WASHINGTON — Sen. Barack Obama said Tuesday that overall U.S. interests have been hurt rather than helped by the Bush administration's decision to increase troop strength in Iraq 18 months ago, and vowed to stick to his plan to withdraw combat troops within 16 months of becoming president.

Obama said his White House rival, Sen. John McCain, "has argued that the gains of the surge mean that I should change my commitment to end the war. But this argument misconstrues what is necessary to succeed in Iraq, and stubbornly ignores the facts of the broader strategic picture that we face."

In a speech delivered in advance of an overseas trip, Obama said fighting al-Qaida and the Taliban in Afghanistan would be his top priority. Beyond that, he called for securing all nuclear weapons and materials from terrorists and rogue states, achieving energy security and rebuilding international alliances.

With his speech, Obama sought to cast the debate over the war in Iraq _ and in particular the surge _ in a wider context.

"Senator McCain wants to talk of our tactics in Iraq; I want to focus on a new strategy for Iraq and the wider world," he said.

"This war distracts us from every threat that we face and so many opportunities we could seize. This war diminishes our security, our standing in the world, our military, our economy, and the resources that we need to confront the challenges of the 21st century. By any measure, our single-minded and open-ended focus on Iraq is not a sound strategy for keeping America safe.

Obama's successful run through the Democratic presidential primaries was fueled in part by his opposition to Bush's plans for an invasion of Iraq in 2003, and his 16-month timetable for a withdrawal has long been a staple of his speeches.

In recent weeks, though, McCain has challenged him to readjust his views to take the results of the so-called surge into account.

"Senator Obama is departing soon on a trip abroad that will include a fact-finding mission to Iraq and Afghanistan," McCain said in prepared remarks.

"And I note that he is speaking today about his plans for Iraq and Afghanistan before he has even left, before he has talked to General Petraeus, before he has seen the progress in Iraq, and before he has set foot in Afghanistan for the first time. In my experience, fact-finding missions usually work best the other way around: First you assess the facts on the ground, then you present a new strategy."

Obama answered bluntly.

"In the 18 months since the surge began, the strain on our military has increased, our troops and their families have borne an enormous burden, and American taxpayers have spent another $200 billion in Iraq," he said.

He added that in Afghanistan, "June was our highest casualty month of the war. The Taliban has been on the offensive, even launching a brazen attack on one of our bases. Al-Qaida has a growing sanctuary in Pakistan."

The speech billed as a major address by the campaign offered no new policy, but a high-profile explanation of his opposition to the war and his pledge to complete a U.S. troop pullout within 16 months of becoming president. It also gave him a forum for criticizing President Bush and McCain.

"I will end this war as president," he said, speaking from a podium that said "Judgment to Lead." Obama addressed the crowd with a line of American flags behind him.

Obama delayed his appearance for half an hour for a presidential news conference that the White House announced Tuesday morning during the same time that Obama was scheduled to be speaking just three blocks away.

President Bush was asked what advice he might give Obama as he prepared to visit Iraq. The president said he would ask Obama to listen carefully to Gen. David Petraeus, the top U.S. commander, and U.S. Ambassador Ryan Crocker.

"It's a temptation to let the politics at home get in the way, you know, with the considered judgment of the commanders," Bush said. He defended his policy and maintained that the effort in Iraq was succeeding and acknowledged that the war in Afghanistan remained "a tough fight."

Meanwhile, the New York Daily News reported that the Obama campaign altered its Web site to remove a statement that Bush's surge of troops in Iraq "is not working." Over the weekend, the site was changed to describe an "improved security situation" at the cost of U.S. lives.

Campaign aide Wendy Morigi told the newspaper that Obama is "not softening his criticism of the surge. We regularly update the Web site to reflect changes in current events."

McCain has proven himself a hot head and a thoughtless loose tongue.

Obama has proven himself a thoughtful listener that is not egotistically threatened by views quite different from his own.

The McCain campaign is plagued by gaffs and undisciplined remarks.

The Obama campaign has been effective, disciplined, and consistent at getting his message out.

Obama discerns and at times reconsiders which, by the way, is a good thing, but is not manipulated and pushed around by those who have been used to the seductive taste of power.

McCain is uncomfortable when questioned about anything that benefits the American PEOPLE, especially women. And quite frankly, is scary when it comes to his perspectives on foreign relations.

America needs to get back to the intent of the founding fathers and our Constitutional principles that our public servants have sworn to defend; though many have not.

Between John McCain with his loose tongue and reactive style and Barack Obama with his deliberative and diplomatic style, I honestly believe that Obama is the best choice to be the next president of the UNITED States of America.

Notice, the key words are "combat troops'. Obama leaves residuals in Iraq though so all this talk about his sincerity in ending the war in Iraq is just that--talk. He won't end the war and certainly not our involvement there. His honesty about Iraq has about as much credibility as his support for the Constitution e.g., FISA. It appears after his vote for FISA that the Constitution is important to him only in so far as his perception of gaining votes. The Iraq war will go on and on like the Energizer battery

"Under the Obama plan, a residual force will remain in Iraq and in the region to conduct targeted counter-terrorism missions against al Qaeda in Iraq and to protect American diplomatic and civilian personnel. He will not build permanent bases in Iraq..." barackobama.com

A residual force to conduct counter-terrorism missions against Al-Qaeda in Iraq ... sounds like combat troops to me

I read somewhere that the Iraqi demand that we provide a timetable for withdrawal is a ruse because it is an election year in both countries.

There will be a withdrawal of a minimal number of troops and the reversal will be blamed on "conditions on the ground"

I have finally sucumbed, as millions of others so joyfully have. I have had, "an epiphany," (yuck, I hate that word, epiphany. I'll call it a Satori. Thats more in line with my eastern nature. Anyhoo, I have become an Obamian. I think hell just crackled with ice. Blame Walt Whitman and Bob Dylan, or don't blame anyone, (that's always better). But I have a brief poem for all the Obamians I have trashed, and offer my sincerest apologies. (Hume especially)

It's the "Cirlce Game." Life revolves and everything that was comes back around. I lived through the 60s, and things today are even worse. I have to put my faith in one horse or the other, and McCain is just too dishonest and mean spirited. (not to mention a neo-con tool) I doubted Obama for quite some time. I read His book last year, The Audacity of Hope, and was impressed by his writing, but when he hit the campaign trail, he was all over the map. I have since concluded that he is a good and decent man, but a political neophyte. But I came to realize that his heart is more important than his resume'.

You now have TWO choices for president:

The first one has one of the longest lines of political experience in history. He is exceedingly popular in congress. He was a sailor who volunteered to defend the United States in the Navy.

The second one has no real political experience outside of Illinois. He is tall and lanky with big ears. He even lost a few of his first attempts at gaining political office. He is an excellent speechwriter and orator. He is a good attorney and has a successful law practice.

So which one would you choose?

This is a trick question because both were already Presidents of the United States. The first one is the 15th President of the United States, James Buchanan. He is the President who mired us in the Civil War by declaring the action illegal but doing nothing when the south decided to secede from the Union. He is largely considered by historians as being the worst President in American history.

He was followed by the other man who became the 16th President of the United States: Abraham Lincoln. Abraham Lincoln is credited with the end of slavery, the end of the Civil War, and unification of the nation. He became president at a dark time when our country was deeply divided over very polarizing issues. He had no experience in Washington prior to his Presidency. He is widely considered by historians as one of the best Presidents in American History.
