MUNSTER, Ind. — Hillary Rodham Clinton called for a vote Friday in the Democratic-controlled Congress on a summertime suspension of the federal gasoline tax, a plan that Barack Obama dismissed as a political stunt that would cost thousands of construction jobs.

"It's a Shell game. Literally," Obama said to laughter from his campaign audience, adding it would mean little for hard-pressed consumers.

The Democratic presidential rivals highlighted their differences in ads and speeches across North Carolina and Indiana, two states with primaries Tuesday.

Polls point toward a particularly close finish in Indiana, which is next door to Obama's home state of Illinois.

Surveys show him with a dwindling advantage in North Carolina, and Clinton decided to spend all of Friday and Saturday in the state before returning to Indiana for a final push. Both candidates addressed the North Carolina Democratic Party's Jefferson-Jackson dinner Friday night.

"North Carolina is going to help elect the next president," Clinton called out to a raucous crowd. About an hour later, Obama told the thousands in attendance, "It starts right here, on Tuesday, right here in North Carolina!"

The two primaries have 187 national convention delegates at stake.

Obama, the front-runner, leads in the overall delegate competition, 1,736.05-1605.5. Clinton won a decisive victory last week in Pennsylvania and is counting on a strong run through the late primaries to persuade convention superdelegates to help her overtake her rival. She picked up the support Friday of Democratic National Committee member Jaime A. Gonzalez Jr., a Texas superdelegate, and two pledged delegates from final results from last week's Pennsylvania primary.

Jolted by Thursday's defection of Joe Andrew, a former national party chairman, Clinton responded with a letter from seven other former party heads and the family of an eighth.

"Her base of support includes women, Hispanics, seniors, Catholics, middle and low-income Americans, and rural, suburban and urban voters. That's a formidable coalition tailor-made for victory in a November general election," they wrote.

They added that if the election were held today, Clinton would defeat Republican Sen. John McCain and win the White House. "Obama would lose to the presumptive GOP nominee," they wrote.

Polls are equivocal on that point. Moreover, they have been particularly volatile in recent weeks as campaign criticism takes its toll on the two Democrats and Obama grapples with controversy stemming from the rhetoric of his former pastor, the Rev. Jeremiah Wright.

Despite a fierce, occasionally personal campaign, to a surprising degree the former first lady and Obama have generally agreed on most policy issues.

That made the proposed suspension in the gasoline tax an exception.

And while there is little support among the Democratic congressional leadership for the plan, it was a disagreement that both presidential contenders appeared content to perpetuate.

"All I hear about is gas prices. Gas and diesel, everywhere," Clinton said in Kinston, N.C. "Some people say we don't need to get a gas tax holiday at all, it's a gimmick ... I want the Congress to stand up and vote. Are they for the oil companies, or are they for you?"

Later, in Hendersonville, she added, "I know where I stand and I know where my opponents stand. ... Senator Obama doesn't want us to take down the gas tax this summer and Senator McCain wants us to, but he doesn't want to pay for it."

Clinton has proposed making up the lost revenue by imposing a windfall profits tax on oil companies.

Obama's rhetoric grew sharper, as well.

"She even borrowed one of Bush's favorite phrases," he said dismissively of the New York senator. "She said every member of Congress should have to tell us whether they are with us or against us."

He said the average consumer would save a "quarter and a nickel" a day, and only $28 in three months.

McCain also favors the gasoline tax holiday, and Obama said sarcastically that showed Clinton "has his vote," and that the two are reading from the same political playbook.

McCain told a town-hall audience in Denver: "I want to give the American consumer a little bit of relief just for the summer. Maybe they'll be able to buy an additional textbook for their children when they go back to school this fall."

Clinton launched a television ad several days ago critical of Obama on the issue.

"The economy's in trouble. When the housing crisis broke, Hillary Clinton called for action: a freeze on foreclosures. Barack Obama said, no. Now, gas prices are skyrocketing, and she's ready to act again. ... Barack Obama says no, again."

A new Obama response ad airing in Indiana in the campaign's final days calls Clinton's gas tax holiday proposal "an election year-gimmick, saving Hoosiers just pennies a day."

Within the congressional leadership, Clinton's position has found relatively little support, and no votes are currently anticipated in either the House or Senate.

"First of all, there is no reason to believe that any moratorium on the gas tax will be passed on to the consumer," House Speaker Nancy Pelosi, D-Calif., told reporters on Thursday.

"... This has not been the history of a lower gas tax being passed on to the consumer. Second of all, it would defeat everything that we have been trying to do to lower the cost of oil."

In the Senate, Majority Leader Harry Reid, D-Nev., said recently that rank-and-file Democrats are divided on the issue. A spokesman said during the day there will be no gasoline tax holiday in legislation Democrats intend to unveil next week.

The dispute centered on a pair of taxes, 18.4 cents per gallon of gasoline and 24.4 cents on a gallon of diesel. The money raised goes into a fund that pays for construction of highways and bridges.

In Indiana, Obama said a summertime gasoline tax holiday would cost 6,000 construction jobs. The campaign circulated material showing the estimate came from the American Road and Transportation Builders Association, a trade group. The group said the impact on North Carolina would be 7,000 jobs lost.

How to save more than the 18 cent per gallon fed tax (and maintain the fund that builds and repairs roads and bridges)....

Save 19 cents, by reducing speed from 70 mph to 65 mph.
Save 48 cents by driving more smoothly when you accelerate and decelerate.
Save 28 cents by having a clean air filter.

There - you just saved 95 cents per gallon and we have not even addressed tire pressure, alignment and a raft of other ways to save.

Biggest savings ever: Trade in your full sized SUV for a little Honda or another compact car. It cost me $43 for 12 gallons to fill up yesterday. The SUV before me had spent $75 for 23 gallons. I just saved myself $30 compared to them!

The US Congress has little control over the cost of oil. A combination of the weak dollar, increased world demand and the fact that we are past peak oil (oil resources are on the decline) play a greater role.

I know Americans think they are the only people on the planet, so it's a shock to think that they must share global resources with emerging markets. Expect to pay as much as $7 a gallon within the next few years and there is nothing that Washington can do about it.

You can tell Obama is the real deal. He could easily pander like McCain/Clinton 08, but he does not. It would be easy for him to jump on the gas tax holiday pander using the normal political calculation. The candidates do not make laws (they come from Congress) and there is no chance that this legislation will go anywhere, especially before the summer. McCain and his running mate Clinton know this and they are playing the voters.

They as individuals do not make laws. They introduce legislation that must find enough support to pass both the House and Senate and be signed by the President. She may introduce a bill, but it has no chance of being brought up for a vote, let alone pass, let alone be signed by Bush. So your point is?

You're right! He learned his lesson. It had an OPPOSITE effect than what was expected therefore it was rolled back almost immediately.

He learned from his mistakes. A truly WISE person does not just learn from their own mistakes, but mistakes by OTHERS! Hillary evidently is NOT a truly wise individual. If she were, she would realize that it has no REAL effect but HURT the economy!

he addressed this in his ad in indiana, he says they tried it in illinois a few years ago and it didn't work, consumers died not see the savings the gas stations and the oil companies just increased their profits, isn't that what we want out of a politician experience to know when something works and when it doesn't

What most folks dont understand, because it is very complicated, is that as long as the value of the American dollar decreases the price of a barrel of oil will continue to increase. That with supply & demand are two major factors that dictate oil prices. Our government, of course, is not telling us this, since the war is making our dollar almost worthless due to the exorbitant amounts of money we have to borrow to sustain out Iraq presence.
It is going to get way worse for sure.

You are absolutely right, and there's no way Americans' income will increase to make up the difference.

I am already extremely concerned about the cost of food -- it is skyrocketing along with the cost of gasoline. Just the other day I saw packaged fish in one of the big box superstore grocery sections with a price tag of $23.99 a POUND. I'm a frugal shopper so buy most of my dry foods and other staples at dollar stores, and even their prices have increased between 15-30% over the last three months.

Unless Congress is able to curb the oil giants' profits in some way on a long-term basis, the falling value of the dollar that affects gasoline prices that affect everything else they touch will guarantee that even more people will have to choose between food or medical care.

Americans should be urging Congress to move ahead on their plans to effectively deal with this economic crisis, not kowtowing to a self-centered politician.

We buy week old meat, fish, and chicken, on sale, and freeze it until a day before we want to eat it.

Saves quite a bit compared to 100% fresh. We usually get to eat steak at least once a week this way.

Remember also that because the US $ is the major foreign currency, the rest of the world also uses $ US to purchase oil, which means as the dollar devalues, the whole world FOLLOWS you into a recession.

A lot of country's want to dump the dollar as it is, which will be a disaster. Not just for America, but for all the countries who have the Dollar as their foreign reserve. (Mine being one of them.) If the US doesnt right its fiscal policy and does not do something about its national debt, its going to be global recession.

Add to that the global food crisis... and you see why the UN is having emergency meetings to avert a global humanitarian crisis.

It is why we are all watching this election so closely.

I tried to donate to Obama's campaign... but Im not allowed to because Im not a US citizen. If the world had a say in this election, we would vote for Obama too.

I was just watching the news on TV (Good Morning America) and they said that the Democratic party was implementing something that has only been used once - when it was created during the Dukakis run. Add-on super delegates -76 of them.

WTF? Will this think never end??? Can't you just see, November GE will have come and gone and there still won't have been a Democrat nominee. This is getting BEYOND ridiculous!

If Hillary's goals is to create voter fatigue, well, on that point, she has certainly won. But if she thinks that Obama supporters will give up and cry "uncle" she is sadly mistaken.

What a nonsensical argument. Hillary & Mccain are only proposing a gas relief bill, which by the way has no chance at all to pass. Hillary is only proposing to tax the big oil companies, which has been tried before (which Obama voted for & Clinton voted against by the way).
It is pandering to dumb Americans, nothing more. You can bash me for calling many Americans dumb, but don't forget they voted for G W Bush twice. A vote for Clinton is without a doubt a votre for more of the same. Need I say more to support my argument?

If you say he's hasn't done anything. Do your homework. I did. click on my profile and I give a very few examples for the things he either introduced or co-sponsored during his seat in 1996-2004 Ill State Legislature and his accomplishments in the US Senate.

I get so tired of people who don't do their homework on the candidate and say that he's done nothing. Look it up. If you want to compare notes I can give you want HRC has done too.

He's done more for his community (actually working with the underpriviledged) than HRC's supposed 35 years of experience riding on the coattails of Bill. IF you can't back it up with fact that don't say anything.

Hillary will get votes withe her pandering gas tax relief BS. She has been targeting the undereducated blue collar working class voter because she has realized they are the only ones who will not look any deeper than her speeches. It is a sad commentary on America and does not bode well for our future.

When Hillary called out her fellow congessional members to support this gas tax holiday with the Republican battle cry: " Either your for us or against us" she in fact challenged most members of Congress who know this is pandering and not an effective policy. I couldn't help thinking that if I was a still undeclared super delegate such as Nancy Pelosi and Harry Reed amongst others that statement of hers would drive me to declare immediately for Obama. The unmittigated gall of Clinton to put down her fellow colleagues with that ridiculous statement. She'll be lucky if anyone talks to her when she returns to the Senate after her slash and burn tactics fail.

I'm guessing that super delegates know she's just pandering for votes. It'll be interesting to see if she gets those votes. If she does, then they have something to think about. As do we all, because then this country gets what it deserves. Unfortunately, the rest of us do too.
