JERUSALEM — Palestinian militants fired three homemade rockets into southern Israel on Tuesday, threatening to unravel a cease-fire days after it began, and Israel responded by closing vital border crossings into Gaza.

Despite what it called a "gross violation" of the truce, Israel refrained from military action and said it would send an envoy soon to Egypt to work on the next stage of a broader cease-fire agreement: a prisoner swap that would bring home an Israeli soldier held by Hamas for more than two years.

Hamas, the militant Islamic group that rules Gaza, promised to rein in the Iran- and Syria-backed faction that carried out the rocket attacks and pledged to remain committed to the truce that went into effect June 19 and urged restraint by all sides.

The fact that the cease-fire held up despite the severe strain was an indication that both sides had a lot at stake in the negotiations for a broader agreement. Hamas wants to show it can break the Israeli blockade and provide much-needed relief to Gaza's beleaguered residents, while Israel wants to stop the daily rocket fire that has disrupted the lives of thousands of its citizens.

The midafternoon barrage, which slightly wounded two people, capped a day of violence that presented the truce with its first serious test. Just before midnight, Palestinian militants fired a mortar shell into an empty area in southern Israel. And in a pre-dawn raid, Israeli troops killed two Palestinians, one of them an Islamic Jihad area commander, in the West Bank city of Nablus.

Islamic Jihad, a militant group backed by Syria and Iran, claimed responsibility for the rocket fire from Gaza. Although the West Bank is not included in the truce agreement, the group said the rockets were retaliation for the Nablus raid.

"We cannot keep our hands tied when this is happening to our brothers in the West Bank," the group said.

A neighbor said a Palestinian bystander was also shot to death by troops when he opened the door of his apartment during the raid. The Israeli military said the man was a militant killed during a gunbattle with troops.

Hamas accused Israel of provoking the rocket fire but moved quickly to lower tensions and said it would talk to Islamic Jihad to ensure quiet.

"We in Hamas are committed to the calm. We will talk and we will make sure that all of the factions are committed to the calm, too," said spokesman Sami Abu Zuhri.

Israeli government spokesman David Baker called the rocket fire "a gross violation of the calm."

Israel took no military action but late Tuesday decided to shut the crossings, cutting off shipments of basic supplies that had been increased as part of the truce deal, according to defense officials, speaking on condition of anonymity because the decision had not been made public. There was no word on when the crossings would be reopened.

In Berlin, the Quartet of Middle East peacemakers _ made up of the U.S., the European Union, the U.N. and Russia _ called Tuesday for a cease-fire between Israel and militants in Gaza to be respected "in full" and voiced hope that the truce will last.

The Egyptian-brokered deal aims to end a year of violence that has killed more than 400 Palestinians, including dozens of civilians, and seven Israelis in a bloody cycle of Palestinian rocket attacks and Israeli reprisals.

Egypt hopes to mediate a deal in which Israel would release Palestinian prisoners in exchange for Sgt. Gilad Schalit, an Israeli soldier captured by Palestinian militants in a cross-border attack in June 2006.

Hamas' larger goal is for Israel to reopen Gaza's strategic border crossing with Egypt. The Rafah crossing has been sealed since the Hamas takeover, preventing the vast majority of Gaza's 1.4 million people from traveling in and out of the area. Israel has said Rafah will open only after the captured soldier returns home.

Israeli Prime Minister Ehud Olmert and Egyptian President Hosni Mubarak held talks Tuesday in the Egyptian Red Sea resort of Sharm el-Sheik, focusing on the issues of the soldier and the crossing. An Israeli official with Olmert's delegation said Egypt gave assurances that Rafah would not open without the soldier's release.

Israel has balked at Hamas' demands that some 450 prisoners be released in exchange for the soldier. Israel, which holds some 10,000 Palestinian prisoners, says the list of names submitted by Hamas is full of militants involved in deadly attacks.

After the summit, officials from all sides said Egypt is working to bring Israel and Hamas into talks in the coming days to negotiate the exchange and solidify the truce. In the talks, which could start late this week or early next week, Egyptian mediators would shuttle between Israeli and Hamas delegations in separate locations in the Egyptian capital, Cairo.

Israeli officials said the top Israeli negotiator on the prisoner swap, Ofer Dekel, is to travel to Cairo on Thursday. Despite Tuesday's rocket attack, Olmert's spokesman, Mark Regev, said there were no plans to alter Dekel's schedule.

A Hamas official said those talks could begin Sunday, and underlined that its delegation would not be in the same building as the Israelis.

"Our demands are still the same, that the prisoners whose names we handed over to the Egyptians previously must be released," said Osama al-Muzzini, a Hamas spokesman in Gaza.

The cease-fire is meant to avert an Israeli invasion of Gaza, a tiny, impoverished seaside territory of 1.4 million people that Israel evacuated in 2005 after a 38-year military occupation. The deal extends beyond Hamas to all militant groups operating in Gaza but does not include the West Bank.

While battling Hamas, Israel is conducting peace talks with the moderate Palestinian government in the West Bank. Israel, however, continues to arrest wanted men in the West Bank, saying the Palestinians have not done enough to control militants there.

In another development, Palestinian negotiator Saeb Erekat said Secretary of State Condoleezza Rice has invited him and fellow negotiator Ahmed Qureia to Washington next month to discuss their talks with Israel. While dealing with Gaza, Israel is also talking peace with the West Bank government headed by moderate President Mahmoud Abbas. Erekat told The Associated Press that this was the first time the negotiators have been invited to Washington for bilateral talks.

Also on Tuesday, as French President Nicolas Sarkozy wrapped up a three-day visit, officials said an Israeli police officer fatally shot himself in the head at a farewell ceremony for the visiting leader at Ben-Gurion Airport outside Tel Aviv. The shooting prompted bodyguards to whisk Sarkozy, his wife, Carla Bruni-Sarkozy, and Olmert to safety, officials said.

Police spokesman Micky Rosenfeld denied reports that there had been an assassination attempt on Sarkozy, and other police officials said the leaders were never in danger.

Well, if you actually knew the history of that area you wouldn't ask that question at all! Over and over again the so called Palestinians have been offered their own country, but each time refused. they were offered it at the same time as Israel....­l1948.....­....but they REFUSED FOR THE "FIRST TIME"... There have been agreements and offers time after time and each time the so called Palestinians refused...­......they never seem satisfied. I remember when they were offered 90% of the land returned that Israel won in the wars with the Arab nations...­..all Israel wanted to do was leave open 10% of the Golan Heights so that there would be a "buffer zone" between Isreal and the Arabs.....­...so that they could not lob their rockets etc. into Israel...t­his was after Isreal school girls were shot at and killed from across the border while they were on a school trip. IT SEEMS THAT THE SO CALLED PALESTINIAN LEADERS JUST WANT "BLOOD" AND THEY PROVE IT EVERY DAY.......­..DIDN'T THEY VOTE HAMAS IN??? WHAT DOES THAT TELL YOU PEOPLE? Who gains if the ceasefire is broken?
According to the ceasefire agreement, if the cessation of hostilities lasted for three days, Israel would ease its blockade allowing vital supplies into the territory. If the truce held after that, it would lead to talks on opening the Rafah crossing between Gaza and Egypt. Seems Israel never let it get that far.

The joint Israeli IDF-Shin Bet operation on monday night killed two Palestinians in Nablus. Prime Minister Fayad said "this type of activity has to be stopped" because "we have security" in the West Bank. According to the IDF, the gunmen were identified as a high-ranking member of the Islamic Jihad, and the other, a member of Hamas.

I truly believe that neither side in this conflict really want peace. It is obvious that both sides can't control themselves even for a week. I fear we may never see peace in this region. World governments should unite in condemning both the Israelis and Palestinians, particularly our government, which blindly supports Israel in all things.

Two people were lightly wounded Tuesday afternoon as three Kassam rockets hit the western Negev, in a second violation of the Gaza cease-fire since it went into effect last Thursday. Islamic Jihad claimed responsibility for the attack, saying that the aim of the rocket fire was to avenge an IDF raid that killed one of its members in the West Bank late Monday night. One of the rockets damaged a house in Sderot. In addition to the two people lightly wounded, two women were treated for shock. A second rocket landed elsewhere in the Sderot area, causing no casualties or damage, and a third landed in an open area in the western Negev.

In the first breach of the truce, Palestinian gunmen in the Gaza Strip fired a mortar shell into Israel early Tuesday morning. There were no reports of casualties or damage. Meanwhile, two Islamic Jihad gunmen, one of them a senior operative by the name of Tarek abu Ghally, 25, were killed in a joint IDF-Shin Bet operation late Monday night in Nablus. The army said the two were killed in exchanges of fire that ensued during an attempt to arrest them. According to the military, Ghally was planning to carry out a terror attack in Israel "in the very near future." The soldiers found large amounts of weapons and ammunition on his person.

Please explain how the "truce" was broken if it did NOT extend to the are of the west bank. How can it be that an area that was not and is not covered by the truce can mean that an attack there could be a violation. It defies sense. Is this 1984 where war is peace?

tommy, I think you and Burnsey are in agreement, but I could be wrong....a­ll I know is that I agree with both of you.....Th­e truce being broken was determined by Ehud Olmert, although they killed two Palestinians first, so, the retaliation was justified, however the West Bank was not part of the agreement.

The truce should still be valid, and maybe renegotiated to include the West Bank. Just please stop killing each other.

I agree. Why did Israel continue attacks in the West Bank during this sensitive time? They knew retaliations would occur. Then they could count on the media th gloss over their part and scream Palestinians broke the truce. Which is exactly what happened.

They fired rockets into Israel because ISRAEL STRUCK THE WEST BANK FIRST! Israel is once again kneecapping any peace making efforts by provoking violence from Palestinians. It doesn't matter if the truce isn't with the West Bank. It's a poor showing of good faith on the part of Israel during a fragile truce.

When the Arab media gives fair reporting on matters involving the Palestinians and Arab and Muslim Countries retreat from their lopsided favor of the Palestinians and Hamas and Hezzbollah remove from their Charters that their goal is the destruction of Israel your argument may have some merit. israel kept west bank out for a reason. why dont you put yourself in their shoes. israel must do what it can to protect itself.

Surreal. Truly surreal. The myopic defense of all things Israeli is an absolute STUDY in the effects of propaganda.

Israel is an apartheid regime, engaged in an active program of genocide. Anyone defending Israel is either a) supremely ignorant as to the facts and/or b) approves of these barbaric tactics. It surely doesn't help that the media in the U.S. is so lopsidedly pro-Israeli, that the average American has very little opportunity to have an informed opinion on the matter. Just read some of what is posted here (HopeandChange is a great example) and you can see the pro-Israeli faction displaying a level of ignorance that is only surpassed by its arrogance.

Citizens of the eleventh class (Palestinians), really not citizens at all, have no rights citizens of the first class or their government are bound to respect. Their residence is forbidden in nearly nine-tenths of the country, all of which they used to own. The areas left to them are cut up into smaller and smaller portions weekly, by high walls, free fire zones and hundreds of checkpoints manned by the army of the first class citizens, so that none can travel a dozen miles in any direction to work, school, shopping, a job, a farm, a business or a hospital without several long waits, humiliating searches and often arbitrary denials of the right to pass or to return. Posh residential settlements for the first class citizens with protecting gun towers and military bases are built with government funds and foreign aid on what used to be the villages and farms and pastures of the eleventh class citizens. The settlers are allotted generous additional housing and other subsidies, allowed to carry weapons and use deadly force with impunity against the former inhabitants, and are connected with the rest of first class territory by a network of first-class citizen only roads.

A democracy values freedom and equality to all of its citizens regardless of their race, creed or religion. Israel treats the Palestinians worse than the U.S. treated its slaves.

Bruce Dixon explains:

“Imagine, if you will, a modern apartheid state with first, second and eleventh class citizens, all required to carry identification specifying their ethnic origin. First class citizens (Israeli Jews) are obliged to serve in the armed forces, kept on ready reserve status until in their forties, and accorded an impressive array of housing, medical, social security, educational and related benefits denied all others.

Second class citizens (Israeli Arabs) are exempted from military service and from a number of the benefits accorded citizens of the first class. They are issued identity documents and license plates that allow them to be profiled by police at a distance. Second class citizens may not own land in much of the country and marriages between them and first class citizens are not recognized by the state. Second class citizens are sometimes arrested without trial and police torture, while frowned upon and occasionally apologized for, commonly occurs.

Citizens of the eleventh class are routinely arrested, tortured, and held indefinitely without trial. Political activism among them is equated to “terrorism” and the state discourages such activity by means including but not limited to the kidnapping of suspects and relatives of suspects, demolition of their family homes, and extralegal assassination, sometimes at the hands of a death squad, or at others times by lobbing missiles or five hundred pound bombs into sleeping apartment blocks or noonday traffic. Passports are not issued to these citizens, and those who take advantage of scarce opportunities to study or work abroad are denied re-entry.”

Israel broke the ceasefire by killing two Palestinians in a West Bank " raid". I knew they would.I also knew the media would color it as the Palestinians broke the ceasefire.­Israel/msm­..so predictabl­e....
This kind of blatant dishonesty is unforgivab­le.When will the lies stop?

This is how the breaking of every previous truce has happened. The Israelis do something heinous to provoke a response from the Palestinians, but the provocation receives to attention, only the retaliation does. The blame gets placed on the Palestinians, the Israels get painted as noble, innocent victims.
