WASHINGTON — Barack Obama told House Democrats on Tuesday that as president he would order his attorney general to scour White House executive orders and expunge any that "trample on liberty," several lawmakers said.

Presidents, as head of the executive branch of government, issue such orders to direct operations of executive branch agencies, like the Justice Department and the CIA. For example, President Bush used an executive order last year to breathe new life into the CIA's controversial terror interrogation program that allowed harsh questioning of suspects.

Obama "talked about how his attorney general is to review every executive order and immediately eliminate those that trample on liberty," said Rep. Jerrold Nadler, D-N.Y.

"He indicated there would be a review in his administration," said Rep. James Clyburn, D-S.C., the House majority whip.

Obama did not mention executive orders when he addressed reporters who waited for him outside the closed-door meeting. He said only that he would be campaigning alongside members to win the presidency and help expand Democratic majorities in the House and Senate.

"I am looking forward to collaborating with everyone here to win the election, but more importantly to collaborate with everybody here and also some like-minded Republicans to actually govern and to deliver on behalf of the American people," Obama said.

During his presidency, Bush increasingly has relied on executive orders to dictate policies without seeking congressional approval. His orders have ranged from restrictions on striped bass fishing to sanctions against Myanmar's government.

Obama did not indicate who his attorney general would be, or any other member of his Cabinet. To lawmakers who asked about his Cabinet plans, Obama said: "Get me elected, and then I'll worry about the Cabinet," according to Nadler.

Clyburn added that Obama said there were "people in the room with more expertise than him."

Obama's meeting with the House Democratic caucus came hours after he spoke with both Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke about the faltering economy, part of his effort to refocus the campaign on domestic issues after last week's foreign trip.

Obama spokesman Michael Ortiz said the senator and Bernanke discussed the outlook for consumers and businesses, as well as the effect of rising home foreclosures on families nationwide. They also talked about the "strengths of Fannie Mae, Freddie Mac and other financial institutions," Ortiz said.

Obama called Paulson as he rode to a meeting with Pakistan's new prime minister, the campaign said.

A campaign statement said Obama asked how the Treasury Department planned to use its new authority with Fannie Mae and Freddie Mac and whether the government had the tools it needs to address the challenges in the banking industry. As part of the government's effort to provide mortgage relief to hundreds of thousands of homeowners, Paulson has sought emergency power to rescue lending giants Fannie Mae and Freddie Mac.

Congress approved a housing plan last week that would provide relief for 400,000 homeowners who can't afford their payments by allowing them to refinance their mortgages with more affordable, government-backed loans. President Bush has promised to sign the package into law.

In a day of meetings, Obama also met with Pakistan's new leader, Prime Minister Yousuf Raza Gilani.

At a fundraising luncheon, he said he told Gilani "the only way we're going to be successful in the long term in defeating extremists ... is if we are giving people opportunities. If people have a chance for a better life, then they are not as likely to turn to the ideologies of violence and despair."

When people are happy and healthy and well fed and have money for discresionary spending they would tend to stay close to home where ever home may be. Have you looked at Bahgdad and all of the beauty it used to have? I think if everyone had running water and electricity and a place to work or a chance to work if they want, They would tell all of the insurgents to get lost and force them into it.
Senator Obama has the reasoned outlook required to be Commander in Chief. It is getting so bad for the other side that we Obamabots do not even have to say anything about the other side, let them campaign for Obama with their pitiful excuse for a campaign.

this is exactly what i want to hear from a candidate. a spoken desire to review everything bush put a pen to.... too many executive orders and signing statements ( same thing?) were used to further empower bush... checks and balances folks....

Thank God!. I will be happy to have a President who actually believes in the Constitution of the United States and the rule of law. Senator Obama needs to make sure everyone knows he will not tolerate the mistreatment of prisoners, people accused of crimes, but not adjucated and who will respect the rights of women. If he does this first, then he will be standing on solid ground and have the respect of the citizens, even the ones who don't necessarily care or like him. Good going!

Unfortunately you have a valid point. I really doubt any criminal proceedings will ever be brought up against B#sh & Co. The best we can hope for is that history will reveal him for what he is...and for what he and his cronies have done. I would love to see him live out his remaining years as a pathetic and lonely creature aimlessly walking the beaches of San Clemente....

He mentioned during his first vote on FISA that he hoped to be able to revisit the matter if/when he takes office in January. He seemed to suggest that that was the best they could do "for the time being."

About what? the constitution? your right to privacy? I do.

Saw a great documentary last night on Frontline about the happenings in China and how yahoo and google and cisco have been cooperating with the Chinese government and that the direct result has been 10 years in prison for some.

Anyone who does not care about this type of intrusion has not read history and has no understanding of how facism works - and starts in any particular state. Refer to the blackshirts in Italy, SS in WWII, Stalin, and any other number of repressive governments and read how it all began.

I'll keep giving it some thought. I won't vote for anyone else. My thought is that I might not vote at all, which I've never done but I'm sick of being taken for granted by politicians who sell out and expect us to look the other way.

I'd really like to hear Obama explain his vote on the FISA bill in a LOT more detail. I'm not buying what he's selling on this so far. And today's news just makes me feel like he's trying to appease those of us who were alarmed by that vote. I wasn't skeptical about him before and contributed to his campaign - which I have NEVER done for anyone. Now, I wonder if I was a fool. Coulda used that dough honestly. Not in a good place financially.

I agree with both of you. I was pretty p*ssed about that and stopped contributing, took down my Obama sign and pouted for two weeks, angry at O and this whole mess. Then I realized that there is something even bigger at stake. So I continue to contribute and stay hopeful that this can be reversed. Please help get him elected. The idea of McCain getting elected is is absolutely nightmarish.

IF what she said to Jon Stewart the other night is something of the truth, then Nancy Pelosi IS something of a 'victim' here, along with her fellow Dems in House and Senate. E.G. Pelosi stated that a funding bill for Iraq was sent TO THE SENATE with NO recommendations for funding AND stipulations as to how the CURRENT funding should be allocated. It CAME BACK to the House with FUNDING recommendations and NO stipulations as to how the $$ was to be spent. And so it goes. Read the article about 'Obstructionism' and be glad, somewhat, that the Congress HAS managed ANYTHING in the last eight years and more specifically, in the last TWO.....

This is the second or third time that Obama has stated that he would review ALL Executive Orders within his first 100 days. Of COURSE he's going to 'suggest' that they be rescinded if they trample on Civil Liberties. Someone here has been sampling the 'Powerhungry Politician' Kool Aid again......

`Read between the lines as he may only remove those which "trample on liberty" but that is not to say he would remove all the offensive ones. There are may executive orders that have to do with how many departments of government are operating that he leaves wiggle room to keep. I would have liked to have seen a more general description to include some of them, too.

I feel Pelosi and Reid know the range of their effectiveness, and they are bidding their time to a moment when they can meaningfully try to hold Bush and his administrators accountable for their wrongdoings. I think that moment is January 2009.
