CHICAGO — Sen. Joe Biden has emerged as the favorite among Democrats to be Barack Obama's running mate for his understanding of foreign policy in grave global times and his fighting spirit against the rival Republican ticket.

Obama is keeping his decision quiet, but his staff in Chicago and party activists who await a decision are buzzing about Biden in large part because he can address two of Obama's biggest weaknesses _ his lack of experience, especially on world affairs, and his reluctance to go on the attack. The speculation is less of an indicator of whether Biden will ultimately be Obama's pick, and more of a recognition of the challenges their candidate faces at this pivotal moment in the race.

Obama plans to appear with his newly selected running mate Saturday, with the pick announced via text message to supporters. Obama also is widely thought to be considering Govs. Kathleen Sebelius of Kansas and Tim Kaine of Virginia, and Sen. Evan Bayh of Indiana.

Biden, 65, was first elected to represent Delaware in 1972. Obama was 11 at the time; half the people living in the U.S. were not born when Biden arrived on Capitol Hill. He is a curious front-runner to join a ticket headed by Obama, who prevailed during the primaries by making the case that he is an outsider who can bring change to Washington.

Biden is a charismatic and hard-charging campaigner with a compelling personal story _ his wife and daughter were killed in a car accident a few weeks after he was first elected, but two sons survived serious injuries in the crash. Biden commuted home to Wilmington daily to care for them, a practice he continues to this day. The oldest son, Beau, is now Delaware's attorney general and a National Guard member whose unit is being deployed to Iraq in October.

Biden got another scare 10 years ago, when two brain aneurysms kept him out of the Senate for several months.

Biden returned Monday from a trip to Georgia at the invitation of the embattled country's president, a well-timed reminder of the value he could bring to Obama's ticket.

Fighting between Georgia and Russia has only increased the sense that Americans will turn to the candidate they believe will be a strong international leader. McCain brings a military background and leadership on the Senate Armed Services Committee. Obama only has served three years in Washington, but Biden is chairman of the Senate Foreign Relations Committee, where he has served for 33 years.

Polls also show the race between Obama and GOP rival John McCain tightening, and Obama is responding by stepping up his attacks in speeches and commercials targeted to key states. Obama has never been entirely comfortable going negative, a move that threatens his call for civility in politics, but Biden has never shied from a fight.

"He's passionate, he's articulate and he's persuasive," said Democratic consultant Steve McMahon, among those who consider Biden Obama's smartest pick. "I think he would do for Senator Obama what Lyndon Johnson did for John Kennedy. He's got serious foreign policy experience, a long and distinguished Senate resume and he is one of the most effective surrogates that Senator Obama has right now who can go toe-to-toe with any Republican on any issue at any time."

Obama could have been describing Biden when he said in a speech Tuesday that he wants his running mate to be "somebody who is mad right now" about the state of the economy, an independent who will speak out when he's wrong and help him through major issues.

During the Democratic primary when he also sought the presidential nomination, Biden often made the most memorable impression in debates even though he was barely registering in the polls. He got big laughs for accusing Republican candidate Rudy Giuliani of mentioning three things in every sentence _ "a noun, a verb, and 9/11" _ and also leveled barbs at Obama.

He said he didn't think Obama was ready to be president yet, saying it's "not something that lends itself to on-the-job training." He offended some blacks when on the first day as an official presidential candidate he tried to compliment Obama as "the first mainstream African-American who is articulate and bright and clean." He dropped out of the race after a poor showing in Iowa.

Republicans would be sure to revive Biden's criticisms of Obama and already envision a line of attack that says Obama is so inexperienced he needs a running mate who has been in Washington longer than McCain, who was elected to Congress in 1982, a decade after Biden.

Biden is famous for being able to talk at length _ sometimes at mind-numbing length _ on any topic, but he has enhanced his standing in the vice presidential race by avoiding discussion of it.

Obama's running mate contenders have been instructed to be mum _ a trait not considered Biden's strong suit. But he has played by Obama's rules, denying he was being vetted when he most likely was. He bluntly acknowledged he'd take the job if asked, while jokingly warning that Obama might not want him.

"I made it clear to him and everybody else, I never worked for anybody in my life," he told reporters last month. "I got here when I was 29. I never had a boss. I don't know how I'd handle it."

He gave nothing away Wednesday, as reporters staked out his home in anticipation of the pick. The senator took a load of brush in the bed of a white Ford pickup truck to the dump. He returned about 2 1/2 hours later, saying he would be working on his property throughout the day and would have no further comment.

Were you watching CNN just a bit ago when O was speaking in Virginia? I noticed something again today about their coverage of him...... They showed O speaking to the crowd, and when he started to expose some of the gaffes and what not that McCnn has said... they switched back to the commentator who started talking about how close the race was getting and that O was down in the polls.....

Let me tell you why Biden is the BEST choice. Let's all be honest and keep it real

1) He is white
2) He is older
3) He has a lot of experience
4) Americans especially those who cant seem to vote for another race will feel safer with numbers 1,2, and 3

He is the safest and most outspoken out of the entire names been circulated.

Here some reasons why I respectfully disagree:
He is duller than watching paint dry.
He steals other people's thoughts and makes them his own.
He had the audacity to think he could be president.
His mouth overloads his brain about 10 times per day.
He is an east coast, entrenched politician whom we should be tired of.
If he is the best we can do, we are not very good.

Try researching the guy and get back to us.
In my book, he was the only one in the debates who had semblance of honesty and real knowledge (not to mention wit). But some people don't recognize smarts and honor unless it's in an easily digestible soundbyte....like the ones you just listed.

I can't believe we are still debating whether Hilary should be VP or not. She can't. She torched that bridge a long time ago, and now she has to live with the consequences. It's a shame really. She had the nomination all but locked up, and if she stuck with the high ground it would have been hers.

I've lost count of how many times the Republicans have been using the 3AM phone call argument against Obama lately. Thanks for the help Hill. What do you do for an encore?

Biden is by far the best choice. You want straight talk express? You want a maverick? That's Biden. Totally shoots from the hip. Has no problem calling it as he sees it. Respected throughout the world. And has more experience in handing world issues than McCain does. Sure we're never going to agree 100% with anyone, but Biden is right more often than he is wrong.

I feel sorry for whomever has to debate against Biden. They are going to go home crying.

For once the Dems are going to have a killer ticket. We need to get behind these guys.

Why the heck is the electorate suddenly worried about Obama’s lack of experience. I mean, good grief they elected Bush twice. Bush was dumb. Obama is smart. Bush was a goof-off who never succeeded at any thing. Obama was a brilliant Constitutional lawyer and an effective community organizer. Bush was backed by, and served the interests, of Cheney’s Neocon bandits, a cabal out to raise hell in the world and loot the national treasury. Obama wants to surround himself with highly capable folks eager to clean up the Bush Cheney fiasco. So what’s not to like about Obama? Come on people you can’t be so dense as to fall for another 4 years of Neocon mismanagement lead by a Bush type, bottom of his class goof-off. My friends, John McCain is just plain dangerous.

Maybe Sean Hannity and Rush Limbaugh's electorate have learned this, but few others ascribe to their instructional guidelines. The rest of us are generally independent and critical thinkers who have learned for ourselves who Obama is, and we like what we know and what we see.

There's a vast difference between actually learning on your own and simply being spoon-fed what others want you to believe. Apparently, you enjoy spoon-feeding!

Adlai Stevenson was smart. Smart does not win elections. Ruthless, cunning and shrewd wins elections. Sounds like Clinton time. He will bring something Clinton can't bring, beginning with integrity. He's not perfect, and I'm sure he has some baggage somewhere, but nothing like the Clintons have. He will also be someone Senator Obama can trust, again unlike HIllary and Bill Clinton! Many Democrats, much less Republicans and Independents, will not vote for Obama if Clinton is on the ticket. So he brings votes as well. Biden is brilliant on foreign affairs and understands America's relationship with the world community at a level that neither Hillary nor our current president can even conceive. He will be a tremendous asset to Senator Obama, as someone who is Obama's intellectual equal, someone he can trust, as someone who respects his party and will never place himself before the country he serves, none of which Hillary Clinton could ever bring to this table!

Those who are belaboring the lack of experience-questionable associates-arrogant and elitist arguments are merely rationalizing their fear of a black president. There will NEVER be another Bush and Daddy Cheney combination! These kind of anamolies occur only once in a lifetime.

Biden is an excellent VP choice, and his foreign affairs expertise is the clincher. He's still almost ten years younger than McCain, and he has the mind of a man even younger. Both he and Senator Obama are brilliant men who put the interests of our country first, and their's will be a perfect ticket, certainly superior to a McCain/Romney ticket!!! Besides, it's McCain who has to be concerned about age in picking his VP, not Obama. Senator Obama is 48 years old ... it's McCain who's 72!!!

More grist for the mill: David Gergen thinks Obama needs a game changer like HRC or Gore as VP. Biden is from a small east coast state, is not known for much of anything besides talking, and has a soft-sounding last name, like Obama. Too many "B"s. I'm serious about this, folks.

Gergen has been shrilling for Hillary throughout this election season! And anyone who is deterred from voting for Obama/Biden because there're too may "B's" in their names needs to vote for McCain/Romney. They would be a lot closer to their intellectual level and the low-information voters to whom they appeal than they would be to Obama and Biden anyway.

John Mc Cain said in an interview with Politico on Wednesday "that he was uncertain how many houses he and his wife, Cindy, own."

"I think -- I'll have my staff get to you," Mc Cain said. "It's condominiums where -- I'll have them get to you."

The answer, according to the group Progressive Accountability, is an even 10 combined homes, ranches, condos, and lofts, together worth an estimated $13,823,269.

Too many middle-class and lower-class people -- the working stiffs -- have been bamboozled into believing that they too will be rich some day, and then they vote accordingly. I know people who don't have two rocks to bang together but say they vote Republican because they don't tax you when you die. They are primed to believe that: McCain will keep them safe, and McCain will not raise their taxes. That's all they understand. Oh, and McCain is white.

I would love to see an ad out NOW over McCains comments on the draft. It's not getting enough play. Too many of McCains real feelings end up falling thru the cracks and so the election is about Obama and not McCain. What the hell are they waiting for, to lose the election. I am running out of patience, because in some ways it feels like Kerry again. Obama needs to hit a lot harder. Where is MoveOn and some of the other independents doing ads, and why aren't the news organizations picking them up. They had not problem with the Paris Hilton ad, showing that a million times. Let's watch McCain and the draft idea a million times.

I share your fears. When it was Axelrod and Daley calling the shots things never seemed to get out of focus, but I saw the other day that people who helped drive Bill Bradley's 2000 campaign into the ditch are now apparently in positions of influence. I think that dragging this VP selection out in the public eye is a mistake; this is effectively the first election that is being held in a true 24/7, internet driven news environment and things that might have been OK eight years ago don't work now. Also, the strategy might have worked when/if he thought he couldn't lose, but now it just enables people to get entrenched around who they think is best and miffed if their person isn't picked.

Russia's flexing its muscles, plus it's positioning itself to control oil.
China's a rising force, plus it owns a good chunk of our national debt.

Now is NOT the time for some "who-dat" from the heartland, both on the merits AND in terms of swaying what now is a dead-heat electorate.

Like it or not, McCain's campaign has been kicking Obama's campaign's butt.

BIDEN FOR VP!

Can any of the others bring even half the rhetorical firepower to the race? No way.

You make a very good point and it highlights Obama's challenge (also, "'who-dat' from the heartland" is a great line).

The more this campaign turns towards the international arena, the more Obama is forced to shore up that weakness. However, none of the people that shore them up also help him in terms of EVotes.

But, I think he has no choice. My personal preference, evidently dismissed by the campaign, is Clark.

Biden fills the bill, but he's never had to make an executive or military decision, he's long winded (thus prone to going off message), he can be portrayed as very liberal and he comes across as imperious (absolutely has to stop looking over his glasses when he's making a point). And, we have Delaware's three EV's in the Blue column.

James Carville, whatever else one might think of him, rightly earned his credentials by keeping 1992 focused on "The Economy, Stupid." If this election becomes about Georgia and Poland and Al Qaeda, we're in trouble. As I indicated in a post above, I've started to wonder who's calling the message shots on the campaign. Now, we're up against Rove, who has effectively taken over McCain's campaign according to reports. When it was just Axelrod and Daley things were pretty good. Now Obama has some people running around, talking to the media who are throwbacks to failed Presidential candidates and their campaigns.
