MUNSTER, Ind. — Hillary Rodham Clinton called for a vote Friday in the Democratic-controlled Congress on a summertime suspension of the federal gasoline tax, a plan that Barack Obama dismissed as a political stunt that would cost thousands of construction jobs.

"It's a Shell game. Literally," Obama said to laughter from his campaign audience, adding it would mean little for hard-pressed consumers.

The Democratic presidential rivals highlighted their differences in ads and speeches across North Carolina and Indiana, two states with primaries Tuesday.

Polls point toward a particularly close finish in Indiana, which is next door to Obama's home state of Illinois.

Surveys show him with a dwindling advantage in North Carolina, and Clinton decided to spend all of Friday and Saturday in the state before returning to Indiana for a final push. Both candidates addressed the North Carolina Democratic Party's Jefferson-Jackson dinner Friday night.

"North Carolina is going to help elect the next president," Clinton called out to a raucous crowd. About an hour later, Obama told the thousands in attendance, "It starts right here, on Tuesday, right here in North Carolina!"

The two primaries have 187 national convention delegates at stake.

Obama, the front-runner, leads in the overall delegate competition, 1,736.05-1605.5. Clinton won a decisive victory last week in Pennsylvania and is counting on a strong run through the late primaries to persuade convention superdelegates to help her overtake her rival. She picked up the support Friday of Democratic National Committee member Jaime A. Gonzalez Jr., a Texas superdelegate, and two pledged delegates from final results from last week's Pennsylvania primary.

Jolted by Thursday's defection of Joe Andrew, a former national party chairman, Clinton responded with a letter from seven other former party heads and the family of an eighth.

"Her base of support includes women, Hispanics, seniors, Catholics, middle and low-income Americans, and rural, suburban and urban voters. That's a formidable coalition tailor-made for victory in a November general election," they wrote.

They added that if the election were held today, Clinton would defeat Republican Sen. John McCain and win the White House. "Obama would lose to the presumptive GOP nominee," they wrote.

Polls are equivocal on that point. Moreover, they have been particularly volatile in recent weeks as campaign criticism takes its toll on the two Democrats and Obama grapples with controversy stemming from the rhetoric of his former pastor, the Rev. Jeremiah Wright.

Despite a fierce, occasionally personal campaign, to a surprising degree the former first lady and Obama have generally agreed on most policy issues.

That made the proposed suspension in the gasoline tax an exception.

And while there is little support among the Democratic congressional leadership for the plan, it was a disagreement that both presidential contenders appeared content to perpetuate.

"All I hear about is gas prices. Gas and diesel, everywhere," Clinton said in Kinston, N.C. "Some people say we don't need to get a gas tax holiday at all, it's a gimmick ... I want the Congress to stand up and vote. Are they for the oil companies, or are they for you?"

Later, in Hendersonville, she added, "I know where I stand and I know where my opponents stand. ... Senator Obama doesn't want us to take down the gas tax this summer and Senator McCain wants us to, but he doesn't want to pay for it."

Clinton has proposed making up the lost revenue by imposing a windfall profits tax on oil companies.

Obama's rhetoric grew sharper, as well.

"She even borrowed one of Bush's favorite phrases," he said dismissively of the New York senator. "She said every member of Congress should have to tell us whether they are with us or against us."

He said the average consumer would save a "quarter and a nickel" a day, and only $28 in three months.

McCain also favors the gasoline tax holiday, and Obama said sarcastically that showed Clinton "has his vote," and that the two are reading from the same political playbook.

McCain told a town-hall audience in Denver: "I want to give the American consumer a little bit of relief just for the summer. Maybe they'll be able to buy an additional textbook for their children when they go back to school this fall."

Clinton launched a television ad several days ago critical of Obama on the issue.

"The economy's in trouble. When the housing crisis broke, Hillary Clinton called for action: a freeze on foreclosures. Barack Obama said, no. Now, gas prices are skyrocketing, and she's ready to act again. ... Barack Obama says no, again."

A new Obama response ad airing in Indiana in the campaign's final days calls Clinton's gas tax holiday proposal "an election year-gimmick, saving Hoosiers just pennies a day."

Within the congressional leadership, Clinton's position has found relatively little support, and no votes are currently anticipated in either the House or Senate.

"First of all, there is no reason to believe that any moratorium on the gas tax will be passed on to the consumer," House Speaker Nancy Pelosi, D-Calif., told reporters on Thursday.

"... This has not been the history of a lower gas tax being passed on to the consumer. Second of all, it would defeat everything that we have been trying to do to lower the cost of oil."

In the Senate, Majority Leader Harry Reid, D-Nev., said recently that rank-and-file Democrats are divided on the issue. A spokesman said during the day there will be no gasoline tax holiday in legislation Democrats intend to unveil next week.

The dispute centered on a pair of taxes, 18.4 cents per gallon of gasoline and 24.4 cents on a gallon of diesel. The money raised goes into a fund that pays for construction of highways and bridges.

In Indiana, Obama said a summertime gasoline tax holiday would cost 6,000 construction jobs. The campaign circulated material showing the estimate came from the American Road and Transportation Builders Association, a trade group. The group said the impact on North Carolina would be 7,000 jobs lost.

Clinton’s stand on the gas tax holiday is proof that she will do and say anything to get elected. 6,000 jobs lost: so what if she can just get herself elected. She represents the worst aspects of American politics, and is the nothing more that the old politics of big money and the status quo.

McCain said that it could probably buy a new textbook for students this summer....Is this guy whacko? Does he have any idea how much textbooks cost? How about $125.00 McCain? This guy is stupid is as stupid was. Is he out of touch with reality? I could sell my mowed grass for more than I would save in three months with this tax. This is a sick political ploy with McCain and Clinton getting together. When the bridge collapsed in Minn.,people sent the Gov. a nickel. He was against the gas tax and the roads were in bad shape. The people were furious at him because it was only a nickel that would have helped repair roads. I ,for one ,sent him one.

The taking away of the gas tax takes away those many nickels from road and bridge repair...Plus
Not only would the nickels disappear, but the jobs would too. In three months we would save $28.00 and the federal repair system would lose billions....Whoopee....What are you going to to with your $9.33 a month? Hell McDonald's costs $12.00...:)

He learned from fact and accepts reality unlike Clinton. She supposedly had experience but looked at what she did to her health care initiative in 1993. With her husband as a president and she as his co-president, she couldn't achieve what he promised to voters. Why? It's her character "I-am-the-best", "I-don't need-to-listen-to-experts". Wow! She is expert of everything! She is "I-am-one-of-you" whenever she goes, among blue workers or elitists or multimillionaires or single mums or, ..., meaning she is a chameleon!

Suddenly everyone is an economist! I will try to dumb this down for the Obama supporters who probably do not understand Peak Oil Theory or how the Capital Markets actually work. George Soros excluded of course.

This works just like the stimulus package that Obama signed. There was not budget for that either, but since there is no pay-go, it does not matter. Not a single project will be canceled nor a single job last because of this tax holiday. In fact, it would be like saying that the stimulus package would lose 140,000 jobs in Indiana since it was 20x larger. Complete econo BS, not to mention Obama hypocrisy and pandering.

Would gas stations may try to take advantage of some of this tax cut, but only one needs to pass it along and all the rest will follow. Therefore, there is also no reason NOT to believe that at least some of the cut will be passed to consumers.

Finally, this is not policy. Obama has done nothing except to criticize those that take action. SOUR GRAPES.

Are you suggesting that if we are (and most likely we are) at peak oil that this "gas tax" holiday is going to ease the pain at the pump one bit? Might I suggest, if you haven't, to read Plan B 3.0
and there you will see that this pandering b.s. of saving us 18 cents will mitigate nothing, especially when the world achieves "peak oil".

The biggest underlying problem is not the gas tax, it's not even the price of oil, it is the sinking value of the dollar. The fact is the US in no longer competitive in the market. We keep importing CHEAP products from China and other countries and not buying American.

I personally REFUSE to purchase gas from companies who import oil from the Middle East. Here is a list of those companies that import from the ME:
Shell........................... 205,742,000 barrels
Chevron/Texaco......... 144,332,000 barrels
Exxon /Mobil............... 130,082,000 barrels
Marathon/Speedway... 117,740,000 barrels
Amoco............................62,231,000 barrels
Citgo - Not sure if you're interested but this is fuel company from Venezuela - you can boycott if you want.

Here are companies that do NOT import from the ME
Sunoco..................0 barrels
Conoco............ .....0 barrels
Sinclair.................0 barrels
B P/Phillips............0 barrels
Hess.......................0 barrels
ARC0....................0 barrels

Want to make a difference? Stop buying gasoline from those companies who import from the Middle East.

You have absolutely no idea what you're talking about. There is no reason, given the history of greed amongst the oil companies, that consumers would even see a cent of the gas tax "holiday." The tax isn't levied at the pump like a sales tax, it's levied on the oil companies, Therefore, they don't have to lower the price of gas, and even if they did the slightest increase in demand would almost immediately kill any any price drop that occured.

A gas tax break was tried in Illinois 4 years ago. Obama voted for it.
It failed DISMALLY because prices were adjusted upward by the oil companies to compensate.
A few months later, the tax break was repealed. Obama voted for that as well.

You make no mention of the inevitable price spike that would be triggered by increased consumption. Something that happens EVERY SINGLE SUMMER.

Any break in the price brought by phony legislation will be quickly countered by the oil companies.
When you choose to ignore this, you show that your thoughts are the only things that are "dumbed down".

Clintons first attempt at strong-arming Democrats into passing lousy legislation fails.

This is how she'll govern.

Poll on an issue, introduce a lousy idea based on that polling, alienate the members of Congress she needs to get it done, then demonize her opponents, when it fails.

She's done it one better here: she's also handed Congressional Republicans a hammer to hit Democrats over the head with in November.

Do the voters to whom Clinton panders understand how little
of the price they pay for that gallon of gas goes to the federal excise tax?

Many, many do not.
After years of hearing political panderers railing against taxes,
they believe that the federal tax must be *big* and so they
imagine that eliminating it would really help their budgets.

Clinton, as is her style, offers them no information to dispel that myth.
She knows that many are mistaken and
she depends on their mistakes to appeal to them for votes.

To counter the pandering queen, every response needs to focus on
18.4 cents a gallon .... less than 20 cents a gallon ...
A buck eighty-four for every ten gallons of gas ....
18.4 cents a gallon

Rather than the average for all consumers.
Remember, folks will always be thinking
that their cost is above average.

In addition, responses should whomp folks in the head
with the fact that Clinton's proposal to tax the oil companies
doesn't place any controls on what those oil companies
charge at the pump.

Ask the voters, do you really expect Big Oil
to pay fortheir tax hike out of their own pockets?
Or do you think that Big Oil will just hike up the price
of your gasoline at the pump?

Ask the question: Why does Hillary trust Big Oil?
