CONCORD, N.H. — Two years ago, New Hampshire refused to accept heating oil from Venezuelan President Hugo Chavez, the pro-Castro U.S. critic who once called President Bush "the devil." But with fuel prices rising, well, free oil is free oil.

With the state's blessing, New Hampshire residents will be receiving some of the fuel this winter.

New Hampshire becomes the last state in the Northeast to embrace the offer.

"A lot of people have said, `We need help and we value any help we can get,'" said Amy Ignatius, director of New Hampshire's office of energy and planning.

The oil giveaway will be managed by Citizens Energy, a nonprofit organization set up by former Massachusetts Rep. Joseph Kennedy to help the poor stay warm. But the state energy office plans to help Citizens publicize the aid and sign up fuel-oil dealers.

It is just the latest example of how rising oil prices have brought about an attitude adjustment in the U.S. Over the past few weeks, for instance, pressure has been growing in Washington and around the country to lift the federal ban on offshore drilling.

Back in 2006, when Chavez began offering free oil to Americans from Venezuela's government-controlled Citgo, New Hampshire's energy office contacted the Venezuelan Embassy about working out a deal.

But the idea galled some New Hampshire Republicans, including Sen. John Sununu, who called it a "disgrace" and an attempt at grandstanding by Chavez, and Democratic Gov. John Lynch squelched the effort.

This year, though, "the state's role is to make sure people are aware of the program," Lynch spokesman Colin Manning said.

Chavez's supporters defend the heating oil program as another example of a generous deed by a president leading a socialist revolution for the poor. Some Chavez critics have charged that he is trying to embarrass the Bush administration and curry favor with the American public.

But a lot has changed over the past two years. Back then, heating oil sold for about $2.50 per gallon in the Northeast. Last month, the average price was $4.61, with predictions of $5 per gallon oil by winter.

"The average tank is 250 to 275 gallons," Citizens spokeswoman Ashley Durmer said. "Filling it once is over $1,500. That is unfathomable that anyone can pay that price. If you have to fill the tank four times, it's going to be a devastating winter for a lot of people."

On Thursday, Sununu again criticized Chavez but said he has no problem with people or businesses accepting help from an independent nonprofit such as Citizens.

Sununu and other lawmakers around the Northeast are pressing for big increases in federal home heating aid. More than 6 million New England households rely on oil heat.

Bob Garside, president of the Oil Heat Council of New Hampshire, a trade group, predicted many of the state's 200 dealers will refuse to participate in the heating-oil giveaway. "In the past, it's been nothing but a ploy for Chavez," Garside said.

Bill Fuller, general manager of Fred Fuller Oil Co., disagreed. He began delivering fuel for Citizens last winter, when hundreds of New Hampshire residents who applied on their own, without state involvement, got 100 gallons free. Fuller said he plans to do it again.

"It's actually a pretty good program," he said. "We get a voucher. We fax it in and get money right away."

World news sources are saying Hugo Chavez is in Russia negotiating a sale for up to 2 billion US of Russian military equipment. given the price of oil he certainly can afford 2 billion for new toys.

What is also being reported is that Chavez wants a treaty with Russian to protect him from the USA. in his words. All of this is nice timing. Free publicity in the USA for next to nothing, then go to Russia for arms and treaties.

Chavez forced Western oil giants pay to cough up a few more bucks to help the Venezuelan people establish education, housing, healthcare. For that, Washington and the corporate media declared him an "enemy" and have been attempting coups against him since 2002.

These same Western oil barons and their Washington/media proxies are gouging us for gas that we (currently) need to survive and they publicly mock us for our despair.

They raved of how Chile's economy grew so miraculously, but always left out the part about how 90% of the growth was felt only by the top2%, of course, being the wealthy They also conveniently always left out the part of how Pinochet, the leader we supported in his bloody coup, spied on, tortured and murdered 10's of thousands.
After 911, there was a meeting in the Pentagon. 12 generals met at a table, and in front of them was placed a manual of Friedman's "Shock " concept of maipulating and rebuilding a whole society. "Shock & Awe" was born.
Bush took this concept and went for it whole Hog. Rumsfeld is a very strong believer in Friedman's agenda, and he strongly and intentionally designed everything, even giving a host of former military duties, to the private sector. This whole concept is made to suit one particular human vice and suit it very well: GREED.

So Hugo Chavez is offering some free heating oil to the citizens of New Hamprshire to keep people who can't afford heating oil from freezing, and people complain about it. American oil companies will "give" oil to the people who need it at the tune of about $4.00 + a gallon.

I would like to see one American oil company step up and offer to match gallon for gallon what Chavez is willing to donate. But wait, they can't do that, it would cut into all that oil company's executives milions and millions of dollars bonuses.

You can bet that Senator John Sununu who called the gift a "disgrace" has enough money that none of his family will be cold or hungry this winter. The real "disgrace" is the fact that we have too many Senators and members of the House of Representatives that think exactly like Sununu.

The disgrace is that folks like you prefer to take handouts rather than be self reliant and provide your own energy.

Chavez runs a country that is energy self reliant. His citizens pay $0.12 per gallon, for gasoline and have the luxury of laughing at the beggars, once the greatest nation on earth.

Though that doesn't faze you folks. You've never thought much of your country anyway.

Sir, you are a GENIUS. Why didn't I ever think about providing my own energy before? Today, I'm going to the back room to get all of my oil drilling equipment, then I'll go to that land that I own and start pumping my own oil. Then after that, I'll go to my front yard where my oil refinery equipment is. THANK YOU for showing Americans that it's easy to provide your own energy.

There's nothing socialist about Venezuela. Unless you consider the loss of all freedom, the shut down of newspapers, confiscation of industry and one party rule, some sort of good thing.
Venezuela is a petty, south American dictatorship, hostile to it's neighbors, an enemy of the US and not respected by fellow Latin nations or Europe.

Remember that it's possible someone posting here is sitting at a computer surrounded by prescriptions for Lithium, Prozac and other psychosomatic drugs. Some people enjoy psychological warfare and that is their only objective in posting. So relax and let go of rantings of the broken mind.

BTW: Love the posts; you guys are spot on and it warms the heart to see that others are understanding the serious problems caused by our dedication in this country to conservative ideals at any cost. Some conservative thinking is necessary and good, but progressive ideals are required to keep things in balance IMHO.
