WASHINGTON — People around the globe widely expect the next American president to improve the country's policies toward the rest of the world, especially if Barack Obama is elected, yet they retain a persistently poor image of the U.S., according to a poll released Thursday.

The survey of two dozen countries, conducted this spring by the nonpartisan Pew Research Center, also found a growing despondency over the international economy, with majorities in 18 nations calling domestic economic conditions poor. In more bad news for the U.S., people shared a widespread sense the American economy was hurting their countries, including large majorities in U.S. allies Britain, Germany, Australia, Turkey, France and Japan.

Even six in 10 Americans agreed the U.S. economy was having a negative impact abroad.

Views of the U.S. improved or stayed the same as last year in 18 nations, the first positive signs the poll has found for the U.S. image worldwide this decade. Even so, many improvements were modest and the U.S. remains less popular in most countries than it was before it invaded Iraq in 2003, with majorities in only eight expressing favorable opinions.

Substantial numbers in most countries said they are closely following the U.S. presidential election, including 83 percent in Japan _ about the same proportion who said so in the U.S. Of those following the campaign, optimism that the new president will reshape American foreign policy for the better is substantial, with the largest segment of people in 14 countries _ including the U.S. _ saying so.

Andrew Kohut, president of Pew, said many seem to be hoping the U.S. role in the world will improve with the departure of President Bush, who remains profoundly unpopular almost everywhere.

"People think the U.S. wants to run the world," said Kohut. "It's not more complicated than that."

Countries most hopeful the new president will improve U.S. policies include France, Spain and Germany, where public opposition to Bush's policies in Iraq and elsewhere has been strong. Strong optimism also came from countries where pique with U.S. policies has been less pronounced, including India, Nigeria, Tanzania and South Africa.

Egypt, Jordan and Lebanon have the strongest expectations the next president will worsen U.S. policies, consistent with the skepticism expressed on many issues in the survey by Muslim countries. Japan, Turkey, Russia, South Korea and Mexico had large numbers saying the election would change little.

Among those tracking the American election, greater numbers in 20 countries expressed more confidence in Obama, the likely Democratic nominee, than John McCain, the Republican candidate, to handle world affairs properly. The two contenders were tied in the U.S., Jordan and Pakistan. Obama's edge was largest in Western Europe, Australia, Japan, Tanzania and Indonesia, where he lived for a time as a child.

The U.S. was the only country where most expressed confidence in McCain. Besides the countries where he and Obama were tied, McCain's smallest gaps against his rival were in India and China, where neither man engenders much confidence.

The U.S. is seen as the world's leading economic power by 22 countries in the survey. Yet in 11 countries, more think China will replace the U.S. as the world's dominant superpower or has already done so than predict that will never happen.

At the same time, China's favorable ratings have edged downward since last year, with widespread worry over its military power, pollution and human rights record. The survey was taken during China's crackdown on unrest in Tibet, but before last month's earthquake in China.

The poll also found:

_Sixty percent or more had favorable views of the U.S. in South Korea, Poland, India, Tanzania, Nigeria and South Africa. One in five or fewer had positive impressions in Egypt, Argentina, Jordan, Pakistan and Turkey.

_Nine in 10 in South Korea and Lebanon say their economies are in bad shape, while eight in 10 Chinese, seven in 10 Australians and six in 10 Indians say theirs are strong.

_Hillary Rodham Clinton, who lost the Democratic nomination to Obama, generally was rated higher than McCain overseas but lower than Obama.

_There is growing pessimism that a stable democratic government will take hold in Iraq, with majorities only in Nigeria, India and Tanzania predicting success.

_Only in the U.S., Britain and Australia do most want U.S. and NATO forces to say in Afghanistan.

_Iran is viewed mostly negatively. Even the eight countries in the survey with large Muslim populations have mixed views. In six of those eight, Muslims oppose Iran getting nuclear weapons.

The polling was conducted from March 17-April 21, mostly in April, interviewing adults face to face in 17 countries and by telephone in the remaining seven. Local languages were used.

The number interviewed in each country ranged from 700 in Australia to 3,212 in China. All samples were national except for China, Pakistan, India and Brazil, where the samples were mostly urban. The margins of sampling error were plus or minus 3 percentage points or 4 points in every country but China and India, where it was 2 points.

We should know what the world thinks of all of the candidates, not about just the two. Diebold and other voting machine companies distorted the will of the people. All those post debate polls for the Republicans indicated Ron Paul won them, as Rudolph Giuliani noted at the end of his campaign.

So who would the world elect? Take a look.

McCain has so few votes it is ridiculous. Obama has one third or so the votes of Ron Paul.

Ask any Texan how Ron Paul had wall to wall signs, while McCain was practically invisible, and how McCain possibly could have won the primary.

I am skeptical of all the other candidates, because they will not talk meat and potatoes, just vague platitudes. Who the heck wants war, but they vote for McCain who "straight talks us," and says "there will be more wars?" The emotional involvement in Obama is classic political hypnosis. He too cannot talk well without a teleprompter. I am writing in Ron Paul, because this false political paradigm is getting ridiculous.

With due respect, Ron Paul is a racist xenophobe who was endorsed by David Duke, former KKK Grand Dragon. The same Duke who was guest speaker at Ahmadinejad's Holocaust Debunking Conference last year.

Paul was responsible for producing two decades of racist rhetoric newsletters and when confronted, pretended that it was someone else's fault

Paul espoused the 9-11 Was-an-Inside-Job conspiracy theory, until confronted in a live debate. He then promptly denounced that idea. BTW I am born and raised in Texas. And since Texas boasts 60+ racial hate groups, it's not hard to believe there are lots of Paul supporters here.

Paul's grand plan is to close all foreign bases around the world and brings tens, if not hundreds of thousands of soldiers back here with no idea of what to do with them. All flooding this broken economy in need of jobs, housing, etc.

His other grand plan is build a 700 mile wall across the southern US border, then dismiss all those who don't meet his criteria.

Ron Paul is an obvious isolationist and racist. That's not how the country should be represented globally.

This attitude is precisely the point that others in the world make. America cannot continue on this attitude of being on an island. We need to learn to be better world citizens. We don't need to prove that we are the mightest - I think we all know that we are. We are an arrogant nation and we need to learn how to sit down at the table with others and share.

Barack Obama is a man with a genius for tact and diplomacy. It's nice to know that with an Obama presidency, air strikes are not our only means of preventing and/or solving international conflicts. The notion that our leaders might have the brains and skill to maturely resolve conflicts with the gift of gab is astounding and long overdue. It's time for America to regain its prominent and exemplary standing in the world community. It's time to replace Bush's brutishness with Obama's finesse.

Actually some of the best are quite verbose. Some make a reputation purely with their athletic ability (yes, they do have athletic ability, you try doing what they do every night with no off season and not killing yourself or your partner) and some purely with the mic skills, but the truly awesome ones have both. Listen to one of The Rock's promos, or Chris Jericho's.

As you get older, you begin to realize not everyone is going to like you. You accept it. You move on. Same with relationships with different countries.

I don't care who likes the US. We should do what we think is right for us. If you do the right thing, not the popular thing, you can hold your head high in the end.

I think if some other country gets attacked (think Kuwait) or gets hit by a tsunami (Thailand) or something else happens that threatens them, they suddenly become big fans of the US.

We're not a perfect country. But we are a good country.

I think thinklib's point was that other countries don't always have America's best interest at heart. As such we should do what is best for our country first without worrying so much about what others think of us.

It's funny how all these other countries hate us until they need something then we are their new best friends. It's about time this country started taking care of its own people first BEFORE helping anyone else. Notice I didn't say not to help them, just after we take care of our own first. Some countries have been getting hand outs from the American people for decades, it's about time these countries and its citizens stood on their own two feet, we have serious problems here at home and I can't be bothered anymore if you haven't figured out by now after 20 years there is no water or food where you are living, MOVE!

Of course no man (or country) is an island (except island countries, ha!).

But the US shouldn't be overly concerned about being 'liked' by the rest of the world. What are we supposed to do, read opinion polls every day like the politicians do and react accordingly? No. Rather, I think we have more of a fatherly role in the world. A child doesn't always like his father's decisions, but most of the time the father is right and is just doing what's best for the child in the long run. And eventually, the child appreciates that.

I'm just trying to make an analogy for why 'world opinion' shouldn't matter near as much as some think it should. World opinion is fickle, at best.

But we are not electing the president of the world!! We are electing the president of the United States. Trust me, when it comes to self interest, other nations are no better than the US. So when they like a candidate, they feel that it will be better for them - not necessarily it will be better for the US. Having good friends are necessary but if you read Intel chairman Andy Grove's book "only the paranoid survive" you know that the US may and will have to do things that serves it's own interest whether or not others like it. That's how the Chinese, the Europeans and the Arabs do it!!

only the ignorant fail to care what other countries think. we are in a global economy. we are in a global foreign environment. other countries care, even when americans don't, how we do here in the u.s. because it will inevitably affect foreign countries when u.s. fails. that's how powerful a nation we are. now all we need is the right person to repair the damage of bush failed policies both domestically and abroad. that leader for this time is senator b.h.o.

But who we elect will bring forth policy that AFFECTS the rest of the world. Yes, if you live in Iceland, or Belgium, or Canada, you do have the luxery of electing a leader based on the good of your countryment alone. But "with great power comes great responsibility" and when America coughs, the whole world gets a cold.

You are right that there are other nations, like China, Russia, and Saudi Arabia, whose policies have global implications, yet have not a care for how their decisions affect the rest of the world outside their borders.

But that's not a good thing!!! We don't need to be more like the Saudis, dude, we really don't.

Furthermore, the stance you just expressed is exactly WHY most of the world has a negative view of America. I live in Amsterdam part of the year, and this is what they complain about more than anything. That in the past, even though America did have a clear agenda to promote its own interests, it was still able to maintain the position of being the "beacon of hope" in the free world. Yes we looked out for ourselves, but we recognized that our massive to spread our influence culturally or militarily had to coincide with us taking the interests of the rest of the world into mind. That's what made us the greatest country on earth. We took the most from the earth but we also gave the most back.

Now we don't do this, and they compare us to the middle east and China, in that we want to force our interests and policies on others but don't want to take foreign concerns into consideration when making decisions. You apparently are okay with being likened to Iran and having a world which cowers in fear of us rather than looks to us as a symbol of all that is good about democracy. I am not.

Think about it this way. We all put ourselves and our families before everyone else. But if you keep bullying your neighbors, they will not only be happy at your downfall but will rejoice when you are gone. But if you are kind to your neighbors, they will be there for you when you need them.

America needs to make friends not enemies. Friendship and reciprocal respect equals security. Enemies equal not only terrorism in all forms (economic, physical, psychological, etc.) but the constant stress of fear and paranoia which will take it's toll.

I can see that the world is ready for a U.S. President with a brain and some common sense to go along with it. I fully agree that OBama is that President! I CANNOT understand why the polls also show that a majority of voters say they believe that McCain is stronger in foreign policy! Why wouldn't a candidate that the whole civilized world sees as preferable...also be the preferred candidate to handle our foreign policy in our own national polls?? Any plausible explanations out there??

It's not the media's fault. They simply exacerbate the underlying problem, which is that most Americans are severely uninformed and have no desire to change that. They don't want to have to exercize their brains and actually deal with complex issues and facts. The pundits which appeal to the most trivial and derrogatory aspects of our nature are the ones that are the highest rated, the ones whose books sell the most. The media is a business. It makes sense for a business to give the people what they want. Ratings and book sales tell them that what the people want are cheap talking points and stories that don't make them think.

THE AMERICAN PEOPLE ARE WHOLLY RESPONSIBLE FOR THE STATE OF THE MEDIA TODAY.

About ten years ago several top women's magazines decided to do an experiment where they put more fuller figured models (which isn't to say they were fat, just not obviously anorexic) on their covers and in the bulk of their advertisements for several months. Sales BOMBED. When the skinny models were put back in place, sales went right back up to the norm. Yet people still complain to no end that magazines are horrible eating disorder pushing rags.

In a capitalist, market driven society, the consumer is often who dictates what messege a business sends out. Yet people then blame the business for doing what businesses are SUPPOSED TO DO, which is cater to their consumer. .

Some people don't understand that a guy with common sense can be better than a war veteran in foreign policy. Their own "sense" tell them to trust a veteran just because he is veteran (with all my respect to every veteran who certainly deserve considerable credit for their priceless service),even though that veteran can't make the difference between Sunni and Shiite, states that Putin is the president of Germany and was among the last ones in his class, and is clueless about economic issues. Well I guess it's their choice. And I agree the MSM has a lot to do with misinforming people and some people give up to fear.

Anyone familiar with Joseph Campbell recognizes that human drama is ultimately an expression of a myth - a story about life that sits in the collective unconscious. GW played out the myth of the hero. The world is deciding that it no longer wants this myth in control and is ready for something new. Some folks think that Obama represents the myth of the messiah. I won't touch that one, but at any rate there is something about being on the verge of darkness and then experiencing an amazing transformation. I think that's what the world wants to see happen - it's not about Obama. It's about time and timing.

It's the Grail Quest! Whom does the Grail (er.. Constitution) serve? Obama as Percival?? If he asks the right questions, the answers will restore the Fisher King and the rest of us.

In astrology it's Uranus (youth, new ideas and techonology) overcoming Saturn (rigidity, tradition and the old Patriarch who's too old and decrepit to carry on but won't let go-remind you of anyone?). It's Seth destroying Osiris and the Horus coming to avenge his dad and destroy Seth. More likely GW would be Seth. Not exactly a hero, more of a usurper. Or GHWB would be Osiris (I'm being generous), Saddam being Seth and GWB being Horus. So GWB is Seth the usurper and Obama is Horus come to restore Egypt following the overthrow of Egypt.
