Carbon Tax: Canadian Green Party Talks Cap-And-Trade

This week, contributors to the National Post debate the pros and cons of a carbon tax. In today's instalment, Green party leader Elizabeth May argues that a carbon tax is both powerful and necessary, although a cap-and-trade system still has a role to play. NDP leader Jack Layton argues that a cap-and-trade system is the fastest, most effective way to combat climate change.

The debate on the various ways to put a price on carbon--a goal now endorsed by a wide range of think tanks and NGOs, from the National Round Table on Environment and Economy to the Canadian Council of Chief Executive Officers --needs to take place in a proper factual context.
