WASHINGTON — People around the globe widely expect the next American president to improve the country's policies toward the rest of the world, especially if Barack Obama is elected, yet they retain a persistently poor image of the U.S., according to a poll released Thursday.

The survey of two dozen countries, conducted this spring by the nonpartisan Pew Research Center, also found a growing despondency over the international economy, with majorities in 18 nations calling domestic economic conditions poor. In more bad news for the U.S., people shared a widespread sense the American economy was hurting their countries, including large majorities in U.S. allies Britain, Germany, Australia, Turkey, France and Japan.

Even six in 10 Americans agreed the U.S. economy was having a negative impact abroad.

Views of the U.S. improved or stayed the same as last year in 18 nations, the first positive signs the poll has found for the U.S. image worldwide this decade. Even so, many improvements were modest and the U.S. remains less popular in most countries than it was before it invaded Iraq in 2003, with majorities in only eight expressing favorable opinions.

Substantial numbers in most countries said they are closely following the U.S. presidential election, including 83 percent in Japan _ about the same proportion who said so in the U.S. Of those following the campaign, optimism that the new president will reshape American foreign policy for the better is substantial, with the largest segment of people in 14 countries _ including the U.S. _ saying so.

Andrew Kohut, president of Pew, said many seem to be hoping the U.S. role in the world will improve with the departure of President Bush, who remains profoundly unpopular almost everywhere.

"People think the U.S. wants to run the world," said Kohut. "It's not more complicated than that."

Countries most hopeful the new president will improve U.S. policies include France, Spain and Germany, where public opposition to Bush's policies in Iraq and elsewhere has been strong. Strong optimism also came from countries where pique with U.S. policies has been less pronounced, including India, Nigeria, Tanzania and South Africa.

Egypt, Jordan and Lebanon have the strongest expectations the next president will worsen U.S. policies, consistent with the skepticism expressed on many issues in the survey by Muslim countries. Japan, Turkey, Russia, South Korea and Mexico had large numbers saying the election would change little.

Among those tracking the American election, greater numbers in 20 countries expressed more confidence in Obama, the likely Democratic nominee, than John McCain, the Republican candidate, to handle world affairs properly. The two contenders were tied in the U.S., Jordan and Pakistan. Obama's edge was largest in Western Europe, Australia, Japan, Tanzania and Indonesia, where he lived for a time as a child.

The U.S. was the only country where most expressed confidence in McCain. Besides the countries where he and Obama were tied, McCain's smallest gaps against his rival were in India and China, where neither man engenders much confidence.

The U.S. is seen as the world's leading economic power by 22 countries in the survey. Yet in 11 countries, more think China will replace the U.S. as the world's dominant superpower or has already done so than predict that will never happen.

At the same time, China's favorable ratings have edged downward since last year, with widespread worry over its military power, pollution and human rights record. The survey was taken during China's crackdown on unrest in Tibet, but before last month's earthquake in China.

The poll also found:

_Sixty percent or more had favorable views of the U.S. in South Korea, Poland, India, Tanzania, Nigeria and South Africa. One in five or fewer had positive impressions in Egypt, Argentina, Jordan, Pakistan and Turkey.

_Nine in 10 in South Korea and Lebanon say their economies are in bad shape, while eight in 10 Chinese, seven in 10 Australians and six in 10 Indians say theirs are strong.

_Hillary Rodham Clinton, who lost the Democratic nomination to Obama, generally was rated higher than McCain overseas but lower than Obama.

_There is growing pessimism that a stable democratic government will take hold in Iraq, with majorities only in Nigeria, India and Tanzania predicting success.

_Only in the U.S., Britain and Australia do most want U.S. and NATO forces to say in Afghanistan.

_Iran is viewed mostly negatively. Even the eight countries in the survey with large Muslim populations have mixed views. In six of those eight, Muslims oppose Iran getting nuclear weapons.

The polling was conducted from March 17-April 21, mostly in April, interviewing adults face to face in 17 countries and by telephone in the remaining seven. Local languages were used.

The number interviewed in each country ranged from 700 in Australia to 3,212 in China. All samples were national except for China, Pakistan, India and Brazil, where the samples were mostly urban. The margins of sampling error were plus or minus 3 percentage points or 4 points in every country but China and India, where it was 2 points.

Two things about this that really matter:

1. Obama hasn't won the general election yet, and it's hardly a sure thing. I'm not overly superstitious or anything, but even I don't want the chance he has to be jinxed.

That leads me to...
2. It's not exactly wise to be reporting to Americans how Europeans, Asians, Africans and South Americans "want" us to vote for. There's not much better to rally a bunch of conservatives than to tell them that "Old Europe & Co." want Barack Obama to be elected. It's not offensive per se, but to your average dittohead, hearing how Europe wants American to vote is almost like a call to arms.

Besides, it really distracts from the issues of the campaign to hear news like this. Yes, it's good news, somewhat, but still. Let's keep level heads.

Um...Yeah, we didn't bother to listen to them prior to the '04 election and look where we are now! I for one believe that we owe it to ourselves - AND THEM - to heed the opinions of others because, frankly, American's are "too close to the forest to see the trees". We should listen to objective opinion/criticism and pay close attention to it - otherwise, America runs the risk of absolute failure/destruction!

Absolutely, but keep in mind that 2004 was a very strong year for conservatives. Average voters who were on the fence about the war still felt inclined to vote for Bush, either out of a sense of loyalty to the President (because W's been sooooo loyal to the middle class), a sense of pride (Go America!), or just a sense of stubbornness.

Consider that you're expecting the average occupant of places like Mississippi, Alabama, and Oklahoma to calmly and rationally listen to the voices of people who's governments (and the politics that run them) are so different from American government as to appear almost alien. Many of those European countries are socialist (FOX News code for "communist"), which is extremely frightening to many uneducated Americans.

I'd love for America to accept more outside advice, to become more of a partner on the global stage than just the remaining superpower trying in vain to hold on to power. I'm just not going to hold my breath waiting for that, that's all.

I hope they don't count those Americans who are on their side, who disagree with and disapprove of the current administration, and who want to leave the rest of the world to choose its own course, just as we wish to choose ours in a true Democracy, not Bush's version.

i have very hard time imagining that anything close to fox news could exist in (at least northern-) europe or would be allowed or would pass through our ethical councils on public media (with italy as an exception due to major media which is owned by berlusconi!).

If you wrongfully blame Berlusconi for Fox News's existence in Italy, who's your blame target for it being in England as well? Mr Murdoch, thru Sky, has FoxNews broadcast in most of Europe. I guess you 'ethical counsels' for public media were out to lunch when Murdoch came knocking.

If you used any logic, you might at least think that the fact that 50%media in Italy is Berlusconi's, he probably would have preferred NOT to allow competition such as Murdoch.
But obviously it wasn't up to him, was it?

Yeah, I was on a cruise ship in Tahiti, where the only cable channel available was FOX!
You should have heard the b*tching in the restaurants all day long.

When I got home, I wrote the cruise line company, REGENT, to complain. (I also complained while on the ship and the person registering my complaint said it was THE NUMBER ONE complaint they received about their service.) Regent Headquarters wrote me a very nice letter explaining that the other cable channels weren't available in French Polynesia, although the cruise line was able to offer CNN on its European based ships.

I wrote them back and said "You MUST do better or you lose MY business. Don't offer FOX if you can't offer an alternative."

This is what we have to do: protest, complain, demand, vote with our feet and our pocketbooks.

There isn't anything like Faux News in other Western Countries. People in other countries don't want opinions, they want unadulterated facts so they can form their own opinions. Many Americans want to be spoon fed ideas and opinions so they don't have to engage in critical thinking.

what the rest of the world thinks, go for it. Remind me again how you feel, should China
decide to call in your "loan" earlier than expected. You are in debt up to your eyeballs.

You have made valid points and many of us form opinions of international relations and have never left our back yards. We have no concept of how we are viewed in the world community and many of us couldn't care less.

I think there is a learning curve and we will eventually catch up. One day we will realize that our place in the world community does not always have to be as it's leader, but as an equal member - we'll be OK.

There is an inherent fear that our status as American citizens is diminished when we become world citizens so we cling to an inflated sense of importance despite reality. Barack's acceptance will go a long way in changing the perception you and others have of us. (much warranted)

Give us time - many are jaded, but this movement is about CHANGE and will.
