WARSAW, Poland — Poland and the United States struck a deal Thursday that will strengthen military ties and put an American missile interceptor base in Poland, a plan that has infuriated Moscow and sparked fears in Europe of a new arms race.

"We have crossed the Rubicon," Polish Prime Minister Donald Tusk said, referring to U.S. consent to Poland's demands after more than 18 months of negotiations.

Washington says the planned system, which is not yet operational, is needed to protect the U.S. and Europe from possible attacks by missile-armed "rogue states" like Iran. The Kremlin, however, feels it is aimed at Russia's missile force and warns it will worsen tensions.

U.S. officials also said the timing of the deal was not meant to antagonize Russian leaders at a time when relations already are strained over the recent fighting between Russia and Georgia over the South Ossetia region.

In an interview on news channel TVN24, Tusk said the United States agreed to help augment Poland's defenses with Patriot missiles in exchange for placing 10 missile defense interceptors in the eastern European country.

He said the deal also includes a "mutual commitment" between the two nations to come to each other's assistance "in case of trouble."

That clause appeared to be a direct reference to Russia, which has threatened to aim its nuclear-armed missiles at Poland _ a former Soviet satellite _ if it hosts the U.S. site.

Poland has all along been guided by fears of a newly resurgent Russia, an anxiety that has intensified with Russia's offensive in Georgia, a former Soviet republic. The incursion, along with the bombing of military posts and airfields inside Georgia, has underlined a palpable fear in the region of Russia's renewed vigor and confidence.

In past days, Polish leaders said the war justified Poland's demands that it get additional security guarantees from Washington in exchange for allowing the anti-missile base on its soil.

Talking about the "mutual commitment" part of the agreement, Tusk said that the North Atlantic Treaty Organization would be too slow in coming to Poland's defense if threatened and that the bloc would take "days, weeks to start that machinery."

"Poland and the Poles do not want to be in alliances in which assistance comes at some point later _ it is no good when assistance comes to dead people. Poland wants to be in alliances where assistance comes in the very first hours of _ knock on wood _ any possible conflict," Tusk said.

He said that armed with Patriot missiles, Poles "will be able to effectively protect our territory."

But after the deal was announced, both American and Polish officials sought to play down any connection to the Georgian war.

"This is not linked to the situation in Georgia," the chief U.S. negotiator, John Rood, told The Associated Press, after the pact was initialed. "We had made these arrangements for this round of negotiations before the conflict in Georgia, and so we just merely continued with the schedule we had."

In Washington, White House spokeswoman Dana Perino also said the timing was not meant to tweak Russia. "We believe that missile defense is a substantial contribution to NATO's collective security," she said.

In initial reaction from Russia, the parliamentary foreign affairs committee chairman, Konstantin Kosachev, was quoted by Interfax news agency as saying the agreement will spark "a real rise in tensions in Russian-American relations." He repeated the view that defense shield really targets Russia's arsenal.

The Pentagon has stressed that the 10 interceptors planned for Poland are not designed to counter Russia's huge missile arsenal, but rather to defend against emerging threats from countries such as Iran. Pentagon leaders have pushed to move as quickly as possible to implement the agreement, in light of the recent series of missile tests by Iran.

According to a senior defense official, the U.S. will base one Patriot missile battery in Poland along with about 100 U.S. military personnel to support it. The associated costs would be shared to some degree by both countries, said the official, who spoke on condition of anonymity because the agreement has not yet been formally signed. The Patriot will come from a battalion currently in Germany.

After Tusk announced the deal, it went through an initial signing ceremony late Thursday in Warsaw, but still needs approval from Poland's government and parliament and a final signing by Secretary of State Condoleezza Rice at a yet unspecified date.

At the signing, Polish Foreign Minister Radek Sikorski said the deal would strengthen the U.S., Poland and NATO.

Earlier this year, NATO endorsed the U.S. plan to expand its global missile defense shield with the planned site in Poland and a linked radar tracking base in the Czech Republic.

"Only evil people should be afraid of our agreement," Sikorski told reporters after Rood and his Polish counterpart, Andrzej Kremer, initialed the agreement at the Foreign Ministry.

The U.S. has also reached an agreement with the Czech Republic's government to place the radar component of the missile defense shield in that country. That deal still needs approval from Czech parliament.

Republican opportunists are using the myth of Iranian (and now Russian) aggression to try to piece together a money maker for the military industrial complex. They are like dogs returning to their vomit. But, Russia isn't about to let this happen. They control almost all of Europe's oil. And they will get tired (if they aren't already) of us poking them with a stick. This is stoopid. (It's so dumb it doesn't even deserve to be spelled right)

Foreign policy is a-political party. You mean that the Democrat party Obama would not support Poland. Most recent secretary of states and advisers Madeline Albright and Brzezinski were born in Eastern Europe, lived under Russian, totalitarian rule and are very anti-Russian. If anything the Democrats will be more anti Russian which is good with me. Bad thing now is Russia is more powerful because they do not a a weak communist economy but a capitalist economy. They are more stronger , more danger, but the same gang of KGB trained gangsters.

Russia is a dangerous and destabilizing foe, and with Putin in charge, a real challenge. I agree, Dems are likely to be more anti-Russian.

Hopefully, they will also do a much, much better job of playing global power.

Patriot missiles in Poland?

Soon Moscow will be on a 3 minute to launch warning time.

More NATO aggression is clearly the best way to spread democracy throughout the world.

NATO is by definition only disinterested love and goodness (no national interests apply), so its expansion is also by definition an absolute good, even if it massively destabilizes the peace, as in Georgia, and doubtless soon in Ukraine and eventually Poland and the Czech Republic.

As Putin said, quoting Bismark: "It is not your intentions that matter, it is your capabiliti­es."

Yeltsin would never have anointed a hawk like Putin as his successor without NATO expansion.

And now Russia will help Iran even more in accelerating its nuclear program and bolstering its survivability.

I see an "oops" nuke bombing of Poland in the next 10-15 years. And we won't launch retaliatory Armageddon to help them, just like we haven't lifted a finger for Georgia, nor should we.

Still, the American people will have another 10 years of thinking of themselves as the bully on the block (sort of), which will be of great comfort as we decline into economic irrelevance like other over-extended Empires.

We must enourage every nation to sign the Nuclear non-proliferation treaty,Iran has.Isreal and India should be next,and the U.S. should comply with it's treaty obligation­s.Depleted Uranium and Radiological battlefield weapons should be included in this ban.The double standards we apply to our allies are totally dangerous and hypocritical.
The "tests" of anti satalite weaponry lately have been a way to camoflage ongoing A.B.M. and other Star wars type programs .
When will the powers that be realise that these terible weapons systems cannot be defended againt?The enviornmental tolls of the planet alone make them suicidal.
The U.S. hasn't a moral leg to stand on when skolding North Korea or Iran we need to walk the talk!

The first rule of brinksmanship is, never, ever play a hand you cannot be certain of winning.

This latest Bushco play has all the brilliance and logic of the Iraq debacle - a big show of tough bravado with no strategy, no game plan, no followthrough at all.

What happens when Russia cuts off oil and gas shipments? Play it out - is that the kind of "trouble" that the US will go to war for? If it isn't, then what are we pretending to do?

Putin is a grand master at espionage and chess, he's playing global power, empire building. He's sitting on exploding oil revenues, and has little to lose by taking the most aggressive position whenever and wherever he wants.

We've got the town checker champ, playing for rounds of beer and thumps on the back. When he's not on vacation. And in the wings, willing to commit US forces to keep the Iraq - Pakistani border safe? No nation invades another any more? Wanna see Cindy pull off her top?

I was somewhat opposed to missiles in Eastern Europe until Georgia but no longer. Europe and America must decide quickly how far we'll go to protect former USSR states and satellites. If we aren't willing to tell Russian leadership to suck on their natural gas, and, to militarily and economically defend former Warsaw Pact and USSR states, then we ought to put an immediate end to the bluster and BS about EU and NATO membership. But if we intend to support these nations, it's would be perfectly reasonable to flip the proverbial bird at Russian leadership as a way of advising them we aren't amused by their performance in Georgia. If the duly elected Polish government wants missiles they've got a right to them and after Georgia they'd be crazy not to be worried about the "new" Russia. The West should be more than willing to admit that they are in part meant to protect Poland against Russia.

Is this really a smart idea for Poland to make a deal with a Lame Duck like Bush at this time? I for one didn't like being a kid growing up in the cold war and it's associated propaganda. Are we a little big for our britches? What if the Soviets said, "Oh, those missiles in Cuba are only for defense from Rogue nations?"

Am I losing it? We are providing anti-missile defense, to defend against Iranian nukes that we all know they do not have. Is this what we are billing the foundation for WW3? And for some reason leaders around th world believe the is a sound strategy. Have we (Americans) gone out of our mines??? This is all about power! Unadolerated power!
