WASHINGTON — Former White House adviser Karl Rove defied a congressional subpoena and refused to testify Thursday about allegations of political pressure at the Justice Department, including whether he influenced the prosecution of a former Democratic governor of Alabama.

Rep. Linda Sanchez, chairman of a House subcommittee, ruled with backing from fellow Democrats on the panel that Rove was breaking the law by refusing to cooperate _ perhaps the first step toward holding him in contempt of Congress.

Lawmakers subpoenaed Rove in May in an effort to force him to talk about whether he played a role in prosecutors' decisions to pursue cases against Democrats, such as former Alabama Gov. Don Siegelman, or in firing federal prosecutors considered disloyal to the Bush administration.

Rove had been scheduled to appear at the House Judiciary subcommittee hearing Thursday morning. A placard with his name sat in front of an empty chair at the witness table, with a handful of protesters behind it calling for Rove to be arrested.

A decision on whether to pursue contempt charges now goes to the full Judiciary Committee and ultimately to House Speaker Nancy Pelosi.

House Republicans called Thursday's proceedings a political stunt and said if Democrats truly wanted information they would take Rove up on an offer he made to discuss the matter informally.

The House already has voted to hold two of President Bush's confidants in contempt for failing to cooperate with its inquiry into whether the administration fired nine federal prosecutors in 2006 for political reasons.

The case, involving White House chief of staff Josh Bolten and former White House counsel Harriet Miers, is in federal court and may not be resolved before Bush's term ends in January.

The White House has cited executive privilege, arguing that internal administration communications are confidential and that Congress cannot compel officials to testify.

Rove says he is bound to follow the White House's guidance, although he has offered to answer questions specifically on the Siegelman case _ but only with no transcript taken and not under oath.

Democrats have rejected the offer because the testimony would not be sworn and, they say, could create a confusing record.

Rove has insisted publicly that he never tried to influence Justice Department decisions and was not even aware of the Siegelman prosecution until it landed in the news.

Siegelman _ an unusually successful Democrat in a heavily Republican state _ was charged with accepting and concealing a contribution to his campaign to start a state education lottery, in exchange for appointing a hospital executive to a regulatory board.

He was sentenced last year to more than seven years in prison but was released in March when a federal appeals court ruled Siegelman had raised "substantial questions of fact and law" in his appeal.

Siegelman and others have alleged the prosecution was pushed by GOP operatives _ including Rove, a longtime Texas strategist who was heavily involved in Alabama politics before working at the White House. A former Republican campaign volunteer from Alabama told congressional attorneys last year that she overheard conversations suggesting that Rove pressed Justice officials in Washington to prosecute Siegelman.

The career prosecutors who handled Siegelman's case have insisted that Rove had nothing to do with it, emphasizing that the former governor was convicted by a jury.

Don't make the Cavocrats mad, Karl! I'm warning you! They'll, they'll, they'll...well, they don't know what they'll do, but they'll be real, real mad and might even write it in a letter!

It's appalling to listen to the congress play "word games" and allow Rove to "laugh in their faces" as usual. It's a "no wonder" this country is in the situation it is today of being so SCREWED up.

We allow normal "criminals" to have all the say and the ACLU is right there to back them up 100% in some cases.

We allow good people to be harrassed by the government and the congress is right there to back them up, it seems. In this country, the crooks have all the rights. The people have no more left.

B*ush, r*ove, c*heney are three of the biggest CRIMINALS in the country today. Worse than anybody presently in jail. And we allow them to grin in our faces, say what they are NOT going to do, do what they say they are NOT doing, and make a farce of our justice system.

What's wrong with that picture? Why do Americans have to suffer for these men? If the congress won't do anything, then who can we trust to protect us from the BAD people? It seems NO ONE is available at present that even cares about our rights, safety, or feelings.

And when are we going to see that and do something about it? That is the question.

That could be good, outside the US he could be arrested and tried for war crimes.

I know it will never happen but I wish we could just exile him, Napolean style. Arrest him and then throw him out of the country and see what country will take the likes of this guy.
I have some suggestions... Iran, Zimbabwe, Arctic Circle (just drop him... oh with a chute cuz we are not totallly without morals).
So fed up with this bunch of lying weasels. So horrified of the impact they have had on our society.

Once again, Pelosi and the other spineless democrats will let Rove walk, "for the Unity of our country." WAKE UP and smell the coffee, the country is in total disarray because the republicans have broken every law with impunity. Unless you do something, I would not be too surprised to see a vigilante uprising to defend our constitution. It will obviously fail, but the blood spilled will be on the hands that too many leaders have been sitting on. Either we live by the rule of law or not. If we do then jail the miscreants. If we don't then get out now. Resign, lock yourselves in your homes and wait with the cowards and the whores to see which side is winning.

The Dems will do NOTHING about Rove. They are too complicit in this mess.
To arrest Rove and charge him with contempt - oh my, he might spill a LOT of beans on lots of things that would make some of the Dem members rush for cover.

No, they'll do nothing. Just like the war. Just like FISA.

They're all in it together. Sad, sad, sad.

Karl Rove you said Obama flipped flopped on Iraq in your article - this makes you a liar. Actually it just reinforces everyone's belief that you sir are in fact a bonified liar. Oh yes and I almost forgot - you should be in prison.

I just want to point one thing out..........FOX had the little gem of a clip (JJ) since Sunday. They deliberately held it....knowing that the media and everyone else in tow would focus on JJ .....and NOT on the real story today....Rove ignores subpoena.
How shrewed they are....they continue laughing at all of us.

Karl needs a good fisting. Preferably with Condoleezza's face. Likewise for Addington, Yoo, Bybee, Mukasey, etc., etc. and etc.

Most Democrats - ever consider sitting out an election??? Reid, Pelosi, Steny Hoyer and now Obama too. What bunch of spineless leaders do we have in the Democratic party. The FISA bill will cost the DEMOCRATS my families 3 votes. I am not voting. I have taken my civic duties seriously for the past several elections - but this spineless Congress makes me want to throw up. Maybe - we just deserve a idiotic but at least determined stupids like the Republicans. Rove, Cheney, Rice, Powell, Bush - all these guys have been spitting at the constitution and the Democrats cave in all the time.

Sure... what better way to ensure a republican win than to talk Democrats into "sitting this one out."

Nice try. Not buying.

After finding out that my now 22 year old son was convinced by his Republican, (by religion sheep herd politics) Grandparents to vote for Bush in his first ever election, I, as a life long Dem, was appalled!!! Once he saw Bush for the fool that he is, decided to vote Dem in the Congressional election.

He and I both were convinced that there was just no way a Dem Congress would fail to keep their word after the enormous outcry the American people had.

Boy, do I now have egg on my face in his book, but NEVER, EVER would I NOT vote.

Talk about "Cutting off your nose to spite your face"!!!!

In South Korea, people take to the streets to protest at greater personal risk, reacting only to governments" decision to allow U.S. beef imports!

Yet here, Cheney and Rove lay waist to an entire country ¦with a condescending smirk¦and no fear of retribution.

We blog.

Time to light the torch people.

I agree. Why are we not on the streets protesting all over America? Never mind just blogging about it; let's call for action and take to the streets; hundreds of thousand all over America.

Its a pointless farce. The Dems are largely spineless. Rove is nothing compared to the roll over on FISA. The wheels grind on. When, if ever, will things actually change? Don't answer that.

Listen - the Democrats are not sheep. They apparently think for themselves. Most Democratic Senators voted against FISA. Almost, (if not) all Republican Senators voted like sheep for FISA.
It was the same on the authorization of the Iraq War with most Democrats voting against - Republicans almost unanimous in favor of war.
Things are changing because Democratic electorate voted for change with the hopes of taking back:
1. The Democratic Party
2. The Country

The courageous Democrats (who are most of the party )will continue to fight for peace, justice and the American way. The spinless Democrates will be voted out or will join those leaving the Republican Party for an early retirement.

The Republicans are all washed up. Those who wish to remain will vote there conscious, rather than from fear of a Neocon machine gone mad.
Impeach Bush ,Chenney, et al for an America we can be proud of.

Hey, abouttime, I'm late and if you see this....

There are always "just enough" Democrats to vote for Bush & Co to pass the agenda.

This may be small comfort, but it's worth remembering that even Robespierre went to the guillotine... and there was no trial.
Should it now be Karl ROVESpierre's turn? I think so.
