CINCINNATI — Racial disparity will remain an issue in America, regardless of whether Barack Obama is elected as the nation's first black president, the chairman of the NAACP told the organization's national convention Sunday night.

Julian Bond, a veteran civil rights leader, said Obama's candidacy doesn't "herald a post-civil rights America, any more than his victory in November will mean that race as an issue has been vanquished in America."

But he drew loud applause when he said the country, and "all of us here," are taking pride in the success in this year's campaign by a candidate who couldn't have stayed in some cities' hotels a few decades ago.

"We know that Obama's electoral success _ even if he should win the ultimate prize _ won't signal an end to racial discrimination, but it does mark the high point of an interracial movement that dates back to the Underground Railroad," Bond said, referring to Cincinnati's historical role in helping fleeing slaves reach freedom.

Obama plans to address the National Association for the Advancement of Colored People's convention Monday night, and Republican presidential candidate John McCain plans to speak Wednesday.

Bond was sharply critical of the Bush administration, saying it has undermined constitutional rights, failed to oppose racial discrimination, supported voter identification laws that suppress black voters and thrived on "politics of divide and conquer."

He noted that a 2004 speech in which he criticized President Bush led to an IRS review of the NAACP's tax-exempt status. Political campaigning is prohibited under the NAACP's tax-exempt status, and the IRS investigation focused on whether the speech was too political

"The NAACP will continue to speak truth to power until this administration leaves town," he said Sunday night.

A White House spokesman referred a request for comment to a Justice Department spokesman.

"One of the highest priorities of the Department of Justice and its Civil Rights Division is to protect voting rights and enforce specific federal laws that help to ensure that all qualified voters have an opportunity to cast their ballots and have them counted," Justice Department spokesman Dean Boyd said.

Bond detailed racial failures by past presidents of both parties, then took a verbal swing at former President Bill Clinton, who made critical comments about Obama while campaigning for his wife Hillary Rodham Clinton during Democratic primaries.

"We fared much better under the man who liked to be called 'the first black president,' but then we watched him try to bring down the man who would be the real first black president," Bond said.

Obama recently called Clinton, and the former president has offered to campaign for him.

New York City Mayor Michael Bloomberg, who was scheduled to speak at the event earlier Sunday, was unable to fly to Cincinnati because of bad weather. Instead, his deputy mayor, Linda Gibbs, told the convention about New York City's alternative to federal guidelines that determine who is living below the poverty line.

Well, in many ways, a black president may cause a backlash because many people will say "Now you have no excuse because we have a black president," but many of the barriers will still exisit. People will be more critical of some blacks, thinking that those barriers don't exist b/c of Pres. Obama.This is really just the beginning of real change in our country, but by no means, the end-all. People now have to start seeing themselves and others as just Americans, not liberals, conservatives or whatever but citizens. I'm pessimistic of that reality because we have too many powerful people with a vested interest in division, racism and fear mongering for votes. A united America spells the end for the Rush, Hannity, Rove, etc... crowd and maybe a more equitable share of wealth in this country. NEVER going to happen, but it's nice to dream...

Tell us something we don't know.

EVERY economic and social struggle is an ongoing one dotted by wins and losses and attitudes which shift from various degrees of public activism and apathy.

For example, the economic belt-tightening of the Clinton administration gave way to public apathy and a return to Bushian deficit spending (because voters considered Gay Marriage more important to their daily lives than Budget Balancing).

And we can expect progress on the race-relations front under a Presidential Obama to erode somewhat as the peoples' focus shifts somewhere else (perhaps to $6.00 a gallon gasoline prices, Mid-East tensions or the flooding of our coastal cities).

It's the American Way (Face it, we have a short attention span).

That doesn't mean that Sen. Obama and others shouldn't try. But nor should it mean that skeptics should rake him over the coals ahead of time either.

Anyone ever wonder how kids coming here from other countries and live in areas equal to or worst that most low income housing yet many of these kids graduate, many at or near the top of their class and most of them manage to get into a college.

If these non English, new to the country, culture poorer than dirt kids manage to work themselves out of hell then perhaps the NAACP should get tips from these very people. Least you point out the racism does not affect non blacks as harshly, look at the grades of blacks from other countries and you will most often find the same ability of outperforming the NCAAP counterpart kids.

Could it be that pop culture in America, both for black and whites, considers learning 'elite' which is in fact being used against Obama ? In developing countries, learning is considered almost the only way out.

In North America people see 'elite' entertainers, sports stars etc, make enormouse sums of money and get idolised in the process.

You are right about many of the points. One you left out is that the same barriers exists when those kids coming here are not white. Although many factors are at play, assimilation is a little easier if you aren't marked with dark skin.

Thank you Julian Bond. I have been a supporter of you since the early days in the civil rights movement. Unfortunately you are correct when you say racism won't end even if Barack is elected president. The only end to prejudiced based on race is when there is only one race, as talked about in the bible. Only then will people have nothing but the content of a person's character as a basis to dislike of someone, and skin color won't be an issue.

What a stupid comment. Does anyone really think that if Obama gets elected that the opinions on race would change completely? I do not think so.
Race has been too bad an issue in the past for it to disappear overnight.
All change takes time but if he wins, it would just be one more step on a very long journey.

The Rev's Jesse Jackson Albert Shaprton Jeremiah Wright llived it , and until
we have walked in their shoes and gone through what they have I don't think we
should be so smug. Hill/Bill played the race card not long ago trying to scare up
some votes from (the hard working white men) How quick we forget!!!!!

oh shut up. The Clintons never played the race card or used race. Playing the race card means being a "victim of racism." Obama's camp has done that, first by spinning Clinton's "fairy tale" comments especially by racist Michelle, then saying she debased MLK, and then with a comparison to Jesse Jackson, which Jackson himself saw no racism. Honors the Clintons or get out of the Democratic Party.

NAACP has not been relevant for quite some time, they are dinosaurs and you never hear from them in a progressive fashion. This leads me to mention Spanish.

O is correct in saying that people should learn another language - Why?

I am helping my pal look for a gig and hopefully found one that is perfect for her with a decent salary however the job clearly states that bi-lingual candidate is preferred with salary diff is a buck more for bi-lingual speaker however the job will provide Spanish classes.

There are many other languages worthy of learning but in our location CA a premium is placed on Spanish.

Bond and the NAACP have done little; after Katrina there was a huge opprotunity to organise and act as clearing house for employment with all the rebuilding and need for workers builders needed labor workers to prove their worth; then perhaps the labor worker might have chance to learn something and leverage that to continued employment ... NAACP happy to be ivory tower failed to execute.

They are paying them a visit because of what it will look like if they don't. If they don't . . .

Obama- Does not care about black people or his culture and is trying to distance himself from a big part of his background and history.

McCain- Is a racist white man who does not care for black people.

Of course race will always be an issue! However, a President Obama will dispel the notion that there are still positions unattainable to minorities and that would be a great thing. BTW, didn't Bond have some pretty disparaging things to say about Obama earlier on?

Race will always be an issue...humans are funny-ignorant that way. Unless some larger issue exists to distract them, they ALWAYS sieze upon their differences.

At least, that is my opinion based upon my personal observations in a number of different countries.

lollll...if you go to a 100% same-ethnicity area in America, you'll STILL find that people are categorized and accepted or rejected based upon some other artificial criteria...when all else fails, it will often devolve all the way down to something as inane as how fashionable and expensive each other's shoes are.

Nations exist on this planet whose populations are so homogenous that they have had to invent "caste" systems over the millenia in order to satisfy that seemingly innate desire to be "superior" to somebody else.

The list of human failings is long...

Race hustlers like Bond, Jackson and Sharpton need the race issue for them to stay relevent.

Even if the President and the entire Congress were black, they would still find something to protest.

If your life is free of protest, then good for you. Please do not trample on any others right to protest. Even minimal attention will reveal at least one thing that ought to register among citizens of this realm that requires a good old fashioned protest.

ohiomark Jena 6, Sean Bell, C. Wilson all in the past three years.

Who marched. , Who went to court to help these young men when they were being terriozed for
sitting under a white tree. Sean Bell Assasisnated the night before his wedding. C. Wilson
tried for rape and found quilty for having sex with a minor he's 17 she's 15
both consenting partners. He was sentenced to ten years in prison but served
3 three years before Senator O stepped in and helped this young man get out
of jail. There are thousands of stories like these. Some tragedy were
prevented because of these men. Will Senator O make a difference I hope but
it 's really people like you who make statements like you just posted that will keep the
race divide going. Because you refuse to acknowledge that there is one.

As long as the Jesse Jacksons, Al Sharptons, and Reverend Wrights of the world exist, there will always be racial issues.
As long as there are uneducated peoples in the world, racism will exist.
As long as the news media pushes racism in order to get a story, racism will exist.
As long as ignorance exists, racism will exist.
BUT, I think Senator Obama will make a huge difference as far as racism in our country is concerned.

There is a plethora of factors to take into account when dealing with certain issues.

Of course people liek who who harbor racial frustrations and ignoranc eare only interested in superficial answers for complex and nuanced issues.

Also to say that the men mentioned above has never spoken about and tried to change many of the issues like drop-out rate and other things is trul ignorant and just shows that you know nothing about what you are talking about.
