CHICAGO — Sen. Joe Biden has emerged as the favorite among Democrats to be Barack Obama's running mate for his understanding of foreign policy in grave global times and his fighting spirit against the rival Republican ticket.

Obama is keeping his decision quiet, but his staff in Chicago and party activists who await a decision are buzzing about Biden in large part because he can address two of Obama's biggest weaknesses _ his lack of experience, especially on world affairs, and his reluctance to go on the attack. The speculation is less of an indicator of whether Biden will ultimately be Obama's pick, and more of a recognition of the challenges their candidate faces at this pivotal moment in the race.

Obama plans to appear with his newly selected running mate Saturday, with the pick announced via text message to supporters. Obama also is widely thought to be considering Govs. Kathleen Sebelius of Kansas and Tim Kaine of Virginia, and Sen. Evan Bayh of Indiana.

Biden, 65, was first elected to represent Delaware in 1972. Obama was 11 at the time; half the people living in the U.S. were not born when Biden arrived on Capitol Hill. He is a curious front-runner to join a ticket headed by Obama, who prevailed during the primaries by making the case that he is an outsider who can bring change to Washington.

Biden is a charismatic and hard-charging campaigner with a compelling personal story _ his wife and daughter were killed in a car accident a few weeks after he was first elected, but two sons survived serious injuries in the crash. Biden commuted home to Wilmington daily to care for them, a practice he continues to this day. The oldest son, Beau, is now Delaware's attorney general and a National Guard member whose unit is being deployed to Iraq in October.

Biden got another scare 10 years ago, when two brain aneurysms kept him out of the Senate for several months.

Biden returned Monday from a trip to Georgia at the invitation of the embattled country's president, a well-timed reminder of the value he could bring to Obama's ticket.

Fighting between Georgia and Russia has only increased the sense that Americans will turn to the candidate they believe will be a strong international leader. McCain brings a military background and leadership on the Senate Armed Services Committee. Obama only has served three years in Washington, but Biden is chairman of the Senate Foreign Relations Committee, where he has served for 33 years.

Polls also show the race between Obama and GOP rival John McCain tightening, and Obama is responding by stepping up his attacks in speeches and commercials targeted to key states. Obama has never been entirely comfortable going negative, a move that threatens his call for civility in politics, but Biden has never shied from a fight.

"He's passionate, he's articulate and he's persuasive," said Democratic consultant Steve McMahon, among those who consider Biden Obama's smartest pick. "I think he would do for Senator Obama what Lyndon Johnson did for John Kennedy. He's got serious foreign policy experience, a long and distinguished Senate resume and he is one of the most effective surrogates that Senator Obama has right now who can go toe-to-toe with any Republican on any issue at any time."

Obama could have been describing Biden when he said in a speech Tuesday that he wants his running mate to be "somebody who is mad right now" about the state of the economy, an independent who will speak out when he's wrong and help him through major issues.

During the Democratic primary when he also sought the presidential nomination, Biden often made the most memorable impression in debates even though he was barely registering in the polls. He got big laughs for accusing Republican candidate Rudy Giuliani of mentioning three things in every sentence _ "a noun, a verb, and 9/11" _ and also leveled barbs at Obama.

He said he didn't think Obama was ready to be president yet, saying it's "not something that lends itself to on-the-job training." He offended some blacks when on the first day as an official presidential candidate he tried to compliment Obama as "the first mainstream African-American who is articulate and bright and clean." He dropped out of the race after a poor showing in Iowa.

Republicans would be sure to revive Biden's criticisms of Obama and already envision a line of attack that says Obama is so inexperienced he needs a running mate who has been in Washington longer than McCain, who was elected to Congress in 1982, a decade after Biden.

Biden is famous for being able to talk at length _ sometimes at mind-numbing length _ on any topic, but he has enhanced his standing in the vice presidential race by avoiding discussion of it.

Obama's running mate contenders have been instructed to be mum _ a trait not considered Biden's strong suit. But he has played by Obama's rules, denying he was being vetted when he most likely was. He bluntly acknowledged he'd take the job if asked, while jokingly warning that Obama might not want him.

"I made it clear to him and everybody else, I never worked for anybody in my life," he told reporters last month. "I got here when I was 29. I never had a boss. I don't know how I'd handle it."

He gave nothing away Wednesday, as reporters staked out his home in anticipation of the pick. The senator took a load of brush in the bed of a white Ford pickup truck to the dump. He returned about 2 1/2 hours later, saying he would be working on his property throughout the day and would have no further comment.

I don't get it! Yesterday John McCain said that he " did not disagree" with a woman who said that the U.S. needed to re-instate the draft in order to continue our wars that we are involved in and this post is running,as it's main story, who is going to be Obama's vp pick.What the hell is wrong with you idiots?McCain is caught on video saying that he is in favor of re-instating the military draft and you guys are going ape sh*t about Barack's possible VP choice. I find it suspiciously "convenient" that Murdock's WSJ "poll", among others, came out this week---just before the Convention---suggesting a near tie between McCain and Obama, instantly prompting the media's talking heads to infer that Obama NEEDS Hillary to defeat McCain! What a perfect setup for Hillary's Monday night speech!

I seem to remember how, during the primary, Hillary notably met with, and courted the favor of, former arch-enemy Murdock, and willingly appeared on once-hated Fox Network! Have Republicans suddenly fallen "in love" with Hillary after 14 years of trying to destroy the Clintons, OR do they see a last chance opportunity to force Obama to put her on the ticket, a SURE BET to mobilize the Republican base turnout?

Cheney is above nothing nefarious and disgustingly self serving. However, why would Putin want to invade Georgia at Cheney's behest? That would give him exactly WHAT advantage? A move of the American electorate to the Right and a possible McCain presidency?

Putin and the rest of all world leaders, for that matter, would be better off with an Obama presidency, as he is less likely to bomb, bomb, bomb them as he has this personal quirk called critical thinking. Plus a tendency to diplomacy.

Putin did what Putin did because he is Putin; he wants to rule with an iron fist like Stalin, but live like a movie star capitalist.

Though I do not have the links to the tapes, I do remember seeing the tapes of her "private" meeting with Murdoch after the event you referenced. She also appeared for interviewing at least twice on Fox News during the primary.---The Clintons' courting of their longtime media arch enemies is akin to McCain's hiring Rove's minions to run his campaign!

For all of you who live and die by polls, remember what the polls were for John Kerry??? For Al Gore??? The national polls mean nothing. This is a race about electoral points, not popular vote (and yes, even the small states count).
All that matters is what happens in the end. We need overwhelming numbers.

It is way too early to tell, despite what the talking heads say and blather about.

Put quite nicely..You know that to say there are some people out there that probably shouldn't be able to have the right to determine the fate of the presidecy in their hands is at the least politicaly incorrect.I do think that swinging at Sen McFuddle as you say won't register for the obvious reasons. .People still most of the time get the government they deseve....

I don't think I said this. What I think is that the democrats have to argue at the same level as the republicans to be taken seriously by a rather large section of the population. As regards government, I think Plato's criticism of a democratic form of government is spot on, and we are living proof.

Obama could do a lot worse than HRC in those states such as PA, Ohio, Indiana, etc.

I wonder. How do we know that Hillary didn't do a deal with McDrill during her campaign? Maybe she said she'd praise him and prefer him over Obama as commander-in-chief, and even have Bill make subtle (and yet somehow not) references to her and McCain being good candidates, leaving Obama out in the cold, if he promised not to bring up certain things later on. At the time, she would have believed she would get the nomination. You never know. Myself, I think McDrill will concentrate his fire on Obama, even if Hillary is chosen as veep.

Mrs. Clinton would be the worst possible pick in terms of Independents, which Obama needs to win. HAven't you looked at her polling in places like Colorado, where Independents loathe her ? Even the chair of the Democrats in Colorado has told reporters it would be a mistake to pick her.

Has America become a country of 10 year olds who haven't been toilet trained? Mr. Biden's
perfectly legitimate comment about a successful dump seems to have reporters and others
twittering like giggly schoolchildren. I think this country is doomed if such silliness takes over
news programs, including Mr. Olbermanm's (sp?) instead of what's really important. It would
seem that the country that led the world in progress for hundreds of years has suddenly
become backward about sex, manners, and natural functions. Come on everybody, grow up!

Don't you find it curious that oil prices rose dramatically only after the final midterm election in the second and final term of the Bush/Cheney administration? Naturally, such oil prices would have resulted in an overwhelming defeat of the Republican slate had it occurred earlier. Could this be part of the strategy arising out of those highly secret energy policy meetings that Cheney chaired with oil company executives? (By the way, out of some 40 meetings, Cheney met only once with executives from the wind and solar industry. Doesn't surprise me one bit...And it is clear by McCain's remarks that oil and nuclear will be the major components of his energy policy, while only giving lip service to renewables. It should also be clear to everyone by now that the only effective way to wean ourselves off of the costly foreign oil addiction is by gradually investing more and more in renewables, specifically wind and solar. It's inexhaustible and will go a long way in creating a huge number of green jobs as we build the infrastructure for a clean and independent energy future.)
