WASHINGTON — The Senate passed a $162 billion war spending plan Thursday, sending to President Bush legislation that will pay for operations in Iraq and Afghanistan until the next president takes office.

The package, approved 92-6, includes a doubling of GI Bill college benefits for troops and veterans. It also provides a 13-week extension of unemployment benefits and $2.7 billion in emergency flood relief for the Midwest.

The Senate, however, narrowly failed to approve a House-passed bill to cancel a scheduled cut in payments to doctors who treat Medicare patients.

It also failed to resolve differences over home mortgage legislation and the administration's electronic surveillance program. Those matters will await lawmakers when they return from a 10-day July break.

The spending bill will bring to more than $650 billion the amount Congress has provided for the Iraq war since it started more than five years ago. For operations in Afghanistan, the total is nearly $200 billion, according to congressional officials.

Last week, the House approved the war funding measure, 268-155. The domestic add-ons were approved separately by a 416-12 vote. The White House has said it supports the combined measure, which technically allowed the measure to advance without senators having to vote specifically for the war funding, a distasteful matter for many Democrats.

As for Medicare, a 10.6 percent reduction in doctors' payments remains scheduled to take effect Tuesday. It was triggered by Medicare spending levels that exceeded established targets.

The Senate fell one vote short of the 60 needed to pass the bill under expedited rules. Nine Republicans joined Democrats in backing it. But most of the Senate's 49 Republicans voted against it, noting that the Bush administration has hinted at a possible veto. The insurance industry, in particular, opposed the bill.

Senate Majority Leader Harry Reid, D-Nev., changed his vote from yes to no in a procedural move to enable him to bring up the bill later. He ridiculed Republicans who sided with Bush in opposing the bill.

"Who would be afraid of him?" Reid said as many senators looked on. "He's got a 29 percent approval rating."

Some of the roughly 600,000 doctors who treat Medicare patients have said they would be reluctant to take on new elderly and disabled patients if the reimbursement cut takes effect.

Avoiding the cuts in Medicare physician payments has become an annual event for Congress, but finding the money invariably requires trimming payments to other health care providers. Democrats this year focused on taking the money from the Medicare Advantage program. It lets the elderly and disabled receive health benefits through a private insurer rather than through traditional Medicare.

The bill that fell short Thursday would have reduced payments to insurers by about $14 billion over five years. Insurers say the financial hit would have come at the expense of millions of Medicare Advantage participants.

But Democratic lawmakers, citing findings by an independent advisory commission, said the payments are overly generous and make it harder to sustain Medicare for future generations.

Many pharmacists support the bill because it would delay payment cuts through Medicaid. Pharmacists also support a provision that would require Medicare drug plans to reimburse them within 14 days of an electronic billing and within 30 days for paper claims.

The bill has also generated support from rural hospitals and ambulance providers that would have received more Medicare funding.

In the House, lawmakers approved financial help for mass transit systems facing a surge in riders because of high fuel prices. But Republicans blocked Democrats from requiring oil and gas companies to forfeit their leases if they don't drill on the millions of acres of government land and water they lease.

Senators were unable to resolve differences on the housing and surveillance legislation. A dispute over taxes continued to stall the mortgage-finance bill, which would allow the government to back $300 billion in cheaper loans for homeowners facing foreclosure.

Majorities in both chambers appear to support such a bill. But Senate progress faltered when Sen. John Ensign, R-Nev., insisted on adding an $8 billion package of tax breaks for renewable energy producers.

The incentives have bipartisan backing. But House Democrats oppose including them without balancing them with tax hikes to prevent an increase in the deficit.

The surveillance bill would provide legal immunity to telecommunications companies that helped the government wiretap American phone and computer lines without court permission after the Sept. 11 terror attacks.

It also would make it easier for the government to tap the calls and e-mails of suspected terrorists. Its detractors contend that it does not protect Americans' privacy rights while its champions argue that it strikes the right balance between civil liberties and security. The bill passed the House with a strong majority last week.

You need to stop calling this the Bush-Cheney war because members in the house and senate own this war just as much as Bush because they voted to give him the authority and I don't believe for a minute that they didn't know the facts and it is total BS that they were lied to. They just voted again to give money for a year to get out of the way in hopes that voters forget about it by Nov. How much more change can we take with the dems in the majority. They are spending like crazy, gas prices are over $4.00, food prices are sky high, we are going into a recession and people are losing their homes. Are you voters so clueless that you think that members in the house and senate are blameless on these issues because if you do then you don't understand how the government works. You can blame Bush all you want if it makes you feel better but it is the majority leaders in the house and sentate that control the money and agenda. I simply fail to understand why voters keep giving the house and senate a pass on everything when they are the ones to blame.

Although I don't know that I will ever agree with a Hillary supporter again I have been toying with the idea of voting for the Green Party candidate, Cynthia McKinney. She is working to help Cindy Sheehan get elected in CA to get Nancy, I'm going to protect Bush and his agenda, Pelosi out of office.

I've said else where here that these races are about getting the party in office, not the person, and right now I'm not thinking the Dems deserve our support.

Then you have some claiming that they hate wars but have no problem voting for them How patronizing give me a break. I'm SICK OF WARS. ARe there any other country that are fighting too wars. I cannot believe how far down the WRONG PATH this country has come. Do these wars actually help us? I want to see some accountability to see if these wars actually help or if they are just a waste of lives.

A true superpower RARELY goes to war because it has other muscles it can flex to get cooperation the mere threat of war should be enough for dictators if its NOT then you have NO Power other than military and even our military power needs work. A country like Iraq is basically kicking our butts and we are suppose to have the best military in the world. War should be the last resort when you are a superpower and you cant get cooperation without going to war there is something fundamentally flawed with that country. Leaders and I use the term loosely like Bush and McCain dont favor diplomacy because they are C student they dont know how to speak how to negotiate all they know is tough guy act like the school bully. Going to war DOES NOT Make you strong finding a way to prevent war DOES.

McCain and Obama are in DEAD HEAT over the war in Iraq one wants to Get out the other wants to stay in for 100 years. Maybe congress is not the problem but the American people IS. Maybe they love wars maybe they love people dying it gives them a sense of power. NO WAY should these two candidates be tied on Iraq when they have OPPOSING views. I guess our greed and desperation for oil is starting to make us say you know what maybe we should continue this war to see if we can get the price of oil down. Trouble with us is that we are a nation of WANTS. We WANT to WIN this war that we started. Unfortunately, nobody really can tell what a WIN really IS.

The only way we can actually get out of Iraq is if the Iraqi government demands that all US troops leave Iraq within a certain period of time. They have started moving towards this with the help of Iran. We will be leaving Iraq sooner rather than later no matter who the next president is because Iraq will tell us what to do since Bush have opened the padora box and don't know what to do next.

McBush have a 6 monthly installment war plan. Every 6 months one of their general come out and say that they need another 6 months. They have been doing that for 5 years and it is working.

Remember, the American people's education have detriorated over time and right now what we have as citizens that are like sheeps waiting for the shepard to tell them what to do next.

It seems that Repugs and democrats are both equally sheepish. The Independent voters are the learned ones who refuses to follow that bad shepard.

My wife is an Obama national delegate. She deserves to be there and she truly believes in him.

I am an Iraq war veteran and I'm not sure I can bring myself to vote for him. I am completely destroyed by the Democratic Party and their continued support for the war in Iraq. They were able to talk a big game in 2006 and win some Senate seats, but in my mind they have not done anything to help bring this war to an end. That will come back to haunt them in the 2008 elections. As much as I hate to say it, absolutely nothing has changed since they took office. Blackwater is still making millions, KBR is still making millions, American soldiers are still dying, and our country is no safer as a result. I might sound like a troll, but please believe me...I am not. I am an extreme liberal war veteran who is educated enough to be disgusted.

They promised to end the war in Iraq once they gained control of congress in 2006. This turned out to be false. Soon, the presumptive nominee will be moving his position on the war to almost match that of McCain. And then a little after that their stated policies will be almost indistinguishable.

Congress cant end the war because congress doesnt have the mandate to end the war only the President can end the war and Americans are considering seriously of voting in another president that said he is going to continue to war for 100 years. So much for Americans wanting this war to end maybe congres is just following the will of a WAR MONGERING people.

IMO, it is always the political party in office and not the person.

Almost all politicians tow the party line and those that don't are forced out. Remember the story that Dean told about being upset with the Democratic party because he felt the leadership had betrayed him. Gore called him and reminded Dean that it was about the PARTY and not about Dean.

It is about getting the Party in office, not the person. Then the Party furthers the corporate / military complex agenda. The Republicans, Bush, Cheney & Co. could not have done to this country what has been done without full support and protection of Dems like Pelosi, Reid and Hoyer.

I won't make up my mind until I'm in the booth ... good luck with making your decision.

They could bring the troops home any time they wanted. All they had to do was stop funding it. They didn't have to pass bills that required them to come home. They just had to stop funding it.

Of course, that's not what they really wanted. Cowards.

By now the people of the United States should realize that when it comes to the Bush-Cheney phony wars on terror, particularly Iraq and Afghanistan wars, the Republican and Democratic parties are very much alike when it comes to foreign policy.

That is evidenced by the fact that the Senate has just passed another $162 billion to further fund the wars in Iraq and Afghanistan until 2009, despite the truth that they were waged on lies and for oil and profit.

These illegal wars and occupations violated the U.S. Constitution, United Nations Charter, and the principles of the Nuremberg and Geneva conventions dealing with wars of aggression. war crimes, and crimes against humanity.

All the Democratic campaign talks (primary and general elections) by Senator Clinton and Senator Obama, for all intents and purposes, were deceptive, hypocritical. and politically motivated. So forget about their promises to bring the soldiers home in six or so months. It is not going to happen.

The truth is, America is captive of the evil of the two-party system that inherently breeds corruption and misgovernment.
