Emanuel

One of the most influential (and thus far subdued) voices in the Democratic primary all but declared the contest over on Friday morning.

"At this point, Barack is the presumptive nominee," said Rep. Rahm Emanuel during the New Yorker's magazine conference. "Hillary can't win but something could happen that could effect that Barack could lose the nomination."

Emanuel wouldn't go so far as to say that Clinton should drop out. "Next question!" he declared when asked. But his voice does carry political sway. The congressman has been staunchly non-committal throughout the primary process. And his ties to the Clinton administration and connections to fellow Chicago pol Obama make him one of the key figures who could help facilitate an end to the nomination battle.

Clearly, party unity was on Emanuel's mind.

"What Hillary does in the next month is important," he said. "If she spends her time contrasting with Senator McCain, drawing distinctions that help the Democratic Party, that's productive. If it's done in another way, that's not productive."

Emanuel suggested that Clinton's choice for a political path forward would come after consultation with her husband. Noting that this process has produced unpredictable results before, he nevertheless spoke about her candidacy in the past tense.

"She has a big career ahead of her," when asked by the New Yorker's Ryan Lizza what the future had in store. "As much as her ending it will... [he stopped himself] ...how the loser ends it will determine the winner. How that story gets written will determine not only the winner's capacity to go on but also the person who didn't get the nomination."

He went on: "This is an incredible person with incredible resources, capacity. She's gone through Ken Starr. She's gone through her marriage being ridiculed. She's gone through being blamed for health care and she's still going."

Story continues below

In addition to addressing the Democrats, Emanuel also tried his hand at assessing the Republicans. He spoke optimistically about the general election, but cautioned not to take the GOP lightly.

"Nobody should assume these guys are gonna roll over and let you scratch their belly," said Emanuel. "They are going to cling to power and, like in 06, you gotta go take it from them."

As for Sen. John McCain, Emanuel insisted that the his candidacy constituted the myth of a maverick.

"I think he's an unbelievable hardcore Republican," he said. "Our job is to show who he really is."

Danny Shea helped report this story.

UPDATE: Sarah Feinberg, the communications director for the House Democratic Caucus, e-mails Marc Ambinder:

While I realize it's a slow news day, and all 08 reporters feel every news bit must be immediately made out to be breathless, breaking, and instantly analyzed in order to break thru, I would like to clarify two points:

1. All Rahm said was that Senator Obama is clearly now the frontrunner, which by and large means, because of the calendar, he is the presumptive nominee, at this point. He was stating the obvious. Its about the calendar.

2. The "presumptive" quote is only accurate if you ignore the several sentences proceeding this half sentence and the several minutes of conversation that followed it. I'd call it selective quoting. Congressman Emanuel also stated about 90 seconds after this that he thought Senator clinton can still win the nomination and he stands by that.

One of the most influential (and thus far subdued) voices in the Democratic primary all but declared the contest over on Friday morning. "At this point, Barack is the presumptive nominee," said Rep. ...

If FL/MI were seated in full, then the new "magical" number to win the nomination would be 2,208 (not 2,024).

The Super Delegate count changes daily (hourly). Currently Obama and Clinton are tied at 269 super delegates each (depending on which source you use). Without FL/MI there are a total of 795 Super Delegates, with FL/MI there are 848.

Super Delegates are able to change their votes up until the convention, at the moment the shift has been towards Obama and away from Clinton, but that can always change.

If FL/MI were seated, Clinton would probably add an extra 10 Super Delegates over Obama from these two states. Putting her (approximately) 73 delegates behind him (this figures changes daily with Super Delegates making their commitments).

Clinton would be at 49.1% and Obama would be at 50.8% a difference of 1.7%.

Meanwhile, there's the popular vote to consider.

As it stands today, including the last two contests in Indiana and North Carolina, Obama leads with 820,008 votes, or 2.5%.

If you include Florida and Michigan's votes, Obama leads with 196,927 votes, or .56%.

Including Florida and Michigan, Hillary would be ahead by 274,358 votes (approximately). If you exclude Michigan (because Obama wasn't on the ballot), she would be ahead by an estimated 53,951.

Of course you beleive those numbers - they complete omit pledged delegates LOL.. This is not even close to a horse race.

As for "popular vote" - here are the REAL numbers: http://www.realclearpolitics.com/epolls/2008/president/democratic_vote_count.html

I do not see -any- circumstance where Clinton gets a lead there, so this person posting has bogus numbers. In fact, technically ALL numbers are bogus b/c four states did not hand in totals and have to be guessed. You can be sure that a Clinton perosn will "guess" a smaller number than an Obama person will for those 4 states.

Here are the REAL numbers for the ACTUAL contest:
http://journals.democraticunderground.com/phrigndumass/36

Did you know that he needs about 8 more delegates of any sort (pledged or super) for this contest to hit a point where not even 100% of the remaining supers voting en masse for her will be enough to win?

http://journals.democraticunderground.com/phrigndumass/39

No - this is not a "horse race".

If this is an indication of what your gal believes-that the rules don't count for a "Clinton"-then how is she any different than the past scum in the White House who thought they were above the law and rules??? This is a perfect exmple of the OLD POLITICS we hate. Thanks for reminding us why so many of us HATE this thieving witch!! And YOU support this kind of crap??? Shame on you??

Early in this campaign, Hillary is quoted as saying "it's all about the delegates", now she's changing her game to the "popular vote". Once again, she keeps moving the goal posts, geez!! The reality is: she can score late in the game, but she simply can't win!! I applaud her for her efforts, but it's over.

All you Barack supporters out there in states yet to vote, this isn't over yet! Don't stay home on primary day. Vote, or else HRC may get majorities in states she's not expected to win, and then this will go to the convention, and our chances to gain the WH and seats in congress to oblivion. Get out and VOTE!!! Remember, Bill said HRC could still win if she gets big enough wins in the remaining states, and he's RIGHT. Don't relax now.

I HAVE TO STRONGLY CAUTION ALL OBAMA SUPPORTERS WHOSE STATES HAVE NOT YET VOTED, PLEASE GET OUT AND VOTE WHEN YOUR VOTING DATE ARRIVES. THE RACE IS NOT OVER, SO DO NOT BUY INTO WHAT THE MEDIA IS SAYING. THEY ARE GIVING OFF A FALSE SENSE OF SECURITY.

IF THE MEDIA ARE ABLE TO GET OBAMA'S VOTERS TO STAY AT HOME, WITH THE FALSE SENSE THAT OBAMA HAS ALREADY WON, HILLARY WILL WALK OFF WITH THE NOMINATION, BECAUSE YOU BETTER BELIEVE THAT HILLARY IS TELLING HER SUPPORTERS TO GO OUT AND VOTE.

OBAMA SUPPORTERS, THIS RACE IS NOT DONE UNTIL ALL THE VOTING IN EVERY STATE IS DONE.
SO OBAMA VOTERS GET OUT AND VOTE, NO MATTER WHAT THE MEDIA SAYS, OBAMA NEEDS ALL YOUR VOTES, THIS RACE IS NOT OVER UNTIL ALL THE STATES HAVE VOTED!!!

Not to be a rhymes-with-witch about it but you know...I think people come here to have discussions, not to have campaign volunteers take up space on a discussion byi inundating the place with announcements that they should "get out and vote!" because I doubt people in those states are reading HP and suddenly they're going to say "I wasn't going to vote but some college student who is a volunteer for Obama told me it's important that I vote so now I'll make sure to vote!"

You already have the woman who runs HP providing us with 24-7 nonstop "vote for Obama but make sure you buy my new book first because that is more important!" coverage here. I really don't think Obama needs his volunteers here telling people to vote.

At least this place is consistent - during every discussion someone will call Clinton "crazy" or "posessed" because as we all know, a man who is dishonest or corrupt might be a bad person but a woman must be "possessed" or have a serious mental disorder or have multiple personalities. This week people said she deserves to be burned at the stake like other witches or she should kill herself and nobody here censures it.

The misogyny here is just unbelieveable - especially when this is considered a "liberal" place. And the most ironic part of it is the woman who runs this place and her celebrity buddies all think they're so sophisticated and "liberal" and progressive but they hate women and beyond that they're just mean, spiteful petty, nasty people.

Nicole, Lighten up! There are crazy people all over. Hillary Clinton is disliked for very obvious reasons. Just because she's a woman does not mean all women have to want to elect her President. She's NOT the RIGHT woman for the job. I believe you are being over-sensitive. I'm sick of a lot of white males holding power too, and I'm a lot older than you, but let's be fair. Once again the Dems have set themselves up to lose an election. Obama is full of hot air. He has charmed young voters with his "Time for Change campaign but even the most seasoned politicians once elected face an uphill battle to change the machinations of DC politics and lobbyist influence. More seasoned mature voters will not vote for him - in fact everyone I know, and its quite a few people, have told me they will sit this one out before they vote for him. Myself included. Hillary Clinton will look like a saint compared to that "mouthpiece" wife of his.

I hate the Repuglicans and hate McBush. However, I personally do not have faith that Obama can lead this country and overall lacks the experience to bring effective change and know many others who feel the same way.

All this concern about party unity. The Dems should take a page from the Republicans and focus who and what it will take to win the general election. A start would be nominating someone who could actually beat McCain.

What this process has shown is the Dems are moving back to be contoled by the left wing. Maybe most of them are left wing. They left wing can praise and support Obama all they want; he will lose the general election and probably by a substantial amount of electoral votes. Oh sorry all you lefties to remind you that it is the electoral college that selects the president, not popular votes directly.

It is the ultimate irony that left wing Dems don't care about the popular vote (e.g. FL and MI) unless the popular vote supports Obama. So, the heck with MI, FL, WV, KY, white blue collar, etc. I now have no sympathy for what happened to Gore in 2000 in Florida. By being total hyprocrites in 2008 regarding popular vote they should never claim they were robbed in 2000.

The good news is this sets up for a more moderate Dem candidate in 2012. Dems learn the hard way.

There isn't any possible way that Obama will win the election but people here can't handle reality. And I would prefer he win but I choose to live in reality. I also believe that Obama has made some mistakes that politicians with more experience would do.

The worse thing about this is that we're having a primary where people in MI and FL are being told their vote doesn't count. The people who are in charge of these primaries are either very incompetant or they didn't want those votes to count for a reason - this is not the way democracies are supposed to be.

There wasn't any possible way he would beat Hillary either. I'll bet that's what you thought.

The rules regarding when primaries would be held were put in place a long, long time ago and Clinton surrogates had a hand in that. The states in question were warned of the consequences and yet their state parties and legislatures moved the primaries up anyway. Senator Clinton agreed to the delegates from FL and MI not being seated. And then she started to lose, which changed her outlook. Only losers try to change the rules they previously agreed to at the end of the game they're losing. Are you a loser?

Nicole. Relax. He's a much, much stronger candidate in the general election. We have forgotten, because of all the attention paid to Obama over the last few months, and the fawning she's gotten in her new "fighter" incarnation, how much and how deeply people hate Senator Clinton. It's not the Obama democrats--it's the independents and especially the republicans. The republicans don't really want this election that much and don't like McCain--but they would turn out and donate in millions to defeat Clinton.

Obama is by far the Democrats best bet for this or any election.

As a conspiracy theorist, I believe this extension was given because the Repubs actually want Hillary as the nominee. Thank you for adding Ms. Feinberg's views in your Update. That's why people who care about accurate journalism come to this website. As an Obama supporter I want to know precisely how emphatic Mr. Emanuel's comments were about Clinton's still being able, or not, to win the nomination, rather than to have false optimism that Obama's nomination is a certainty.

Perhaps the most salient part of Mr. Emanuel's comments have to do with the way the Democratic candidates conduct themselves now. No matter that he's stating the obvious, Dem. Party leaders need to incessantly remind us that nothing must be allowed to undermine our efforts to defeat McCain and achieve a true (sans Lieberman) Senate majority as well as to make upcoming SCOTUS appointments.

That'll be Hillary at the Convention. They'd better have Dr. Dean ready with a fully loaded sedative syringe and women in white coats ready to carry her out on a stretcher. On second thought, Dr. Dean had better have several syringes on hand...for Bill, for McAuliffe, for Howard, for Harold, for KiKi....geez, is there a hospital psych unit big enough to handle the Clinton MeltDown Crowd?

Now that we have shown that we can find the $1 Taliban leader in Iraq, now that we have shown our finest will have their back, it's time to let the Iraqi's take over, and bring out guys home.
TV Air ForceC commercial, how do we not hurt the innocent? "We have kept our eyes on the Taliban leaders, proved we can follow them, and we will be back if need be. Now home to save the economy!"
It bothers me VERY much that Mr. Obama made comments about the working and poorer classes after munching with the Gettys. Whose words were they?
