Top officials of the Barack Obama campaign are privately exploring ways to help Hillary Clinton discharge her debts and pay back the $11.43 million she has loaned her organization, but they are running into two major stumbling blocks.

The first is obvious: the deep and growing animosity of Obama supporters towards Clinton, whom they see as raising issues of race and 'elitism' that will hurt the Illinois Senator in November.

In an interview with USA Today for example, Clinton declared: "I have a much broader base to build a winning coalition on," citing an AP article "that found how Sen. Obama's support among working, hard-working Americans, white Americans, is weakening again, and how whites in both states who had not completed college were supporting me."

The second is less obvious: Mark Penn.

For many Obama backers, Penn, the former chief strategist for Clinton and head of one of the biggest PR-lobbying conglomerates in the nation's capital, is the quintessential Washington insider, capitalizing on political connections to become a multi-millionaire.

The immediate problem with Penn -- whose conflicts of interest plagued the Clinton campaign and ultimately led to his being publicly, if not privately, repudiated -- is that if Obama helps Clinton pay off her debts, a big chunk of those debts -- an estimated $10 million or more -- is owed to Penn.

Penn is the CEO of Burson-Marsteller, which has "a global network of 94 offices and 1600 employees that brings world-class public relations to companies around the world."

Burson-Marsteller is one of the 246 companies owned by WPP, a leading global advertising and marketing services group. WPP controls a powerful array of public relations, advertising and lobbying companies, including Hill and Knowlton; Dewey Square; Ogilvy and Mather; Public Strategies Inc.; AGB Nielsen Media Research; Quinn Gillespie and Associates; Timmons and
Company; Wexler and Walker Public Policy Associates; Young and Rubicam Brands.

Penn, who remains a top adviser to Clinton, was forced to step down as the face of the Clinton strategy team after disclosures that he was meeting privately with the government of Colombia to promote congressional approval of a trade agreement which Clinton - and her most loyal voters -- oppose.

Consideration by the Obama camp of providing financial help to Clinton would be part of a peace-making process in the event that she withdraws from the presidential nominating contest.

Under federal campaign finance law, the Obama campaign cannot directly pay off Clinton's debts, or the $11.43 million she has loaned the campaign, because that would violate campaign contribution limits. But if Obama is the nominee, he and his donor base could provide invaluable help to her in raising money through signed appeals, joint fundraisers and by other
methods.

The Obama campaign does not want to be identified as having discussions about Clinton's finances. Obama aides used the term "chit-chat" to dismiss any such discussions.

Many of Obama's grassroots and netroots backers appear to be outraged at the thought that the Obama campaign might step in to lend a hand to get Clinton out of a financial hole -- and out of the race -- as was reported

The Huff Post web site was flooded with more than 1,200 complaints on this score:

"No! No! No!" wrote a commenter using the web name 'Realbluesky'. "The Clintons have proven what kind of scum they are." 'Dbrockx' wrote: "Why is she being rewarded for disrupting the Democratic party and trying to sabotage Obama?" 'Amber09' pulled no punches: "The Clintons would never help Obama if this was reversed! They would be laughing they asses off that a
black man could dare to think he could beat the Clinton machine! The Clintons created the mud pond, let them now stay in the mud they created!"

Both Obama and Clinton have broken all Democratic fundraising records. Through the first quarter of this year, Obama raised $234.7 million, and Clinton $189.1 million. As of March 31, the date of the most recent FEC filing, Obama had $51.1 million in the bank and just $662,784 in debt, for a net cash position of $50.4 million; while Clinton had $31.7 million in the bank, debts of $15.2 million, and had loaned the campaign $6.4 million. (The FEC lists debts and loans separately.) More recently, Clinton disclosed that she had made her campaign additional loans, bringing the total amount she has loaned to her effort to $11.4 million. At the same time, her campaign was running close to broke for much of last month. Details of fundraising and
spending for the month of April do not have to be filed until May 15.

Money is a central issue in the delicate negotiations that many expect to lead to a Clinton withdrawal. A winning candidate often offers to do whatever is legal to help a loser pay down debts. In this case, there is exceptional animosity between the two camps. Furthermore, Penn's interest in any negotiations are sure to be pressed very aggressively by the Clinton campaign's new Chief Operating Officer, Howard Paster. Paster was brought in immediately upon Penn's retreat, and, as it happens, Paster is Penn's boss. Paster is the executive vice president for public relations and public affairs at Burson-Marsteller's parent company, WPP.

In his new capacity as COO of the Clinton campaign, Paster is almost certain to be central in deciding how much of any money Obama might help raise for Clinton is used to pay off the debt to Penn. This set of relationships will undoubtedly impact the enthusiasm of Obama donors for a
Clinton-Obama pact.

He should pay off her debt. Obama has already stolen the nomination via "proportional representation," created years ago by the Democrats' own "architect, Jesse Jackson! This method of awarding delegates replaces "winner take all" in each state and instead, gives more delegates to heavy black vote districts in the cities. So you can win a primary (e.g. Texas) and come up with less delegates in your tally. Nice work, Jesse. Nice steal, Barack. And if any of you haven't connected these dots, you really have been hoodwinked and bamboozled. Now, since Barack has stolen the nomination, will R68 retreat to a corner and smoke some dope instead of trying to disrupt the Denver convention?

Mandelay - if you can get over your "bitter" bias, let these facts sink in - more people voted for Obama, more states voted for Obama and there's no stealing if you're playing be the rules and have more delegates. Your assertion that Obama "stole" this primary belies that you're one of those people who believed Hillary was entitled to the nomination. Republicans do coronations. I suggest you join them if you believe in post-modern monarchies.

Obama shouldn't give them a dime. Bill can do a series of speeches and pay it off.

This Democratic nomination race rollercoaster has been almost unbearable, but THIS HERE is the LIMIT!

Senator Obama, you are taking the "Mr. NiceGuy" thing TOO FAR; do not, under ANY circumstances, use the money donated to your campaign by your loyal supporters, to pay off HRC's debt!

Are you not assuming alot here???? Before you go flying off the deep end, don't you think everyone deserves the benefit of the doubt? I would wait until you hear this from Obama or someone from his camp.

I too gave money, but do trust that if this was done, he has a rational reason for doing so. The party has to start HEALING. However, if Hillary is being EVIL and wasting money, it may be rather difficult for me to make sense of paying her BILL when she is bashing Obama in the process.

But until then....I will wait and see

The issues of "race" has long been dead. It has been resurrected totally by the MEDIA. But not only race......gender.....religious affiliation....age..... but

It seems this choice to run all these idiotic percentages of who's voting for whom takes up most of their time which could be used better in INFORMING us of how the candidates stand on each issue and showing more of them while their campaigning - rather than paying their opinionated pundits.

How's about giving us some "worldly" news regarding the real reasons for the HIKE IN OIL, MEDIA!

In the end, these two heavy-weight contenders will make some back-room deals......and don't forget our two states: MICHIGAN & FLORIDA.

Don't do it, Obama. Don't get suckered into another Clinton dirty deal.

There is a lot of speculation and concern that the money Hillary has "loaned" to her campaign is not her own money -- it instead of money that has been given to her husband (nobody says for what) by foreign interests and others who are legally forbidden to contribute to presidential campaigns.

Note how the Clinton supporters are lockstep in claiming that the $11 million Hillary "loaned" to her campaign is entirely from her book sales. Really? She didn't spend any of that money on something else, likes real estate, stock, pants suits? It doesn't pass the smell test. All someone has to do is to get a look at her bank statements, see the book money being spent on other things, and suddenly she's in big trouble. If Obama gives her money, the Clintons will try to pass the whole mess off on him.

Plus, Obama contributors do not consent to having their money given to Clinton. If they wanted to give to Clinton, they would have done so.

Think of it as an investment, not a payoff. If Obama pays Clinton's campaign debt and gets her to end her hopeless campaign, he won't have to spend any more money campaigning for the primary - money that would've come from contributers like us. While it's tough to stomach, given all the money the Clintons have and could use to pay off their own debts, it still may be the best solution overall.

I don't think Obama or his supporters should pay off Hilary's ever mounting campaign debt. Why should we be responsible for her ill runned campaign? Perhaps if she was nicer to the future President I'd be slightly more inclined to help her. She won't even noticed the 11 million missing from her fortune. That's probably was the interest will be this year. I say Hilary suck it up and quit before you lose any more money.

I have lead a campaign for Obama for months with many supporters.

Clintonss have enough money to pay off their debts and they do NOT need our money.

Clinton will lose anyway and there is no need to get in to OLD politcs of bribing her which that is what this is about.

If Obama taints himself with paying off Hillary (One way or another), I and thousands of other supperters will leave his camp.

This is not about Clinton. It is about our rights as Americans . Clintons made a choice. They and their supporters will handle "their" issues, if any.

No more behind same old close door policies.

Hillary Clinton has $20,000,000 +/- in her General Election fund. I'm not aware of a rule that would keep her from using that money to pay down the debts from the primary once the primary is over. Is anyone aware of a rule that would keep that from happening?

Well, this is deal, plain and simple.

No dangling of a sweet position in the new administration in front of Hillary; just "If you want to keep campaigning and be eaten alive by debt, fine, but if you want us to bail you out, you leave this race and start helping us put this party back together." No other promises necessary.

Her debt is the perfect leverage that Barack can use to get her to get her cleanly out of this race.

Mr. Edsall,

Us Obama supporters are a pretty stressed-out lot right now. We have been on the edge of our seats for months, waiting for the new twists, fudgings, and lies to emerge that would try to derail our guy's nomination. Our nails are bitten to the quick. Our scalps have shiny spots where hair once grew.

For our sake, WOULD YOU PLEASE HIGHLIGHT/ BOLDTYPE OR BOTH, THE PARAGRAPH YOU PLACED TOWARD THE BOTTOM OF YOUR ARTICLE THAT EXPLAINS THAT IT WOULD BE ILLEGAL FOR OBAMA TO PAY OFF CLINTON'S DEBTS.

Sorry for screaming. I just don't think we can take one more twist or plot. Especially one that involves the words "Clinton" and "pay-off."

If she has 31.7 million in the bank, that would cover her debt and loan with very little left over but still get's her out of the hole. Why would anyone else need to contribute to bail her out?
