SPRINGFIELD, Ill. — Democratic presidential candidate Barack Obama opposes offering reparations to the descendants of slaves, putting him at odds with some black groups and leaders.

The man with a serious chance to become the nation's first black president argues that government should instead combat the legacy of slavery by improving schools, health care and the economy for all.

"I have said in the past _ and I'll repeat again _ that the best reparations we can provide are good schools in the inner city and jobs for people who are unemployed," the Illinois Democrat said recently.

Some two dozen members of Congress are co-sponsors of legislation to create a commission that would study reparations _ that is, payments and programs to make up for the damage done by slavery.

The National Association for the Advancement of Colored People supports the legislation, too. Cities around the country, including Obama's home of Chicago, have endorsed the idea, and so has a major union, the American Federation of State, County and Municipal Employees.

Obama has worked to be seen as someone who will bring people together, not divide them into various interest groups with checklists of demands. Supporting reparations could undermine that image and make him appear to be pandering to black voters.

"Let's not be naive. Sen. Obama is running for president of the United States, and so he is in a constant battle to save his political life," said Kibibi Tyehimba, co-chair of the National Coalition of Blacks for Reparations in America. "In light of the demographics of this country, I don't think it's realistic to expect him to do anything other than what he's done."

But this is not a position Obama adopted just for the presidential campaign. He voiced the same concerns about reparations during his successful run for the Senate in 2004.

There's enough flexibility in the term "reparations" that Obama can oppose them and still have plenty of common ground with supporters.

The NAACP says reparations could take the form of government programs to help struggling people of all races. Efforts to improve schools in the inner city could also aid students in the mountains of West Virginia, said Hilary Shelton, director of the NAACP's Washington bureau.

"The solution could be broad and sweeping," Shelton said.

The National Urban League _ a group Obama addressed Saturday without mentioning the issue in his speech _ avoids the word "reparations" as too vague and highly charged. But the group advocates government action to close the gaps between white America and black America.

Urban League President Marc Morial said he expects his members to press Obama on how he intends to close those gaps and what action he would take in the first 100 days of his presidency.

"What steps should we take as a nation to alleviate the effects of racial exclusion and racial discrimination?" Morial asked.

The House voted this week to apologize for slavery. The resolution, which was approved on a voice vote, does not mention reparations, but past opponents have argued that an apology would increase pressure for concrete action.

Obama says an apology would be appropriate but not particularly helpful in improving the lives of black Americans. Reparations could also be a distraction, he said.

In a 2004 questionnaire, he told the NAACP, "I fear that reparations would be an excuse for some to say, 'We've paid our debt,' and to avoid the much harder work."

Taking questions Sunday at a conference of minority journalists, Obama said he would be willing to talk to American Indian leaders about an apology for the nation's treatment of their people.

Pressed for his position on apologizing to blacks or offering reparations, Obama said he was more interested in taking action to help people struggling to get by. Because many of them are minorities, he said, that would help the same people who would stand to benefit from reparations.

"If we have a program, for example, of universal health care, that will disproportionately affect people of color, because they're disproportionately uninsured," Obama said. "If we've got an agenda that says every child in America should get _ should be able to go to college, regardless of income, that will disproportionately affect people of color, because it's oftentimes our children who can't afford to go to college."

One reparations advocate, Vernellia Randall, a law professor at the University of Dayton, bluntly responded: "I think he's dead wrong."

She said aid to the poor in general won't close the gaps _ poor blacks would still trail poor whites, and middle-class blacks would still lag behind middle-class whites. Instead, assistance must be aimed directly at the people facing the after-effects of slavery and Jim Crow laws, she said.

"People say he can't run and get elected if he says those kinds of things," Randall said. "I'm like, well does that mean we're really not ready for a black president?"

Yep I saw this one coming. Whatever he needs to say to make White people happy but It seems to be working. I wonder what or who he will denounce next week? I guess I will just wait and see. I figure that he will pick up the pace by the end of the month and start denouncing Blacks twice a week.

Have you ever heard the saying, "Give a man a fish and he'll eat for a day. Teach a man to fish and he'll eat for a year"? I think that's kind of the angle he's going for, and in my opinion, it makes perfect sense. We could be distracted with the idea of giving some sort of lump sum of money (which is unrealistic anyway, since it would probably bankrupt us), or improve the standard of living for African Americans, which would probably be worth far more than a few thousand dollars (If that).

Believing that "reparations" could be a diversion from "the real work that needs to be done" denounces blacks? His position may be at odds with pro-slave reparitionists, but that does not equal denouncement. In deed, he's saying he wants more than what he believes this approach will offer.

Why is he even talking about it? It is not like he has anything to do with reparations anyway. I know that the truth hurts but he is just doing this to appeal to White liberals. I would just rather him just shut up and not bother with any of this. He is going to loose our support if he keeps this up.

Funny but I did not hear anything about the Urban League folks asking John McCain what his position was on reparations. I am sick and tired of Obama being asked questions about what HE is going to do about black folks while they give McCain a free pass.

I am black and proud but I am sick and tired of black folks thinking Obama is supposed to be our saviour. What the heck have you all done to make white candidates accountable as well? I thought so...

Reparations isn't going to work but will create more division in this country between black and white. Don't we have enough already?

My children are mixed with their father being black but I have always felt that the best way to repair the damage is through programs that will help ALL the poor and this is where I agree with Obama.

Also, affrirmative action should now be applied on the basis of income and not color so that all those in need are helped. Guess I would put criteria in there to give blacks a few extra points though (probably not legal now though) as they have suffered such discrimination int he past and that was the whole point of affirmative action; to repair past damage. After the Bakke case though it probably won't fly.

The greatest help would be in the schools and with health care. It is insane that schools are funded on the basis of local property taxes so that the richest areas have the best schools and the poorest areas have the worst. That has to change and it should be a fair distribution across the population. education is at the core of this and I support Obama on this, completely.

We have a tendancy in this country to go for what I've heard called "cheap grace". An apology and a donation and now all is well. Only it isn't. Obama touched on it here when he said his concern was that a result could be:

'We've paid our debt,' and to avoid the much harder work."

If white America apologizes for the sins of our fathers a thousand times, it will never be enough. It's right to apologize, and if it would help we should apologize a thousand times more. But we run the danger of thinking that it's a cure. It isn't. It's a politically correct bandaid.

What we need to do is open up this wound and lance it. We can't do a thing about our father's sins in any real sense, but we can do something about the sin of grouping the real needs of people into demographic groups. Hunger and the desire for a fair shot at education and a decent life are color blind.

Having said this, I am white. To even touch on this I run the risk that wanting to see effective long term help given to undo the legacy of slavery rather than side-stepping with a symbolic but short term gesture could be viewed as racist at worst, insensitive at best. And I think this is what Obama was talking about in his speech in Philadelphia. The City of Brotherly Love.

IA with him and I'm not just saying that because I support him I feel if the government give slavery reparations it will be the excuse they need to abandon any hint of equal opportunity for AA. Affirmative Action would likely end Oh we already pay reparations we are not under any obligations it does more harm to the AA community than good. Reparations does not elimanate discrimination I'd rather the goverment spend the resources improving schools. It sounds corny but education is the best weapon in the fight against improving the lives of people of color.

Reparations would be similiar to the checks people got from the government to stimulate the economy. Each person spent those checks in the manner dictated by personal economic pressures. For the most part, those checks have been spent, and the personal situations of the people really haven't changed that much.

On a purely academic level, I am not sure that the history supports this contention. If you examine the differences in the economic states between the Northern and Southern United States leading up to the Civil War, you will note that the North was far above the South in terms of economic development. While the South was stagnant in an old economy based primarily on slave-driven agriculture, the North was leaping ahead with a spirit of inventiveness and industriousness based on principles of free trade, free contract, and paid labor. If anything, it appears the South was held back by their reliance on an economic model which promoted sustenance but not growth. The real wealth in this country was built through the engines of capitalism. This only fully flourished once the shackles of slavery were forever disposed of.

It's unrealistic, but the truth should be acknowledged. Like for instance, the fact that "neo-slavery" (google this) by US corporations kept going in the South up until 1941 because the country was embarrassed to accuse the Germans and Japanese of atrocities when they had some going on presently at the time.

There should be reparations, but they should be seen in concerted efforts to bring African American neighborhood schools up to the standard of white areas. Reparations should be paid by creating parity in work, health care and opportunities. Only from a place of equality can the scars of slavery be erased from these communities.

I'm telling you, that's why I like this guy. Instead of kissing up any group for votes (and considering he is half Black), and he isn't afraid to voice something that may not put him in good graces with everyone. He also said during this campaign that when he talked to the auto makers, that not everyone liked everything he said. I think this trait is an admirable one.

He knows the only way you get something is by having the ability to compromise and be pragmatic. Eventually you get it all, but you have to start with one small step at a time. His experience in the Illinois Senate taught him that.
