MIAMI — Sen. Barack Obama, who once said he would meet Cuban leader Raul Castro without preconditions, added Friday that he would do so "only when we have an opportunity to advance the interests of the United States and to advance the cause of freedom for the Cuban people."

Any meeting would occur "at a time and place of my choosing," the likely Democratic presidential nominee told an audience of Cuban-Americans that applauded his remarks.

Obama said he would maintain the existing trade embargo to use as leverage for winning Democratic change in the Communist island nation. But he said he would immediately allow "unlimited family travel and remittances to the island."

"It's time to let Cuban-Americans see their mothers and fathers, their sisters and brothers. It's time to let Cuban-American money make their families less dependent upon the Castro regime," he said.

Obama made his remarks as part of his first extended trip through swing-state Florida, beginning a courtship that ordinarily would have occurred much earlier in the year. But the state's Jan. 29 primary date violated Democratic National Committee rules, and the party's presidential hopefuls observed a ban on campaigning.

"We've had a great three days here in Florida. I'm regretting that we couldn't have campaigned here earlier, but I promise you we're going to make up for lost time," he said at a rally later in the day.

Obama's campaign billed the speech to the Cuban American National Foundation as a new policy for Latin America. He accused President Bush of diplomatic neglect and allowing a vacuum to develop into which anti-American Venezuelan President Huge Chavez came to power.

"That is the record, the Bush record in Latin America, that John McCain has chosen to embrace," he said.

As for Cuba, Obama said, "my policy ... will be guided by one word: Libertad."

Obama has been criticized sharply by McCain and other Republicans for having said he would agree to meet in the first year of his administration, without preconditions, with leaders such as Iran's President Mahmoud Ahmadinejad, Castro and the heads of other rogue regimes. Some prominent Democrats have also disagreed with Obama's position.

When asked about his position during a debate in July 2007, Obama said: "The notion that somehow not talking to countries is punishment to them _ which has been the guiding diplomatic principle of this administration _ is ridiculous."

Despite his own change, Obama sought to turn the tables on McCain, saying that the Republican's opposition to a no-conditions meeting with Castro amounted to ruling out a "course of action that that could advance the cause of liberty."

Obama said McCain has been "going around the country talking about how much I want to meet with Raul Castro as if I'm looking for a social gathering. That's never what I've said and John McCain knows it."

The McCain campaign countered that Obama has a "record of weak leadership" on Cuba, saying Obama has voted to curb funding for U.S. broadcasting in Cuba. It also accused him of flip-flopping on ending the U.S. embargo against Cuba.

"Senator Obama's reckless judgment, and his pandering on trade, will set back relations between the United States and Latin America for decades. That's not a new day the people of North and South America want to wake up to," McCain spokesman Tucker Bounds said.

Turning his attention to the rest of the region, Obama said: "We can continue as a bystander or we can lead the hemisphere into the 21st century. And when I am president of the United States, we will choose to lead. It's time for a new alliance of the Americas."

An Obama administration would increase economic aid to Latin America, work with other nations to reduce drug trafficking and seek cooperation on alternative energy, while also pursuing trade deals that protect U.S. workers, he said.

On the verge of claiming the Democratic nomination, Obama needs to build support among Hispanic voters, both nationally and in the key swing state of Florida. The state's population is 20 percent Hispanic and 16 percent black.

Hispanics have preferred Sen. Hillary Rodham Clinton over Obama by 26 percentage points in Democratic primaries so far, according to exit polls for The Associated Press, eclipsing the 15-percentage point edge by which she has won among white voters. They also seem more staunchly loyal to Clinton than whites: 35 percent of Hispanics have said they would only be satisfied if the New York senator wins the nomination, compared to 29 percent of whites.

Cuban-Americans have traditionally supported Republicans and a hard line against any engagement with Cuba's Communist rulers. But that is changing.

Jorge Mas Santos, son of the Cuban American National Foundation's founder, introduced Obama by calling for a new approach to Cuba, including allowing Americans to send money and make trips back to relatives on the island _ two measures Obama supports.

Simply waiting for democratic reforms in Cuba "is not a policy. Ladies and gentlemen, it is surrender," Mas Santos said.

Obama wrapped up his Florida tour with a 16,000-person rally in Sunrise, which he mistakenly called "Sunshine."

He argued that Republicans can't win on the issues so they will try to attack him by planting doubts about his values and patriotism. Obama told the crowd that he is committed to helping struggling families improve their lives.

"Those are my values. That's my story _ of an American family that is able to give something to their kids that's a little better than they had," Obama said. "That's my patriotism."

A group of Cuban dissidents has backed a call by the US presidential hopeful, Barack Obama, for direct talks with the new Cuban President, Raul Castro.
The organisation, Women in White, is made up of female relatives of Cuban political prisoners.
In an open letter to Mr Obama they wrote of their hope that his policies may help free their husbands and sons.
Mr Obama told Cuban exiles in Miami on Friday that America needed to talk to its enemies as well as its friends.
Mr Obama also said that - if elected in November - he would lift President George Bush's restrictions on family travel and remittances to Cuba but maintain the US trade embargo.
Applauded
The position of both Democrat candidate Hillary Clinton and Republican hopeful John McCain is that any change in policy would only benefit Cuba's communist leaders.
The founder of Women in White, Miriam Leiva, and her recently freed dissident husband, Oscar Chepe, also wrote an open letter to Barak Obama.
They applauded his offer to allow Cuban Americans to freely visit relatives here.
They also wrote that a more creative policy could help the transition towards democracy and that the current confrontation is used by the authorities in Havana to justify their repression.
The Cuban government denies that there are any political prisoners on the island, calling them all mercenaries in the pay of the United States. "

Maybe so, maybe not (I haven't been there), but they've got universal health care, free education and advanced agricultural technology.

Granted, the tradeoffs have been costly in terms of civil rights (and some of the original revolutionaries claimed Fidel betrayed them), but most of the Cubans that remained there are probably better off under the Castros than under Bautista.

I know Cubans that have cell phones and travel freely outside Cuba who accept things as they are (of course the USA's blockade has hurt their economy), but the Cubans I know that left the island tell frightening tales of the secret police.

IAC, things in Cuba will change for the better - hopefully, without sacrificing their legitimate social gains.

At least Obama is considering a policy that is balanced and resonable, faces the political realities and hopefully will upon the death of the Castro's will become more democratic. The more USA money that ends up in Cuba, which has long been the only real currency of value there and the more ex-Cubans can travel there, the better some of the people live and seek democracy.

First of all I was born in Cuba.Castro's Cuba.
My family members are not political
exiles. They are just regular citizens that were mutilated tortured and executed for saying things like I'm sick of the rationing. I'm hungry.
Because there is a government informer on every block and in every building.They are happy to do this for the extra egg or two since Cubans only get four a month.
It's very easy to say that persecuted people are cowards for not
taking up arms against a brutal regime. But as the Jews in Nazi Germany can tell you. It is not easy to overthrow a government
that has their collective boot at your throat.
Remember we were slaughtered at the Bay of Pigs.But iI can tell
by your comments that compassion is not a quality you posses

It always boggled me that Cuban expatriots...and I know some, those I know very sharp (probably why I now them)....could never see that Fidel suffered not at all from the embargo.....only Cubans did hugely and increasingly. Not that I iknow them, but I would include Gloria and Emilio whom I otherwise admire very much.

And I heard one of Barack's advisors on Air america Radio address this and she explained why he initially wants to retain the embargo as a negotiating chip....and she wasn't spinning; it really made sense.

This is typical Barack....the only real visionary to have emerged in political arena so far in my life. So often, I feel humbled and goosebumped when yet again, the reality hits me.

Cubans are no exception. Most immigrant groups want US to change the govt. in their native country if they hate it badly. These are spoiled children. They are in the US, probably having a good life and dream about a time their native country would be like the US. These dreams are not achievable without more bloodshed and suffering. Castro survived 9 US presidents. If we were more open to them, cubans in Cuba would have more opportunities, better life and it might happen that Cuba could have changed for the better. These miserable expats talk as if the US is perfect. Are they blind? Don't they see that we have our own cruelties and injustice? Where do they get this self-righteousness?

Many do get what Obama is all about.... he thinks outside the Cuban box. He's smart enough to realize that the Cuban vote is no longer a monolithic bloc. Cuban-Americans with any brains realize the failure of the same same, and are truly offended by the incesant idiotic pandering of politicians. I respect Obama's admission that he has much more to learn about the Cuba issue, which reflects uncompromising courage on his part to break away from the status quo.

Trinidad707your are starting to appear frazzled. I am accustomed to more reasoned comments from you. One man's pandering is the other mans fine tuning his message/ policies. The intellectual, reasoned approach has been absent for so long from our political landscape that I know it is difficult to recognize it. completely reversing your policies from town to town. Fine tuning is listening to advise and tweaking your policies so it fits the needs of the people in need.

A nuclear-weapon-producing country like the United States, France or Britain has no leg to stand upon when it comes to lecturing others on possessing nuclear weapons. The NPT was predicated on the grounds that nuclear powers would disarm and not continue building more or developing new nuclear weapons. That is all the more true when such countries as the United States and Britain have had belligerent governments (Bush, Clinton and Blair) which blink not one eye in bombing other nations without remorse or sending their own citizens to occupy foreign lands.
