WASHINGTON — Skeptical states are shoving aside millions of federal dollars for abstinence education, walking away from the program the Bush administration touts for slowing teen sexual activity. Barely half the states are still in, and two more say they are leaving.

Some $50 million has been budgeted for this year, and financially strapped states might be expected to want their share. But many have doubts that the program does much, if any good, and they're frustrated by chronic uncertainty that it will even be kept in existence. They also have to chip in state money in order to receive the federal grants.

Iowa Gov. Chet Culver, a Democrat, made his decision to leave based on the congressionally mandated curriculum, which teaches "the social, psychological and health gains of abstaining from sexual activity." Instructors must teach that sexual activity outside of marriage is likely to have harmful psychological and physical effects.

"It was just too strict," said Emily Hajek, policy adviser to Culver. "We believe local providers have the knowledge to teach what's going to be best in those situations, what kind of information will help those young people be safe. You cannot be that prescriptive about how it has to be taught."

A federal tally shows that participation in the program is down 40 percent over two years, with 28 states still in. Arizona and Iowa have announced their intention to forgo their share of the federal grant at the start of the fiscal year that begins Oct. 1.

The program was created by Congress in 1996 as part of welfare reform.

Since 2002, lawmakers have approved 19 short-term extensions _ usually for three or six months at a time. But on three occasions, the program was extended for just a few days.

Whatever state officials think of the program's aims, that's not the kind of bureaucratic consistency they need to budget for employees and to put contracts out to bid.

"The funding stream became inconsistent. We didn't know from one quarter to the next whether we'd be getting the rest of the money," said Elke Shaw-Tulloch of the Idaho Department of Health and Welfare. "We got to the point where we didn't have any infrastructure to put the money to use. At the same time, there was mounting evidence the abstinence programs weren't proving to be effective."

Throw in a rising pregnancy rate among 15-19 year-olds in Idaho _ 2,543 pregnancies in 2006 compared with 2,396 in 2004 _ and state officials decided last summer it was time to get out.

Stanley Koutstaal, the federal official who oversees the abstinence-only program at the Administration for Children and Family Services, notes that more than half the states still choose to participate. "Obviously, many states still find it valuable and have adopted it as their approach to addressing the sexual activity of teens," he said.

He called for long-term reauthorization of the block grants so that states and their contractors can be more certain about the future and can plan accordingly.

Some states' officials do speak favorably of the program.

In Georgia, some 250,000 students have participated in abstinence education since 2000 through schools, church groups and nonprofit agencies.

Teachers in Georgia go beyond the abstinence message. They stress community service and doing better in school, said Jen Bennecke, executive director of the governor's office for children and families. Bennecke says the program has led to an almost a 50 percent drop in pregnancy rates for Georgia youth ages 15-17 since the mid-90s.

"We really see abstinence education as a clear, concise and positive message," Bennecke said. "We've presented it as a healthy lifestyle choice."

The abstinence-only grants have been controversial from the start.

Supporters say comprehensive sex education sends a mixed message and that abstinence is the only method that is 100 percent effective in preventing pregnancy and sexually transmitted disease. Critics say abstinence education simply doesn't stop teens from having sex, and those teens need more information about how to reduce pregnancy and disease.

In April 2007, a federally funded study of four abstinence-only programs by Mathematica Policy Research Inc., found that participants had just as many sexual partners as nonparticipants and had sex at the same median age as nonparticipants. The four programs had taught students about human anatomy and sexually transmitted diseases, helped them improve their communication skills, manage peer pressure, set personal goals and build self-esteem.

For Colorado, the study results sealed the decision to get out of the program. Dr. Ned Calonge, the state's chief medical officer, said Mathematica's methods were the gold standard for scientific studies.

"To show no benefit compared to nothing. That was striking," Calonge said. "These are tax dollars that are going for no useful purpose, and it would not be responsible for us to take those dollars."

Under the program, states have to put up $3 for every $4 they get from the federal government. The program, referred to as Title V, is one of three abstinence education programs funded by the federal government. Of the $50 million budgeted for the program this year, about $21 million has been distributed.

Koutstaal said the study was instructive on how to improve the program, but it wasn't a signal to scrap it. The study, he noted, focused on middle school children and tracked behavior at the high school level.

"One thing we learned from it was that it may not be enough to do something in middle school and expect that you're going to continue to see positive outcomes in high school," Koutstaal said.

As a result, applicants seeking abstinence education funding through another government program, called Community Based Abstinence Education, are required to show how they will serve high school students and how they will help young people deal with peer pressure.

Longtime critics of abstinence-only education say the dwindling participation is a signal that Congress should abolish the program or change it.

"If Congress isn't getting that message, it's difficult to figure out what will convince them," said William Smith, vice president for public policy at the Sexuality Information and Education Council of the United States.

$50 MILLION!!! Can't that money be put toward something worthwhile like improving miswest levees or rebuilding New Orleans or social security or our highway bridges? These religious-based government expenditures are disgusting. I hope that those who elected this current administration find their educational opportunities suffering first while we support this crap. It's bad enough we all have to suffer these fools, all of our children shouldn't have to suffer too!

New Orleans is not a crap hole. It is a city with a rich and distinctive heritage. Why would you not want to rebuild it? Fine Haliburton for the all the money wasted there, and give it to the city. It would be the right thing to do.

It never ceases to amaze me how pious and fearful people become at the thought of their precious teenagers engaging in sex, when they more than likely did it themselves. Parents fool themselves into thinking that this is somehow THEIR decision.
The facts about sex and sexual health need to be taught in schools, because time and time again, parents prove that they can't deal with this issue themselves.
Let the schools teach the facts, leave the moral aspects up to the parents.

I'm more concerned by how many young people are inundated by near 24 hour violence. I was listening to a producer describing his experiences with American and UK censors. In America, censors were almost irrationally concerned with bare breasts when deciding whether a movie warranted an R or PG rating. In UK, censors didn't care about bare breasts being primarily concerned with gratuitous violence, which they felt is more deleterious to young people than nudity or sex. American predilections against sex and nudity are counterproductive, irrational, and hypocritical. The time and money our government spends mandating social values could be better spent addressing issues that we can affect. Our society will never successfully control citizen sexual behavior and we should stop trying to do it. Porn and prostitution exist, and, there is nothing society can do to end these activities. Parents have a responsibility to control the behavior of their children and this includes what they watch on television or download from the internet. Government has a responsibility to not promote behavior that society views as antisocial or that is potentially damaging to the development of children and it can use incentives to promote behavior the society deems worthwhile but that should be the extent of their roll because it cannot be effective as an enforcer.

This is ridiculous. Since human beings first stood upright (or Adam and Eve if you prefer), a certain amount of teen-agers have been having sex and will continue to do so.

Education and contraceptives are key to reducing unwanted pregnancies, abortions and the spread of STDs.

If you're a fan of the failed abstinence program, be sure to vote for John McCain. He's been against a women's right to choose, sex ed and other issues for decades, not to mention he failed to support the Lilly Ledbetter Fair Pay for Women legislation:

Sex education should stress self-respect, not abstinence, and self-respect includes contraceptive training and an explanation how to use a condom properly. That's called HARM REDUCTION and is the only way to protect the kids. They should be counseled and encouraged to abstain but they cannot be considered protected if they go out without being taught how to protect themselves. Abstinence only is a way of murdering kids.

The huge increases of STDs, underage sexual activity, illegitimacy and unwanted pregnancies show a direct correlation with the increase of government sex education. If you keep doing what you've been doing you shouldn't expect to get a different result. Government sex education has proven to be failure, it should just be eliminated.

Yup, let's keep them ignorant. They won't even think of sex if we don't tell them about it.

We could save money on all sorts of things if we don't tell them about it, food, books, clothes.

If I has waited for my parents to tell me about sex this 56 year old still wouldn't know about the details. Parents are not universally capable of discussing sex. If they would discuss sex with their children it would be a huge benefit but they don't.

Sex Ed should also teach kids about gays and lesbians, lord knows parents don't want to touch the subject, and ignorance leads to bullying and discrimination, since kids are frequently cruel and evil.

While i agree (I am gay) nobody has the balls. Doing so would heads to explode on the Christian Right. "Abstinence only" is a scriptural approach which was created to placate the same Christian Right. Unfortunately our domestic Taliban continues to hold significant influence over public policy. My fear is that Obama is drinking their Kool-Aid.

Condoms and sex education shouldn't be thought of as condoning sex. They should be used to prevent both births of babies and the death of the parents due to STDs.

Georgia has slipped back into the dark ages. I was born and raised here and when I was high school ('78-'81), we had sex ed. It was taught by one of our home ec teachers. And we actually watched a film where they showed how to correctly use a condom --- demonstrated by a nurse on a banana, but still. I don't understand what the heck is going on here these days.

Prohibition and religous based fear tactics never work. They almost always bring about the opposite result, due to human nature. These same people who claim to be so concerned about abortion should want to do everything possible to limit unwanted pregnancies. By eliminating prudent precautionary measures such as contraception education, they ensure it. It seems this is just a lame attempt to shove 50's morality into modern cuture when, in fact kids are well aware of sex from the internet and other abundant sources. It is far better to teach condoms than how to raise a baby when still in high school.

It's perfectly fine to teach abstinence as an option in your pre-marital lives...however, teaching abstinence-only policy has to be the worst idea I have ever heard. It's been show time and time again that these kinds of programs do not work.

Do you realize how absolutely hypocritical you're being? Telling people that abstinence is the only way is not only ignorant, but arrogant. Who are you to tell teenagers the only way to go is abstinence? Don't we, as Americans, believe in personal responsibility and liberty? Is it not OUR choice to choose whether or not we have sex, get married or choose our partner? Or would you rather have the government tell you how to live?

It absolutely rocks my mind that the party of Goldwater, the party I used to strongly support, moves more and more into the big government Orwellian garbage direction.

Please, johnny, elaborate on your point because I can't reconcile it.
