BAGHDAD — After intense U.S. assaults, al-Qaida may be considering shifting focus to its original home base in Afghanistan, where American casualties are running higher than in Iraq, the top U.S. commander in Iraq said Saturday.

"We do think that there is some assessment ongoing as to the continued viability of al-Qaida's fight in Iraq," Gen. David Petraeus told The Associated Press in an interview at his office at the U.S. Embassy.

Whatever the result, Petraeus said no one should expect al-Qaida to give up entirely in Iraq.

"They're not going to abandon Iraq. They're not going to write it off. None of that," he said. "But what they certainly may do is start to provide some of those resources that would have come to Iraq to Pakistan, possibly Afghanistan."

He said there are signs that foreign fighters recruited by al-Qaida to do battle in Iraq are being diverted to the largely ungoverned areas in Pakistan from which the fighters can cross into Afghanistan. U.S. officials have pressed Pakistan for more than a year to halt the cross-border infiltration. It remains a major worry not only for the war in Afghanistan but also for Pakistan's stability.

Discussing al-Qaida in cautious terms, Petraeus said he is not certain of the reliability of the intelligence information about the terrorist network's latest thinking. He was adamant, however, that until now al-Qaida has seen Iraq as its best opportunity for establishing a militant Islamic state closer to the Persian Gulf.

"That could be under review," Petraeus said. "We do think they are considering what should be the main effort."

He offered a mostly upbeat assessment of conditions in Iraq just weeks before he is to make a recommendation on whether to further reduce U.S. troop levels. Petraeus said the country is showing fresh signs of promise not only on the security front, where insurgent attacks are down sharply, but also politically.

He applauded the latest evidence of movement toward reconciliation by Sunnis and Shiites _ the announcement Saturday that Iraq's largest Sunni Arab political bloc had ended a nearly yearlong boycott of the Shiite-led government.

"It's a very important step forward," Petraeus said after an aide interrupted the AP interview to deliver the news. The general flashed a wide smile and instructed the aide to pass along his congratulations to top government officials, who have come under enormous pressure from U.S. officials to reconcile.

Petraeus declined to say what he might recommend to President Bush regarding further U.S. troops reductions. The assessment, he said, is based on a range of factors, including the prospects for Iraqi government approval of legislation required before provincial elections can be held this fall.

He would not talk about specific troop levels later this year. But the enthusiasm of Petraeus's description of security, political and even economic progress in 2008 gave the impression he may be inclined to tell Bush that fewer than the current 15 combat brigades will be needed by year's end.

Petraeus said he was encouraged at the possibility of al-Qaida reconsidering Iraq as its highest priority war front.

"There is some intelligence that has picked this up," he said, adding, "It's not solid gold intelligence.

This information, while unconfirmed, parallels reports that fewer foreign fighters are joining the insurgency in Iraq.

"We do know the foreign fighter flow into Iraq has been reduced very substantially," he said. From a peak of 80 to 100 foreign fighters entering Iraq each month, the total has dropped as low as 20 per month, he said.

He attributed the decline to a combination of factors. They include the intense U.S. and Iraqi military operations against al-Qaida in Baghdad, Mosul and elsewhere, and stronger actions by neighboring countries to prevent militants from crossing into Iraqi territory. He mentioned Saudi Arabia as an example.

The other main source of violence in Iraq over the past year _ Shiite militia extremists _ also has been curbed. Petraeus said that whether leaders of those Shiite groups, who fled in many cases to Iran, end up returning to fight for control of such Baghdad sections as Sadr City will be a critical bellwether.

"This will be very important because it will be an indicator of whether Iran intends to start a new chapter in its relationship with Iraq, or not," he said.

Petraeus said Iraq's prime minister, Nouri al-Maliki, got an encouraging response when he traveled recently to Tehran to express concern about the role of Iranian-supported Shiite extremists in Iraq.

Al-Maliki "received assurances from the highest levels that Tehran wants nothing but constructive relations."

Petraeus is due to leave his post in Baghdad in September to head U.S. Central Command, with responsibility for U.S. military operations in Afghanistan, Pakistan as well as Iraq. He is to be replaced in Baghdad by Gen. Raymond Odierno, who until February had served as the No. 2 commander in Iraq.

My thoughts EXACTLY! Except for one thing, Al-Qaida's focus was never on Iraq. They only became involved with Iraq after the Shrub got a wild hair up is a$$ and decided to destabilize it. And it was more the people of Iraq that tossed whatever Al-Qaida there was in Iraq.

Perhaps Petraeus knows that O will be the next President and is shifting gears to the true story. Granted Al Qeuada was never in Iraq, and he knows it. What better way to get on O's side then steering the war where Obama has often said it should be? Now, how will the Rightwing media spin it? Someone to John Boy's favor I'm sure.

Al Qaeda, the REAL al Qaeda, never "focused" on Iraq in the first place. While there were a few true al Qaeda members in Iraq, the majority of the trouble has been caused by a lot of very, very, very loosely organized but disparate groups that our military and our government has given the name of "al Qaeda in Iraq." Two entirely different things. The REAL al Qaeda has always focused on Afghanistan. The 21-28% "true believers" will believe this nonsense.

Just once I'd like to see the talking heads ask the general specifics about al Qaeda in Iraq. Have you ever heard Wolfie Blitzer ask about the SIZE of the force? I've read that neocon Frederick Kagan admits that there are from between 800-1200..­..with "real" al Qaeda leadership­...but with grunts that are Iraqis!!!!­...not foreign fighters. But as long as Bushco can use the name al Qaeda....i­t's worth staying forever. The media is protecting Bush...jus­t like they did in the runup to the war.

The same reason he KNOWS that the Repubs were trying to set him up with that FISA vote. They wanted him to vote against it so that they could pull an Al Queda attack on America and call him WEAK on security. They would have SWORN that they had 'gathered' intelligence through a wiretapped line that afforded them insight on the 'pending' attachk.

Obama has READ and memorized their playbook - he has their number and he will beat them at their GAME! Those that question his 'questionable' decisions are not paying attention. Obama stated over a YEAR AGO that the war was in Afghanistan and that there were NO AL QUEDA in Iraq until we INVADED IRAQ - everyone laughed and called him naive. How do you like him now?

There are too many lives at stake and uncertainty in Afghan & Paikistan to provide cover for McCain. Bush knows that right now the buck stops with him. He don't have a choice but to change course. McCain will have to get on board or shovel around a little bit to look up to speed. Obama was on top of this over a year ago. Obama is very intelligent and is a visionary with great leadership skills. McCain is still trying to figure out he can look like the one who had all of the answers...­.NOT.

The military is THE most political arena outside of DC. If you reached captain or above, you played the game at whatever degree necessary to get promoted. So there is nothing surprising about Patreus or any other active military leader in following the Commander in Chief's policy. Therefore, his repeating newly designed terms like this "horizon" garbage is nothing to be upset over. It is his job.

It will be interesting to watch Patreus change his stripes if and when Obama replaces Bush. I fully expect him to change 180 degrees, assuming he is still in his current role.

General Petraeus has a shelf life of about 8 to 12 months, if he even stays after his big speech in September. He knows that if things stay as they are right now, he is at the apex of his career.

Strange, that's exactly what I was thinking! Why is this man in the military? He should be in congress, as the loyal republican which he is; then he could represent the administration's policies clearer. If Bush-McCain announced tomorrow that the'al qaeda' had shifted to Siberia, I'm sure he'd be echoing those sentiments an hour later. I hope President Obama demands his resignation quickly.

That's interesting because in an interview this past April Al Qaeda's Number 2, Ayman Al Zawahiri, responded to the following question with:

As-Sahab: And what is the most important field in which this Mujahid vanguard is wrestling with the enemies of Islam?

Zawahiri: Iraq is the most important of these fields.

I am intrigued to know how arm chair commentators sitting at home know more about Al Qaeda than Al Qaeda knows about Al Qaeda, please share your methods. . .

If AQ was focused soley on Iraq, as Bush/Petraeus would have us all believe, then who killed Bhutto? Who carries out all the bombings in Afghanistan and Pakistan? Who is leading the insurgencies in Afghanistan?? Those things just didn't happen all by themselves. And while I'm willing to believe some in the Pakistan govt probably have/had a hand in it, it was not solely their doings.

Plus, if Iraq is so important, why isn't AQ there?? Why is all the leadership still sitting in Pakistan?? Why isn't Al Zawahiri in Iraq?? Why won't he even dare to set foot in Iran by the way?? ;)

Most of all, why is the CIA/Bush funding Jondollah/Jundollah who has one of the Taleban leaders as it's leader??

Petraeus should run for office- this guy is a deft politician. He sees Obama pushing the political winds towards Afghanistan and tacks. He makes Republicans look good with a troop reduction, while agreeing with Obama that, guess what, Afganistan is the central front on terror. That's what I call hedging your bet. I guess he wants to keep that central command spot!
