Actually, I don't think this is in Shanghai. Raffles Place is the central business district of Singapore, and the guy who acknowledged that his company is behind the hoax speaks with a Singapore accent, not a Chinese one. And no, Singapore is not part of China.

There is a Raffles City in Shanghai if I remember correctly, but that is a shopping mall, not an office block. It shares the same name (and management) as Raffles City in Singapore.
