BEIJING — Beijing's Olympic shutdown begins Sunday, a drastic plan to lift the Chinese capital's gray shroud of pollution just three weeks ahead of the games.

Half of Beijing's 3.3 million vehicles will be pulled off the roads and many polluting factories will be shuttered. Chemical plants, power stations and foundries left open have to cut emissions by 30 percent _ and dust-spewing construction in the capital will be halted.

In a highly stage-managed Olympics aimed at showing off the rising power of the 21st century, no challenge is greater than producing crystalline air for 10,500 of the world's greatest athletes.

"Pea-soup air at the opening ceremony would be their worst nightmare," said Victor Cha, director of Asian Studies at Georgetown University.

Striking venues and $40 billion spent to improve infrastructure cannot mask Beijing's dirty air. A World Bank study found China is home to 16 of the 20 worst cities for air quality. Three-quarters of the water flowing through urban areas is unsuitable for drinking or fishing.

International Olympic Committee president Jacques Rogge has repeatedly warned that outdoor endurance events lasting more than an hour will be postponed if the air quality is poor.

Under the two-month plan, vehicles will be allowed on the roads every other day depending on even-odd registration numbers. In addition, 300,000 heavy polluting vehicles _ aging industrial trucks, many of which operate only at night _ were banned beginning July 1.

Five days after Sunday's traffic ban goes into effect, special Olympic traffic lanes will begin operating until Sept. 25, a plan that has been used in previous games. Beijing is setting aside 165 miles of roadway on which certified Olympic vehicles will be allowed to move from hotels, Olympic venues and Athletes Village.

To further ease congestion, employers are being asked to stagger work schedules. Public institutions will open an hour later than normal and two new subway lines scheduled to open Sunday should also bring relief.

The plan to clean the gray air seems to match the high-security tone of the games, which will be policed by 100,000 officials.

Razor-wire barriers and soldiers standing at attention guard the outskirts of the Olympic Green area and the Chinese have even installed ground-to-air missiles near one Olympic venue to protect it from possible attacks.

Security, tight visa rules and inflated hotel prices seem to be keeping foreigners away. Many nightspots near Olympic venue are being closed by security officials, who say the games are under threat from Muslim extremists in China's western Xinjiang region.

Beijing organizers are also in a protracted showdown with TV broadcasters, who are seeking free movement and reporting during the games. China's communist government seems to fear being embarrassed during the games by pro-Tibet activists, local dissidents or critics of China's human rights policies.

The gigantic experiment to curb pollution could still go wrong.

Veerabhadran Ramanathan, an atmospheric scientist at the Scripps Institution of Oceanography at the University of California San Diego, said unpredictable winds could blow pollution into Beijing despite factory shutdowns in the city and five surrounding provinces.

Ramanathan is leading a multinational research project in tracking Beijing's pollution before, during and after the Olympics.

"Reducing the local emissions is going to reduce the local pollution, but is that sufficient to help the athletes breath cleaner air? This is going to depend on the winds," he said.

I am so grossed out. This is why I could never be a Republican. China really shows how you can count on industry to self regulate. And the worst part is , it is SO OBVIOUS they have a pollution problem, yet the industries still DON"T CARE about all those people living in it!

Where the hell is Al Gore....this is his subject ...in the spotlight
He could take a stand here, right now...

I always say, no matter how much we try, we cannot compete with with the prices from "un-regulated countries". How can any owner of a company ADMIT that he/she has or will take their company to China, knowing the OBVIOUS problem? What other countries are our industries taking advantage of?

Central authority can get things done. Imagine if the US tried to clear the air with its ineffective form of government, pretending that the interests of the people are served, catering to the biggest contributors, practicing war on behalf of the corporations' whims. GIven the network available for organizing and discussion, it IS possible that the US could have a government that could clear the air for our health if we wanted to exercise it. The tools are here. It will fall to Generation Y to take advantage of them or, like the generations before them, fail, and provide another example of squandering and pandering and ruthless selfishness of the ruling elites for the rest of the world.

Yeah, watching phone video footage of govt paid thugs going around throwing out old people put out of the homes, turfed out into the steet and marched out of the district to nowhere. In many cases caught brutally beating old people, kicking them in the faces, beating with sticks, and rocks. This is China.
Watching or supporting the olympics will be the last thing I'll be doing.

20 years ago, I lived in LA. I was in school at the time and remember not being allowed to go outside during recess. It takes a while but making the air cleaner can be done. I also happened to live in China from 2002-2003 and yes, the air quality is kinda scary. I cant imagine what it would be like to live in it all my life, rather than just one year. For goodness sake, dont catch a cold, because you wont stop coughing for months. Many chinese spit a lot because theyre trying to get the crap out of thier lungs. I found myself doing that a lot in the last month of my stay. It took about 2 months to feel like I was breathing properly again, after I left the country. I really wonder how much can be done for the athletes from all over the world in just 3 weeks. At the very least the Chinese govt is now really aware and focused on air quality. Whether the urgency will last beyond the olympics is the question.

I'd say "the standard" is pretty obvious when she says you feel the need to spit alot and see others having to do so to. When it is part of your countries daily routine- the need to spit to clear your throat, though the day ,everyday...that standard is pretty OBVIOUS ie. low

I'm surprised that I'm not at all interested in the Olympics this year - not even as a nice diversion.

However, the right to take a look at the air and water quality and realize that without the hated environmentalists, this is what our country would be. Industry didn't police itself and had to be forced to clean-up.

Beijing should serve as a reminder of Tianamen Square. How many students were gunned down or arrested by the government there. How bad is China's human rights record, and why the hell are they hosting the Olympics. I have concluded the Olymipc comittee sells out to the highest bidding country. I cannot think of a single other reason why China is the host nation.

Whats the point of the Olympics when great athletes have to live and compete is such despicable conditions.

Will the Chinese succum from the pollution of manufacturing stuff for us before we go into irreversible hock with them?

What with the media ushering in the era of the "Hack N Gag Olympic Games" where "Now you can see your country's fave athlete fall down in the street, hacking from the bad air, projectile vomits all around, and gagging on water not fit for sewage treatment plants!" If the people of the world were smart they would boycott the games. People will not be able to travel around very easy. I know I will not watch them on TV. I just don't think they are going to be that interesting.

...I wasn't aware they'd let professionals compete! I must have been asleep. (Actually, I don't watch _any_ main-stream media - just once in a blue-moon, and haven't for years.)

However...

The doping scandals are GOOD in that they show that the officials are serious about cleaning up sports and are having some success. Every scandal helps deter others from trying it.

Oh don't be so harsh. You don't know what country Schicklett is from, do you? Most people who post here are from the US, but a significant fraction are not. If you pay attention, you can pick some of them out.

Besides, it's fair to mean 'we' as in the rest of the world. I think it's kinda nice to be inclusive instead of exclusive, by using "they" for example.
