Washington Post:

The Bush administration has decided not to take any new steps to regulate greenhouse gas emissions before the president leaves office, despite pressure from the Supreme Court and broad accord among senior federal officials that new regulation is appropriate now.

The Environmental Protection Agency plans to announce today that it will seek months of further public comment on the threat posed by global warming to human health and welfare -- a matter that federal climate experts and international scientists have repeatedly said should be urgently addressed.

He wont do it...let's just do what we can ourselves...there are lots of little things we can each do, but if we do them together, it makes a big difference.
Turn off the lights, do not turn the air conditioner on uless it is really hot,limit yourshowers to 3 to 5 minutes,walk when you can,buy a grocery cart and do your grocery shopping with that instead of driving 3 blockstothe supermarket, change your lightbulbs, shop green, do not gift wrap,etc. There are a variety of website that can give you ideas. You may not be able to do everything but even if you do just twoor three of these things, it helps...and for God's sake,do not listen to the government, stop shopping for things you want..shop only for what you need and put your money in the bank!!!

That tells you what this is really about. They are pricing carbon credits for auction/distribution. George Bush not acting on this is completely correct. Cap and trade is a Wall Street financier trading scam. If they wanted to merely regulate carbon outputs they could do it as a whole variety of emissions are curtailed by regulations today. They do not suggest this simple, logical solution because there is no money to be made in trading something. Cap and trade is a parasite on environmentalism and concerns for energy independence. Cap and trade will fall, the bubble will collapse, AGW hoax will abate, and environmentalism will be left deeply soiled in the minds of most of the population.

I hate to come off like a Libertarian here, but what is to keep everyday normal PEOPLE who make decisions every single day of their lives to decide to do the right thing for the world? I know you won't get the Republicans, the neo-cons, and the Rush Limbaugh brigades to admit culpability for climate change. But everyone else could be working on their own personal greenhouse emissions, their very own carbon footprint. We're all just waiting for GWBush to leave office, and that's the stupidest thing we can do.

Don't worry. With either Barack or McVain you will have compulsory management over your life and you will be taken up with fretting how to lobby Congress that your carbon credit allotments were too small. Everyone will. Warning: you will be competing against cartels of businesses and other large interests.

Heck, the Wall Street boys are already discussing securitizing carbon credits. Maybe there will be a Fannie Carbon in our future.
