TEHRAN, Iran — Iran indicated Saturday that it has no plans to meet a key Western demand that it stop enriching uranium, a day after Tehran sent the European Union a response to an international offer of incentives for halting enrichment.

The content of that response has not been made public and there was caution about the prospects of progress.

"It was not something that made us jump up and down for joy," said one European official, who spoke on condition of anonymity because the information was confidential. "We are in a holding mode until we get a chance to look at it more closely."

White House press secretary Dana Perino told reporters traveling with President Bush en route to a G-8 summit in Japan that the U.S. administration was still evaluating Iran's response.

"We're going out to consult with our allies about what Iran's response means," Perino said. "We'll just have to see how this is received by others before we make a formal response."

A positive response could open the way to renewed negotiations that might help cool recent sharp exchanges between officials on both sides. In recent weeks the U.S. and Iran have traded threats and warnings over possible American or Israeli military action.

But Iranian government spokesman Gholam Hossein Elham insisted Tehran would not change the central part of its controversial program. Uranium enrichment can produce either fuel for a nuclear reactor or the material for a warhead. Iran insists its enrichment work is intended to produce fuel for nuclear reactors that would generate electricity.

"Iran's stand regarding its peaceful nuclear program has not changed," Elham told reporters. He said Iran was ready to negotiate on its program "within the framework of the international rules and regulations."

He did not elaborate. But Iranian state media reported Friday that EU foreign policy chief Javier Solana and Iran's top nuclear negotiator, Saeed Jalili, have agreed to hold the latest in a series of talks in the second half of July.

The European official, however, said no firm decision will be made by Solana to meet with Jalili until the contents of the Iranian response had been evaluated.

Iran's ambassador to Belgium presented the response to the incentives package to Solana in Brussels, Iranian state media reported Friday. European officials said they were studying the Iranian response and were consulting among themselves and with the United States, Russia and China on what to do next.

Acting on behalf of the five permanent members of the U.N. Security Council and Germany, Solana offered the modified package of economic incentives to Iran during his June visit to the country. The offer is meant to persuade Iran to halt enrichment, which the six world powers fear Iran could use to produce weapons.

Iran has repeatedly insisted it will not give up enrichment, but it had said the incentives package had some "common ground" with Tehran's own proposals for a resolution to the standoff.

Separately, EU nations also approved new sanctions against Iran in June, imposing additional financial and travel restrictions on a list of Iranian companies and experts, including the country's largest bank.

The six nations _ the U.S., China, Russia, France, Britain and Germany _ first offered a package of economic, technological and political incentives to Tehran nearly two years ago on condition that it suspend enrichment.

The standoff has led to increasingly tense exchanges about the possibility of a military strike by Israel or the U.S. An Israeli military exercise last month was seen as a warning to Iran.

The commander of Iran's elite Revolutionary Guards has said that Iran would consider any military action against its nuclear facilities as the beginning of a war. However, the general also has said he thinks a strike by Iran's adversaries is unlikely.

The answer is: THEY'RE NOT.
I love it how the Israelis claim that the Sunni arab states are more worried about Iran's non-existent nukes than Israel's existing nukes. Its a pretty transparent ploy. In fact states like Egypt and Saudi Arabia have nuclear programs that are as old as Iran's. And, unlike the Iranians, the Egyptians have stated explicitly that they won't sign the Additional Protocol either.

When you call a country Axis of Evil. & then they see what happens to country like Iraq (in their neighborhood) they take notice ... Since Iran Mullahs are not that popular in their country .so the only alternative for them is to go for nuclear weapons .. It is a survival strategy for them to have the nuclear weapons OR else they may end up like Saddam ...stripped of power by US cuz THE DECIDER dont like them ...

Iran has every right to enrich uranium at such low levels , a right given to her by the NPT .
the Inspectors have been in , many times and have been satisfied and they did not find any smoking gun yet (much to israel and the US disappointment )
To the guys who say Iran is making weapons , i say where do you get your information , if the IAEA did not find the information you seem to have ? from the Shin Bet or the Mossad I guess ?
iran is NOT Libya , Iran will continue to enrich uranium , since Oil wells will dry up in the future and the knowledge of nuclear technology will be beneficial for the next iranian generations .
Algeria , Saudi , Egypt , And Most Arab countries are now intersted in nuclear techonology and America , France and Russia are ready to help (and those countries will be paying a fortune for such a program while iran wants to rely on its own scientists and own resources so it does not have to depend on the west . iran wants an independence , the Arab countries dont seem to know the meaning of such a word , they are happy to rely on the west for everything , froms science , to cheese and flour .
I support Iran right to nuclear technology and i hope more people would be against waging another war

Actually, they have a right to enrich uranium to whatever level they want. However, they have limited themselves voluntarily to less than 5% enrichment, according to the IAEA monitors who constantly check. They have offered to place a legal limit on their enrichment program below 5% - but that offer along with all of the other compromise offers have been ignored by Bush who wants to use the nuclear issue as a pretext for war.

Why should the US be able to dictate to any country what they can and can't do to protect themselves? Israel and the US (Iran's greatest enemies) both have nukes. What makes us better suited to have a strong defense than Iran? Iran would be foolish to give up their only trump card in this sick game. We need to try diplomacy before they get nuclear weapons. This sabre rattling would only make any of us want to develop a way to defend ourselves.

They are bound by the Nuclear Non-Proliferation treaty not to build a nuclear weapons. That is the reason they must allow and they do allow UN inspections.

In exchange, Iran is actually entitled to help from other treaty countries in developing nuclear power.

India, Pakistan and Israel never signed the treaty. For that reason, sanctions were imposed on India and Pakistan. No sanctions were imposed on Israel. Both India and Israel developed nuclear weapons. North Korea initially signed the treaty, violated it, and later withdrew from the treaty.

The Iranians have been pushing for the creation of a nuke-free mideast since the 1970s and say that nukes will not protect them. They have offered to place limits on their nuclear program to further ensure that it can't even theoretically be used to make nukes -- such as by opening their program to multinational participation. These offers are endorsed by international experts too but ignored by Bush who wants to use the "nuclear threat" as a pretext for war.

What I find most interesting about all of this is how many posters on here have no issue with Iran pursuing a nuclear program for "energy" needs, yet they are opposed to the U.S.A. from pursuing new power programs with nuclear power for the purpose of exploring alternative energy sources beyond oil and coal.

So, is it not true that you just presented a classic straw man argument?

I have nothing against nuclear power here in the U.S. just as long as there is a demonstrably reliable plan for safe disposal of nuclear waste and safe operation of the plant. It has been done very effectively in Sweden and quite effectively in France. In both countries, safety has been ensured either by having government run the plants, or extremely strict regulations. They rightly didn't trust industry to be in charge of public safety.

Are you for similar government involvement in this country?

Of course you know that U.S. has the most nuclear power plants in the world.

JackND probably has it right, it is a NIMBY issue. Be that as it may, I am sure you will now spend your precious time trying to further mince what I have found, so I will debunk your response ahead of time. Nowhere do gr8abz and darthdarcy say they are for nuclear power in the U.S. if the issue of waste is resolved. In fact, they both specifically posted against the use of nuclear power.

If people actually spent time and analyzed the option, nuclear power is safe and the technology regarding waste is getting better. And to further prove my point since you like to throw around “straw man” accusations, I speak from a decent level of knowledge. My father in law worked on the decommission project of Unit 1, and his best friend and the man that married my wife and I is a lead engineer for So. Cal. Edison and still works at the plant. Libs love to talk about the advantages of solar, geothermal and wind power technology, and the improvements that have been made, so why cannot nuclear be considered?

I am willing to bet I could find more if I had the means at my disposal, but I do not have access to huffingtonpost's server. Heck, there may be some more people that added between last night and now who are opposed to the U.S. nuclear plan, but have no problem with the Iranian program. Thank you for reading.

I dont blame Iran if they want to possess nuclear weapons. Notice we negotiated with North Korea and Libya because they were nuclear countries and invading them would've been to great of a risk.

We invaded Iraq and soon Iran, because they aren't nuclear countries and therefore we had the upperhand since they don't pose as any risk.
