When weighing Kathleen Sebelius' potential as a possible vice presidential pick for Barack Obama, it's useful to consider two separate instances when the Kansas Governor confronted President George W. Bush.

In May 2007, after a devastating tornado had wiped out the town of Greensburg, Sebelius was quick to highlight one of the unspoken truths of the recovery episode: Kansas lacked the resources and manpower it needed because much of the state's National Guard resources had been sent to Iraq. Going public, she repeatedly took jabs at Bush, scolding his Iraq policies for creating a readiness gap at home. Her rebukes earned her accolades in Kansas and with the press. It also prompted the scorn of several Bush lackeys -- a not-too-unfortunate wrist slapping for an emerging Democratic official.

Less than a year later, Sebelius' national stature landed her in another prime-time position, again opposite the president. This time, however, her task was far more thankless. Asked to give the response to Bush's final State of the Union address, Sebelius stumbled, offering up what observers deemed a fairly safe, some said milquetoast, address.

Taken together, these two Bush-related episodes could be considered the polar ends of the Kathleen Sebelius experience. To be fair, the median of the Kansas governor's attributes lie definitively closer to the person who eagerly challenged George Bush's war policies. Indeed, with Obama beginning the arduous process of choosing his number two, Sebelius -- who, sources say, enjoys a warm relationship with Obama and would take the job -- presents a heap of electoral promise but with small but significant question marks.

The daughter of the former governor of Ohio, Sebelius rose steadily in the political ranks, winning six straight elections before taking over the governor's chair in 2002 and being reelected four years later. A progressive Democrat in a predominantly Republican state, she achieved remarkable favorability ratings while holding positions traditionally anathema in Kansas -- mainly by keeping focus on bread-and-butter issues.

"By and large, she's a moderate Democrat, truly pro-business, and able to convey a legitimate sense of being a competent administrator (which she is)," Burdett Loomis, a former Sebelius aide and professor of politics at the University of Kansas, said in an email. "She does exceedingly well in forums like Chambers of Commerce talks, where she exudes common sense and competence, while still maintaining core Democratic values -- education, health care, and sympathy for unions."

More often than not, Sebelius has harnessed legislative consensus for her agenda. In a special session in 2005, she was handed a budgetary bombshell when the state's Supreme Court ordered the government to provide $500 million for school funding (Kansas' budget is roughly $12 billion). Discussions went on for days in the legislature, with talk of impeachment of the justices surfacing. Sebelius stood behind the court, and recruited a slim majority of lawmakers to her side. Funds were passed for the schools and three years later the program is regarded as a success.

"She brings people together and gets things done," said Raj Goyle, a first term state representative. "Governor Sebelius has a unique record of reaching across traditional party lines in Kansas to build consensus."

But when she felt it necessary, Sebelius fought -- and often won. She vetoed a bill that would have required voters to show photo identification before voting, citing disenfranchisement concerns. She issued an executive order making it illegal to discriminate against state employees on the basis of sexual orientation. Three times in four years, she opposed legislation that would have restricted abortion access even though one of those bills passed the Kansas legislature by a two to one margin. Most recently, Sebelius offered a third veto to a bill that would have paved the way for the construction of two new coal-fired units in western Kansas, and she did it primarily on environmental grounds, a stance that a decade ago would have amounted to political suicide.

"Elected leaders are supposed to look at the big picture, at issues that may not affect citizens immediately but are extremely beneficial to the long-term condition of our society. Moving toward renewable energy provides opportunities for better-paying jobs, while helping to address concerns caused by global warming," she said of her decision.

Her position was held up by one vote in the statehouse.

"The coal industry thought that if there was one state it could buy off, it would be Kansas," said one legislator close to Sebelius. "She obviously made an incredibly risky decision to deny the permits. And never before in history had coal plant been rejected on environmental grounds."

And yet, despite the dug-in heels and the close-fought battles, Sebelius' standing has risen. In 2005, she was named by Time magazine one of the five best governors in America, lauded for eliminating a $1.1 billion debt without raising taxes. Her approval ratings, meanwhile, hover over 60 percent. Officials at the Democratic Governors Association -- which Sebelius chaired in 2007 -- repeatedly raved about her work ethic.

The Bush confrontation was emblematic of how Sebelius has curried broad support. After tornadoes hit six southwest Kansas counties, killing thirteen, Sebelius publicly declared that National Guard shortages "will just make it [recovery] that much slower." The White House responded by first putting the blame at her feet, saying it was "not aware of any prior complaints" about a lack of personnel or equipment, and then suggesting that the governor had been in New Orleans, listening to jazz, when the storm hit. Neither were true. Sebelius had made at least five separate requests for equipment, beginning in Dec. 2005, and, on the day of the storm, she had been visiting family before immediately returning to the state.

According to a source close to Sebelius, the governor didn't take lightly to the smears. During a visit to the tornado site with the president, she reportedly continued to hammer away with her guard complaints. Kansans of all political stripes loved it.

"People were supportive of her and those comments," said Tim Owens, a Republican legislator. "I'm a retired army colonel and I will tell you, I think she is right... I'm not very happy about the way the federal government went about dealing with the National Guard in regards to the war in Iraq."

Being a successful Democrat in a Republican state, showing an ability to reach blue-collar voters, and demonstrating a tenacity to challenge the Bush administration, has vaulted Sebelius into any honest discussion of Obama's veepstakes. Sharing a good relationship with the Illinois Democrat and endorsing him fairly early in the primary cycle didn't hurt either. But Sebelius also has blind spots on her political resume that even her most ardent supporters acknowledge.

The most superficial is her State of the Union response, a speech that detractors say is evidence that she can't handle the national stage, but, her office claims, was merely a product of divergent expectations.

"Governor Sebelius believes there is a time and place for everything, but she saw that time as an opportunity not to focus necessarily on the Democratic message or the Republican message, but the American message," said her press secretary Nicole Corcoran. "Governor Sebelius has tangled with the White House before and will again if needed, but the response to the State of the Union message was not the time for it."

A far more substantive concern with Sebelius could be that she doesn't provide what Obama truly needs. As governor, she has had limited direct national security experience. And a recent Survey USA poll showed that, even with her as vice president, Obama still wouldn't carry Kansas (and its six electoral college votes) in the general election.

"She can't deliver her own state," said Christian Morgan, executive director for the Kansas Republican Party. "Moreover, she has never dealt with the national issues that a vice president has to talk about. She has no idea how military budgets work, or what it is like to be a commander in chief."

Because of these concerns, Loomis, who worked in a communications capacity for Sebelius, put the governor's vice presidential prospects at "no better than one in ten," calling her a conservative choice. But he added, should she be tapped, Sebelius would be a tireless campaigner and could very well translate her appeal in Kansas onto the national stage.

"As someone who has watched lots of politicians closely for almost four decades," he said, "I find there are two types -- the ones that look worse when you see them close up, and the ones that look better. Kathleen Sebelius is definitely the latter."

she's been a candidate for the position for awhile. I like her. After the way HRC went after Obama, I'd ditch the whole Clinton Machine. I look forward to her next campaign loss when re-election time comes to the state senate race in NY.

HRC was running for President. You just can't forgive her for that, yet you claim Obama wil l"bring us all together". We are tired of your lies and your shallow thinking. It is embarassing to see how difficult it is to make up for Obama's failing trying to pick a VP. Lord knows he needs a lot of streghth to make up for his weaknesses. But his biggest weakness is arrogance and inexperience. And no one can make up for that. He has to pick someone who has power and competence; yet his hubris will not allow that. What a sad muddle he created for himself.

Deapthrowt,Obama was running for Prez,too-but he didn't trash Clinton like she did him. And why do you keep writing that Obama can't pick a VP? He just got the nomination a week ago.Bush had his team in place so quick because a)he knew he was going to win (see STOLEN ELECTION) ,and b)he had the Big Boys behind the scenes doing the picking.
Can you give the guy a couple more weeks to find a running mate-or do you just want to come here and stink up the jernt?

It doesn't make any sense to take on a running mate who did her best to destroy you. The Republicans have three pages of her attacks on him and they are using her material against him.

It's great to bring people together but that does not mean you let someone damage you and then offer them a second chance to do it more.

What exactly are you on about?

Obama has only been shed of Hillary's refusal to concede for three and a half days, and a day of that was a Sunday. That the campaign is even showing lists of potentials at this point is unusual. VPs don't get picked/revealed until a week or two before the conventions.

Almost everyone on that list would be fine, though some (like Hillary) could be detriments to the campaign. Even Hillary could arguably bring some benefits, though. And the real contenders probably aren't even amongst the pic lineup, frankly.

Sebelius was on my shortlist of those Obama should choose. Then I saw her speak on behalf of Obama on one of the cable talk shows. No offense to her, she seems like a nice person and maybe a great choice. But she had zero charisma. No presence whatsoever. Which is a bit of a concern.

Sebelius would be a great choice. She has effectively worked across party lines in KS toning down the red with shades of blue.. She is Catholic and was raised in OH where her father was governor. She could definitely help change the electoral map.

We are looking for the second in line to Govern a nation, not see who can out talking-head Chris freakin' Matthews.

Sebelius might tend to speak on the softer side, but if you listen to the substance, she mirrors the ethics, values, ideals and integrity of Obama. And her resume is supurb. They complement each other perfectly.

Getting someone with foreign policy experience is falling into a GOP trap. The Karl Rove playbook says "appeal to your base." For us, that is women. We could put Mars (Roman God of War) on the ticket, and most men obsessed with military issues would still vote for McCain.

It would not be pandering to put someone one the ticket who has executive experience and a track record of winning independent and Republican votes.

She will not deliver Kansas but will help in neighboring Colorado and Missouri.

McCain will pick last because his convention is later.

We cannot wait two months because we need to hit the ground running and take the fight to them.

Sebelius, Webb, Clinton, Biden, Jones. Those are all interesting names on the VP list, and you might think it's silly, but I've contacted the Obama camp and asked to be considered. Under my real name of course. No way an Obama/Jazzcomedian ticket would fly in rural America.

I'm fiscally disciplined, I've lived overseas and watch BBC news, giving me foreign policy credentials, I'm very racially progressive and tolerant, I've got double bolt locks on all my doors, and windows which shows I'm strong on national security, and I'm willing to campaign in Appalachia. In addition, I've been a transformative president of my own life, steering it through some very tough times--like right now.

They've promised to vet me and get back to me fairly soon. Merely a formality.

I think Sebelius would have been a great pick had Clinton left the race earlier. But I think if he chooses her it would seem like he would be pandering for the woman's vote. Not to mention she is not well known to the rest of the country other than those among the Obama people. They don't have time to introduce her to the rest of the country in the amount of time they have. Her response to the State of the Union address was very dry and didn't have the impact that democrats wanted. Personally, I would be fine with the choice but in a must win election for democrats, I think there are better choices.

I have a lot of admiration for Gov. Sebelius, but I agree with Blackshifter's post. A lot of Clinton supporters, especially women, would view it as a slap against Hillary. Plus, I wouldn't be surprised if McBush picks Carli Fiorini for his VP choice for her "vast experience in corporate America and understanding of economics." The fact that she drove Hewlett-Packard into the ground before her successor, Mark Hurd, revived HP, makes her the perfect choice to join McBush's bid for Dubya's third term.

Fiorina is clearly attempting to position herself for VP - which would continue her success at failing upward.

More than just HP - which seemed lost when she was at the helm - she was also the architect of the Lucent spin-off and the initial captain of that ship too. Fiorina abandoned that post, which was rescued by the French company, Alcatel.

As more and more details of just why HRC cannot be the VP choice (refusal to name the donors to the Clinton Foundation/Library; details on just how she and her husband made $100M in six years) and people begin to understand that as even a member of a VP selection committee cannot be kept around just for receiving a below market loan, the push to add Clinton to the ticket will recede.

Clearer heads will see that Sebelius is a good selection.

I doubt Obama is going to feel obligated to avoid hurting Hillary's feelings or the feelings of those of her supporters who have been so negative towards him personally. Sebelius is her own woman, has accomplished on her own name, and is a sound administrator, a no nonsense common sense and very popular governor in a red state. He could do worse.

To be fair, and accurate, some of us in Kansas heard she tore W a new one when they were out of earshot. She waited unitl it was obvious it wasn't for the sake of the cameras. That's the Kathleen Sebelius we know and love here in Kansas.

Doubtful we will ever get that whole story, but you can bet George was looking for mommy's skirt to hide behind when the mean girl(D) from Kansas laid into him.

Nowhere to run, nowhere to hide, I mean, they were in GREENSBURG, don't ya know?

That tornado had moved all that cover a few miles down the road.

I was just there a couple days ago, it still looks like it got hit by W's mushroom cloud.

That's not gonna matter. Hillary's Repub voters (not the ones that stayed Democrat) are gone anyway. They have nothing left to threaten us with. Why do we care if they are upset with the choice in the Democratic party being they are now Repubs? Bottom line, Obama should not be pressured into picking Hillary just to please her defected voters (not the ones that stayed) even though they aren't going to vote Dem even if she's on the ticket?

Sebilius is an superb pick for VP.

1. She's an excellent Governor and competent administrator, valuable traits for the someone a heartbeat away from the Presidency as well as presiding of the affairs of Congress and President of the Senate.
2. She didn't vote for the war. That probably eliminates most of the others on the shortlist.
3. She knows how to get elected in a Red state. It could make a difference in a Purple state.
4. And, sure, she's obviously a woman. It may make a difference to some uneducated white female voters who vote based on identity rather than reason.

Good points, however, she couldn't vote for the war at all. Also, I c an see what you're trying to say in point number four, but that one's a bit offensive cos there are many an "educated" (white) female voter who may also vote based on identity rather than reason.

Everyone votes based on identity. Everyone wants to vote for the person that they feel is "them." This identity may be religious, ethnic, financial, or more or less imaginary. But that's the reality. How many of the people who voted for GWB did so because they imagined him as a cowboy version of themselves? As a guy they'd like to hang out with? They are not all white, male patrician pseudo-cowboys, but they find something in him that lets them say, Yup, that's me. The white people who vote for Obama are also voting their identity. They are saying, I identify with a guy who is cool and hip and post-racial.

The VP role too, is not just about bringing in votes. It is about having someone the President can trust, work with, and get along with. It is about building a team.

Look at, for example, Gore/Lieberman and Kerry/Edwards those VPs weren't selected because of how well they worked with the Presidential nominates, they were there to try and bridge gaps. None were on the same page, there was no team work there. Such picks are selfdestructive and losing strategies.

Sebelius, on the other hand, has campaigned for Obama all across the country since the very beginning of his campaign. Her values, ideals, ethics, and decency are inline with Obama's like no other Dem out there. Her experience, persona, and demographics all complement Obama like no one else in the running.

Obama does NOT need a military guy for VP!

You want to cover foreign policy / military experience? Here's the plan: like what Bill Richardson said on Larry King- that Obama should announce his intended foreign policy team early, SecState, Defense, FP Advisor. He could announce them now and have them start campaigning together as a team, which would also free up the issue so he is able to pick whoever he wants for VP. Imagine this line up touring the Country and the Sunday talk shows...

FP Advisor- Sam Nunn
SecState- Bill Richardson
SecDefense- Chuck Hagel
SecHomelandSecurity- Thad Allen

...it'd be like the GlobeTrotters of foreign policy.
I think Richardson is a lock as SecState, but I'm sure somewhere a place could be found for a Clark, Sestak, Powell, etc... I intentionally excluded Biden and Webb as I think we really need them in the Senate.

Thad Allen has been a leader in the Coast Guard at pretty much every level. He was the one brought in to clean up Brownie's faliures in the immediate Katrina aftermath.

People remember the failures of Bush's Katrina effort, but the Coast Guard performed well above and beyond. They were the true heros in those dark days. Allen was a good part of that.

I was attempting to be bipartisan with those picks. One is likely the other was a bone toss.

Better explain your Hagel point please. He is a prominent anti war Republican, putting such in a prominent cabinet possition is sure to sway many swing voters. That said socially and economically he is about as right as it gets, therefore completely out of VP running. Why not SecDefense again?

Powell, yes you are right of course. However many conservatives still like and respect him, I don't neccessarily agree with them, but giving him a second chance, redemption, in a MUCH reduced role could also help convince rightleaners of Obama.
Maybe SecVA ? Make him face daily the realities that he helped to enable? Perhaps.

Personally I would like to see Paul Reickhoff rewarded with the possition as he has shown with his work with the IAVA how good of a job he can do making sure that our Veterans get the care and respect they deserve when they come home.
