WASHINGTON — Former White House adviser Karl Rove defied a congressional subpoena and refused to testify Thursday about allegations of political pressure at the Justice Department, including whether he influenced the prosecution of a former Democratic governor of Alabama.

Rep. Linda Sanchez, chairman of a House subcommittee, ruled with backing from fellow Democrats on the panel that Rove was breaking the law by refusing to cooperate _ perhaps the first step toward holding him in contempt of Congress.

Lawmakers subpoenaed Rove in May in an effort to force him to talk about whether he played a role in prosecutors' decisions to pursue cases against Democrats, such as former Alabama Gov. Don Siegelman, or in firing federal prosecutors considered disloyal to the Bush administration.

Rove had been scheduled to appear at the House Judiciary subcommittee hearing Thursday morning. A placard with his name sat in front of an empty chair at the witness table, with a handful of protesters behind it calling for Rove to be arrested.

A decision on whether to pursue contempt charges now goes to the full Judiciary Committee and ultimately to House Speaker Nancy Pelosi.

House Republicans called Thursday's proceedings a political stunt and said if Democrats truly wanted information they would take Rove up on an offer he made to discuss the matter informally.

The House already has voted to hold two of President Bush's confidants in contempt for failing to cooperate with its inquiry into whether the administration fired nine federal prosecutors in 2006 for political reasons.

The case, involving White House chief of staff Josh Bolten and former White House counsel Harriet Miers, is in federal court and may not be resolved before Bush's term ends in January.

The White House has cited executive privilege, arguing that internal administration communications are confidential and that Congress cannot compel officials to testify.

Rove says he is bound to follow the White House's guidance, although he has offered to answer questions specifically on the Siegelman case _ but only with no transcript taken and not under oath.

Democrats have rejected the offer because the testimony would not be sworn and, they say, could create a confusing record.

Rove has insisted publicly that he never tried to influence Justice Department decisions and was not even aware of the Siegelman prosecution until it landed in the news.

Siegelman _ an unusually successful Democrat in a heavily Republican state _ was charged with accepting and concealing a contribution to his campaign to start a state education lottery, in exchange for appointing a hospital executive to a regulatory board.

He was sentenced last year to more than seven years in prison but was released in March when a federal appeals court ruled Siegelman had raised "substantial questions of fact and law" in his appeal.

Siegelman and others have alleged the prosecution was pushed by GOP operatives _ including Rove, a longtime Texas strategist who was heavily involved in Alabama politics before working at the White House. A former Republican campaign volunteer from Alabama told congressional attorneys last year that she overheard conversations suggesting that Rove pressed Justice officials in Washington to prosecute Siegelman.

The career prosecutors who handled Siegelman's case have insisted that Rove had nothing to do with it, emphasizing that the former governor was convicted by a jury.

GOP does not want to govern...t­hey want to rule. They and other right wingers are hell bent on destroying government and proving that a government elected and managed democratically is economically not advantageous to the ruling class. Hence, bring in the sub-contractors (free market) to run things "more efficiently". They are above the law and do not need to follow the checks and balances of gov't employees.
Well guess what? They are not more efficient (i.e. KBR) and they get paid a lot more than gov't officers and staff (i.e.Black­water).

Rove needs to walk the perp-walk. Unfortunately, whatever conviction he gets will be forgiven by Bush, like he did for Libby. Hence, Rove's contempt.

Wilson did not say he was going to have Rove frog marched out, only that he was looking forward to it. Wilson underestimated the fact that the Bush white house would throw Libby overboard to protect Rove. Rove did it ,he denied it then changed his story to avoid a perjury charge. With one Bush appointee investigating another Bush appointee it wasn't likely that outing an undercover CIA agent would be a problem, crooks investigating crooks. Big deal. But Rove was guilty.

This is all political theater.
If they hold him/them in contempt, it's up to the Justice Department to act. Meaning nothing happens.
If they use INHERENT CONTEMPT, the Sgt. at arms goes and physically takes Rove into custody, and keeps him in the congress' cell until he is willing to testify.
They (Waxman, Conyers) have the power to do this, but instead prefer to write letters about what they will do if the previous letter is ignored (which is nothing, really)
They won't impeach, they won't use inherent contempt, nor in any other way uphold their oaths to protect and defend the Constitution against all enemies, foreign and domestic.
The two parties are really one party with two heads.

We can wait until after the elections when Bush and Cheney are gone and the WH is fumigated before 'we the people' arrest them both, along with co-conspirators Rove, Miers, Bolton, and other brownshirts for their scores of crimes against our nation. Bush can't pardon someone who hasn't been charged with a crime yet.

That's why we have impeachment; an impeached President cannot pardon anyone.
Since that won't happen, I'll settle for a trial, even if Bush pardons them later, at least some truth may come out.
I believe war crimes have no statute of limitations, and Bush cannot protect anyone from a war crimes trial.
Oh well, I can dream.

I think the impeachment needs only to be initiated to strip the President of his pardoning authority.
That would certainly flush out witnesses heretofore willing to sit in the dark and run out the clock hoping to god they weren't discovered.

Please, Judiciary Committee, do SOMETHING!

If we can't rely on the JUDICIARY Committee to uphold the law and go after criminal wrong-doing in the government, who are we supposed to rely on? Hold him in contempt of court or whatever, but keep after him and quit giving up on things when the other side resists/ignores responding for their own actions. No wonder people hold the Congress in such low approval numbers--there's wrong-doing and no one is doing anything about it! Ya'll look (and rightly so) like a bunch of wusses just going along to get along. We the People don't want that at all.

Don't give up! Do we have laws or not?

That was rhetorical, right? Because the answer is no, we do not.

In 2007, Mr. Bush charged that the DOJ will never be allowed to pursue contempt charges initiated by Congress against WH officials (I would assume Rove interprets this to include himself; I would further assume Bush would concur) once the president has invoked executive prvilege. That used to be OUR Department of Justice, now it's just Bush's personal fire wall.

Earlier this year, in February, Mukasey rejected contempt citations against Miers and Bolten.

Case closed. Next.

So, let me get this right. Karl Rove ignores a congressional subpoena, while his former employer, President George W. Bush and his present employer, Fox News, do nothing to shame his actions, which means they support such behavior. Does this mean that this is how they show their for love their country. Does this reveal the truth behind the patriotism generated by a conservative right wing viewpoint.­? I must assume that those who support Karl Rove in his challenge to the Congress of the United States of America believe this is the way patriotic citizens are expected to behave. Well, at his point I am questioning their patriotism. You know a tree by its fruit.
