WASHINGTON — Barack Obama told House Democrats on Tuesday that as president he would order his attorney general to scour White House executive orders and expunge any that "trample on liberty," several lawmakers said.

Presidents, as head of the executive branch of government, issue such orders to direct operations of executive branch agencies, like the Justice Department and the CIA. For example, President Bush used an executive order last year to breathe new life into the CIA's controversial terror interrogation program that allowed harsh questioning of suspects.

Obama "talked about how his attorney general is to review every executive order and immediately eliminate those that trample on liberty," said Rep. Jerrold Nadler, D-N.Y.

"He indicated there would be a review in his administration," said Rep. James Clyburn, D-S.C., the House majority whip.

Obama did not mention executive orders when he addressed reporters who waited for him outside the closed-door meeting. He said only that he would be campaigning alongside members to win the presidency and help expand Democratic majorities in the House and Senate.

"I am looking forward to collaborating with everyone here to win the election, but more importantly to collaborate with everybody here and also some like-minded Republicans to actually govern and to deliver on behalf of the American people," Obama said.

During his presidency, Bush increasingly has relied on executive orders to dictate policies without seeking congressional approval. His orders have ranged from restrictions on striped bass fishing to sanctions against Myanmar's government.

Obama did not indicate who his attorney general would be, or any other member of his Cabinet. To lawmakers who asked about his Cabinet plans, Obama said: "Get me elected, and then I'll worry about the Cabinet," according to Nadler.

Clyburn added that Obama said there were "people in the room with more expertise than him."

Obama's meeting with the House Democratic caucus came hours after he spoke with both Treasury Secretary Henry Paulson and Federal Reserve Chairman Ben Bernanke about the faltering economy, part of his effort to refocus the campaign on domestic issues after last week's foreign trip.

Obama spokesman Michael Ortiz said the senator and Bernanke discussed the outlook for consumers and businesses, as well as the effect of rising home foreclosures on families nationwide. They also talked about the "strengths of Fannie Mae, Freddie Mac and other financial institutions," Ortiz said.

Obama called Paulson as he rode to a meeting with Pakistan's new prime minister, the campaign said.

A campaign statement said Obama asked how the Treasury Department planned to use its new authority with Fannie Mae and Freddie Mac and whether the government had the tools it needs to address the challenges in the banking industry. As part of the government's effort to provide mortgage relief to hundreds of thousands of homeowners, Paulson has sought emergency power to rescue lending giants Fannie Mae and Freddie Mac.

Congress approved a housing plan last week that would provide relief for 400,000 homeowners who can't afford their payments by allowing them to refinance their mortgages with more affordable, government-backed loans. President Bush has promised to sign the package into law.

In a day of meetings, Obama also met with Pakistan's new leader, Prime Minister Yousuf Raza Gilani.

At a fundraising luncheon, he said he told Gilani "the only way we're going to be successful in the long term in defeating extremists ... is if we are giving people opportunities. If people have a chance for a better life, then they are not as likely to turn to the ideologies of violence and despair."

For those of your who want to gumble, ask yourself this...

How many of Bush's executive orders do you thing McCain will bother to review, much less overturn?

Favorite    Flag as abusive Posted 01:20 PM on 07/30/2008

Sadly,he doesn't have the authority to start impeachment now. The good thing is that once Bush's machinations are uncovered, any prosecution of Bush and his cronies can proceed without the protection of "executive privilege" as any fraudulent activities are prosecutable. I look forward to the next step!

If he's willing to overturn all of these, then why isn't he willing to use his power to start impeachment hearings now? Hypocritical.

His power? What "power" are you talking about? He's a candidate and a single senator. He doesn't have any power. And, by the way, as prescribed in the Constitution, impeachment can only start in the House of Representatives. Senators, and the Senate, cannot start impeachment proceedings even if they want to.

blah blah blah. He had some power. He was just 'smart' enough to know which way the wind blows, or not.

The Senate does not conduct impeachment hearings.

The House conducts hearings.

The Senate sits as a jury for the trial.

Since Senator Obama is not a member of the House of Representatives, he cannot introduce Articles of Impeachment. Did you fail 7th grade Civics? The House of Representatives are the only ones who can impeach and if they do so, then it is the Senate that holds the trial. Hey, it's only been 10 years ago that the Repugs did that to one of the greatest presidents to ever hold that office! I will never forget they way the Repugs abused that power, like they abuse all power they have!

Every executive order ever issued is in the Federal Register, and available on-line. He could review them right now if he wanted to, why does he have to wait until he's elected?

Favorite    Flag as abusive Posted 01:03 PM on 07/30/2008

There's no point in reviewing executive orders until, and unless, he is elected and can do something about them besides seethe.

Might that have something to do with the fact that he would have to actually be the President to reject and overturn and nullify prior Executive Orders? Might it be that he has to first win the Presidency to do anything about Executive orders, that job one is to be a successful candidate?

But he can review them and tell us which executive orders he thinks need to be rescinded.

My point is he's just saying this because it sounds good, just like Congress and their so-called oversight sight hearings. A lot gets said, but nothing ever gets done. In the end, if he gets elected, you'll either 1.)never hear about this again, 2.) he'll say that they were reviewed, nothing improper was found and we need to move on, or 3.)decide he'd like to have this power for himself.

Unlike the current administration, Obama said he would take time to have his attorney general and others "review" the EO's in order to make correct decisions about nullifying them. When Bush came in, they tried to overturn EVERYTHING that Bill Clinton did, before reading anything. We gov't employees spent the first critical months of their first term trying to purge the Clinton name from the record rather than keeping the eye of the gov't on the ball--that is until 9/11,when it was too late.

I certainly hope that he has his AG investigate more than Executive Orders. He needs to assign his AG to investigate each and every crime that has been committed by the Bush Crime Family. If he doesn't, he will be leaving the door open for another unscrupulous President to commit similar crimes.

Senator Obama certainly is playing a good campaign so far. My only gripe is his lack of response to McCain's fradulant attack ads. Having said that, I see Obama's meetings as quite positive and expect McCain to whine and attack in 5...4...3...2...

There doesn't seem to be much rhyme or reason to it, does there? Maybe it's technical; maybe it's a question of who's out to lunch at the time. HuffPo really should take a few minutes and at least explain it to us. Might stop our griping. Or not...

Problems seem to rise when a thread is very active. Often times my comments get stuck in HuffPo limbo (moderation) and surface much later- and on a page that is several pages behind the current one. I find it's pretty much a wasted effort.............

Read between the line, betweentheelevens, Obama may just being biding his time to get past the right wing censors. If not, well, he's hell of a lot better than McBush, I hope. Perhaps this should be read between the lines and pray for clarity.

Don't forget about National Security Presidential Directive 51. You know, the one where the President can declare the government void and create a new martial law for national security purposes. The one that destroys our country and makes the President King. No president, even one I support, should have that much power and I would be completely impressed if Obama voluntarily gives up that power. It would be a George Washington move, and we could be really proud of our country again.

I can see why this raised so much ire and attention. It is no doubt that since 911, questionable things have happened. They should be assessed. I am all for the war on terror but not at the expense of the constitution.

It raised a few hackles because of obama's capitulation on FISA, I think. That's why I, for one, am skeptical of what he will do as president. He has some authority now but he chooses not to use it. Well, I am willing to give him a pass but his words are shallow his actions as a senator (think FISA vote) speak loudly.

Still Obama'08 because whatever else is out there is just too scary.

WOW! What a concept! Winning a war of ideas without violently pushing your ideologies and politics on others? Why, this sounds revolutionary!!!....If only poor Dick Cheney would have been privy to this concept.

2. I feel the walls of neo-con Jericho tumbling down...YES!!!!
3. It's rather difficult for Nancy Pelosi or anyone else in Congress to do anything when the Executive Office plays by its own rules and refuses to answer for itself...
4. After the review, can we amend some of the powers of the Presidency? These days, I feel like I'm singing "God Save the King"
