NEW YORK — A construction crane snapped and smashed into an apartment building with a thunderous roar Friday, killing two workers in the city's second such tragedy in 2 1/2 months and renewing fears about the safety of hundreds of cranes towering over the New York skyline.

The collapse happened despite stepped-up inspections and a shake-up in the city Buildings Department after the earlier accident, which killed seven people in March.

The 200-foot crane fell apart on Manhattan's Upper East Side, where contractors were building a 32-story luxury condo complex, about 12 stories high.

Scott Bair, a foreman who arrived at the site seconds after the crane fell, said several co-workers told him the crane had just dropped off a load of materials on the top of the building and was turning to pick up a load from the street when "the turntable popped off _ even though there are 16 bolts that hold it down. It could be an issue with the bolts."

The turntable is a piece of equipment that helps the crane rotate.

Acting Buildings Commissioner Robert LiMandri said that investigators "will be focusing on a particular weld that failed" on the crane, and noted that the 24-year-old crane's model, the Kodiak, is out of production and one of only four in the city.

LiMandri also suspended several crane operations in the city and called an emergency meeting of experts Saturday to address crane safety.

Mayor Michael Bloomberg called the accident "unacceptable and intolerable" but said the city appeared to have followed regulations. "Sadly, we have construction accidents all over the world," he added.

With the city going through a supercharged building boom and an estimated 250 cranes in operation as of mid-March, New York has seen a series of deadly construction accidents. Nine people have died in crane accidents so far this year, versus none in all of last year, and two in 2006.

"Construction of buildings is out of control in this city," City Councilman Tony Avella said. "How many people have to die before the mayor decides enough is enough?"

City Councilwoman Jessica Lappin, who represented the neighborhood affected by the March collapse, said: "People shouldn't live in fear walking near a construction site _ and certainly shouldn't feel fear sitting in their living rooms."

Buildings Department records said officials halted work at the Upper East Side site after the crane failed "load tests" on two straight days, April 22-23. However, the crane passed another test the next day. No violations had been issued in connection with the crane.

Department records also indicate several neighborhood complaints about cranes at the site in recent weeks. At least two callers had expressed concerns about parts of the crane extending past safety barriers. One complained that workers were hoisting heavy metal and concrete over the heads of pedestrians.

Inspectors found most of the concerns were unwarranted, and Buildings Department officials had inspected the crane three times this month, the last time on Thursday. Inspectors responded to a complaint about the crane hoisting loads above workers, but did not see it happening on Thursday, department spokeswoman Kate Lindquist said.

The crane toppled just after 8 a.m., destroying a penthouse apartment across the street and knocking off balconies on the apartment building as it plunged 20 stories into a heap of twisted steel. The city said in a statement that the cab where the operator sits had separated from the crane's tower.

"The sound was like a thunderclap. Then, an earthquake," said Peter Barba, who lives on the seventh floor.

Killed were the crane operator, Donald Leo, 30, and another worker, 27-year-old Ramadan Kurtaj. A third construction worker was seriously injured, and one pedestrian was treated for minor injuries.

Construction foreman Scott Bair said one of the workers on his 40-man crew was taken to the hospital with his "chest slashed open." His eyes filled with tears, Bair said his own life was saved because he left to get an egg sandwich for breakfast a block away just before the collapse.

"I thought, I'm hungry, and I want to go get something to eat _ and that saved my life," he said. When he returned to the site, "Everyone was shook up and crying. These are some hardened men, but they were crying."

Dan Mooney, a longtime New York crane operator who went to the scene after hearing about the accident, said he was stunned by what he saw.

Crane operators, Mooney said, generally need to handle their loads very carefully to keep the top-heavy machines from becoming unbalanced. If an operator tries to lift a load that is too heavy, too fast, it could pull the rig over or cause it to sway dangerously. Stopping short while swinging a very heavy load could cause the same problem, as could having a big load suddenly drop off the end of the crane.

"Any instability in the load could be a problem," Mooney said.

Bloomberg said the crane was a different model from the one that collapsed in March. "It looks like a pattern, but there's no reason to think there's any real connection," the mayor said.

Construction workers have died in recent weeks in crane accidents in Iowa, Missouri and Miami. In Washington, officials called for emergency inspections of its 40 cranes after Friday's accident.

In New York, the general contractor on the project, Leon D. DeMatteis Construction Corp., said Sorbara Construction, a subcontractor, was in charge of operating the crane. A woman who answered the telephone at Sorbara said no one was available to comment.

In the March 15 accident, contractors building a 46-story condominium near the United Nations _ about two miles from the site of Friday's accident _ were trying to lengthen the crane when a steel support broke. A four-story townhouse was demolished and several other buildings were damaged.

Buildings Commissioner Patricia Lancaster resigned under pressure a month later. The city also added extra inspections at building sites and required that its staff be on hand whenever the cranes were raised higher. But this week, the department said an inspector no longer had to be present

Our miserable little ice chip of a mayor: "the department of buildings didn't crash, the crane crashed."
He started out his press conference defending the construction company, saying that construction fatalities happened all over the world---he came thisclose to saying construction fatalities are just the cost of doing business, and was clearly annoyed at being challenged about how many we have had.

The New York we know, aside from the big tourist attractions, is disappearing--all the nicer old buildings are being torn down for the crime of being too short, so blue glass condos, like the "Azure", the building with the crane, can be built--each one with a red plastic bank branch on the ground floor.

All at breakneck speed. I can see three such cranes from my window. Wonderful Town is dying, to be replaced by dangerous but dull CondoMallopolis. And our flinty little billionaire mayor is at the helm. EXCELLENT JOB, BLOOMIE!

Man don't get started on the atrocity that is the "AZURE". For the benefit of those who aren't based here, this is a building that stands just off Delancey street, amongst historical tenement buildings where our grandparents lived and died and sweated it out, towering about the neighborhood like some sort of '80s set designer's idea of "the future". It's blue. And it's glass. And it's ass ugly.

Well said. Mayor Bloomberg just lost his chance at a Vice Presidential nod.

I am a native New Yorker and was appalled by the tone-deaf attitude the Mayor displayed in his news conference in contrast to the genuine grief expressed by New York's Governor Patterson. While Mayor Bloomberg was compassionate toward the construction site workers, he had not a word for the inhabitants of the building across the way, only a reference to the fact that the crane had destroyed some of their balconies.

Had he not looked at the live tv feeds? There were fatalities and peoples' homes were ruined. They have to make other living arrangements on completely unexpected notice. Mayor Bloomberg seemed a lot more interested in reassuring the construction and real estate industries that construction in NYC would continue apace. What an embarrassment. His first public moment at the construction site was not the time to curry favor with his large real estate and construction donors.

That Mayor Bloomberg glossed over this second crane disaster and its effects on that building's residents will be seen as his "Mayor Lindsay Queens snow plowing" disaster of many years ago. New Yorkers do not easily forgive Mayors who take their concerns lightly, especially Mayors who can't even take the time to remember the correct street in the crane disaster of March 15th. His fumbling between "51st or 52nd Street" was an insult.

As we are learning in this election season, words do matter.

It sure would have been nice if there had been any critical discussion at all about Bloomberg, before he ran for mayor. As it is, the consensus on the street was (see if THIS sounds familiar), "He seems like a pretty good guy!" People voted for him overwhelmingly, twice, knowing precisely NOTHING about him. City Democrats supported him.

If I had several billion dollars, I too could convince everyone also that I wasn't a stooge of the real estate/construction axis, and was "a pretty good guy".

I agree with StoutHouse that Grannysue's question - if it was posed in seriousness - is xenophobic at best and imbecillic at worst.

And I would remind anyone else making these kind of assertions about *any* product that such products exist only because of the fact that our U.S. government and American corporations respectively giving contracts to the lowest bidders and cutting corners to increase profits.

The types of cranes that collapse here look very dicey. (For the benefit of non-NYers.) They are not the cranes you typically see where there is room to manouvre-- on tight NYC streets, those cranes don't fit. So what you get are these straight verticle tower-cranes with the cab on top, and usually they "cling" to the building being built with little bracing rods for the majority of their support. Add to that the mechanical geniuses running them and the physics professors inspecting them and be surprised there aren't many more such collapses!

I have worked around these tower cranes for over 35 years, without incident or accident.

Improper inspection and erection are caused by people not doing their jobs correctly.

Lazy workers produce sub-standard results that are then inspected by corrupt inspectors.

It is too bad that these cranes can not fall on those at fault and rid us of their ilk,

No, in thunder. This smug know-nothing attitude is part of what is making the city and country a mess. How much evidence does one need to realize that MSM only sensationalizes to obfuscate. Truly sensational would be to investigate why, only the day before, the city decided to go back to random (as opposed to complete) monitoring of crane installations, or that Bloomberg seems to have doubled the city financial obligations since taking office. Truly sensational would be an inquiry as to why these business titans (e.g., Bush, Cheney, Bloomberg) become such deadbeats when they get into office, sticking us with their obligations incurred.
You want sensationalism ? Wait until the energy grid burns out this summer in vain attempts to cool all of these tacky high-rise buildings going up. The Con Ed folks responsible for this hot sensation will be partying in Bermuda with the MTA Board. COVERED is the correct term for the main stream media (MSM) but only in the sense of covered-UP. There is no need to be any more specific -- communication is an essential part of any operation where safety is an issue. If the people employed are unable to understand the training on safe operation of equipment it doesn't matter what language they speak.

That's significant damage. It could have compromised the integrity of the building. I had a timing belt break on my car; it did enough damage to the engine that the vehicle was totaled. The car didn't look destroyed, either.

Welcome to New York, speed construction capitol of the world. For your safety we recommend you not stay within a thousand feet of a construction site. Since the end of almost every other block is being pulled down to make way for a charming high-rise rabbit warren with a drugstore chain, bank, or yet another Starbucks on the street, we further recommend you make your stay very short. You probably won't be able to find a place that meets our recommendations anyway.

I thought New York was this city full of people who knew how to do things and laughed at the rest of us hicks who don't know anything. I think we have some construction companies here in Nebraska that could help BUILD you buildings without tearing down others in the neighborhood.

Yeah, we only have Cent-Com here and a couple of nuclear missiles-- why do we need to secure that? Not a lot of bible-thumping here, either, you're probably thinking of Kansas and Texas :) That being said, this is a horrible accident-- I hope someone gets our infrastructure straightened out soon. This country is starting to frighten the hell out of me-- we don't make anything, we can't keep our country running, we're in massive debt... I'm really, really worried.

You're a prime example that New Yorkers can be just as provincial and small-minded as anyone else. Take a good look in the mirror and THINK about what you just said. Because of the real estate friendy Republican Mayor, building inspectors have been laid off and construction companies given a green light to build without taking safety precautions. In addition due to the anti-union activities of the Republicans on a national level there are no enforcements of Health and Safety laws. You may remember the two mining disasters that cost a number of lives in the past year and a half. A union worker will generally close a job down before something like this happens but the proliferation of non union job sites has taken its toll in NYC. If you'd really like to help work toward stronger health and safety laws rather than looking at them as unneeded regulations and work for labor laws that actually help the workers not the businesses who don't care about anything but the bottom line.

EXACTLY. Bloomberg says it's "unacceptable," but it's HIS administrations encouragement of runaway development that is at fault here. It seems like anyone with a drivers license can get permission to build a high-rise in NYC right now.
Another fine example of Bloomberg putting a spin on something and getting a free ride from the media....
