More than five years after the initial invasion of Iraq, the Senate Intelligence Committee has finally gone on the record: the Bush administration misused, and in some cases disregarded, intelligence which led the nation into war. The two final sections of a long-delayed and much anticipated "Phase II" report on the Bush administration's use of prewar intelligence, released on Thursday morning, accuse senior White House officials of repeatedly misrepresenting the threat posed by Iraq.

In addition, the report on Iraq war intelligence harshly criticizes a Pentagon office for executing "inappropriate, sensitive intelligence activities" without the proper knowledge of the State Department and other agencies.

In addition to judgments that could prove troublesome for the White House and make waves in the presidential race, the report also contains some stinging minority reports from Republican committee members who allege that Democrats turned the intelligence review process into a "partisan exercise."

However, when the GOP controlled the intelligence committee and steered its "Phase I" reporting on the use of Iraq war intelligence, critics complained that tough questions about the Bush administration's actions had been kicked down the road, and thus required a second round of fact finding -- dubbed "Phase II." The committee's delay in producing that full report to the public was seen by Democrats as evidence of a stonewalling campaign executed by President Bush's Republican Senate allies.

Former Committee Chairman Sen. Pat Roberts (R-KS) often vacillated over whether or not the report was worth completing, first promising in 2004 that the work would be finished, and then calling it a "monumental waste of time" later in 2005. When Democrats gained control of the Senate after the 2006 midterm elections, they gained a majority of seats on the committee and set the course for the production of the final reports. Whether by partisan design or simple chance, however, the committee managed to save some of the best questions for last.

The "Phase II" report states -- in terms clearer than any previous government publication -- that there was no operational relationship between Al Qaeda and Saddam Hussein, that Bush officials were not truthful about the difficulties the United States would face in post-war Iraq and that their public statements did not reflect intelligence they had at the time, and, specifically, that the intelligence community would not confirm any meeting between Iraqi officials and Mohamed Atta -- a claim that was nevertheless publicly repeated.

"Before taking the country to war, this Administration owed it to the American people to give them a 100 percent accurate picture of the threat we faced. Unfortunately, our Committee has concluded that the Administration made significant claims that were not supported by the intelligence," Rockefeller said in a statement provided to The Huffington Post.

"In making the case for war, the Administration repeatedly presented intelligence as fact when in reality it was unsubstantiated, contradicted, or even non-existent. As a result, the American people were led to believe that the threat from Iraq was much greater than actually existed. ... There is no question we all relied on flawed intelligence. But, there is a fundamental difference between relying on incorrect intelligence and deliberately painting a picture to the American people that you know is not fully accurate."

In a minority report authored by Sens. Orrin Hatch, Christopher Bond and Richard Burr, the Republicans accuse committee Democrats of committing a key error of governmental logic. "Intelligence informs policy. It does not dictate policy," they wrote. "Intelligence professionals are responsible for their failures in intelligence collection, analysis, counter-intelligence and covert action. Policymakers must also bear the burden of their mistakes, an entirely different order of mistakes. It is a pity this report fails to illuminate this distinction."

The key findings released by Rockefeller and his divided committee brings the five-part "Phase II" of the committee's report on prewar intelligence to completion. The investigation's first phase was released on July 2004, and two less controversial parts of "Phase II" were declassified in September 2006.

The potential election year impact of these latest findings is uncertain. On the stump, Sen. John McCain has explained his support of the "surge" strategy in Iraq by saying the country has become the "central front" in the war on terror -- a framing that attempts to shoot past the question of Iraq's status in the terror hierarchy during the 2003 campaign waged in Congress to authorize military action.

Still, the breadth of the Committee's citations of examples in which the Bush administration's comments were not supported by intelligence could reignite public dissatisfaction over the war. According to a release from Rockefeller's office that was provided to The Huffington Post, these examples include:

-- Statements and implications by the President and Secretary of State suggesting that Iraq and al-Qa'ida had a partnership, or that Iraq had provided al-Qa'ida with weapons training, were not substantiated by the intelligence.

-- Statements by the President and the Vice President indicating that Saddam Hussein was prepared to give weapons of mass destruction to terrorist groups for attacks against the United States were contradicted by available intelligence information.

-- Statements by President Bush and Vice President Cheney regarding the postwar situation in Iraq, in terms of the political, security, and economic, did not reflect the concerns and uncertainties expressed in the intelligence products.

-- Statements by the President and Vice President prior to the October 2002 National Intelligence Estimate regarding Iraq's chemical weapons production capability and activities did not reflect the intelligence community's uncertainties as to whether such production was ongoing.

-- The Secretary of Defense's statement that the Iraqi government operated underground WMD facilities that were not vulnerable to conventional airstrikes because they were underground and deeply buried was not substantiated by available intelligence information.

-- The Intelligence Community did not confirm that Muhammad Atta met an Iraqi intelligence officer in Prague in 2001 as the Vice President repeatedly claimed.

"It has been four years since the Committee began the second phase of its review," Sen. Dianne Feinstein wrote in her note attached to the report. "The results are now in. Even though the intelligence before the war supported inaccurate statements, this Administration distorted the intelligence in order to build its case to go to war. The Executive Branch released only those findings that supported the argument, did not relay uncertainties, and at times made statements beyond what the intelligence supported."

This Report is true. I give the source you can get for yourself to see the proof. If you Google homeless in Berkeley,Ca and then select The murder of a homeless woman you will see the article on the brutal types of deaths of homeless yourselves. This article says in our rich nation the poor are made to live on the brutal streets. I don't believe however people realize the severity of these brutal crimes. Even in Terry Messman's article he says even though people are complacent they don't realize how brutal these crimes are.

Furthermore, over the last four years, the National Coalition for the Homeless has carefully documented 280 hate crimes, including l31 murders. The crimes range from beheading to drowning to brutal stabbings. These tragic deaths could have been prevented with affordable housing and good health care. This hateful message to homeless repeated in political campagins, radio talk shows, TV news not all media I say can have deadly consequences. What makes me so mad is this report was, for the most part, completed before the election in 2004 and Roberts sat on it and wouldn't allow it's release.
I have no doubt if this would have been made public and put at the TOP OF THE PAGE in most newspapers John Kerry would be starting his second term in January (oh God I can't believe I just said that). Well on the bright side it would have been four less years of Bush.

Vote in huge majorities for the Dems, and Obama for President, and let's see what Congress can do then. I'd love to see it happen faster and sooner, but for a Senate whose majority is represented by Little Joe, this may be all we can do.

I'm not into punishment, although some of that has to happen. I want disclosure and truth, a solid footing on which to make a new beginning. These weren't simply mistakes, they were criminal acts of global consequence, and Americans have a tremendous responsibility to the world to do some serious self-examination now.

The implications of this report will be similar to that of the Church Commission which investigated Presidents' abuses of the intelligence agencies, culminating in the Watergate scandal, and which severely downgraded the Executive Branch's powers to spy on and dupe Americans.
Expect another, and maybe even more drastic, downgrading. It is clear the mechanisms of our republic failed completely here. It has brought our country to the brink of disaster and beyond.

Does the minority report delve into Cheney's inhouse intel group, headed by Doug Feith, that rejected any info that was not firmly supportive of the administration's lust for war? i'm sure they have a good excuse for that one.

Right you are. Besides, politicians have an "agreement". They don't have each other arrested. There may be some Democrats fairly far down the food chain (maybe even some Republicans?) who would do something about this if they could, but nobody in a key leadership position is going to even think about holding the Bushistas accountable. When you have one of the best seats on the gravy train of the two-party system, you don't derail the train.

There is an internal conflict of logic for me. On one hand, I really hoped that we are all wrong and that history will prove Bush is correct with his action to go to war and other unilateral actions because that means all the pain and suffering are not in vain. On the other hand, I cannot bear to think that all is in vain and that we have waste countless lives and $3 Trillion. Only time and future historian will be able to judge the legacy of Bush.

Well you need to get your mind around the fact Bush misled us and brought this country into an illegal war. The pain and suffering has been in vain and countless lives have been wasted. Unless you willing to accept that this indeed has happened then even more lives will be wasted in the future. Are you willing to allow this to continue to happen?

We will must judge Bush for his actions and judge ourselves now in the present to forego this is to abdicate our responsibility to our children and future generations. it was a shameful Repub controlled Congress that impeached a president for having a consenual affair - it was for political reasons, pure and simple. It was a disgrace and an embarrassment to this country and the world that our US Congress behaved like children.

now it is a shameful Dem controlled Congress that has not EVEN TRIED to impeach this president when there is ample reason and just cause with many, many crimes committed -it's more than a disgrace to all who've died and more than a disgrace to this country and to the world- all in Congress who have done nothing to stop this Administration are equally guilty and should be tried for crimes themselves for not doing their job to uphold the constitution.

There are enough votes in the House to impeach but not enough votes in the Senate to convict. That may change after January, but until then impeachment would be futile. Also, if it looked like impeachment and conviction were at hand, Bush would pull a Nixon -- have Cheney pardon him in advance, then resign and scoot back to Crawford. I'm thinking at this point that the best course of action is to wait until the next Congress takes office, then conduct hearings, open grand jury proceedings and ultimately bring indictments of treason against Bush, Cheney, Rumsfeld -- the whole criminal gang.

Norm Coleman Senator from MN (sorry about that folks) hadn the Senate Postion and Power to at least start a look, an investigation into this White House.

He Refused and Failed in his sowrn oath - He Refused to Honor the Consitution (yeah I wish I could spell, but the msg is what is importnat) He failed ALL Americans.

MN do not reVote him in, send him home, or at least to some other state.
