WASHINGTON — The Democratic National Committee plans to target Republican John McCain and help Democrat Barack Obama with an independent ad campaign run by veteran Democratic strategist Jonathan Prince, Democrats familiar with the decision said Thursday.

By law, the effort would be prohibited from coordinating with either Obama's presidential campaign or with the DNC. The ads would be financed with party money, however.

The Democrats asked for anonymity because the decision had not yet been formally announced.

Prince was deputy campaign manager for John Edward's presidential campaigns this year and in 2004, and has experience running independent advertising efforts for Democrats. In 2004, he headed Citizens for a Strong Senate, which spent $10 million airing ads that supported Democratic Senate candidates. The group's ad maker was David Axelrod, now a senior adviser to Obama.

The decision by the DNC puts to rest doubts about whether the party had any intention of helping Obama through independent expenditures.

One Democratic operative familiar with the DNC's decision said the party planned to match or exceed the $118 million spent in an independent expenditure effort in the 2004 presidential contest.

The challenge for the party this time is that in 2004 Sen. John Kerry had locked up the Democratic nomination in March and had been raising money for the DNC by April.

Obama clinched the nomination last month. The DNC raised $22.5 million in June with Obama's help, nearly five times the $4.7 million it raised in May.

Story continues below

The Republican National Committee already has an independent expenditure campaign under way that is airing ads in Michigan, Ohio, Pennsylvania and Wisconsin that are critical of Obama's stance on energy issues.

Federal election laws allow the party committees to coordinate up to $19 million each in spending with their presidential candidates. The independent expenditure operations can operate outside those limits.

Meanwhile, Obama and the DNC also announced that they will have joint fundraising agreements with 18 state Democratic parties, expanding the reach of donors to battlegrounds and to states Obama is trying to make competitive. The agreements will allow the parties to finance field operations that could help Obama and Democratic candidates in other races.

The state parties are in Alaska, Colorado, Florida, Georgia, Iowa, Indiana, Michigan, Missouri, Montana, North Carolina, North Dakota, New Hampshire, New Mexico, Nevada, Ohio, Pennsylvania, Virginia and Wisconsin.

Hallelujah!!!!!

Tonight... here in Philly the local NBC affiliate news at 11 came on and ran some local stories...ok....Then........they went to the video of McCain's appearance on Conan
WTF?? OK......then, the newsreader ( LOL )....made claim that.... when asked...Johnny Mac said that he approved of Obama's trip to Iraq.....that he thought it was long overdue...this showed that Obama was inexperienced and ...............?
They then cut to commercial..or rather Johnny Mac's latest ad...that runs here ad nauseum...(that is one good commercial. Credit where due.... that man doing the voice over...nice voice.)

I saw no footage of Obama, his trip, or Afghanistan.

This disturbs me...this goes on daily here on all local news....McCain is getting painted as all wise and good and Obama is made to look weak, inexperienced and naive. . I now...have to start emailing and complaining.
Very disturbing......

Pa. has the second largest senior population...Philly has minorities....Hispanic, Asians, etc....all these groups are less likely to have cable/satellite......they are less likely to read about politics or follow politics closely. We also have a large number of dim witts. but that's just my personal opinion.

Point: : A large number of voters living in Philly get about 90% of their info from the local news. ...and the republicans ...know this and got this covered.

Anyway...I am happy to hear this news.....I have no doubt that they will do us proud.

I think this complaint can be said of every mainstream media outlet I've seen. But here's what gives me faith: I live in Johnson County, Kansas (the Kansas City area) and it is as red as red can be. In recent weeks I have seen dozens of Obama bumper stickers. I've seen one for McCain. Anecdotally, I think that says something. I don't care what the polls are saying or how slanted the media coverage is, I have got to believe when November comes, even my state could be blue.

lol@ "We also have a large number of dim witts."

I think that's true here in Ohio as well.

This election will come down to the uneducated vs. the educated and I hope there are more of us than the uneducated and uninformed.

They need to edit McCain's Viagra/birth control film together with the rest of his mumbling and forgetfulness and paint him as a doddering old fool who can't remember if he should scratch his watch or wind his butt.

Go get um Dean.

Well I know those of us here on Huff can't be smarter than the DNC. I have a feeling they are saving the best stuff for the fall when more people will be paying attention for effect.

My day just got a lot brighter. I suddenly see the "humor" in this, like everybody's been moaning about.

I hope Dean's "Truth Squad" stomps those xxxxx into the ground. All of the chinless wide-stance regangster liars.

Smash 'em Hard, Howard. The harder, the better. Hit 'em in their gas nozzles.

Smash 'em Consistently. ... all you have to do is tell the truth, nothing but the truth, so help you God.

Smash 'em McBugDeadFlat.

I'm really feeling the humor now, you're right!.... first, you're the windshield....the next day, you're the Bug.

We're all feelin' it now, Howard... !! Thanks.

Agreed! No praise for his amazing successes but plenty of sneering from the ultrapartisans any time he colors out of the lines.

Well if they did, it isn't working worth a damn. McCain is really winning this election, no matter what those fairy tale polls say. Obama is slipping week after week. Too many black speeches. Too few visits to the key states he MUST WIN and so far is really losing in come November. To think that this country is even making this a close race after 8 years of Bush and Cheney. Proves America has indeed become a nation of idiots.

Perhaps you would feel better if you didn't concentrate on it so much. It is just an idea - but you could give up posting here, for example. A very small sacrifice for your health.

John McC is doing a pretty good job of discrediting himself.
If not for the free ride in the media, no one would take him seriouslly.

U.S. campaign law is so broken it's not even funny. This kind of independent expenditure practically invites huge smear campaigns. I hope to see this system fixed, but in the meantime Obama and the DNC have to work the system to their benefit. It takes politicians and not saints to work political change.
