More than five years after the initial invasion of Iraq, the Senate Intelligence Committee has finally gone on the record: the Bush administration misused, and in some cases disregarded, intelligence which led the nation into war. The two final sections of a long-delayed and much anticipated "Phase II" report on the Bush administration's use of prewar intelligence, released on Thursday morning, accuse senior White House officials of repeatedly misrepresenting the threat posed by Iraq.

In addition, the report on Iraq war intelligence harshly criticizes a Pentagon office for executing "inappropriate, sensitive intelligence activities" without the proper knowledge of the State Department and other agencies.

In addition to judgments that could prove troublesome for the White House and make waves in the presidential race, the report also contains some stinging minority reports from Republican committee members who allege that Democrats turned the intelligence review process into a "partisan exercise."

However, when the GOP controlled the intelligence committee and steered its "Phase I" reporting on the use of Iraq war intelligence, critics complained that tough questions about the Bush administration's actions had been kicked down the road, and thus required a second round of fact finding -- dubbed "Phase II." The committee's delay in producing that full report to the public was seen by Democrats as evidence of a stonewalling campaign executed by President Bush's Republican Senate allies.

Former Committee Chairman Sen. Pat Roberts (R-KS) often vacillated over whether or not the report was worth completing, first promising in 2004 that the work would be finished, and then calling it a "monumental waste of time" later in 2005. When Democrats gained control of the Senate after the 2006 midterm elections, they gained a majority of seats on the committee and set the course for the production of the final reports. Whether by partisan design or simple chance, however, the committee managed to save some of the best questions for last.

The "Phase II" report states -- in terms clearer than any previous government publication -- that there was no operational relationship between Al Qaeda and Saddam Hussein, that Bush officials were not truthful about the difficulties the United States would face in post-war Iraq and that their public statements did not reflect intelligence they had at the time, and, specifically, that the intelligence community would not confirm any meeting between Iraqi officials and Mohamed Atta -- a claim that was nevertheless publicly repeated.

"Before taking the country to war, this Administration owed it to the American people to give them a 100 percent accurate picture of the threat we faced. Unfortunately, our Committee has concluded that the Administration made significant claims that were not supported by the intelligence," Rockefeller said in a statement provided to The Huffington Post.

"In making the case for war, the Administration repeatedly presented intelligence as fact when in reality it was unsubstantiated, contradicted, or even non-existent. As a result, the American people were led to believe that the threat from Iraq was much greater than actually existed. ... There is no question we all relied on flawed intelligence. But, there is a fundamental difference between relying on incorrect intelligence and deliberately painting a picture to the American people that you know is not fully accurate."

In a minority report authored by Sens. Orrin Hatch, Christopher Bond and Richard Burr, the Republicans accuse committee Democrats of committing a key error of governmental logic. "Intelligence informs policy. It does not dictate policy," they wrote. "Intelligence professionals are responsible for their failures in intelligence collection, analysis, counter-intelligence and covert action. Policymakers must also bear the burden of their mistakes, an entirely different order of mistakes. It is a pity this report fails to illuminate this distinction."

The key findings released by Rockefeller and his divided committee brings the five-part "Phase II" of the committee's report on prewar intelligence to completion. The investigation's first phase was released on July 2004, and two less controversial parts of "Phase II" were declassified in September 2006.

The potential election year impact of these latest findings is uncertain. On the stump, Sen. John McCain has explained his support of the "surge" strategy in Iraq by saying the country has become the "central front" in the war on terror -- a framing that attempts to shoot past the question of Iraq's status in the terror hierarchy during the 2003 campaign waged in Congress to authorize military action.

Still, the breadth of the Committee's citations of examples in which the Bush administration's comments were not supported by intelligence could reignite public dissatisfaction over the war. According to a release from Rockefeller's office that was provided to The Huffington Post, these examples include:

-- Statements and implications by the President and Secretary of State suggesting that Iraq and al-Qa'ida had a partnership, or that Iraq had provided al-Qa'ida with weapons training, were not substantiated by the intelligence.

-- Statements by the President and the Vice President indicating that Saddam Hussein was prepared to give weapons of mass destruction to terrorist groups for attacks against the United States were contradicted by available intelligence information.

-- Statements by President Bush and Vice President Cheney regarding the postwar situation in Iraq, in terms of the political, security, and economic, did not reflect the concerns and uncertainties expressed in the intelligence products.

-- Statements by the President and Vice President prior to the October 2002 National Intelligence Estimate regarding Iraq's chemical weapons production capability and activities did not reflect the intelligence community's uncertainties as to whether such production was ongoing.

-- The Secretary of Defense's statement that the Iraqi government operated underground WMD facilities that were not vulnerable to conventional airstrikes because they were underground and deeply buried was not substantiated by available intelligence information.

-- The Intelligence Community did not confirm that Muhammad Atta met an Iraqi intelligence officer in Prague in 2001 as the Vice President repeatedly claimed.

"It has been four years since the Committee began the second phase of its review," Sen. Dianne Feinstein wrote in her note attached to the report. "The results are now in. Even though the intelligence before the war supported inaccurate statements, this Administration distorted the intelligence in order to build its case to go to war. The Executive Branch released only those findings that supported the argument, did not relay uncertainties, and at times made statements beyond what the intelligence supported."

I suspect that this report was written to support the urban myth that the Democrats were deceived into supporting the Iraq mission. The reality is they knew exactly what they were voting for, read their speeches surpporting their yes votes. When the Democrats decided to make the Iraq war a partisan issue they needed some kind of cover story to explain away their original suppot for the mission. Thus the myth that they were mislead into supporting it was born. Add to this the super urban myth that Iraq was, and to some die hards still is, in a civil war and one can only conclude that the Democrats will do and say anything to promote their dishonest and very partisan pronouncements concerning Iraq. Oh, I almost forgot their support for redeployment. These fools were in reality supporting the Rumsfeld policy of "defeat the enemy then abandon the battlefield" and they didnt even realize it. I would say that the Democrats credibility on Iraq is less than zero and that would be a very generous score.

Can anyone imagine that Saddam Hussein was telling the truth in his accusations against the US government?

It always bothered me that the first thing our troops did after landing in Iraq was protect the oil fields.

What about our troops and their families who were lied to and exploited? Too many died. Too many were forever injured physically and especially mentally. I cannot imagine how the survivors will sustain mental health after learning the truth. What about them?

What about the soldiers who served as the "fall guys" in the Guatanamo scandals. I always believed that they did as they were told.

Yes, "the pres" can be imprisoned, even executed. The U.S. likely wouldn't have the stomach for it, but The Hague could easily do so. Executed? Yes, for war crimes.

No, Iraq and other countries can't "prosecute" the US, but they can petition the U.N. and world-court and try to get civil damages. However, given all the money spent on reconstruction in Iraq, that's not likely to get anywhere as you'd have to say it was inadquate - AND much has been given directly to Iraqis.

Forever? No.

Yes, many of us can imagine Saddam was telling the truth about some of his allegations. But that probably won't mean much.

As for what happens now, that is for us all to decide. Do what you can; how you vote, campaign, push your politicians, write the press - it all has an effect...

Bushco cannot be prosecuted while in office, unless they are impeached first. So, for the next few months, the only hope is impeachment.

If there were justice in the world, the US would empty it's treasury for Iraq's use. We raped Iraq needlessly, with malice aforethought, and they are the injured party, and the US is the perpetrator of that injury. Also, even by the lowest mortality numbers from IBC, Bush is exceeding Saddam's per annum death rates. By this I mean, when you measure the reported deaths of approximately 300,000 Iraqi's during Saddam's 21 year reign of terror, against the minimum of 100,000 in the first five years of Bush's reign of terror in Iraq, you find that our Saddam (Bush) is far exceeding the per annum deaths under the original Saddam. Extrapolate the current rates forward 15 years or so, and you have a count of around a half a million Iraqi's at the hand of the Saddam W. Bush. And this number is the absolute lowest number possible, based on documented deaths.

If one assumes that the IBC numbers represent half of the real numbers, that number goes more to a million. If however, you choose to believe the high end published number of 1.2 million, then Bushemada is responsible for killing 16 times as many Iraqi's as the original Saddam ever did. So, our Dear Leader is responsible for somewhere between twice as many, to sixteen times as many Iraqi's as the original Saddam.

Boy did you really hit on something that needs to be discussed. By Congresses own admission the war against Iraq is illegal. Your comment about treason is valid.

Two important points:

Bush and Cheney are war criminals by definition and have committed crimes against humanity. They currently occupy the number i and 2 positions in our country. Given what Congress has confirmed, Bush and Cheney should be removed from office immediately. I am not talking about impeachment. The evidence of their crimes already exists. I am talking about a special act of Congress to remove them from office and strip them of any and all benefits and powers that are associated with their offices. Whatever happens in the future in terms of trials etcetera is another thing all together.

What the hell is McCain doing campaigning to extend an illegal and preemptive war? Based on the Senate's Phase II report, we are obliged to withdraw from Iraq post haste. There is no more war in Iraq because it was illegal to begin with. If it comes out the John McCain was aware that Bush and Cheney had manipulated the intelligence to go to war before he recommended the surge, he also has big problems. .

Dear Senator McCain:

This report brings up a question that I would like you to address at one of your town meetings.

You ask us to elect you instead of Senator Obama based on your experience and judgment, specifically in the area of foreign affairs. Yet, when presented with the intelligence reports to support a war in Iraq, unlike some of your Republican colleagues, you did not question the veracity of this evidence.

As a war hero, and someone who truly understands the suffering in war, you did not even ask whether military action could be postponed until further evidence was gathered.

You did not seek to explore other options, although you knew we could destroy any identified bomb-making sites through targeted bombing almost instantly.

Meanwhile, that callow youth, Barack Obama, relying only on his work as community organizer at the grass roots level in Chicago, his service as an Illinois State Senator, his education, and his common sense, said - No, this is not the correct response from the U.S. at this time.

You ask us to place our trust in your experience, age, wisdom, and judgment. But in the most crucial decision of your entire senate tenure, you got it WRONG. Can you explain to me why the voters should rely on your experience and judgment again?

Bush lied, and should be impeached for it. Nobody seems to want to tell it like it is. Words like exaggerate, falsehood, untruthful, not factual, etc. , does not tell the real story. The 435 members of the lower house of Congress, the House of Representatives, can decide whether he can be charged with impeachable offences, and the 100 members of the upper house, the Senate, must decide whether he is guilty. His sentence would be removal from office.

Pelosi can't do it by herself and the Republicans in Congress won't vote for it. (Don't kid yourselves, there are some stupid Dem's who won't either.)

You're mistaken.

This is vital evidence, compiled and put forward by our own congress, that can be used at war-crimes trials. It's critical to provide this kind of support so that even if the U.S. political system can't muster the courage to prosecute, the U.N. and The Hague can.
