WASHINGTON — Stores, factories and other businesses large and small showed workers the door last month, sending unemployment to its highest rate in four years and adding to the evidence an economic recovery remains far off.

Employers clamped down on hiring and cut 51,000 jobs in July, the Labor Department said Friday. The economy has shed jobs each month this year _ 463,000 in all.

The unemployment rate rose to 5.7 percent, up from 5.5 percent in June.

The jobs report contributed to another day of grim news for the economy. General Motors reported a staggering quarterly loss of more than $15 billion and said its sales fell by more than a quarter from last year.

The Commerce Department said spending on construction projects around the country dropped 0.4 percent in June as cutbacks in home building eclipsed gains in commercial construction.

And manufacturers' business was flat in July. The Institute for Supply Management's reading of activity from the producers of cars, airplanes, appliances and other goods hit 50, down from 50.2 in June. A reading above 50 signals growth.

Job losses in July were the heaviest in industries hard hit by the slow housing market, the clampdown on credit and the shaky financial sector. Manufacturers cut 35,000 jobs, construction companies 22,000 and retailers 17,000.

Temporary help firms, also viewed as a barometer of demand for future hiring, eliminated 29,000 jobs. Those losses swamped job gains elsewhere, including in the government, education and health care.

It's not news to B.B. Hooks, 40, who was laid off in May from her job as a teacher in Washington, D.C. She says she's applied online for hundreds of jobs in the communications and public relations fields, with no luck.

She applies for jobs online to save on gas, but it's harder to talk to potential employers face-to-face, and she has to register at each company's Web site.

"I must have a trillion different passwords for a trillion different Web sites," she said.

More pink slips are expected. Analysts predict a half-million more jobs could disappear over the rest of this year and say unemployment could climb to 6.5 percent by the middle of next year.

With the employment situation deteriorating, there's growing worry that consumers will cut back on spending later this year, further hurting the economy.

"People will absolutely shut off the spending spigots given the soured jobs market," predicted Richard Yamarone, economist at Argus Research. "The economic environment is in crummy shape."

On Wall Street, stocks slumped. The Dow Jones industrials fell 51.70 points to close at 11,326.32.

Capitol Hill Democrats renewed their push for a second stimulus package. The Bush administration and other Republicans have been cool to the idea.

The White House was "displeased" with the jobs report, press secretary Dana Perino said. She said the White House was "working to improve the job outlook for our economy."

With the economy a top concern for voters, the presidential candidates, Republican John McCain and Democrat Barack Obama, seized on the jobs figure and traded swipes at their proposals to turn things around.

"With job losses mounting, prices rising, increased turbulence in our financial system and a growing credit crunch, we need to do more," said Obama.

He called for a $1,000 emergency rebate for Americans to offset soaring energy costs. "We cannot afford four more years of the failed Bush economic policies and that is what Sen. McCain if offering," Obama said.

McCain said Obama's tax plan will send jobs overseas. He supports proposals to help small businesses create jobs. "Americans are hurting and today's job numbers are just the latest reminder of the economic challenges we face," he said.

The increase in the unemployment rate in July came as many young people streamed into the labor market looking for summer jobs. Fewer of them were able to find work. The unemployment rate for teenagers jumped to 20.3 percent, the highest since 1992.

Still, the job losses were not as some fears. Economists were expecting 72,000 jobs lost for July. The government also revised the job-loss figures for May and June to a combined 98,000, down from 124,000.

All told, there were 8.8 million people unemployed in July, up from 7.1 million last year. The jobless rate last July was a full percentage point below where it was this July.

Wages went up modestly last month, but prices have been rising faster. Average hourly earnings rose to $18.06, up about 3 percent from last year. High food and fuel costs mean paychecks aren't stretching as far, though.

"It's easy to see why consumer spending is expected to remain weak through the summer, if not the rest of the year," said Bernard Baumohl, managing director and chief economist at The Economic Outlook Group.

The Federal Reserve is expected to hold interest rates steady next week as it tries to grapple with dueling concerns _ a weak economy and inflation.

A little historical perspective, Keynesian economics defines “Full Employment” as six-percent. According to John Maynard Keynes, if the unemployment rate dips below six percent you get inflation. If Keynes is correct we should be experiencing inflation, and we are.
We are going through a repeat of the Carter administration OPEC embargo. Gas prices soared and there were lines at those stations that still had gas. The Prime rate was 21-percent inflation and unemployment was in double digits. It’s called “Stagflation” and the Carter administration failed to properly address it. Today Washington is going down the same road President Carter followed.

Folks, don't worry, we're just being primed for compulsory "national service." Another New Deal, only it will be the Raw Deal. The new Blood Tax.

Think about it: The government, through it's controlled collapse of our economy, will make life SO miserable for us that we'll be tricked into believing they're actually doing us a favor by making us Servants of the State. "Don't worry, the State will feed you. Just sign here and never mind the Stop Loss small print." Brilliant!

The Statist loving compulsory service convention takes place next month in New York City. I WISH I were joking. Don't get me wrong: Serving one's country is an honor and a blessing, when it's voluntary. When it's the only job in town, however . . .

Unemployed or on the edge? My advice: Collectivize on your own with your friends and family and start a small scale organic farming operation (use heirloom seeds). Don't let the State shove it's Bolshevik Utopia down your throats. You'll be poor as dirt, but at least you won't be a slave.

5.7%, after GOP playing with the numbers to make them look better than they are.

During the Great (why wasn't it called the Horrible?) Depression, FDR used deficit spending to help build the nation's infrastructure. This not only kept people working, but helped the nation's economy by
making it easier to manufacture and transport goods. Later, the electricity generated by the TVA made the nation's industrial response to WW II's needs possible.

During the Bush years, deficit spending has been used to give tax breaks and subsidies to those who need it the least. The GOP at first complained about the use of deficit spending to help the poor, and then decided to co-opt the idea to help their own base, the rich and the powerful.

Guess what? It's not up to the Government to provide you with a job. Just because you may be qualified to do something doesn't mean you are entitled to have a job. It's YOUR job to go out there and prepare yourself and to compete against other candidates. It's YOUR job to go out there and present yourself to the employers and to prove to them that you are the right person for the job. This ideas that everyone DESERVES a job is absolutely ridiculous. Quit whining and do something.

I'd like to but I can't sell my house. Seems that the real estate market has also crapped out. The city has thousand of houses up for sale with absolutely nobody buying. The banks aren't giving out loans anymore. Thank you Georgie and his merry friends!

So then find a job in your area. And if you can't do that then you should have thought about that before you bought yourself. Did you ever consider renting your house out after you moved? Not everything is the government's fault. We are in this housing problem because too many people bought houses they couldn't afford. Yes many were taken advantage of by the lenders. But that is still not the government's fault.

That is fine, if you are content to live in a corporate centered world, rather than a community based world. Moving to another low-paying job exhausts resources, and breaks up communities and extended families.

Our nation's most precious resource is it's citizens. We must invest heavily in vocational, trade education, higher education and mentoring for all of our youth. The trillions wasted on the military and the war could have trained a whole generation to the fullest extent of it's abilities.

Trillions that could be invested in our youth, upon whose shoulders rides the destiny of our country.

Have you bothered looking at any of these jobs? Most of them are very good paying. The problem is that people expect jobs to come to them. Or they sit around and complain that there are no jobs when there are. And I didn't say the economy was strong. I said there are jobs. Do I have to explain the difference to you?

since your are so energetic and not too lazy,.... now do the math of how many folks typically have jobs in these cities, what is the current reduction in payrolls, how many folks have are unemployed (out of work needing jobs). And,...what's the average salary of the full time jobs being offered.

That would really help us lazy folks understand the picture of unemployment. tx

As i have stated before. It is not the government's job to provide you a job. That's YOUR job. It's YOUR job to make sure that you meet employer needs. It's YOUR job to make sure you have the proper education and training. It's YOUR job to make sure that you are the best candidate for the job. No one is entitled to a job.

Hey Genius,

Careerbuilder.com sends me listings of some of the greatest dream jobs I could possibly hope for, such as this job where I can sit at home and place ads in local newspapers for some foreign bank. They send me $100.00 per month and I use it to place ads, keeping a certain amount for myself.

You are on to something. Take that job, along with all the other BS sales jobs the list n that site, and you have all kinds of opportunities for folks desperate enough to trade in their skills and talents for your nightmarish version of the American Dream.

This country sucks!
