WASHINGTON — President Bush on Monday lifted an executive ban on offshore oil drilling and challenged Congress to follow suit, aiming to turn the enormous public frustration about gasoline prices into political leverage. Democratic lawmakers rejected Bush's plan as a symbolic stunt.

With gas prices topping $4.10 a gallon nationally, Bush made his most assertive move to extend oil exploration, an energy priority of his presidency. By lifting the executive prohibition against coastal drilling, Bush rescinded a White House policy that his own father put in place in 1990.

The move will have no practical effect unless Congress acts, too. Both executive and legislative bans must be lifted before offshore exploration can happen.

Bush had called on Congress a month ago to go first, then reversed himself on Monday. He said the country could no longer afford to wait.

"Failure to act is unacceptable. It's unacceptable to me and it's unacceptable to the American people," Bush said in an event held in the Rose Garden.

"Democratic leaders can show that they have finally heard the frustrations of the American people by matching the action I've taken today, repealing the congressional ban, and passing legislation to facilitate responsible offshore exploration," Bush said.

The president's direct link between record gas prices and offshore drilling glossed over a key point. Even if Congress agreed, the exploration for oil would take years to produce real results. It is not projected to reduce gas prices in the short term. Even the White House routinely emphasizes there is no quick fix.

That did not stop Bush from building his case around today's prices at the pump.

He said every extra dollar that families must spend on gas is one they could be using to put food on their table or to send a child to school. The American people, he said, are now "waiting to see what the Congress will do."

The White House says that acting now on a long-term solution would send a serious signal to the market that more oil supply will be coming on line. That, in turn, could ease oil prices, advocates say. Business groups and many Republican lawmakers applauded the move to expand the energy supply in the U.S.

Democrats were unmoved.

"The Bush plan is a hoax," responded House Speaker Nancy Pelosi. "It will neither reduce gas prices nor increase energy independence."

Several Democratic leaders in Congress said oil companies are already sitting on millions of acres of public and coastal lands.

Yet a proposal by Democrats to release oil from an emergency reserve has been rejected by the White House as a gimmick that won't reduce prices.

So the election-year stalemate remains.

Congressional Democrats, joined by some GOP lawmakers from coastal states, have long opposed lifting the prohibition that has barred energy companies from waters along both the East and West coasts and in the eastern Gulf of Mexico. A succession of presidents, including the current one, has sided with Congress for each of the last 27 years in barring drilling in these waters.

The main goal has been to protect beaches and coastal states' tourism economies. But Bush says that with today's technology, exploration can be conducted along the Outer Continental Shelf in ways that keep the drilling out of sight and protect the environment.

The congressional ban is renewed yearly, typically as part of a spending bill. The White House said it was too soon to comment on a potential Bush veto.

Under Bush's proposal, states would help decide how drilling would be conducted off their shores. It is unclear how much oil would be available. Bush said it could eventually be enough to produce 10 years' worth of America's current oil production.

Both presidential campaigns weighed in.

Sen. John McCain, the presumptive Republican presidential nominee, called Bush's move "a very important signal" and prodded his Democratic rival, Sen. Barack Obama, to drop his opposition to offshore drilling. "If we can show that we have significant oil reserves off our coasts, that will clearly affect the futures market and affect the price of oil," McCain said.

Obama favors another economic stimulus package that includes energy rebates, as well as stepped up efforts to develop alternative fuels. "If offshore drilling would provide short-term relief at the pump or a long-term strategy for energy independence, it would be worthy of our consideration, regardless of the risks," Obama spokesman Bill Burton said in a statement. "But most experts, even within the Bush administration, concede it would do neither."

Environmental groups also criticized Bush.

The public, though, is growing impatient for answers.

Nearly half the people surveyed by the Pew Research Center last month said they now consider energy exploration and drilling more important than conservation, compared with a little over a third who felt that way only five months ago. The sharpest shift in attitude came from those who had previously viewed exploration as a less important priority, including people who identified themselves as liberals, independents and Democrats.

I like that...and I live in maine...but i suppose that it doesn't matter, even if it were florida, the ocean current will carry any oil spill on the east coast onto our beaches just as we have had to choke on coal pollution for decades and can't even eat our own native trout.

This another attempt by the GOP to TRY to say Dems are making gas prices high when they aren't. So Repuiblicans on this blog, keep posting it, talk radio can repeat it over and over and over and over. It WILL NOT WORK this time. Remember the President and VP are both OIL MEN. Who would these new contracts goto? Average Americans? LOL, no they will goto loyal Bush supporters from Texas, no drop in oil, no lower prices. Bush and his cartel are PURPOSELY raising gas prices to FORCE Americans to drill.

Gas was $2.30 a gallon when the Democrats took control in 2006, it has almost doubled since then. Mrs Pelosi promised she would tackle gas prices and bring them down if the people would just give the Democrat party a victory, they did and now they regret it.

I've posted this info before, but I know for a Fact (I used to work at Exxon when I was a teenager and know a few OIL workers) that there are Hundreds of capped wells in Texas and Oklahoma, that were either abandoned or sold during the 1980s that still contain OIL and just need to be uncapped and drilled. The total output of this OIL would last at LEAST 50 YEARS!

The reason Bush won't bring this up is because he, Cheney, and other OIL buddies own most of these capped wells and they are NOT about to let the OIL flow. If they opened up these wells, then they would make LESS profit every day on OIL shares.

There ALSO needs to be at least 2 new refineries built; one in Texas and one in Oklahoma, preferably in the middle of empty, flatland, away from people, plants and animals, but Bush knows if the refineries are built it will mean more Easily Available and Cheaper gasoline and diesel fuel for us, but LESS profit for them.

Everything has to do with PROFITS. They will refuse to help their own people if it means they will make less Profit!

Ask your Congressperson to check into this fact and see why Bush won't even bring this up as an easy alternative than drilling offshore or in the ANWR, which will destroy wildlife and marine life and won't give us any OIL output for years.

W and Cheney own capped wells? How did you discover this? You worked for Exxon as a teen, geez that certainly gives you some credentials, doesn't it? I am in the ol business and not a buddy of either W's or Cheney- it is no secret that when wells are drilled and hydrocarbons are found if they are uneconomic the wells are plugged (not capped). that is how business works- wells have to be profitable or they are not completed. Yes many of the old fields and prospects are now economic to pursue due to prices. It is also no secret that the rig count is at a 22 year high and that oil companies are drilling as fast as they can.As for 2 refineries needing to be built, how did you ascertain this? Do you have the capital lined up-if so go for it. Our domestic demand for gasoline is dropping and our existing refineries are at 85% utilization and there are no gas lines- yes go ahead and build those refineries. i am shocked that you have discovered that profit drives business, how shameful!!!

Americans have been paying a stiff price because Bush and Cheney, two oil men, took resident at the White House and the VP mansion. First, they recklessly started the Iraq war--because of oil. American oil companies are back in Iraq--thanks to the Bush war, and the thousands of American lives lost so far in waging it, deceptively in the name of terrorism, and thanks no doubt to American taxpayers shelling out about 10 billions monthly to keep it going--to Bush, Cheney,McCain delight. Bush would never dream of going into Zimbabwe to "promote democracy"--there is no oil there! Now--today--President Bush is lifting the ban on off-shore drilling fully aware that it will not result in a single drop of oil to ease the current oil crisis. Not for at least another ten years! Bush and Cheney are preparing for a return to the oil business and to the Board of big oil corporations they left behind for the White House almost eight years ago. But does America care about any conflict of interest? Did they care that the current energy plan of the Bush administration--if it can be called a plan at all--was engineered by oil executives who met privately with Dick Cheney, his old friends and allies? Does Congress care? Under the Bush administration, Congress has been reduced to a toothless bulldog--or should I say, paper tiger!

Bush's plan won't see fruit for at least 10 years. That's how long it will take for the oil company's to deliver.

the demise of oil has to be shorter than 10 years. forget the issue of global warmer. Oil induced global warmer can be debated til the cows come home. Fact - the gas CO2 when combined with water makes carbonic acid. Carbonic acid is running into the ocean at such a great volume the ph of the ocean is changing. this is already affecting reefs globally and in turn affecting the fish populations. Without the great reduction of CO2, the oceans will continue to become more acidic and hostile to its natural inhabitants. Need I continue? We need leaders with vision, leaders who care about the now and future generations of all life forms to come. I am exhausted having to hear the uninformed utterances of small minded politicians.
