WASHINGTON — People around the globe widely expect the next American president to improve the country's policies toward the rest of the world, especially if Barack Obama is elected, yet they retain a persistently poor image of the U.S., according to a poll released Thursday.

The survey of two dozen countries, conducted this spring by the nonpartisan Pew Research Center, also found a growing despondency over the international economy, with majorities in 18 nations calling domestic economic conditions poor. In more bad news for the U.S., people shared a widespread sense the American economy was hurting their countries, including large majorities in U.S. allies Britain, Germany, Australia, Turkey, France and Japan.

Even six in 10 Americans agreed the U.S. economy was having a negative impact abroad.

Views of the U.S. improved or stayed the same as last year in 18 nations, the first positive signs the poll has found for the U.S. image worldwide this decade. Even so, many improvements were modest and the U.S. remains less popular in most countries than it was before it invaded Iraq in 2003, with majorities in only eight expressing favorable opinions.

Substantial numbers in most countries said they are closely following the U.S. presidential election, including 83 percent in Japan _ about the same proportion who said so in the U.S. Of those following the campaign, optimism that the new president will reshape American foreign policy for the better is substantial, with the largest segment of people in 14 countries _ including the U.S. _ saying so.

Andrew Kohut, president of Pew, said many seem to be hoping the U.S. role in the world will improve with the departure of President Bush, who remains profoundly unpopular almost everywhere.

"People think the U.S. wants to run the world," said Kohut. "It's not more complicated than that."

Countries most hopeful the new president will improve U.S. policies include France, Spain and Germany, where public opposition to Bush's policies in Iraq and elsewhere has been strong. Strong optimism also came from countries where pique with U.S. policies has been less pronounced, including India, Nigeria, Tanzania and South Africa.

Egypt, Jordan and Lebanon have the strongest expectations the next president will worsen U.S. policies, consistent with the skepticism expressed on many issues in the survey by Muslim countries. Japan, Turkey, Russia, South Korea and Mexico had large numbers saying the election would change little.

Among those tracking the American election, greater numbers in 20 countries expressed more confidence in Obama, the likely Democratic nominee, than John McCain, the Republican candidate, to handle world affairs properly. The two contenders were tied in the U.S., Jordan and Pakistan. Obama's edge was largest in Western Europe, Australia, Japan, Tanzania and Indonesia, where he lived for a time as a child.

The U.S. was the only country where most expressed confidence in McCain. Besides the countries where he and Obama were tied, McCain's smallest gaps against his rival were in India and China, where neither man engenders much confidence.

The U.S. is seen as the world's leading economic power by 22 countries in the survey. Yet in 11 countries, more think China will replace the U.S. as the world's dominant superpower or has already done so than predict that will never happen.

At the same time, China's favorable ratings have edged downward since last year, with widespread worry over its military power, pollution and human rights record. The survey was taken during China's crackdown on unrest in Tibet, but before last month's earthquake in China.

The poll also found:

_Sixty percent or more had favorable views of the U.S. in South Korea, Poland, India, Tanzania, Nigeria and South Africa. One in five or fewer had positive impressions in Egypt, Argentina, Jordan, Pakistan and Turkey.

_Nine in 10 in South Korea and Lebanon say their economies are in bad shape, while eight in 10 Chinese, seven in 10 Australians and six in 10 Indians say theirs are strong.

_Hillary Rodham Clinton, who lost the Democratic nomination to Obama, generally was rated higher than McCain overseas but lower than Obama.

_There is growing pessimism that a stable democratic government will take hold in Iraq, with majorities only in Nigeria, India and Tanzania predicting success.

_Only in the U.S., Britain and Australia do most want U.S. and NATO forces to say in Afghanistan.

_Iran is viewed mostly negatively. Even the eight countries in the survey with large Muslim populations have mixed views. In six of those eight, Muslims oppose Iran getting nuclear weapons.

The polling was conducted from March 17-April 21, mostly in April, interviewing adults face to face in 17 countries and by telephone in the remaining seven. Local languages were used.

The number interviewed in each country ranged from 700 in Australia to 3,212 in China. All samples were national except for China, Pakistan, India and Brazil, where the samples were mostly urban. The margins of sampling error were plus or minus 3 percentage points or 4 points in every country but China and India, where it was 2 points.

I just hope the world is not waiting in vain! There is no underestimating the intelligence of the average American voter. We bought Reagan, twice. And GW Bush twice. As bad as McCain is, he still has a very good shot at becoming POTUS, for all the wrong reasons. It's going to be a vicious campaign appealing to fear, ignorance, intolerance and racism. The Republicans are desperate and will pull out all the stops.

What many Americans on the right refuse to see is that we live on ONE planet. If we, as Americans, keep electing Bush-like creatures, we are asking to be marginalized by the world. Keep it up and you will be giving the terrorist exactly what they want...Ame­rica, all alone with maybe only Israel on our side. That will also work against our economy as other economies try to lock us out and work with each other to keep us out as much as they can. We need to work with other countries because it will benefit us more in the long run. The more you try to control someone, the more they will rebel against your control. You only have to look at history (and the world) to see that it is true.

But more importantly - treating a candidate as the "messiah" betrays a fundamental lack of judgment and (political) maturity.

"Just folks" run for office - folks with all the failings and foibles as the rest of us. Folks who make compromises, betray their principles at times, do stupid things, etc. (For a recent example, see a certain candidate of change's performance at the AIPAC conference).

I don't believe that Obama is a saint nor a savior. I've got a savior, thanks. I know that he can't accomplish anything without Congress. I know that he may make mistakes in the WH but I also think he is so much better than McCain. I believe that he *wants* to make changes for the better. I think that McBush just wants to stop being 'the bridesmaid' and really wants to *finally* be 'the bride'. It does not benefit Barack Obama, his wife, or his children to not do his best for the country because they have to live here too. I'm also sure that he knows he will be held to a higher standard because he is black/biracial. George Bush was given TWO chances to screw up this country, Barack (should he win) will only be given one. He has more pressure on him than any other potential president in history outside of Lincoln during the Civil War. (If Hillary were the nominee, I dare say, she would be under just as much pressure not to screw up.) So far, he has handled the pressure exceptionally well. That's part of the reason I think he will make a good president.

Out with the Cowboy, and in with the Messiah! An Obama presidency is going to be great for the entire world. January cannot come fast enough for me.

I am completely confident that Obama can restore the positive image of the United States around the world, especially if he has those who are well liked and respected around the world, such as Sen. Biden and Pres. Clinton, go to work abroad to help him accomplish this goal. I am completely optimistic. If anyone can do it, these three great people working together can.

Plus (without getting my head served to me on platter by the Hillary haters), I want Obama to pick Hillary as a running mate. If the first black president and the first female vice president are elected, run the show, and do it well, OMG, THE WORLD will never, ever be the same. It would change for the better in almost too many ways to count.

This is comical. The article is a non sequitur.

It states that polls show that people in other countries (most of who are even more ignorant than Americans) prefer Obama - which is hardly suprising if they follow the biased American news media. And then it says the obvious things about the state of the economy, none of which anyone is happy about.

What's the implication? They think that Obama will improve the economy? How? By raising our taxes, raising corporate taxes (especially on big oil), and increasing domestic spending?

At best, Obama is an empty suit. At worst, if I look at his associations, he is a radical anti-American bigot who is wrapped in all kinds of corruption.

Either way, he is charismatic, but when he talks about "issues" he is astoundingly clueless. So lots of dopey foreigners like Obama. So what? They obviously don't understand basic economics, but are swayed by Obama's charisma and by the swooning American mainstream news media (Faux News.)

Actually, they are more likely to follow their OWN news sources which aren't completely biased by American monied interests. That's why the majority of the world completely opposed our invasion of Iraq. The rest of the world had news sources that weren't completely in bed with the Bush administration - hence, they actually reported the truth. The difference? Our media WAS and IS completely in bed with Bush, so Kool-Aid drinkers like yourself still support him and/or bring up blatantly stupid charges as we see with your "Obama is Anti-American" garbage.

Implicit in your bombastic language is that the "rest of the world" (i.e, 5.7 billion+ people) is a homogeneously conniving and unruly lot that can only be dealt with through a strict "spare the rod and spoil the child" discipline. What you seem to insinuate as a "strong" American leader would be viewed in most countries - though it's ridiculous to generalize about 191 nations - as another me-first tantrum-throwing bully of child that can't be counted upon to cooperate more than once every 200 world summits. So we can either elect someone willing to cooperate on many fronts, or we can elect another candidate with a tough-stance, America-first jingoism that costs us our credibility all over again for another 4 to 8 years.

The world does wait and we all hope. Obama is a symbol of that hope. Even with all his imperfection Obama’s imperfections are few enough to take the chance and make a choice that can help change the world for the better. We know what McCain wants. War will even the score for him. Bush needed it to be a man, to put on the big shoes. What does Obama need to prove? If my eyes and ears do not deceive me, Obama believes in the best ideals of this country and even more he believes in us, the people of this country.

I remember when idiot bush stole the election from Al Gore. I went to bed that night so depressed. I had such a bad feeling about it that I couldn't really sleep. I didn't have any idea that they was so corrupt but after 9-11, I got an idea just how corrupt they were. I still believe that bushco may have planned 911. All this could not be possible without that tragedy. Watching this idiot on TV it seem he was to calm as if he was waiting for it to be over while he sat there an read my pet goat. He should have been reading how to get richer and destroy your own country in 8 years. The nightmare is almost over. But will that idiot president step down or create another deception at the cost of America lives again just to stay in power so how? I put NOTHING pass him or below him. I await Obama one of our last hope for the futuer. So America got one more chance to prove to the world that we are smarter than a 5th grader and therefore smarter than bush and mcbush.
