Top officials of the Barack Obama campaign are privately exploring ways to help Hillary Clinton discharge her debts and pay back the $11.43 million she has loaned her organization, but they are running into two major stumbling blocks.

The first is obvious: the deep and growing animosity of Obama supporters towards Clinton, whom they see as raising issues of race and 'elitism' that will hurt the Illinois Senator in November.

In an interview with USA Today for example, Clinton declared: "I have a much broader base to build a winning coalition on," citing an AP article "that found how Sen. Obama's support among working, hard-working Americans, white Americans, is weakening again, and how whites in both states who had not completed college were supporting me."

The second is less obvious: Mark Penn.

For many Obama backers, Penn, the former chief strategist for Clinton and head of one of the biggest PR-lobbying conglomerates in the nation's capital, is the quintessential Washington insider, capitalizing on political connections to become a multi-millionaire.

The immediate problem with Penn -- whose conflicts of interest plagued the Clinton campaign and ultimately led to his being publicly, if not privately, repudiated -- is that if Obama helps Clinton pay off her debts, a big chunk of those debts -- an estimated $10 million or more -- is owed to Penn.

Penn is the CEO of Burson-Marsteller, which has "a global network of 94 offices and 1600 employees that brings world-class public relations to companies around the world."

Burson-Marsteller is one of the 246 companies owned by WPP, a leading global advertising and marketing services group. WPP controls a powerful array of public relations, advertising and lobbying companies, including Hill and Knowlton; Dewey Square; Ogilvy and Mather; Public Strategies Inc.; AGB Nielsen Media Research; Quinn Gillespie and Associates; Timmons and
Company; Wexler and Walker Public Policy Associates; Young and Rubicam Brands.

Penn, who remains a top adviser to Clinton, was forced to step down as the face of the Clinton strategy team after disclosures that he was meeting privately with the government of Colombia to promote congressional approval of a trade agreement which Clinton - and her most loyal voters -- oppose.

Consideration by the Obama camp of providing financial help to Clinton would be part of a peace-making process in the event that she withdraws from the presidential nominating contest.

Under federal campaign finance law, the Obama campaign cannot directly pay off Clinton's debts, or the $11.43 million she has loaned the campaign, because that would violate campaign contribution limits. But if Obama is the nominee, he and his donor base could provide invaluable help to her in raising money through signed appeals, joint fundraisers and by other
methods.

The Obama campaign does not want to be identified as having discussions about Clinton's finances. Obama aides used the term "chit-chat" to dismiss any such discussions.

Many of Obama's grassroots and netroots backers appear to be outraged at the thought that the Obama campaign might step in to lend a hand to get Clinton out of a financial hole -- and out of the race -- as was reported

The Huff Post web site was flooded with more than 1,200 complaints on this score:

"No! No! No!" wrote a commenter using the web name 'Realbluesky'. "The Clintons have proven what kind of scum they are." 'Dbrockx' wrote: "Why is she being rewarded for disrupting the Democratic party and trying to sabotage Obama?" 'Amber09' pulled no punches: "The Clintons would never help Obama if this was reversed! They would be laughing they asses off that a
black man could dare to think he could beat the Clinton machine! The Clintons created the mud pond, let them now stay in the mud they created!"

Both Obama and Clinton have broken all Democratic fundraising records. Through the first quarter of this year, Obama raised $234.7 million, and Clinton $189.1 million. As of March 31, the date of the most recent FEC filing, Obama had $51.1 million in the bank and just $662,784 in debt, for a net cash position of $50.4 million; while Clinton had $31.7 million in the bank, debts of $15.2 million, and had loaned the campaign $6.4 million. (The FEC lists debts and loans separately.) More recently, Clinton disclosed that she had made her campaign additional loans, bringing the total amount she has loaned to her effort to $11.4 million. At the same time, her campaign was running close to broke for much of last month. Details of fundraising and
spending for the month of April do not have to be filed until May 15.

Money is a central issue in the delicate negotiations that many expect to lead to a Clinton withdrawal. A winning candidate often offers to do whatever is legal to help a loser pay down debts. In this case, there is exceptional animosity between the two camps. Furthermore, Penn's interest in any negotiations are sure to be pressed very aggressively by the Clinton campaign's new Chief Operating Officer, Howard Paster. Paster was brought in immediately upon Penn's retreat, and, as it happens, Paster is Penn's boss. Paster is the executive vice president for public relations and public affairs at Burson-Marsteller's parent company, WPP.

In his new capacity as COO of the Clinton campaign, Paster is almost certain to be central in deciding how much of any money Obama might help raise for Clinton is used to pay off the debt to Penn. This set of relationships will undoubtedly impact the enthusiasm of Obama donors for a
Clinton-Obama pact.

Why does Obama need or have to pay the Clintons debts when they are multi millionaires? Let them pay off their own debt. No way I want one cent of my money going to them...

Absolutely. Many people, stretched thin, donated to Obama's campaign not merely to support him personally or as a candidate, but as an investment--perhaps the last time--in trying to make a rotten, corrupt and failed electoral system--and political party--work; to send a message that the old style corruption, lies, treachery and backroom intrigues of the "establishment" and career pol types of the Democratic Party must be ended. If then Obama's folks pay one cent of Billary's debts, they are not only aiding and abetting the wrecking of the Democratic Party, as well as the candidacy of McCain who will no doubt be using "Billary's Greatest Hits"[literally], but they will be betraying all that Obama said he stands for.

And why did Billary "loan" her [their] campaign money; why not an outright donation? That of course does lead to another question: Why should any individual running for office not be limited to the FEC limits on individual donations? Why should anyone be able to in essence buy a public office they would have never attained without their own personal fortunes--in excess of individual contribution maximums--being used?

NO! NO! Not one red cent please or Obama will for sure lose some of his own supporters; you can take that to the bank in lieu of taking hard-earned Obama campaign donations to pay of the reckless and self-incurred debts--and telling of outright lies--of Billary.

Amen. They seem to think the millions they've raised is Monopoly money instead of real sacrifices people have made to a cause they believe in. Hillary spent her money poorly; I hope Obama does not make similar mistakes. His money spigot is not endless and is dependent on his good decisions.

I hope Sen. Clinton's campaign were smart and copyrighted their mud-slinging ads, and speeches, agains't Sen. Obama.

They can sell them to the McCain campaign so he can use "as is" in the General Election.

That'll bring a pretty penny.

Even McCain only owes a little over $700,000

Why has her campaign not paid these small vendors, which I am sure they are too "hardworking Americans" that need these invoices paid to stay profitable? Did they have this planned all along as a backup to help derail the Obama campaign to better her chances in 2012?

I really put nothing past the Clinton's to keep the dynasty going.....­.

The Obama campaign should let the Clintons drown in their own debt . Both HRC and WJC have
proven themselves shameless egotists who care for no one but themselves. I am, also, an
Obama donor, and, certainly, don't want any of my donations, either past or future, being used to pay off Hillary's debts. Rather than paying off their debts, Barack should tell the Clintons to go to Hell.

It does seem odd, doesn't it? We average Americans don't have saviors who swoop in and pay off our debts when we've made bad financial decisions. Let Hillz declare bankruptcy (apt justice, considering she championed and voted for the new bankruptcy laws written by the credit card companies) as many businesses and people have been forced to do.

I called and emailed the Obama campaign and let them know how extremely disappointed I would be if they used one dime of my contributions to reward Hillary.

I still support Obama and think he's the cream of the crop, but I'm not sending any more donations. And as far as trusting a Clinton to either get off the stage or support the Dem nominee, just remember how supportive they were of Gore. That's why he shouldn't give her any consideration of even being on the 'short list' for VP - she has the highest negatives ever. And if anyone here thinks she can lead her supporters over to Obama...I guess we'll see in November. But I'm willing to bet that her core base wouldn't vote for him anyway, no matter what she says or does.

Hillary's campaign finances were grossly mismanaged. If she dropped out after Super Tuesday she would not be in this mess. Her associations with a no-good greedy scoundrel like Mark Penn got her in to this mess. She can use a mere 10-11% of the 109 million they made last year to bail herself out!

If she did not run her sleazy, unscrupulously negative campaign, we would already have a nominee, and spend the resources to beat McSame.

Obama donors and supporters may be eggheads ( and be proud of it!), young , enthusiastic and well informed, but most importantly " hard working AMERICANS" coming from diverse backgrounds. it is not a crime to be educated and non white nor be a well informed African american. More importantly,They are all not rich. They are mostly $25 dollar donors like me. I have two kids that I support and am paying a hefty bit for health insurance to maintain a cancer free status. Thousands of average people like myself squeeze out tiny amounts of donations to senator Obama because he is the real deal.

Our money should not go to pay off despicable people like PENN & Co. Hillary made her bed now let her lie down on it.

Latest goodie, if you haven't seen it yet, is that Rasmussen announced that the Dem primary has been decided, and they will not even track HRC's numbers any longer, but are now moving on to the Obama-McCain race.

Where are the Clinton supporters? Why haven't they chimed in here. I'm interested in hearing their opinion on this. Could it be that there are less of them or they've lost interest? Hopefully they wont lose loyalty to the democratic party and stand behind the democratic candidate their fellow American democrats have selected. We supporters of Sen. Obama would welcome you with open arms. You don't even have to admit that you were a former Clintonite. But if you really believe in your candidates vision and trust in her ability then put your money where your mouths are. Talk is cheap!

Even though it's illegal to donate that amount of money to the campaign, they could technically break down $11 million into blocks of legal size donation, whatever the max is.

If a penny of what I donated to Obama is going to pay off the debt accrued by Hillary's campaign of just ego, I swear in God that I will never trust any politician again. Im already boiling over the thought of this and Obama or one of his campaign people better come out and sternly repudiate these comments.

Until I hear those harsh rejections from Obama camp Im holding on my contribution.

Politics is business as much as it is politics. If Clinton ends her campaign her contributions stop and she's stuck with a huge debt. That may be a big reason she is staying in. If Obama paying some of that debt encourages her to get out of the contest very soon rather than later, Obama benefits and it might be a very good investment.

If Obama can spend 10 - 20M to reunite the party by bringing the Clinton camp 100% on board is it not a matter of cost effectiveness and political expediency.
