WASHINGTON — Pink slips piled up and jobs disappeared into thin air in May as the nation's unemployment rate zoomed to 5.5 percent in the biggest one-month jump in decades. Wall Street swooned, and the White House said President Bush was considering new proposals to revive the economy.

Help-wanted signs are vanishing along with jobs, so the unemployment rate is likely to keep climbing, a government report indicated, underscoring the toll the housing and credit crises are taking on jobseekers, employers and the economy as a whole.

Adding to the pain, oil prices soared to a new record high, while the value of the dollar fell.

The Dow Jones industrials tumbled almost 400 points.

The White House snapped into crisis-management mode. The president is now considering further plans to help energize the economy, which had already been teetering on the edge of recession, said counselor Ed Gillespie. Bush acknowledged, "This is a time of turbulence in the housing market and slow growth for our overall economy."

Pounded by soaring energy prices and plagued by uncertainty, nervous employers clamped down further on hiring in May.

Friday's Labor Department report was filled with sobering numbers:

_ Employers eliminated 49,000 jobs in May, the fifth straight month of nationwide losses.

_ The number of unemployed people grew by 861,000 _ to 8.5 million.

_ Job losses for the year reached 324,000.

Longer unemployment lines mean even more angst for those seeking work.

Barbara Bowens, 52, of Washington, D.C., has been laid off from a janitorial job since March. The prospects of finding a new job "don't look so good," she said. "I can't pay bills off nothing." Collecting unemployment benefits helps, but "I've got to pinch pennies."

Cheryl Williams, who lives in the Tulsa, Okla., suburb of Broken Arrow, has been looking for work for two years after losing her job as a certified nurse's aide. The 37-year-old relies on $225 a month in welfare and odds-and-ends jobs to support her two kids.

"I have job searched and job searched and job searched," Williams said. "I would like to have a real job."

Just in the past several days General Motors Corp., United Airlines and others have joined the flurry of job-cut announcements.

The unemployment rate shot up from 5 percent in April, reflecting more workers losing their jobs as well as an influx of young people looking for work. It was the biggest over-the-month swing in the rate since February 1986. The increase left the jobless rate at its highest since October 2004.

The unemployment rate for blacks climbed to 9.7 percent, the highest since late 2005. The rate for teenagers rose to 18.7 percent, the highest in five years. The rate for Hispanics held steady at 6.9 percent.

Economists believe the 5.5 percent nationwide unemployment rate may overstate the weakness in the job market. But they still say it's heading higher. Some predict it will hit 6 percent or higher early next year.

"Employers are uncertain about where the economy is going, so they are more cautious than they would normally be in pulling the hiring trigger," said Tig Gilliam, chief executive officer of Adecco North America, a placement and recruiting firm.

Both employers and workers, he said, are now inclined to look locally. The housing bust has made it difficult for people to sell their homes and relocate for new jobs. And galloping gas prices are making some jobseekers draw a line on commuting longer distances.

Drivers are now paying an average of $3.99 for a gallon of regular gas nationwide, according to AAA and the Oil Price Information Service; in many parts of the country, the price is already well over $4. Oil prices had been easing but surged higher on Friday, climbing above $139 a barrel at one point.

The 5.5 percent jobless rate is actually moderate by historical standards. Yet, there were harsh cuts last month as employers reduced jobs in manufacturing, construction, retailing and professional and businesses services. Those losses swamped gains elsewhere, including in the education and health fields, government, and leisure and hospitality, according to Friday's Labor Department report.

The jump in unemployment reflected more workers losing their jobs as well as an increase in those coming into the job market _ especially younger people _ to look for work, Labor's Bureau of Labor Statistics said.

A year ago, the number of unemployed stood at 6.9 million and the jobless rate was 4.5 percent.

The country's economic problems are a top concern for voters _ and thus for Bush, lawmakers on Capitol Hill and candidates vying to win the White House this fall.

Barack Obama, the likely Democratic nominee, called the employment figures "deeply troubling," while Republican rival John McCain said they were a "stark reminder of the economic challenges facing American families." Both candidates pledged to turn around the economy.

Bush said the employment snapshot was "clearly a sign that is consistent with slow economic growth.

Employers _ and the public _ have been shaken by lots of talk about whether the economy is on the brink of or has fallen into its first recession since 2001. That determination, made by a panel of academics, is usually made well after the fact.

"For the average American there is not debate that the economy is in a recession," said Mark Zandi, chief economist at Moody's Economy.com. "That's because their net worth is lower, their purchasing power is lower and it is tough to find a job. If you lose a job, it is tough to get back in," he said.

Workers with jobs did see modest gains in May.

Average hourly earnings rose to $17.94, up 0.3 percent from April. Over the past 12 months, wages have grown by 3.5 percent.

Still, with lofty food and energy prices, paychecks aren't stretching as far. Although tax rebates helped to energize shoppers and give retailers better sales in May, the weakening job market could make people feel less inclined to spend, which would put a damper on overall economic growth.

The next Prez whoever it is will be the Herbert Hoover of the 21st century,if you know your history ,you know what I'm saying ,add in more people on this planet,food shortages because of it,fuel destroying whole industries airlines,truckers who deliver everything to those stores,housing implosion,credit implosion,and manipulation of oil that runs the world economies by just someone saying it will be 150$ by July 4th and just on that it skyrockets 6 dollars per barrel ,it's no wonder and no surprise to me and we deserve it ,the human race brain it's obvious evolution has stopped in that dept ,so easily manipulated,and everyone on this planet gets the results of that stupidness,enjoy what will make the 1929 depression look good,compared to the 2009 one.

It is far worse than 5.5%. First, that statistic only counts those who have applied for unemployment insurance. Many people have been adn are unemployed for longer than the 6 months of unemployment you get. Second, It also does not count individuals, such as newly graduated high school and college graduates (not to mention drop outs), who have not paid into unemployment yet and so do not qualify to receive such benefits. Third, it does not count individuals fired "for cause" who do not qualify to receive unemployment. And lastly, there is usually a several week delay before you can apply for benefits after being laid off (depending on which state you live).

The reason that European countries have higher unemployment rates than the US is NOT because we have a better economy (that is deabteable) but because they actually try to count ALL the unemployed.

Our likely rate = 10 to 12%

You are correct. BUSH has been playing a game with this number for years. The number of people/percentage looking for work/participating in the job market is 5% less than during Clinton. Add 5% to get real unemployement as compared to Clinton years.


Of course Kudlow blames the increase in unemployment of the increase in min wages reducing kids summer employement! Eh Gads...

America, you can thank the following for these unemployment numbers:
1. Shrubie and company and the was in Iraq
2. Deregulation of BIG BUSINESS (they obviously can not monitor themselves like shrubie thought)
3. Greed at the corporate level and outsourcing to third world countries.
4. Bad trade agreements
5. Republicans(Nixon and Reagan) selling us out to OPEC
6. Blind belief that the government knows best(this is a big no no).

Wake up America, we will not survive if we do not do something to stop this.

In my opinion a good leader is one who might not know everything but is willing to find the right people for the job. President Obama would be a thoughtful, inquisitive president who would LISTEN to his advisor's and consider viewpoints different from his own to make s reasonable decision. He would not be influenced by special interests such as Hillary would be (look at her donors) It's time we left behind this plumbing issue and work together to defeat mcsame and the rethug fascists in November. Fro all you Hillary supporters I am sorry your candidate did not get the nomination but that's how the rules were and Hillary lost.

You might want to check an article by Kevin Phillips in the May 1 Harper's. Due to numerous "adjustments" to the unemployment rate over the years, the unemployment rate is probably more in the area of 9% to 12%. That's not full employment and 5.5% might make us all feel good but it does not reflect reality.

Hi Beach Bum. The Bush administration says the unemployment rate is 5.5% We know this is a lie because, when has the Bush administration ever told the truth about anything? I don't know what the real number is and neither do you. I do know that my boss has been laying people off one at a time for the last six months. We are down to a *skeleton* crew and those of us who remain are working reduced hours. I do know that our food, fuel, rent and insurance costs keep going up and up. I do know that for the people sent home "real layoffs and severe unemployment" are already here. Would you have the courage to mock them to their face and call them chicken little?

Few outside of economic circles give a care about classic economic models. Percentages are essentially meaningless and what matters are how individuals and society feel. Would you care to debate that either feels positive about this nation's economic prospects? You, and others thinking like you, might ask yourself if economic figures don't look bad why people feel so negatively. There's a rather simple answer: The government's economic figures are purposefully skewed and if real unemployment figures were published, people would honestly demand the government do something concrete. As to how the government skews their estimates, a couple of reasons come to mind. For example, inmates are counted as employed; people who have been unemployed for more than 6 months and who are no longer collecting unemployment are ignored even they they remain unemployed; people collecting social security are counted as employed; people who work part time at minimum wage jobs are counted as fully employed. The actual unemployment rate has been reasonably calculated at 10 to 14% and rising. If you'd like specifics on government's economic prevarications I suggest reading Kevin Phillip's article in May Harper's magazine: "The Numbers Racket." Phillips, who is an economicts, provides an eye popping reality and yes I'm afraid the sky is falling in. This article is available on line but Phillips wrote an abstract for HuffingtonPost last month. You might also read Wendell Berry's May Harper's article "Faustian Economics" as it provides some insight why the world's economic model is not sustainable.

How much experience did Bill Clinton really have? He was the Gov. of Arkansas. Not to belittle Arkansas, but the reality is, his experience at that position didn’t help him all that much when it came right down to it with the economy or international relations. How much experience did John Kennedy have? Do you think that one year in the Senate prepared him for handling the Cuban Missile Crisis? Both Clinton and Kennedy were smart, energetic men who had vision who were able to surround themselves with bright people who had knowledge and experience they could draw upon. Obama has shown he processes the same qualities.

The real unemployment numbers are probably 10-15%. If you look at the numbers in the business section of companies laying off employees it seems everyday there are 2000 here, 1500 there, 19,000 when Aloha Airlines went under etc. Mcsame will do nothing but lead us into a depression but wait lil bush has already laid the bricks for this course with his policies. When they spend more money on war than feeding the poor these guys take the cake from us instead of giving us cake. I hope they burn in eternal damnation. Richard Clarke was nice when he said they should not lead nice little lives when they live office in January they should pay for what they have done. I get sick of Hillary supporters saying they will vote for mcsame are they crazy? Do we need another fascist in the white house to continue bush's third term. Get real people.

Even changing the rules on how unemployment is counted has not changed the FACT of loser bush's rotten economy. He has not even counted the future lose of jobs in the auto industry as a result of his failed energy policy. His energy policy is just another in a long list of debacles..
