When weighing Kathleen Sebelius' potential as a possible vice presidential pick for Barack Obama, it's useful to consider two separate instances when the Kansas Governor confronted President George W. Bush.

In May 2007, after a devastating tornado had wiped out the town of Greensburg, Sebelius was quick to highlight one of the unspoken truths of the recovery episode: Kansas lacked the resources and manpower it needed because much of the state's National Guard resources had been sent to Iraq. Going public, she repeatedly took jabs at Bush, scolding his Iraq policies for creating a readiness gap at home. Her rebukes earned her accolades in Kansas and with the press. It also prompted the scorn of several Bush lackeys -- a not-too-unfortunate wrist slapping for an emerging Democratic official.

Less than a year later, Sebelius' national stature landed her in another prime-time position, again opposite the president. This time, however, her task was far more thankless. Asked to give the response to Bush's final State of the Union address, Sebelius stumbled, offering up what observers deemed a fairly safe, some said milquetoast, address.

Taken together, these two Bush-related episodes could be considered the polar ends of the Kathleen Sebelius experience. To be fair, the median of the Kansas governor's attributes lie definitively closer to the person who eagerly challenged George Bush's war policies. Indeed, with Obama beginning the arduous process of choosing his number two, Sebelius -- who, sources say, enjoys a warm relationship with Obama and would take the job -- presents a heap of electoral promise but with small but significant question marks.

The daughter of the former governor of Ohio, Sebelius rose steadily in the political ranks, winning six straight elections before taking over the governor's chair in 2002 and being reelected four years later. A progressive Democrat in a predominantly Republican state, she achieved remarkable favorability ratings while holding positions traditionally anathema in Kansas -- mainly by keeping focus on bread-and-butter issues.

"By and large, she's a moderate Democrat, truly pro-business, and able to convey a legitimate sense of being a competent administrator (which she is)," Burdett Loomis, a former Sebelius aide and professor of politics at the University of Kansas, said in an email. "She does exceedingly well in forums like Chambers of Commerce talks, where she exudes common sense and competence, while still maintaining core Democratic values -- education, health care, and sympathy for unions."

More often than not, Sebelius has harnessed legislative consensus for her agenda. In a special session in 2005, she was handed a budgetary bombshell when the state's Supreme Court ordered the government to provide $500 million for school funding (Kansas' budget is roughly $12 billion). Discussions went on for days in the legislature, with talk of impeachment of the justices surfacing. Sebelius stood behind the court, and recruited a slim majority of lawmakers to her side. Funds were passed for the schools and three years later the program is regarded as a success.

"She brings people together and gets things done," said Raj Goyle, a first term state representative. "Governor Sebelius has a unique record of reaching across traditional party lines in Kansas to build consensus."

But when she felt it necessary, Sebelius fought -- and often won. She vetoed a bill that would have required voters to show photo identification before voting, citing disenfranchisement concerns. She issued an executive order making it illegal to discriminate against state employees on the basis of sexual orientation. Three times in four years, she opposed legislation that would have restricted abortion access even though one of those bills passed the Kansas legislature by a two to one margin. Most recently, Sebelius offered a third veto to a bill that would have paved the way for the construction of two new coal-fired units in western Kansas, and she did it primarily on environmental grounds, a stance that a decade ago would have amounted to political suicide.

"Elected leaders are supposed to look at the big picture, at issues that may not affect citizens immediately but are extremely beneficial to the long-term condition of our society. Moving toward renewable energy provides opportunities for better-paying jobs, while helping to address concerns caused by global warming," she said of her decision.

Her position was held up by one vote in the statehouse.

"The coal industry thought that if there was one state it could buy off, it would be Kansas," said one legislator close to Sebelius. "She obviously made an incredibly risky decision to deny the permits. And never before in history had coal plant been rejected on environmental grounds."

And yet, despite the dug-in heels and the close-fought battles, Sebelius' standing has risen. In 2005, she was named by Time magazine one of the five best governors in America, lauded for eliminating a $1.1 billion debt without raising taxes. Her approval ratings, meanwhile, hover over 60 percent. Officials at the Democratic Governors Association -- which Sebelius chaired in 2007 -- repeatedly raved about her work ethic.

The Bush confrontation was emblematic of how Sebelius has curried broad support. After tornadoes hit six southwest Kansas counties, killing thirteen, Sebelius publicly declared that National Guard shortages "will just make it [recovery] that much slower." The White House responded by first putting the blame at her feet, saying it was "not aware of any prior complaints" about a lack of personnel or equipment, and then suggesting that the governor had been in New Orleans, listening to jazz, when the storm hit. Neither were true. Sebelius had made at least five separate requests for equipment, beginning in Dec. 2005, and, on the day of the storm, she had been visiting family before immediately returning to the state.

According to a source close to Sebelius, the governor didn't take lightly to the smears. During a visit to the tornado site with the president, she reportedly continued to hammer away with her guard complaints. Kansans of all political stripes loved it.

"People were supportive of her and those comments," said Tim Owens, a Republican legislator. "I'm a retired army colonel and I will tell you, I think she is right... I'm not very happy about the way the federal government went about dealing with the National Guard in regards to the war in Iraq."

Being a successful Democrat in a Republican state, showing an ability to reach blue-collar voters, and demonstrating a tenacity to challenge the Bush administration, has vaulted Sebelius into any honest discussion of Obama's veepstakes. Sharing a good relationship with the Illinois Democrat and endorsing him fairly early in the primary cycle didn't hurt either. But Sebelius also has blind spots on her political resume that even her most ardent supporters acknowledge.

The most superficial is her State of the Union response, a speech that detractors say is evidence that she can't handle the national stage, but, her office claims, was merely a product of divergent expectations.

"Governor Sebelius believes there is a time and place for everything, but she saw that time as an opportunity not to focus necessarily on the Democratic message or the Republican message, but the American message," said her press secretary Nicole Corcoran. "Governor Sebelius has tangled with the White House before and will again if needed, but the response to the State of the Union message was not the time for it."

A far more substantive concern with Sebelius could be that she doesn't provide what Obama truly needs. As governor, she has had limited direct national security experience. And a recent Survey USA poll showed that, even with her as vice president, Obama still wouldn't carry Kansas (and its six electoral college votes) in the general election.

"She can't deliver her own state," said Christian Morgan, executive director for the Kansas Republican Party. "Moreover, she has never dealt with the national issues that a vice president has to talk about. She has no idea how military budgets work, or what it is like to be a commander in chief."

Because of these concerns, Loomis, who worked in a communications capacity for Sebelius, put the governor's vice presidential prospects at "no better than one in ten," calling her a conservative choice. But he added, should she be tapped, Sebelius would be a tireless campaigner and could very well translate her appeal in Kansas onto the national stage.

"As someone who has watched lots of politicians closely for almost four decades," he said, "I find there are two types -- the ones that look worse when you see them close up, and the ones that look better. Kathleen Sebelius is definitely the latter."

Don't do it Barack! It will be the death knell to your candidacy. I don't believe you have to pick Clinton, but don't be foolish enough to pick another woman in her place. The so-called experts might advise you to do so to satisfy the feminist vote. Don't believe them! It will be viewed, and rightly so, as the last slight you could make to both Clinton and her supporters. Trust me on this one--I once supported Clinton. She lost my support when she lost her way on the campaign trail--but I did respect her once. And although I believe she has done a lot to injure your candidacy and the Democratic party as a whole in her stump shenanigans, I still feel if you are going to select a woman veep, it should be Clinton. I don't care for Clinton much any more (or Bill for that matter)--but I can completely understand the indignation her supporters would feel if you patronize them by adopting another female leader on the ticket. Please don't do it!

How about if this woman actually achieved political success in a notoriously red state, while keeping her core progressive principles intact, without the benefit of her spouse being the ex-president?

Obama and his supporters don't care about experience, if they did, he wouldn't have been elected.
So experiece and credentials are irrelevent for the VP slot. Why should someone else be required to have experience when the president wouldn't. As for Sebelius, of course there would be controversy and she would be ripped apart in the same way black voters would be up in arms if Hillary won and named an african american like governor David Paterson as vp instead of Obama.
Such a choice would rob Obama and his supporters of his place in history as "first".

Amazing. Read your own post. The underlying theme is that Sebelius shouldn't be picked because she'll be ripped apart because she's not Clin.ton. She'll be seen as a replacement woman, according to your argument.

What's remarkable is that it is only Hillllllary's supporters who make this argument, effectively arguing that she may be picked because she's a woman.

Even putting this person on his short list shows Obama is not ready for national leadership. Is he interviewing her for a local school board position or someone to stand with gravitas on the global stage. Clearly, Obama is a very small thinker .He has to decide if he wants to repair the party or lead the world. All he wants to do now is still stick it to Hillary and patronize the women who have left the Dem Party in droves over his treatment of Clinton. This selection will never bring those women back. And provide proof positive Wonderboy is not ready for prime time.

And why is now okay for a woman who coat-tailed her governor daddy into office in a minor state, yet Clinton is found unqualified for the job? The hypocracy of BHO is so evident. He keeps losing more and more support the more he is finally now under scrutiny and cannot mask his lack of depth and experience with "pretty words". Now all he wants is a pretty tame, dutiful woman whose only exposure on the national stage was severely panned. Both these people are clearly in over their heads.

And WTF is Caroline Kennedy doing on this committee. Does this man take anything seriously or is she there to serve as a wardrobe consultant for Michelle who mimics everyone of Jackie Kennedey's fashion affectations, down to color and number of strands of pearls. Just how big of a con is Obama Inc?

Just what he needs---someone to totally kill off any chance of rehab-ing Hillary voters. They would take it as a real slap in the face of the one they felt was suited for that role. For example, if Obama lost, and Hillary were the nominee, and she didn't want Obama for reasons that she felt were valid, and she decided to pick another black senator to replace him...do you really think the 18 million Obama supporters would endorse that? No way. They would turn on the party and go elsewhere. Period. So if he wants to lose this election and 40% of the dem vote, go for it.

Look, there have been a very limited amount of women at the highest level of political office. And it really...well, sucks (for lack of a better word) that the first man who has enough innovation and insight to appoint a female as his VP happened to win the nomination over a woman. But I really don't think that every other "politica" out there has to give up her dream of rising to her highest level of potential just because Hillary didn't reach hers. That's precisely what Clinton said in her concession speech and it's precisely why I admire her as much as I do.

Now I don't know this Sebelius character as well as others, but I just wanted you to know that I found you comment extremely infuriating and not at all progressive.

Sebelius has always been my favorite (as everyone knows.) Too tired to list her qualifications again, but suffice it to say anyone who can stand up to Bush on his overdeployment of the National Guard, effectively deal with a series of natural disasters, win awards for her effective use of alternative energy and wind power in Kansas, improve test scores K-12, increase education funding, and become the nation's top states for business all without raising taxes, is head and shoulders above the competition.

She's the best governor in America, period. Hands down. The most proven with the best track record.

But I understand she won't get it because Hillary supporters (in one of their dumber moves) insist on blocking it in some misguided attempt to prevent any other woman from getting on the ticket ever. They think she's only on here as another token woman. They refuse to examine any real experience of her own she might have. Because Lord knows she isn't Hillary. As if that's going to help any of us prove that women don't simply make emotional decisions. Brilliant.

Fine. But don't ask me to pretend like she's not the best politician this country's seen in the last 30 years. And don't act like Governor Sebelius didn't earn this on her own merit. Please stop insulting the rest of our intelligence that way. Just admit you like Hillary. Even if HRC has less of a proven track record as an actual executive than Sebelius.

Kansas is a representative section of the U.S. Kansas produces food, oil and natural gas, and has a solid manufacturing industry as well. Kansas has huge potentials for green energy production. People live in tiny farm towns and major cities with the whole range of associated problems found over the Nation.
We in the U.S. need to address our domestic problems at least as much as the international issues. A respected governor from the heartland would fit in the new administration well, even if in some capacity other than vp. Governor Sebelius has some wonderful experience to bring to the new administration.

No Democrat has carried Kansas since 1964.

What VP has a better chance of carrying Kansas than Sebelius?

she is the dullest politician/speaker i've seen in a long time.
the last think obama needs is a running mate who will threaten to put everyone to sleep.
a real compliment to obama would be someone with a more fiery presence.
jim webb is the perfect choice.
if not webb, and if a female is preferable, claire mccaskill is a much better option. she has a presence that sebelius can only dream about.
i understand the whole midwest thing about substance over show, as a native midwesterner, but sebelius rates a zero on the charisma scale and why settle for dog meat when you can have filet mignon?

the issue is not whether one would want to have a beer with a certain politician. and please do not mischaracterize what i write.
the issue is whether a particular potential candidate brings the qualities necessary to adequately bolster the election prospects of the ticket. you don't get a chance to govern or fix things if you don't get elected.
sadly, for all of her wonderful qualities, she is a dreadfully dull persona.
why settle for someone who may hurt the election chances of a campaign when there are so many more obviously superior prospects?
again, she may be a wonderful governor for kansas. running as a veep candidate on a ticket with barack obama is an entirely different task. she is not up to it. plain and simple.

Sebelius is not dull. Her SOTU speech was the worst delivery I have ever seen, something was wrong with her that night, I don't know if she thought she had to find a difference voice for national speeches and had not done it yet, or what.

We in Kansas know she is a dynamic, spontaneous, fresh and forceful speaker. Here she is introducing Obama to Kansas last January, in a little town in Kansas, the real Kathleen Sebelius.

Consider the source: the Republicans.

If the Republican is dumping on Sebelius, that must mean she is electable.

Christian is probably embarrassed by the tepid turnout in the Republican primaries in KS, when the Democratic caucuses had several times normal turnout (and went for Obama with 74%).

Kucinich is my fave for VP but Sebelius is impeccable too.

I like Denny Kucinich, but in the real world--any ticket headed by Obama loses--and by a lot.

That is why the Biliionaire oil speculators, like Soros, backed the conspicuously unspecific 'change-agent' Obama. (That might explain why Obama was limitlessly financed and unspecific!)

When I worked for McCarthy and McGovern as a youth--I knew the nature of the change they proposed.

The Obama youth I have encountered are rather vague as to what kind of 'change' their campaigns' financiers' intend. Those youth are well-inten­tioned--an­d the controllers of Obama's campaign-are not. I know several of them from Chicago.

Clinton's campaign-style was not speculator­-friendly-­enough--de­spite a years-long effort to compromise her family on speculators' behalf.

So speculator George Soros' retainer Howard Dean, fixed it for Obama at the recent DNC meeting. That makes it official--the speculators want the Dems to lose.

A vote for Obama now is a vote for McCain or something much fascistically worse--like Caroline Kennedy's pal public school privatizer Bloomberg of NYC.

Dump Barry Obama--or the party is over.

I met Gov. Sebelius two weeks ago in San Francisco at a hotel where she was staying with her husband while visiting San Francisco.
I was talking to her and I noticed she was wearing a gorgeous jacket with great designs. The person I was with complimented her for her jacket asked her about it. She said her son designed it and he is a designer.

GET READY!!! IT GETS BETTER!!!

Looking closely, I saw that she had a face drawn below the lapel of the jacket. I asked her whose face it was. She responded it is Barack Obama. Then I responded. Thank you Gove. for all the support. She said absolutly, he is a great candidate.

I thought that was absolutely cool. She was walking around with Barack Obama's face on her jacket. if she is not a supporter, then I do not know what she is

I agree.

Mark Warner is a commendable public figure--with a commendable record as governor of my state.

His electoral fortunes, originated with, and may hinge , however, on confusion of his surname with that of Senator John Warner.

I think Mark Warner would make a fine US Senator--but there is no Virginian alive who could make Sen. Obama electable.

Senator Obama:

Unlike Hillary Clinton, Senator Joe Biden, given his once and future plagiarism issue, REALLY IS FULLY VETTED OVER A KENNEDY-ESQUE tenure in the Senate, two (2) Presidential Campaigns, and his own bout with brain cancer that he beat?.can"t get any tougher than that.

Not only does he deserve to be on the list, here a THREE (3) PART short list of criteria and value drivers everyone should have on their VP-Nominee list of requirements:

And why the current Chairman of the Senate Foreign Relations Committee, Senator Joe Biden, practically embodies this entire list himself. His picture should be right here!

1. Ability to assume the Office of the President:

JOE BIDEN: Done.

2. Good Campaigner with quick wit, fierce resolve and complete knowledge of both national security and domestic issues to be a tough attack dog against McCain and neutralize as many of McCain's strengths as possible.

JOE BIDEN: Done with no prep needed. 2nd only to maybe Barney Frank in the wit dept and to McCain himself in the righteous, indignation, Fighting-Irish mad dept.

3. Balance of LBJ- and Cheney-like qualities to not only provide gravitas to balance Obama's youthfulness, but also to take/deflect flak from the younger man and help the President get his Progressive Agenda through Congress.

JOE BIDEN: He's ALL THAT and more.

4. It would also be helpful to have someone that senior citizens and Jewish voters......

I do like Biden too, at least for the 1st Obama term. He could then graciously step aside for veep and let a younger candidate take 2012 to be groomed for 2016/2020.

..... and Jewish voters really know well and like to help allay fears and demogoguery about Obama there.

JOE BIDEN: He's one of the most universally beloved DEMS polling solidly 1-3 among every core group like: Women, Latinos/Blacks, Jews, Gays/Lesbians, Unions and last but definitely not least this year: WhiteMen, (he’s actually in this last demographic..."what a co-wink-e-dink!!!")

5. Someone very Presidential, yet also trustworthy and personally loyal enough to The Presidency to walk back the now overstated powers of the Vice-Presidency.

JOE BIDEN: Democrats’ most vocal critic of BUSH/Cheney powergrabs, Biden’s commitment to the integrity of the separation of powers is widely-known and respected, making him uniquely qualified to steer the office back in line with the Constitution.

6. And finally it would probably be too much to ask for that same VP Nominee to also .....uh-well, ..... whatever, I'll just go for it....

...it'd be great to have a female Catholic who could actually appeal to DEM women while helping Obama win over those working class, REAGAN DEMS everyone we’re obsessing about!

JOE BIDEN: He's short on femininity; but he is equally revered by women and men alike. And the former ALTAR BOY is actually the son of working class Catholics, himself. Get to know Biden's story like NH DEMS did and this becomes a very short list: BIDEN, HAGEL, WEBB...AND Biden gets the nod because of lucky number:

7. OVERKILL meets NIRVANA when the DEM VP Nominee is so strong an independent force that polls predict he could've beaten McCain in his own right.
