The demolition of the 60-foot-tall cooling tower at the North's main reactor complex is a response to U.S. concessions after the North delivered a declaration Thursday of its nuclear programs to be dismantled.

"This is a very important step in the disablement process and I think it puts us in a good position to move into the next phase," said Sung Kim, the U.S. State Department's top expert on the Koreas who attended the demolition.

After the tower's tumble to the ground, Kim shook hands with Ri Yong Ho, director of safeguards at North Korea's Academy of Atomic Energy Research, who was the most senior Pyongyang official present.

"The demolition of the cooling tower is proof that the six-party talks have proceeded a step further," Ri said, referring to the nuclear negotiations.

The tower destruction was not mentioned by the North's media or shown on state TV broadcasts.

In the North Korean government's first reaction to the developments this week, North Korea's Foreign Ministry welcomed Washington's decision to take the country off the U.S. trade and sanctions blacklists.

"The U.S. measure should lead to a complete and all-out withdrawal of its hostile policy toward (the North) so that the denuclearization process can proceed smoothly," the ministry said in a statement carried by the official Korean Central News Agency.

The symbolic tower explosion came just 20 months after Pyongyang shocked the world by detonating a nuclear bomb in an underground test to confirm its status as an atomic power. The nuclear blast spurred an about-face in the U.S. hard-line policy against Pyongyang, leading to the North's first steps to scale back its nuclear weapons development since the reactor became operational in 1986.

Last year, the North switched off the reactor at Yongbyon, some 60 miles north of the capital of Pyongyang, and it already has begun disabling the facility under the watch of U.S. experts so that it cannot easily be restarted.

The destruction of the cooling tower, which carries off waste heat to the atmosphere, is another step forward but not the most technically significant, because it is a simple piece of equipment that would be easy to rebuild.

Still, the demolition offers the most photogenic moment yet in the disarmament negotiations that have dragged on for more than five years and suffered repeated deadlocks and delays.

Secretary of State Condoleezza Rice said the tower's destruction would mark a step toward disablement, something that has been ongoing for many months to prevent the North from making more plutonium for bombs.

"It is important to get North Korea out of the plutonium business, but that will not be the end of the story," she said in Kyoto, Japan, on the sidelines of a meeting of the Group of Eight industrialized countries.

North Korea's nuclear declaration, which was delivered six months later than the country promised and has not yet been released publicly, is said to only give the overall figure for how much plutonium was produced at Yongbyon _ but no details of bombs that may have been made.

Experts believe the North has produced up to 110 pounds of weapons-grade plutonium, enough for as many as 10 nuclear bombs.

The declaration was being distributed Friday by China, the chair of the arms talks, to the other countries involved, U.S. envoy Christopher Hill said.

"We'll have to study it very carefully and then we'll have to work on verification," Hill said in Kyoto.

The declaration does not address the North's alleged uranium enrichment program or suspicions of its nuclear proliferation to other countries, such as Syria.

Cudos to George Bush and his Administration for employing the use of Peer Pressure to get rid of the North Korean Nuclear Weapons Program..

That makes two countries President Bush has disarmed since Saddam was Captured. (Libiya gave up their program soon after the defeat of the Iraqi Army.)

The Unilateral approach used by the Democrats in the 90s resulted in a robust Nuclear Program in N. Korea, while the Multilateral approach pursued by GW Bush had great results.

The cooling tower is no big deal - but it certainly seemed to be to the Bush-run media which tries to put everything in positive light before he leaves office. I suppose they wish us to take off our hats to Ms Condi Rice for her mediation "skills".

Did anyone take notice of the so called cooling tower that they imploded? It was falling apart! Concrete was falling off and it didnt even look like it had anything it was connected to. On CNN they showed close ups of this tower while bragging about this, and there was a concrete pad under it, nothing inside of it, and it looked like it had been abandoned for many years. so did the building next to it that was called the " plutonium facility" . I am not expert on N K construction or building maintenance, but with cracks , concrete falling out and weeds growing up , I would suspect its an old facility that has not operated in years if not decades. Of course you can speculate that this is because NK is poor, but that is only speculation, just like I am here. It just doesnt look right.

Let's see. The trend in Iraq is improving. The trend in North Korea is improving. Our European allies are tightening the screws on Iran. Sounds like W is kickin' some axis of evil behind, although you'd never know it by what you read in the land of Huffpo.

you forget that bushies people announced earlier this year that they would do whatever they could to bring his approval rating up before he left office. We have no idea if these events being report are for real, as we know both Bush and NK are masters at propaganda, and NK really restricts what can be reported , and the US press is controlled by corporations, which are mostly in bed with Bush or vise versa. I hate a very good friend who just returned from his 4th tour there. He is a paramedic, and according to him, its just as messy as it was on all 3 previous tours. I would believe him over Hufpo, the white house, or the press. I know he is honest. He has no reason to lie about it. Also, we have no idea just what we are paying for all this good press for W. We may find out later that we have given 80% of our future , and our children and their childrens income to pay for all of this. Who would have won then? A few months good Press for W, or being quickly taken off the terrorist list for NK and Al Qaeda for making us so paranoid we go the way of the Soviet Union and spend ourself into economic collapse?
Personally, I think W envies little Kim and wants to grow up to be just like him.

people are forgetting that the nuclear threat from n korea was contained with a plan under clinton to provide them with nuclear materials that can be used for a fission reactor for electricity.

then bush came along and scrapped the clinton plan as "appeasement"

the koreans restarted their nuclear program, but this time for non civilian purposes, and years later, they tested their nuke.

bush has failed in every corner of the world.

Not to put too fine a point on this, and certainly not to credit Bush & Co. with diplomatic skills, but North Korea is on the verge of famine, and South Korea, among other nations, won't help.
Could this "demolition" be a quid pro quo by the North Koreans in return for food shipments, seed and technology from the U.S. and other countries we can persuade to participate?

I think their were. But there are also over 78 un resolutions against Israel that they ignored.
Do we pick and choose who gets the resolutions enforced against them? I am sure many countries have resolutions against them. Why did we pick on Saddam, and why did Bush do so much to make is appear like Saddam was linked to 911 and Al Qaeda?

North Korea is evil, but strong militarily. Iraq was evil but weak. We invaded Iraq because we could.
We haven't attacked North Korea because we can't without unleashing a major sh*tstorm on Asia.

In the U.S. it would take nine months, six miles of red tape, twice through the appeals process and an executive order by the President just to get the permit to knock something like that down.

North Korea... a 60 foot nuclear cooling tower reduced to a pile of rubble in roughly 24 hours.

I don't appreciate Sen.Browback's gloom and doom assessment about North Korea. These things should be kept low. We have a historic opportunity to scrap the DMZ and to establish comercial exchange with North Korea. It is time to stop demonizing a people wherever they are different. They are also victims of the Cold War and of our policies. Let's call it even and open our arms to them!

It's just a cooling tower. There is a river nearby (thanks, Google Earth) so they can just dump the excess heat there instead of blowing it out the tower. Vermont Yankee lost their cooling tower due to their stupidity, they are dumping their excess heat into the river. It's meaningless unless they close down the reactor and blow it up, too.
