, point to a single non-political expert who supported such a proposal, saying simply that it is a president's prerogative when to take expert advise.

"We believe the presidency requires leadership," said Wolfson. "There are times that a president will take a position that a broad support of quote-unquote experts agree with. And there are times they will take a position that quote-unquote experts do not agree with."

Pressed whether her decision to buck conventional wisdom -- energy analysts say the savings from the tax holiday would be minor and actually lead to an increase in demand for gas and driving -- contrasted with the notion that she has the greatest expertise on the economy, aides said no.

"The long and the short of it is that people are hurting today, and when you say that it doesn't save much money, our calculation is that for the average driver it would save 70 dollars," said chief strategist Geoff Garin. Internal polling, he added, said that the position was resonating with Indianans.

"We're seeing in our polling that working people appreciate the fact that Senator Clinton understands the incredible economic strain they are facing," Garin said.

Not mentioned on the conference call, but making its way around the Internet on Thursday, was a story from Clinton's 2000 Senate campaign in New York, when she came out in opposition to a gas tax holiday.

It is "a bad deal for New York and a potential bonanza for the oil companies," Clinton said of her Republican opponent Rick Lazio's plan to repeal 4.3 cents of the gas tax.

The campaign, on its website, said there was no contradiction between the two stances, pointing out that in 2000, the money would have been stripped from a highway trust fund, while in 2008, the senator would generate funds taxes on oil companies.

On Wednesday, The Huffington Post attempted to find one expert from any and all ideological persuasion who believed that a gas tax holiday is a wise idea. It proved impossible. However, the idea is likely popular in upcoming primary states like Indiana and Ohio, and other politicians, alongside Clinton, have argued that it is in the government's interest to give all consumers a bit of at-the-pump relief.

Obama voted THREE times for lifting the state gasoline tax in IL when he was a state senator. The article is also stupid in that it says that since it such a tax break will not make a big difference it is not a solution. But THEN the idiot turns around and says it WILL make SUCH a BIG difference, that it will drive up demand! So he wants it both ways! ONLY unthinking fools would buy this crap.

It is true that there will not be a major drop in prices. But she also called for releasing oil from the SPR which WILL make a BIG difference. The media is doing its very best to keep from discussing that option because if pressure mounts to dump millions of barrels of oil onto the market, the speculators will take a financial BATH. Guess who is invested in such futures? The SAME oil EXPERTS! THAT is why only dummies will believe this guy Stein. It is also why they love OBAMA since he says stand with W BUSH.

Huh?
1. It's a matter of scale. Illinois is a medium-sized state, and increasing the demand there is not going to put much pressure on the nation's supply. Increasing demand nationally certainly will.
2. It won't make much of a positive difference economically to consumers because all of the savings will result in more demand, increasing the price. In essence, we're borrowing $150 million and handing it to the oil companies. Not sure what that's so hard to understand. Fortunately, all of the experts understand it.

I don't think the problem is with the windfall profits tax. Many people think that this will be a good thing. The problem is with the TIME. Merely suspending this tax for a 3 month period will not result in much savings, however it will result in some loss of jobs. This is a BAD proposal by Hillary and is real pandering. Don't be fooled.

The solution to high gasoline prices is NOT a "Tax Holiday". The solution to high gasoline prices is tapping into the National Strategic Oil Reserve. Tax Holidays will not affect Supply and Demand, ie. less supply = higher prices. What will drive prices down is a glut of crude oil.

I live on a FIXED income. I hate to see gas prices when I go fill up. I know it is hurting Americans (my wife still works and drives every day), but giving people a 6% "break" for a few weeks is pure pandering for support. Especially while ignoring every available evaluation of the proposal.

The result of this move will be: on September 2, 2008 gas prices will be higher than they are now.

Since price is a mechanism for rationing scarce goods, reducing demand can be an effective means of lowering fuel prices.

Lower speed limits are a proven tactic that worked well in the 70's and 80's when we needed to conserve fuel. It's also a fairly painless step towards fighting global warming and it produces a nice safety dividend.

Reducing the gas tax won't diminish the demand that drives higher prices. Ditto for tax rebates. Releasing oil from strategic reserves is only a temporary fix. Legislating lower fuel prices sends a false signal that there is no need to conserve fuel. Mandating more efficient vehicles is a very slow process even if successful.

If she adds on the cost to the oil companies, won't they inturn up the price to cover their costs, there fore costing the comsumer. Does anyone in the Clinton Camp really understand economics....just saying anything to win. Lets try and be smart ...for the sake of the country.

The consumer pays for EVERYTHING!

Any rise in costs will NOT be borne by oil company executives, it will simply be passed on as higher prices or job cuts. The filthy rich have nothing to worry about. We can't touch them. The only question is how long we're willing to take it.

McCain opened the door and the Clinton campaign saw something they thought they could use to capitalize on Obama's Wright fallout.

But the plan was baseless to begin with and I don't see a lot of HRC supporters sticking their necks out here to defend the gas tax holiday.

This is a lose-lose situation for Clinton. It might appeal to a small amount of the base but most will identify the plan as bad political strategy. Those who blindly support her will try to find a way to defend this lack of basic economic reality but even Krugman has identified the 'plan' for the sham that it is. But then, he's one of those "experts" that she feels she can ignore.

This is the opening that Obama should exploit. This is an irresponsible quick-fix-pander that does very little to help the average middle class person, actually drives up prices (basic supply and demand), encourages people to drive more, and can cause additional pollution. And, the argument that she'll rob Peter (a new windfall profits tax on the oil companies) to pay Paul (the the money back into the highway trust fund) doesn't hold water as the windfall profits tax assumes she'll be able to get that through congress. From state to state she continues to carry a goodie basket -- a few billion here or a few billion there -- to fix this or that with no real regard for taking the long view on particular problems. Her pander on the gas tax holiday is not courageous or principaled. What's even more ridiculous was the 'carrivan to work' she participated in where half the vehicles were probably getting 8-10 miles per gallon.

BTW -- I'd have said the same thing had Obama made the same stupid proposal.

Why is it that folks NOW believe W Bush on the oil price problem, but they did NOT believe him on Iraq? Bush has lied on most everything and this one is NO exception. Bush is still taking oil OFF the market and letting the oil prices rise. The truckers demanded that he STOP putting oil into the SPR, yet this demand is prohibited from news stories.
The FACT is that US gasoline demand is DOWN 4% from this time last year. The gasoline inventories are at record levels. So why it the price still going UP? Bush said that demand is up. HE LIES as usual. Yet Obama agrees with him! Why did Obama vote to get rid of the state tax on gasoline in IL when he was a senator?
