Troops In Iraq

The Washington Post reports that the U.S. and Iraq have abandoned attempts to forge a long-term security agreement. The focus is now on a "bridge document" that would provide for basic military operations after the UN mandate expires at the end of this year, and it would fall to the next administration to deal with any extended security agreement:

U.S. and Iraqi negotiators have abandoned efforts to conclude a comprehensive agreement governing the long-term status of U.S troops in Iraq before the end of the Bush presidency, according to senior U.S. officials, effectively leaving talks over an extended U.S. military presence there to the next administration.


In place of the formal status-of-forces agreement negotiators had hoped to complete by July 31, the two governments are now working on a "bridge" document, more limited in both time and scope, that would allow basic U.S. military operations to continue beyond the expiration of a U.N. mandate at the end of the year.

The failure of months of negotiations over the more detailed accord -- blamed on both the Iraqi refusal to accept U.S. terms and the complexity of the task -- deals a blow to the Bush administration's plans to leave in place a formal military architecture in Iraq that could last for years.

Although President Bush has repeatedly rejected calls for a troop withdrawal timeline, "we are talking about dates," acknowledged one U.S. official close to the negotiations. Iraqi political leaders "are all telling us the same thing. They need something like this in there. . . . Iraqis want to know that foreign troops are not going to be here forever."


The increasing need for more troops in Afghanistan to combat a resurgent Taliban may force the Bush Administration to accelerate the rate of troop withdrawal from Iraq:

The Bush administration is considering the withdrawal of additional combat forces from Iraq beginning in September, according to administration and military officials, raising the prospect of a far more ambitious plan than expected only months ago.


Such a withdrawal would be a striking reversal from the nadir of the war in 2006 and 2007.

One factor in the consideration is the pressing need for additional American troops in Afghanistan, where the Taliban and other fighters have intensified their insurgency and inflicted a growing number of casualties on Afghans and American-led forces there.

More American and allied troops died in Afghanistan than in Iraq in May and June, a trend that has continued this month...

...The desire to move more quickly reflects the view of many in the Pentagon who want to ease the strain on the military but also to free more troops for Afghanistan and potentially other missions.

Latest news reports 9 US soldiers killed by Afghan attack. This will no doubt lead to a reflex call by the military for more troops, more time, and a freer hand to mete out even greater destruction.

It is well studies that the morale of soldiers is mostly dependent on the solidarity and kinship with their fellow soldiers. And that is exactly why soldiers are NOT to be given greater credence when making policy decisions. Even when circumstances warrant, they are not well able to manage the uncomfortable fact that their sacrifices, and those of their comrades-in-arms may well have been avoidable, unnecessary, and unproductive.

Whether to prolong our unwelcome stay in Iraq or Afghanistan is not something to be determined by the understandable, but ultimately irrelevant, desire by the military to seek retribution or vindication.

I'm confused. The Iraqis wanting to run their own country is a good thing isn't it?
Why does that cause concern for US? We can ill afford to let things get any worse in Afghanistan so bringing our troops out sooner allows us to get to Afghanistan faster.

BTW, it has been Senator Obama who has said for months that the real problem is Afghanistan and Pakistan. Since Iowa, he has talked about moving more troops there to confront the people who actually attacked US.

I am by far most worried about Iran-Isreal. I think the tensions between them may cause EVERYONE to have to recalulate and look at a new war front

Do I want the US military to lose in Afghanistan?

If you are rooting for the enemies who kill our soldiers, you are not a patriot.

That is awfully muddled thinking. There is a vast difference between supporting the young men and women who serve in our country's military and supporting the orders that they received which placed them in harm's way.

Iraq was never our enemy. It was a country of mostly poor people living under a terribly brutal dictator. We had no business going in there in search of WMDs that didn't exist...and whose existence was, in fact, denied by our own ignored sources. And even then, after the capture of Saddam, we could have accepted B ush's Mission Accomplished misstatement and gone home.

But no... other voices came into play and in the end greed and personal agendas won and here we sit. "A man hears what he wants to hear and disregards the rest".

You may not remember, but Iran and Iraq were at war for something like twelve years. All we've managed to accomplish is to create unified adversaries to our own way of life.

"Those who do not study history are doomed to repeat it."

We need to go after Bin Laden, the source of great evil, with all our might and be done with this horror of the last eight years.

It is a damn shame that the Iraqis have to be doing the 'do nothing' Congress' job by default!

How can an INCOMPETENT President be allowed to bind the US long term to another nation with a security arrangement, without the US Congress having a say in the matter in this long term 'agreement'?

The move was going to be un-Constitutional in the first place if the Congress was not required to sign off on the deal.
No doubt the wild bush expected the spineless Congress to cave in and not abide by their Constitutional obligation of 'checks and balance'
