WASHINGTON — Sen. Barack Obama said Tuesday that overall U.S. interests have been hurt rather than helped by the Bush administration's decision to increase troop strength in Iraq 18 months ago, and vowed to stick to his plan to withdraw combat troops within 16 months of becoming president.

Obama said his White House rival, Sen. John McCain, "has argued that the gains of the surge mean that I should change my commitment to end the war. But this argument misconstrues what is necessary to succeed in Iraq, and stubbornly ignores the facts of the broader strategic picture that we face."

In a speech delivered in advance of an overseas trip, Obama said fighting al-Qaida and the Taliban in Afghanistan would be his top priority. Beyond that, he called for securing all nuclear weapons and materials from terrorists and rogue states, achieving energy security and rebuilding international alliances.

With his speech, Obama sought to cast the debate over the war in Iraq _ and in particular the surge _ in a wider context.

"Senator McCain wants to talk of our tactics in Iraq; I want to focus on a new strategy for Iraq and the wider world," he said.

"This war distracts us from every threat that we face and so many opportunities we could seize. This war diminishes our security, our standing in the world, our military, our economy, and the resources that we need to confront the challenges of the 21st century. By any measure, our single-minded and open-ended focus on Iraq is not a sound strategy for keeping America safe.

Obama's successful run through the Democratic presidential primaries was fueled in part by his opposition to Bush's plans for an invasion of Iraq in 2003, and his 16-month timetable for a withdrawal has long been a staple of his speeches.

In recent weeks, though, McCain has challenged him to readjust his views to take the results of the so-called surge into account.

"Senator Obama is departing soon on a trip abroad that will include a fact-finding mission to Iraq and Afghanistan," McCain said in prepared remarks.

"And I note that he is speaking today about his plans for Iraq and Afghanistan before he has even left, before he has talked to General Petraeus, before he has seen the progress in Iraq, and before he has set foot in Afghanistan for the first time. In my experience, fact-finding missions usually work best the other way around: First you assess the facts on the ground, then you present a new strategy."

Obama answered bluntly.

"In the 18 months since the surge began, the strain on our military has increased, our troops and their families have borne an enormous burden, and American taxpayers have spent another $200 billion in Iraq," he said.

He added that in Afghanistan, "June was our highest casualty month of the war. The Taliban has been on the offensive, even launching a brazen attack on one of our bases. Al-Qaida has a growing sanctuary in Pakistan."

The speech billed as a major address by the campaign offered no new policy, but a high-profile explanation of his opposition to the war and his pledge to complete a U.S. troop pullout within 16 months of becoming president. It also gave him a forum for criticizing President Bush and McCain.

"I will end this war as president," he said, speaking from a podium that said "Judgment to Lead." Obama addressed the crowd with a line of American flags behind him.

Obama delayed his appearance for half an hour for a presidential news conference that the White House announced Tuesday morning during the same time that Obama was scheduled to be speaking just three blocks away.

President Bush was asked what advice he might give Obama as he prepared to visit Iraq. The president said he would ask Obama to listen carefully to Gen. David Petraeus, the top U.S. commander, and U.S. Ambassador Ryan Crocker.

"It's a temptation to let the politics at home get in the way, you know, with the considered judgment of the commanders," Bush said. He defended his policy and maintained that the effort in Iraq was succeeding and acknowledged that the war in Afghanistan remained "a tough fight."

Meanwhile, the New York Daily News reported that the Obama campaign altered its Web site to remove a statement that Bush's surge of troops in Iraq "is not working." Over the weekend, the site was changed to describe an "improved security situation" at the cost of U.S. lives.

Campaign aide Wendy Morigi told the newspaper that Obama is "not softening his criticism of the surge. We regularly update the Web site to reflect changes in current events."

You know, Obama is a master of syntax and grammar and, just like Hillary warned us when I wouldn't listen, can make a really fine speech. But listen what he tells AIPAC on one day of the week and NAACP on the next. You wouldn't recognize it. I am heartsick with disappointment after FISA and all the rest and I'm wonder how we can get rid of this meandering mouthpiece with a promise in every smile and a knife in his belt.

what specific issues do you have a problem with? Obama talking about personal reponsibility to the NAACP? What specific issue did you have with his speech to AIPAC? Every group you go to you adjust your message for that group and talk about things they are concerned about so what is your problem with that? Do you disagree with his policies which are very close to HRC?

I am heartsick, too. One week "all options are on the table" against a country that has done nothing to us, and the next week he lectures hard-working Americans about "repsonsiblity." There are no jobs because Congress gave them away (and yes, he signed onto to these trade deals and will continue to do so) . It sickened me.
And oh, yes. Let's send our tired troops to fight in Afghanistan and also Pakistan. He's been bought and sold by the warmongering corporations.

Iraq is like Texas Hold 'Em. The hand dealt in 2002 made us believe that we had to make a play in Iraq, and we bet big.

"The Flop". After a stunning military victory, our later handling was a flop. Our pre-war intelligence was a flop. And with Al Qaeda and insurgency, things looked grim. But, there were positive signs, and we felt committed to Iraqis, so we raised the stakes.

"The Turn". The surge fundamentally changed our fortunes in Iraq. Violence went from extreme to relative peace. The Iraqis turned on the militants and terrorists in their midst.

"The River". Now all cards are on the table. Our hand looks pretty good, although we can't know for certain what the future holds. We do know there's an ungodly amount of money on the table. The question now is whether we'll call the last, desperate raise by those destabilizing the country, or we fold.

Obama, for all his "good judgment" wants to fold. Perhaps he thinks playing this hand was a mistake. Perhaps he is concerned at the amount of money invested. But that money is already in the pot, regardless of what we do.

The only logical play at this point is to call this final raise and stay committed to Iraq's peace and freedom. Folding now will only assure that our bets are truly squandered, when we have a good chance at winning out.

I have to jump in here and correct. I hope I do not offend but the truth is the prewar intelligence was NOT a flop. They are scamming you, dude. They scapegoated CIA by getting Tenet to take the warp and the rank and file went into revolt so Cheney purged everyone in CIA who twitched a muscle. Meanwhile the bogus intel was being manufactured by a small cabal of neocons at the Office of Special Plans inside the Pentagon under Douglas Feith, who was part of the Cheney insider "PNACKel on Iraqel."

Please, please do something for you country and get informed. Stop listening to the lies. From the bottom of my heart let me tell you, stop listening to the lies. Our Republic is in grave danger.

The REAL reason that violence has subsided in Iraq is that we're paying the so-called "Sons of Iraq" NOT to attack our troops. This has received very little public notice. McCain should not be allowed to get away with claims that the "surge" is working. What's really working is the "paying off" of insurgents!!

Why isn't the MSM talking about this??.

Because they're dumb as a damn brick. When we took our boot off their neck in Anbar and started working with them as equals, the violence subsided. The increase in troops (surge) in the other areas did clear out the thugs and helped set the stage for the drop in violence.

Let's also add if you kill all your opponets and drive 2 million people out of the country and drive another 2million out of their homes and AL-Sadar is not attacking the Iraq government and 30 thousand troops to help violence will go down. However, the goal of the so-called surge was to create the political space for the Iraq government to make the proper political decision to bring the country together which they have not done. By those measures the so-called surge has not been a success. Its been a tactical military success but it did not achieve its over all goal.

It amazes me that so few people question the wisdom of us being in Afghanistan. I suppose that in today's political climate it is all well-and-good to be against the war IN IRAQ, but being against war as a means to accomplish any sort of ends is still a very rare sentiment. This is in spite of the fact that some of the people who we claim to most admire, such as Ghandi and Martin Luther King, Jr., advocated non-violence and even pacifism at times. Indeed, the latter even warned us of militarism as being one of the "giant triplets," along with racism and materialism. Interestingly enough, all three manifest themselves in one form or another during war, and the one in Afghanistan is no exception.

I have always held the belief that the "war on terrorism" has been a made up war.. it doesn't exist... we have given the terrorists too much credit....

sure, they blew up the WTC ..... but this knee jerk reaction to wipe out terrorism..make a war on philosophy or an idea is ludicrous.....

The only way to stop terrorism is to kill the reason that there are so many willing recruitts... and that is poverty and despair.... O bam a is the only candidate that realizes that global poverty is a risk to our national security...

I too agree with you all. I've always felt that the "war on terrorism" was like having a "war on murder" or a "war on bad guys!" It is an abstract ideology that I think would be better handled with hammers and nails, rather than trying to kill our way to success. But we don't seem to have money for that. Just like we don't have money for healthcare or infrastructure, but have a blank check for KBR and Blackwater and their war of choice.

Immoral scum!
