When weighing Kathleen Sebelius' potential as a possible vice presidential pick for Barack Obama, it's useful to consider two separate instances when the Kansas Governor confronted President George W. Bush.

In May 2007, after a devastating tornado had wiped out the town of Greensburg, Sebelius was quick to highlight one of the unspoken truths of the recovery episode: Kansas lacked the resources and manpower it needed because much of the state's National Guard resources had been sent to Iraq. Going public, she repeatedly took jabs at Bush, scolding his Iraq policies for creating a readiness gap at home. Her rebukes earned her accolades in Kansas and with the press. It also prompted the scorn of several Bush lackeys -- a not-too-unfortunate wrist slapping for an emerging Democratic official.

Less than a year later, Sebelius' national stature landed her in another prime-time position, again opposite the president. This time, however, her task was far more thankless. Asked to give the response to Bush's final State of the Union address, Sebelius stumbled, offering up what observers deemed a fairly safe, some said milquetoast, address.

Taken together, these two Bush-related episodes could be considered the polar ends of the Kathleen Sebelius experience. To be fair, the median of the Kansas governor's attributes lie definitively closer to the person who eagerly challenged George Bush's war policies. Indeed, with Obama beginning the arduous process of choosing his number two, Sebelius -- who, sources say, enjoys a warm relationship with Obama and would take the job -- presents a heap of electoral promise but with small but significant question marks.

The daughter of the former governor of Ohio, Sebelius rose steadily in the political ranks, winning six straight elections before taking over the governor's chair in 2002 and being reelected four years later. A progressive Democrat in a predominantly Republican state, she achieved remarkable favorability ratings while holding positions traditionally anathema in Kansas -- mainly by keeping focus on bread-and-butter issues.

"By and large, she's a moderate Democrat, truly pro-business, and able to convey a legitimate sense of being a competent administrator (which she is)," Burdett Loomis, a former Sebelius aide and professor of politics at the University of Kansas, said in an email. "She does exceedingly well in forums like Chambers of Commerce talks, where she exudes common sense and competence, while still maintaining core Democratic values -- education, health care, and sympathy for unions."

More often than not, Sebelius has harnessed legislative consensus for her agenda. In a special session in 2005, she was handed a budgetary bombshell when the state's Supreme Court ordered the government to provide $500 million for school funding (Kansas' budget is roughly $12 billion). Discussions went on for days in the legislature, with talk of impeachment of the justices surfacing. Sebelius stood behind the court, and recruited a slim majority of lawmakers to her side. Funds were passed for the schools and three years later the program is regarded as a success.

"She brings people together and gets things done," said Raj Goyle, a first term state representative. "Governor Sebelius has a unique record of reaching across traditional party lines in Kansas to build consensus."

But when she felt it necessary, Sebelius fought -- and often won. She vetoed a bill that would have required voters to show photo identification before voting, citing disenfranchisement concerns. She issued an executive order making it illegal to discriminate against state employees on the basis of sexual orientation. Three times in four years, she opposed legislation that would have restricted abortion access even though one of those bills passed the Kansas legislature by a two to one margin. Most recently, Sebelius offered a third veto to a bill that would have paved the way for the construction of two new coal-fired units in western Kansas, and she did it primarily on environmental grounds, a stance that a decade ago would have amounted to political suicide.

"Elected leaders are supposed to look at the big picture, at issues that may not affect citizens immediately but are extremely beneficial to the long-term condition of our society. Moving toward renewable energy provides opportunities for better-paying jobs, while helping to address concerns caused by global warming," she said of her decision.

Her position was held up by one vote in the statehouse.

"The coal industry thought that if there was one state it could buy off, it would be Kansas," said one legislator close to Sebelius. "She obviously made an incredibly risky decision to deny the permits. And never before in history had coal plant been rejected on environmental grounds."

And yet, despite the dug-in heels and the close-fought battles, Sebelius' standing has risen. In 2005, she was named by Time magazine one of the five best governors in America, lauded for eliminating a $1.1 billion debt without raising taxes. Her approval ratings, meanwhile, hover over 60 percent. Officials at the Democratic Governors Association -- which Sebelius chaired in 2007 -- repeatedly raved about her work ethic.

The Bush confrontation was emblematic of how Sebelius has curried broad support. After tornadoes hit six southwest Kansas counties, killing thirteen, Sebelius publicly declared that National Guard shortages "will just make it [recovery] that much slower." The White House responded by first putting the blame at her feet, saying it was "not aware of any prior complaints" about a lack of personnel or equipment, and then suggesting that the governor had been in New Orleans, listening to jazz, when the storm hit. Neither were true. Sebelius had made at least five separate requests for equipment, beginning in Dec. 2005, and, on the day of the storm, she had been visiting family before immediately returning to the state.

According to a source close to Sebelius, the governor didn't take lightly to the smears. During a visit to the tornado site with the president, she reportedly continued to hammer away with her guard complaints. Kansans of all political stripes loved it.

"People were supportive of her and those comments," said Tim Owens, a Republican legislator. "I'm a retired army colonel and I will tell you, I think she is right... I'm not very happy about the way the federal government went about dealing with the National Guard in regards to the war in Iraq."

Being a successful Democrat in a Republican state, showing an ability to reach blue-collar voters, and demonstrating a tenacity to challenge the Bush administration, has vaulted Sebelius into any honest discussion of Obama's veepstakes. Sharing a good relationship with the Illinois Democrat and endorsing him fairly early in the primary cycle didn't hurt either. But Sebelius also has blind spots on her political resume that even her most ardent supporters acknowledge.

The most superficial is her State of the Union response, a speech that detractors say is evidence that she can't handle the national stage, but, her office claims, was merely a product of divergent expectations.

"Governor Sebelius believes there is a time and place for everything, but she saw that time as an opportunity not to focus necessarily on the Democratic message or the Republican message, but the American message," said her press secretary Nicole Corcoran. "Governor Sebelius has tangled with the White House before and will again if needed, but the response to the State of the Union message was not the time for it."

A far more substantive concern with Sebelius could be that she doesn't provide what Obama truly needs. As governor, she has had limited direct national security experience. And a recent Survey USA poll showed that, even with her as vice president, Obama still wouldn't carry Kansas (and its six electoral college votes) in the general election.

"She can't deliver her own state," said Christian Morgan, executive director for the Kansas Republican Party. "Moreover, she has never dealt with the national issues that a vice president has to talk about. She has no idea how military budgets work, or what it is like to be a commander in chief."

Because of these concerns, Loomis, who worked in a communications capacity for Sebelius, put the governor's vice presidential prospects at "no better than one in ten," calling her a conservative choice. But he added, should she be tapped, Sebelius would be a tireless campaigner and could very well translate her appeal in Kansas onto the national stage.

"As someone who has watched lots of politicians closely for almost four decades," he said, "I find there are two types -- the ones that look worse when you see them close up, and the ones that look better. Kathleen Sebelius is definitely the latter."

It will not be in Obama's best interest if he picks a woman for VP. I think he needs a mature, older, white man, with some military background, if he hopes to win against McSame.
Unfortunately, this country is till not ready to vote for a black man with a woman VP.

Barack Obama is a junior senator who just kicked the ass of the most powerful couple in politics’ And he did it on a platform of change Barack's supporter's are people who are sick of the old way's in Washington, and sick of politic’s as usual they want change in a big way. That is why I think that Kathleen Sebellius would be the perfect choice for vp, you can not get a more drastic change then a African-American President and a white woman Vice President…Barack has plenty of smart and experienced, good men & woman to form his cabinet members and advisors who would give him good advice and we all know that he will make the right decision’s. He showed that when he stood up against the Iraq war. Barack with his message of change has given people like me hope again, who gave up on politics year's ago when they killed Bobby, we lost our hope's and dream's of getting the change that Bobby represented, but what is more important he and Hilary have brought the young people into the political process and they are the future of this country. These young people will support this ticket. The only people who may reject it will be the old one's they don't like change and they fear it, take it from me I'm a 61yr. old man, but I did work on Bobby's campaign. This is why I support Kathleen for vp.

I don't agree the scope has to be as narrow as you say, but Wesely Clark and Sam Nunn would foot your bill perfectly. Military credentialed, mature, white men. Either would be a very solid pick.

I think you're wrong, I think the fact that she's a woman helps - the narrow minded aren't voting this ticket regardless of the VP pick. That aside I think she's a great pick we really need a governor from an economic and admin. perspective. It doesn't have to be her but I think she's a great choice.

Webb-ites -- I love the guy too, but you gotta read up on him. We'd have to waste way too much time doing damage control for his past non-progressive indiscretions. His vote on McConnell's FISA bill really ticked me off, and he's not a viable, rock-solid Dem to many people.

He's better serving in the Senate for a red state, and will be an effective surrogate/attack dog for O with a little distance from him.

A good lady and what she has to do with that idiot archbishop Joseph F. Naumann who told her she could not take communion is to tell him that he will have to take his case to Benedict (Ratzinger), and that she doesn't recognize his (Naumann's) authority.

Benedict is too much of a chicken to ever get embroiled in the nit picking details of the politics of a sovereign nation and would defer out.

Obama's VP candidate will have to know that Michelle will be just like Hillary and allow the VP little to no power or influence. Did Hillary even allow Gore to step foot in any true important meetings? Once the election was over with, Gore was neutered. If Obama chooses to go with a moderate for the votes, then the Vp's usefulness is complete.

I don't think you go to a VP selection to try to get a state. That's a loser. A VP hasn't delivered a state, arguably, since Lydon Johnson helped Kennedy get Texas. So the arguement that Sebelius wouldn't deliver Kansas as a knock against her doesn't really hold weight.

What she would bring is regional strength and help with women, including dissaffected Hillary supporters. She brings executive experience, and is a proven winner in a very red state. On the other hand you have that lame State of the Union response. Not her finest moment. And she does lack military cerdentials. If I give her the benefit of the doubt that she's as effective a legislator and politician as the article claims then I'd give the choice a B+. Hillary would still be higher at an A-.

National security "experience" is just like all the "experience" McCain is touting of himself - all it really means is conditioning to how things have been traditionally done in Washington.

If we want the military to be budgeted and run the disastrous way it's been, sure, go with somebody with tried and true national security "experience."

The more I read about Kathleen Sebelius, the more I'm inclined to believe that she is the best choice. Whatever she lacks in certain areas can certainly be made up for with other cabinet appointments. The negatives (if you want to call them that) don't really amount to much when you see what she brings to the table. Most of all, they certainly don't detract from the positives which is vitally important. I like the fact that she has a good record in taking care of state issues which are important in this time and could translate to addressing "at home" issues (taxes, gas prices, alternative energy, mortgages, et al) that are important to Americans. This would free Obama and the other cabinet members to address the "out of country issues" and most importantly for her, give her plenty of face time. I for one don't believe that a VP has to simply tow the company line so much as be a good surrogate. She doesn't necessarily have to be like Obama so much as a damn good alternative. I think she fits the bill.

I remember her state of the union address response and at the time, and in the context, she was following a thematic emphasis of Obama about bringing red and blue states together, about crossing the the divides of party, region and race. It seemed perfectly reasonable, not a soft sell to me. If people want an attack dog for VP, she may not be the best suited, but if Obama wants a governing partner, someone who can be a liaison for legislation with both parties... this could be the right pick. Obama can show security and international and economic expertise by pre-announcing other nominations to his cabinet.

Sebelius speech struck exactly the tone it needed to and reached those that it needed too- those still in the middle and wavering on the right.

What good would have been a full ranting assult? Sure it would have made us already on the left feel a little better and more sure of our positions. It would have been a vicarious release of our frustrations.

But it also would have once again put those that might consider voting Dem in November back on their heels. It would NOT have been inviting to people starved for reason who are finally looking to towards the Democratic Party with hope.

By not "attacking" Bush the man, she left nothing for her opponents(except those who have popped up on our own side) to attack her for personally. She most definetly when after his policies however, and left those as the only things to "fight". That is a fight we will win.

Besides, look at Obama v Clinton; the public is tired of the "fighting", it is counter productive. It is time to move on from that frame of mind and those kinds of politics.

Then we're accused of being sexist? She's not auditioning for a beauty contest. This is ridiculous. She looks polished, she's competent, she believes in Oba ma's message, she has chemistry with him, she can bring in red states, she has good credentials and executive experience.

There are other candidates out there too. I just want someone who lets him shine, who's completely loyal and doesn't make him look weak. He has never looked more confident since we moved on from the primaries. I want it to stay that way. When he carries his vision and message he is on top of his game.

That said, it is hard to deny the photogenic pairing with the two of them on stage together. Meanwhile, the other talked up pick, Sen.Webb is a dead ringer for Dwight Schrute. But really, what's looks got to do with it?

Nah, for considering Veeps, I'll continue to look at resumes, who might best work with Obama, and who would be the most useful.

You try talking to the American public in front of a camer, in an empty room with a phony fireplace. I imagine it's damn nigh impossible to work up any true emotion. I give the Kansas gov. a pass on that one, as I've heard her speak publicly and, as a Kansan, I know what she can do. There are few states in the union more conservative than Kansas, and yet Gov. Sebelius has been both effective and popular. Her rebuke of Bush was spot on, and showed her eloquence, her courage, and her commitment to her constituents.

Sebelius is definitely one of the best and brightest on our side.

She was able to do what Hillary Clinton was not able to do; that is, she, Kathleen Sebelius, actualy beat the insurance companies and did not take their money.

The choice of a leader should not be a reflection on what does not matter, like gender, race, or age. More than that, the election of a leader is a chance for those who have a stake in leadership to reflect on the qualities they want a human being to possess if the nation in general or they as an individual, ever face peril requiring national leadership (or policies emanating from such) to address.

Based on what I read about the governor, she appears to possess a lot of the right qualities. Her national security resume may be light, but her judgement index seems high. She may have given a bland response to the SoU but as indicated, there is a time and place for everything. Dennis Kucinich proved that last night when he brought his Articles of Impeachment Resolution to the floor. Many have wondered what the Dems, were waiting for, and it appears that they were not waiting, but gathering the necessary information to present an irrefutable case. The governor appears to have this sort of wisdom. Obama has proven to have this sort of wisdom so I already have faith he will make the proper choice for VP. Mrs. Sebelius, appears to be worthy of consideration. If she were to be picked, what would be a loss for the state of Kansas would be America's gain.
