WASHINGTON — John McCain calls himself an underdog. That may be an understatement.

The GOP presidential candidate trails Democrat Barack Obama in polls, organization and money while trying to succeed a deeply unpopular fellow Republican in a year that favors Democrats. McCain also doesn't seem to have a coherent message let alone much of a strategy despite securing the nomination three months earlier than Obama.

"This is a tough race. We are behind. We are the underdog. That's what I like to be," the GOP nominee-in-waiting frequently tells donors these days, keenly aware not only of his woes but also his proven comeback ability: He won his party's nomination despite the implosion of his campaign last summer.

One year later, and now in the general election, McCain's troubles are so acute that he recently gave senior adviser Steve Schmidt "full operational control" of the day-to-day campaign and, effectively, scaled back the duties of campaign manager Rick Davis. The shift in responsibilities came after weeks of Republican quibbling that McCain had not adequately made the transition for the fall.

"The frustration is there's no big theme around which to build a winning campaign," said Steve Lombardo, a Republican pollster. "They need a big strategic message that will show the differences between the two campaigns, and allow for a win."

Hope is far from lost: The election is still four months away. The national conventions and the presidential debates are upcoming. Conservative evangelical leaders skeptical of McCain are now coalescing around him. The race remains competitive. And, Obama's campaign is far from flawless.

McCain also is beefing up his staff with more presidential campaign veterans under the guidance of Schmidt, a top aide in President Bush's re-election effort and the operative who led Gov. Arnold Schwarzenegger to a come-from-behind victory in California two years ago.

The campaign will try to showcase its efforts to restore discipline next week when McCain announces a "jobs first" economic plan and tours competitive states.

For now, GOP insiders are cautious as they watch for improvement _ and they should be.

The political environment is dreadful for the GOP, with Bush's approval rating at low levels as the country teeters economically and fights two wars.

Asked Saturday what he thinks about McCain's apparent pride in underdog status, Obama told reporters traveling with him: "Two years ago, John McCain was the putative Republican nominee who has been part of the Washington establishment for years and who touts all his Washington experience, versus me. So the notion that somehow I'm the heavy favorite in this race belies recent political history and a lot of American history. So, we've got a lot of work to do."

Still, compared with McCain's campaign struggles, Obama is seemingly skating along, visiting states Bush won four years ago and courting traditional GOP supporters with his core message: "Change We Can Believe In."

Nonetheless, the Illinois senator says, "I'm going to have to be a better candidate" and is mindful of his own vulnerabilities.

There are many, not the least of which is trying to become the first black president of a country where racism still runs deep. The GOP-fueled liberal elitist label also could stick on this Harvard-educated Chicagoan.

And, Obama also may be undercutting his claim to be a straight-shooting, new-politics candidate as he repeatedly breaks with his liberal base on various issues to aggressively move to appeal to the center of the electorate.

National polls vary widely, but they have one commonality: None show McCain ahead of Obama. And, on voters' most important issues, McCain trails on every subject but Iraq and terrorism. He also lags in key states, including Bush-won Colorado and Ohio.

When it comes to message and strategy, McCain has appeared to flounder.

He hasn't settled on one theme and can't seem to stick with a particular line of argument in favor of his candidacy for more than a couple days. His attempts to derail Obama are scattershot; the campaign simply takes advantages of openings Obama creates rather than creating a negative narrative against the Democrat. And, McCain's fundraising events have driven his campaign schedule, often putting him in solid Republican states instead of swing states likely to decide the election.

As the sleepy summer pre-convention window opens, Obama is running TV ads in 18 states while McCain focuses on 11 for now and the Republican National Committee bolsters his efforts in the Great Lakes region.

At the same time, McCain, 71, is working to match Obama's organization. For now, McCain's campaign is roughly 300-strong compared with Obama's 1,000-person plus operation.

Obama had a campaign in just about every state during the long Democratic primary, and he has started bolstering the remnants of those existing networks. His aides also boast of a hefty grass-roots organization, a "persuasion army" of allies who will reach out to neighbors, friends and relatives. That's reminiscent of Bush's 2004 campaign.

Conversely, McCain's ground-game operation has been slow-moving; staffers weren't dispatched in earnest to key states until last month _ even though the GOP primary ended in March. The RNC has fewer than 100 offices with just about the same number of field staffers. The campaign, itself, has 11 regional campaign managers who, in turn, have brought on nearly 100 staff members as part of a much-maligned, decentralized structure.

To return power to headquarters, Schmidt is hiring a national political director and a national field director to oversee ground-game efforts, and is promising to add hundreds more field staff and open more local GOP offices.

But all that takes money, and here, too, McCain trails.

Obama has 1.5 million donors and had raised more than $287 million by the end of May. McCain has far fewer donors and had raised $115 million. May was Obama's worst fundraising month of the year. He raised $22 million, to the $21 million McCain brought in during his best fundraising month.

Still, McCain and Obama entered June with virtually the same amount of cash available for the rest of the summer, $33 million for Obama to $31.6 million for McCain.

But McCain probably will feel the financial pinch this fall.

Unlike Obama, McCain will accept nearly $85 million in public financing and the spending limits that come with it. The Democrat can raise and spend at will.

Said Phil Musser, a former Republican Governors Association executive director: "There are a lot of miles to go before we get to Election Day, and McCain is in his finest form when he's the underdog."

The candidate had better hope that rings true once again.

Well with Schmidt running his campaign we know come Monday what his campaign is going to look and sound like. It will be like swift boat part two. That's how Schmidt works, dirty tricks, nasty campaign lies and all the like. Just get ready if you didn't like the way 2004 went 2008 is going to be dispicable. Schmidt likes that kind of stuff, he has no morals or ethics.

To regain one's footing would mean that McCain actually had a footing? He never had it. McCain and the Republican's do not have a platform. End of story. They intended to win this election by running the worst smear campaign against HRC and Bill; however, Obama won and they don't know WTF to do. Let's shut the Republicans down so the Bush and McCain can go play tee ball together.

Great point of analysis. The GOP pundits were clearly taken aback when Obama began to rise and challenge the Clintons, they basically began to openly cheer for Hillary as they had made one calculation all along: that if Hillary was to be the Democratic nominee they would make a capital case out of asking if the country wanted an impeached President back in the Whitehouse. And, whether it would have been Romney or McCain or Huckabee their script would not have changed as they had no other theme to push. The republicans have known for sometime that Hillary and Bill were coming and from the ineffective insult campaign towards Obama, it is clear that like the Clintons they simply had no plan 'B' when their initial plans crumbled.

If 'race' considerations were, in an ideal world, not an issue, this old, boring boilerplate of George Bush would be some 20 points down. Instead, the fear and racism of the American electorate is going to see McCain as a better choice when nothing he says strays from the ideology of the present disasterous administration. The real test in November will be if enough Americans are mature enough to vote what is in the best interest of their nation, rather than bending to personal biases, fears and prejudices?

The assertion that McCain is an underdog is as laughable as the claims that he's a straight-talkin' maverick. Anyone who has the media spinning for him like McCain does is not underdog. McCain is the darling of the corporate media, which has protected him from the consequences of his own lies and breathtakingly stupid gaffes. Obama is under constant attack on cable news for nonsense like Clark's common-sense observation and the "firestorm" (as CNN put it) over Obama making an equally common-sense statement that he would refine his Iraq policies based on what military commanders told him.

Right now, I don't see that Obama has any more chance of winning than John Kerry did at the same point in 2004 (Kerry led Bush by several point in the polls in July, too). And John McCain has just begun to bring the "dishonest and dishonorable" Swift boaters into his campaign. By the end of August, the Republican fear and smear machine and its corporate media echo-chamber will be in high gear.

Exactly.

McCain's mis-step over confusing Sunnis with Shias was a far more blatant error than this latest corporate media created gaffe surrounding Obama. And, although there may be several valid reasons why the corporate media is spinning to undermine Obama and his message, it is clear that they are contributing to McCain not being totally blown out of the picture. War is good for corporations, and we must keep in mind that while we hear about Halliburton and KBR, Blackwater and Brown&Root, hundreds of other corporations are supplying goods and services to these troops on a daily basis. And, when it comes down to brass knucks, it maybe less McCain as an ideological choice than it is simply opportunism and corporate greed and corporate interest.

It is also why the 50 or so proposed military bases for Iraq continues to stay out of its coverage; this means billions and trillions of dollars for corporate America; and they realize it can only come to fruitation if McCain wins. Gen. Isenhower's lament about the military-i­ndustriali­zed complex is now on our necks and like all evil schemes, its goal is to make us think we are being well served.

I am in California in the San Francisco area (overwhelmingly Democratic) and there are McCain ads on TV??!!!! I mean, if they have so little money why are they wasting it here where they have absolutely ZERO chance of winning? If this is how McCain is spending his limited money, then he deserve to lose. Actually he deserve to lose anyway!

What's laughable is how quick the corporate media tends to buy McCain's explanations---the manner in which he gets the benefit of the doubt is rather mind numbing, has no reporter ever considered why he wouldn't be able to map out his campaign strategy and campaign at the same time? Yet, the corporate media allows McCain who is trailing in many bellweather states claim he is out planning his next course of action while ignoring the substance and significance of him not meeting and greeting the public as much as he possible can, seeing how he is trailing in states he should be ahead in.

This same MSM is the one who brought us a neat tidy picture of a Bush-Cheney war again trying to pull off another farce in John McCain. Everyone needs some R & R once in awhile, but not every single weekend---McCain has some endurance issues that would be seriously damning for our nation if he were to be elected. Obama and his staff might want to begin to question McCain's stamina which is hidding behind this false planning nonsense.

No "Big Ideas" for your campaign JMac? Well let me help out with a few:

* Fire all the lobbyists in your campaign and pledge that you will not take a penny from a lobbyist or a PAC and challenge BHO to do the same.

* Announce that Iraq was a mistake fomented by the big oil lobby, Israel, and all their friends in congress and the presidency. Announce that you will correct that mistake in one year or less after taking office.

* State that having the US tax payers guarantee the no-equity loans a.k.a. "liar's loans" made by your banking friends is indeed just a bail out of the banks and that Chris Dodd is nothing but a crook for sponsoring that legislation.

Can't do it? Well You could just complete your sell-out by stating that "What's good for Bank of America is good for the country!" and continue wobbling down your current path.

Or you could ignore the whole country in maverick fashion and say something like you don't care if we stay in Iraq for a hundred years. Oops, you already did that.

He didn't come from behind to win his party's nomination - the others all fell away. he was the last man standing and just barely at that. He just never realized he was supposed to be the first casualty. He's not the undferdog he's the pathetic last resort of a troubled party.

He's been running for president since 2000. He's a national figure. He was the one GOP nominee who could afford to be written off, because of his name recognition. If Guliani wasn't such an incompetent campaigner, and a social liberal, he might have had a chance. The others were just ridiculous. I mean, Fred Thompson???

McCain is elderly, he needs to take weekends off. Vacations as many as Bush has taken probably appeals to him and that's why he wants to be president.

Hmmm, that's an interesting question you're asking there...An­yone else think that possibly it could be that the MSM is owned by multinational corporations like GE, Viacom, Disney etc.?

These corporations will fare much better financially under a McCain administration than an Obama Administration. Obama will reverse the Bush Tax cuts on Corporations and the wealthiest Americans that John McCain said he will make permanent. You know the same Tax Cuts for the rich rich that Cindy McCain enjoys and John McCain said were a shame to pass in the first place.
