CRAWFORD, Texas — President Bush, defending his record and his rhetoric, said Saturday that his administration has been "clear and candid" about the nation's economy.

"We saw the economic slowdown coming, we were up front about these concerns with the American people, and we've been taking decisive action," Bush said in his weekly radio address.

The president's comments appeared at least partly in response to a drumbeat of criticism from Democratic leaders, who say his view of the economy is rosy and unrealistic.

Bush sounded an upbeat tone following a modest uptick of economic news this week.

The economy grew in the first quarter of the year, but only by a meager 0.6 percent. Yet it was not the contraction that some analysts feared. Employers slashed fewer jobs in April than they had in earlier months. The unemployment rate in April also fell slightly.

"No temporary setbacks can hold back the most powerful force in our economy _ the ingenuity of the American people," Bush said. "Because of your hard work and dedication, I am confident that we will weather this rough period and emerge stronger than ever."

Consumer confidence, a vital part of the economy's health, has hit record lows. And in the public's mind, the president's handling of the economy has taken a serious blow, too.

In Bush's final year in office, families have been hit from all sides _ soaring gas prices, crumbling mortgages, rising grocery bills, struggles to afford college loans.

Story continues below

The president is counting on a short-term economic boost to help. In a deal he reached with Congress back in February, tax rebate checks of up to $600 for individuals and $1,200 for couples are on their way to more than 130 million households.

"This package will help American families increase their purchasing power and help offset the high prices that we're seeing at the gas pump and the grocery store," Bush said.

The true effect of those rebates remains a hotly debated question in economic circles.

Indiana Rep. Andre Carson said more is needed.

"While these recovery rebate checks are a significant first step, we know we must do more to help workers who have lost their jobs and families who are at risk of losing their homes," Carson said Saturday in the Democrats' weekly radio address. "Democrats are also fighting for a second economic stimulus package and are working hard to enact comprehensive housing legislation that will help more Americans avoid foreclosure and hold on to the American Dream."

Carson also noted last Thursday's anniversary of Bush declaring "mission accomplished" in Iraq.

"If we took even a fraction of the billions of dollars we spend in Iraq and used them here at home, we could make real progress and help get our nation out of our economic slump," the Democrat said.

Bush used the bulk of his weekly radio platform to pressure Congress, once again, into approving legislation he says would help the sluggish economy rebound even more.

Among his agenda for lawmakers: make permanent his first-term tax cuts, which are due to expire in 2010; allow drilling for oil in northern Alaska and encourage more oil refining capacity; and modernize the Federal Housing Administration to allow some additional homeowners to refinance from subprime loans into government-backed mortgages.

The president has made such arguments for weeks, to no avail on Capitol Hill.

Bush taped the radio address in Washington on Friday before delivering an economic speech outside of St. Louis and then heading to his Texas ranch for the weekend.

The only thing "clear and candid" about George W. Bush is his total lack of competence.

If the Democrats won't impeach, then it's time for a mob to take matters into their own hands.

The mob will be tightly or violently kept in check by the mercenaries. They are not accountable to anyone (Blackwater) so why not use them? Impunity will follow thanks to the inept and corrupt judges put in place by this admin. It's a crying shame.

Ah, use of Blackwater mercenaries would be exactly what this country needs: a genuine wake-up call! The political establishment would spin it as "the violent mob had to be neutralized by whatever means", but it would be clear that our days of "eating cake" are over, and that no reason remains NOT to pursue revolution.

"The Tree of Liberty must be refreshed from time to time with the blood of patriots and tyrants." Thomas Jefferson.

..as clear as the space between his ears, and as candid as an Allen Funt camera in a woman's room containing only urinals (what the hell is going on here? what do they expect me to do here?)

Clear and candid? This president wouldn't know the meaning of those words even if they bit him on the ass.

Because W. does not look at his dire polling, he will continue to not admit the abysmal failing of this administration to keep the US out of problems or get them resolved or solved when they have arisen, but can only offer that everyone but him and his collaborators have the answers. This is ridiculous... who cares what he says.

I think he thinks he is creating a record that will be a parallel history of what really went on (a rewriting history scenario) -- a sanitized version of what really happened. He's forgetting that we the people did record what he DID do, and what REALLY happened, and it won't be pretty for his legacy. Look at what record Idi Amin of Uganda, and Adolf Hitler of Germany left behind.

Bush Lies Again. 28% Believe!

"We have been open and candid..." Oh yeah? What about the private meetings where even the visitor logs are keep hidden? Lying assh*le. What about the closed Energy Policy meetings that excluded all consumer and citizen advocates? Isn't that where you planned $100/barrel oil price strategy?

Bush, you lying sack of sh!t. If you want to CLAIM to be "open and candid", then start living up to it.

Worst president ever (if he actually IS "president").

The fantasy land that Bush lives in must be a very beautiful place, as he hasn't left it in 8 years.

Yeah, the only thing clear is that this Moron should never have been elected in the first place.

Suigin -- Did you say "elected"? No he was "selected" in a bloodless (then) coup d'etat by the U.S. Supreme Court. And then in 2004, he was selected again by his buddy Ken Blackwell of Ohio, and many others. No he was never "elected".

But that is the sort of minimal "Clarity" statement this guy has always used when discussing his entire Administration. Poor thing is actually delusional. He is so out of touch, he may even be able to pass a lie detector test regarding his statements. That fact does not make what he says accurate. In fact, coming from this guy, one could bet that it is subterfuge and win almost every time. The landslide of Democrats elected could not come soon enough to suit this has=been moderate Republican. I look for another 25 year reign for the Democrats after this wall to wall failure of Bush.

The only thing "clear" and "candid" is the stupidity of the people who voted for this guy twice.

Iraq Recession.

Imagine is three trillion dollars had instead been spent rebuilding American infrastructure. Men and women working on American projects, spending money, buying houses driving the economy.

Now that money is gone. And more will follow.
