Top officials of the Barack Obama campaign are privately exploring ways to help Hillary Clinton discharge her debts and pay back the $11.43 million she has loaned her organization, but they are running into two major stumbling blocks.

The first is obvious: the deep and growing animosity of Obama supporters towards Clinton, whom they see as raising issues of race and 'elitism' that will hurt the Illinois Senator in November.

In an interview with USA Today for example, Clinton declared: "I have a much broader base to build a winning coalition on," citing an AP article "that found how Sen. Obama's support among working, hard-working Americans, white Americans, is weakening again, and how whites in both states who had not completed college were supporting me."

The second is less obvious: Mark Penn.

For many Obama backers, Penn, the former chief strategist for Clinton and head of one of the biggest PR-lobbying conglomerates in the nation's capital, is the quintessential Washington insider, capitalizing on political connections to become a multi-millionaire.

The immediate problem with Penn -- whose conflicts of interest plagued the Clinton campaign and ultimately led to his being publicly, if not privately, repudiated -- is that if Obama helps Clinton pay off her debts, a big chunk of those debts -- an estimated $10 million or more -- is owed to Penn.

Penn is the CEO of Burson-Marsteller, which has "a global network of 94 offices and 1600 employees that brings world-class public relations to companies around the world."

Burson-Marsteller is one of the 246 companies owned by WPP, a leading global advertising and marketing services group. WPP controls a powerful array of public relations, advertising and lobbying companies, including Hill and Knowlton; Dewey Square; Ogilvy and Mather; Public Strategies Inc.; AGB Nielsen Media Research; Quinn Gillespie and Associates; Timmons and
Company; Wexler and Walker Public Policy Associates; Young and Rubicam Brands.

Penn, who remains a top adviser to Clinton, was forced to step down as the face of the Clinton strategy team after disclosures that he was meeting privately with the government of Colombia to promote congressional approval of a trade agreement which Clinton - and her most loyal voters -- oppose.

Consideration by the Obama camp of providing financial help to Clinton would be part of a peace-making process in the event that she withdraws from the presidential nominating contest.

Under federal campaign finance law, the Obama campaign cannot directly pay off Clinton's debts, or the $11.43 million she has loaned the campaign, because that would violate campaign contribution limits. But if Obama is the nominee, he and his donor base could provide invaluable help to her in raising money through signed appeals, joint fundraisers and by other
methods.

The Obama campaign does not want to be identified as having discussions about Clinton's finances. Obama aides used the term "chit-chat" to dismiss any such discussions.

Many of Obama's grassroots and netroots backers appear to be outraged at the thought that the Obama campaign might step in to lend a hand to get Clinton out of a financial hole -- and out of the race -- as was reported

The Huff Post web site was flooded with more than 1,200 complaints on this score:

"No! No! No!" wrote a commenter using the web name 'Realbluesky'. "The Clintons have proven what kind of scum they are." 'Dbrockx' wrote: "Why is she being rewarded for disrupting the Democratic party and trying to sabotage Obama?" 'Amber09' pulled no punches: "The Clintons would never help Obama if this was reversed! They would be laughing they asses off that a
black man could dare to think he could beat the Clinton machine! The Clintons created the mud pond, let them now stay in the mud they created!"

Both Obama and Clinton have broken all Democratic fundraising records. Through the first quarter of this year, Obama raised $234.7 million, and Clinton $189.1 million. As of March 31, the date of the most recent FEC filing, Obama had $51.1 million in the bank and just $662,784 in debt, for a net cash position of $50.4 million; while Clinton had $31.7 million in the bank, debts of $15.2 million, and had loaned the campaign $6.4 million. (The FEC lists debts and loans separately.) More recently, Clinton disclosed that she had made her campaign additional loans, bringing the total amount she has loaned to her effort to $11.4 million. At the same time, her campaign was running close to broke for much of last month. Details of fundraising and
spending for the month of April do not have to be filed until May 15.

Money is a central issue in the delicate negotiations that many expect to lead to a Clinton withdrawal. A winning candidate often offers to do whatever is legal to help a loser pay down debts. In this case, there is exceptional animosity between the two camps. Furthermore, Penn's interest in any negotiations are sure to be pressed very aggressively by the Clinton campaign's new Chief Operating Officer, Howard Paster. Paster was brought in immediately upon Penn's retreat, and, as it happens, Paster is Penn's boss. Paster is the executive vice president for public relations and public affairs at Burson-Marsteller's parent company, WPP.

In his new capacity as COO of the Clinton campaign, Paster is almost certain to be central in deciding how much of any money Obama might help raise for Clinton is used to pay off the debt to Penn. This set of relationships will undoubtedly impact the enthusiasm of Obama donors for a
Clinton-Obama pact.

This is an important point. I'm sure it's not just me--what better way to get Obama's financial support to dry up than to float the idea that it may end up in Clinton's coffers?

Obama should not pay off Clinton's debts. not that I'm against the spirit of helping out but because all the money I gave his campaign was for him, not for paying other's debts. Also, this would have three negatives: 1. It'll seem that he's paying her to get out of the race and get her to support him. 2. Help should be given to those who are really in need. Not irresponsible spending behaviour of Clinton's. Besides they have enough money to pay off their own debt. 3. There'll be a perception that Obama has no back bone -- after all the negatives she has thrown at him. There are plenty of other ways to bring her into the fold but not this one.

Truth is that white voters as a whole have been gaining a favorable impression of Mr Ob
aside from that i don't believe she deserves to be bailed out, the Bear Stearns of politics, but it is a very classy gesture on Obama's part. After all the divisive BS of the last 8 years we need a little more of this, way too much misdirected and unwarranted hatred in America now.

I have donated quite a bit of money to the Obama campaign. I do not want to have any of my money going towards paying off the debts of Hillary. By continuing to run, she is going to continue to rack up debts beyond what she already has. I don't think she earned the money that she loaned to her campaign. I don't think that's possible on a Senator's salary. Likely it came from her husband. His speaking engagements post-Presidency are obscene, so have him give a few more speaches.

I do not trust either Hillary or Bill, and think they have done way more harm than good in there campaign. You know darn well that if she stays in till the end, she is going to use that as ammunition at the Convention. Obviously she/Bill will do anything to try to get elected. I hope Barak does not ever stoop to her level.

I think it B/S that she's a Senator anyway. What's up with New York state? She was born in Illinois, lived in Arkansas for years, lived in Wash DC for years, then moves to NY so she could run for Senator. Next thing you know she will have established residence in MI and FL, so she can somehow finagle there votes to be counted.

Hillary, if you quit now, Bill can go back on the hunt. And you can have your pajama parties! Ha-ha

NO. My cash, donated to help Obama (and the first political contribution I ever made) must NOT go to payoff Hillary and reward her mendacity and subsidize her cult of personality.

THAT would be "politics as usual" and would be glaring evidence that Obama is not really going to change the way things are done. If Obama pays her debts, he will ask in vain for more money from me.

I have already emailed the Obama campaign that my donations to his campaign were NOT made to help bail out the Clintons. Under NO circumstances will I continue to financially support the Obama general election campaign if they do this.

I don't believe you. No true Obama supporter would care if he used the money this way. For one thing, she's got a huge following that needs to be brought into the overall camp come November. If he was running ads to try to win over to him from Hillary, no one would object. So to help her let go -- and therefore shut the hell up and get off the campaign trail -- hell, I'd send him money just for that. It would be a different thing if what she wanted was the number 2 spot on the ticket. Then okay, yell. But to get her to simply get off the stage gracefully. No true Obama supporter would be against that. Sorry, CKieffer and the rest of you blogging today, I just don't buy it that you are real supporters of Obama's. Clearly you want the race to continue and Obama continually under attack.

I don't doubt the loyalty to Obama of the folks on this board that are so vocal in their opposition to this proposal. I just think they are looking at it from a more emotional/visceral perspective rather than laying out the purely logical and economical/business argument. That is why cooler heads often prevail. When Clinton is out there as we speak challenging Obama to yet another debate and stirring the pot of race divisions, it is hard for many of his supporters to see how helping her is ultimately him and, moreover, OUR goals for the country. That said, I think you should interject throughout this thread to remind our fellow supporters that loyalty to Obama and to the country in terms of unification means supporting compromises that aren't always palatable. That's my approach any way!

Yikes! I am a true Obama supporter, have been for years, he's my senator and I don't think he should pay her off...that's just more politics as usual. Sigh! You know if you truely believed in the message you'd understand how off the mark this whole approach is. All those blue collar white folks we need to attract will be much more impressed with Obama staying above the fray of ugly politics than pandering to the Clintons with a pay off...this is not change you can believe in..it's the same crap as always. Bailing out rich people for whatever reason will do much more harm than good.

Have you read the comments of these people...this is ticking them off. I say we beat her fair and square and not resort to bribery

I would not have a problem if Obama wanted to do this. I donated money to him. It belongs to his campaign now. If, within the rules, he should use any of that to help Sen. Clinton, I think that's a very conciliatory gesture, and I'm not sure why some people are so enflamed about it.

Let Bill go make some more speeches at a gazillion dollars apiece. Please. And that would keep him from damaging the party further with his campaigning.
I want to see this end well, with unity in the party. But I have to say, the thought of my little contributions ending up in Mark Penn's pocket--when he apparently did not know that Democratic Primaries were based on proportional representation--is more than a little bit galling.

Its ridiculous that youd take money from people who could barely spare it and pay off someone who even minus their loan to their campaign still has millions of dollars. Not like the Clintons are gonna be living in public housing without this money being paid back. I personally will not donate another dollar to Obama if this route is taken. Can this money go to other Dems in state races? That id be ok with.

Obama will kill his fund raising operation if he does this. I know I didn't donate my hard earned dollars to his campaign so he could use them to pay off an ego-maniacal self-serving multi-millionaire who has run one of the more blatantly racist Democratic campaigns of recent memory, that is "as far as I know."

Can you imagine for one moment if the roles were reversed that Billary and Penn would give one thin dime to Obama to cover his debts? They'd snort beer out their noses at the suggestion.

Billary is quite big enough to find a way to get that money from their rabid supporters. Mark Penn is a fungus and I couldn't care less if he ever gets another nickel.
