CHICAGO — Sen. Joe Biden has emerged as the favorite among Democrats to be Barack Obama's running mate for his understanding of foreign policy in grave global times and his fighting spirit against the rival Republican ticket.

Obama is keeping his decision quiet, but his staff in Chicago and party activists who await a decision are buzzing about Biden in large part because he can address two of Obama's biggest weaknesses _ his lack of experience, especially on world affairs, and his reluctance to go on the attack. The speculation is less of an indicator of whether Biden will ultimately be Obama's pick, and more of a recognition of the challenges their candidate faces at this pivotal moment in the race.

Obama plans to appear with his newly selected running mate Saturday, with the pick announced via text message to supporters. Obama also is widely thought to be considering Govs. Kathleen Sebelius of Kansas and Tim Kaine of Virginia, and Sen. Evan Bayh of Indiana.

Biden, 65, was first elected to represent Delaware in 1972. Obama was 11 at the time; half the people living in the U.S. were not born when Biden arrived on Capitol Hill. He is a curious front-runner to join a ticket headed by Obama, who prevailed during the primaries by making the case that he is an outsider who can bring change to Washington.

Biden is a charismatic and hard-charging campaigner with a compelling personal story _ his wife and daughter were killed in a car accident a few weeks after he was first elected, but two sons survived serious injuries in the crash. Biden commuted home to Wilmington daily to care for them, a practice he continues to this day. The oldest son, Beau, is now Delaware's attorney general and a National Guard member whose unit is being deployed to Iraq in October.

Biden got another scare 10 years ago, when two brain aneurysms kept him out of the Senate for several months.

Biden returned Monday from a trip to Georgia at the invitation of the embattled country's president, a well-timed reminder of the value he could bring to Obama's ticket.

Fighting between Georgia and Russia has only increased the sense that Americans will turn to the candidate they believe will be a strong international leader. McCain brings a military background and leadership on the Senate Armed Services Committee. Obama only has served three years in Washington, but Biden is chairman of the Senate Foreign Relations Committee, where he has served for 33 years.

Polls also show the race between Obama and GOP rival John McCain tightening, and Obama is responding by stepping up his attacks in speeches and commercials targeted to key states. Obama has never been entirely comfortable going negative, a move that threatens his call for civility in politics, but Biden has never shied from a fight.

"He's passionate, he's articulate and he's persuasive," said Democratic consultant Steve McMahon, among those who consider Biden Obama's smartest pick. "I think he would do for Senator Obama what Lyndon Johnson did for John Kennedy. He's got serious foreign policy experience, a long and distinguished Senate resume and he is one of the most effective surrogates that Senator Obama has right now who can go toe-to-toe with any Republican on any issue at any time."

Obama could have been describing Biden when he said in a speech Tuesday that he wants his running mate to be "somebody who is mad right now" about the state of the economy, an independent who will speak out when he's wrong and help him through major issues.

During the Democratic primary when he also sought the presidential nomination, Biden often made the most memorable impression in debates even though he was barely registering in the polls. He got big laughs for accusing Republican candidate Rudy Giuliani of mentioning three things in every sentence _ "a noun, a verb, and 9/11" _ and also leveled barbs at Obama.

He said he didn't think Obama was ready to be president yet, saying it's "not something that lends itself to on-the-job training." He offended some blacks when on the first day as an official presidential candidate he tried to compliment Obama as "the first mainstream African-American who is articulate and bright and clean." He dropped out of the race after a poor showing in Iowa.

Republicans would be sure to revive Biden's criticisms of Obama and already envision a line of attack that says Obama is so inexperienced he needs a running mate who has been in Washington longer than McCain, who was elected to Congress in 1982, a decade after Biden.

Biden is famous for being able to talk at length _ sometimes at mind-numbing length _ on any topic, but he has enhanced his standing in the vice presidential race by avoiding discussion of it.

Obama's running mate contenders have been instructed to be mum _ a trait not considered Biden's strong suit. But he has played by Obama's rules, denying he was being vetted when he most likely was. He bluntly acknowledged he'd take the job if asked, while jokingly warning that Obama might not want him.

"I made it clear to him and everybody else, I never worked for anybody in my life," he told reporters last month. "I got here when I was 29. I never had a boss. I don't know how I'd handle it."

He gave nothing away Wednesday, as reporters staked out his home in anticipation of the pick. The senator took a load of brush in the bed of a white Ford pickup truck to the dump. He returned about 2 1/2 hours later, saying he would be working on his property throughout the day and would have no further comment.

Republicans hate the idea of Obama/Bayh. Two young, handsome men taking our country into a new era is sure to whip McCain/anybody. It looks like change. People have seen Biden, they know him, it's not change. Obama/Bayh is new, experienced, young, beautiful. Plus he can help win indiana. The main purpose of the VP is to add a look of success. Obama and young family on stage with Bayh and young family screams CHANGE

Obama doesn't need Biden for experience. As president, he would have access to Biden anytime he wanted to. His advice is always going to be there. For VP, a look of CHANGE is needed, thats why we need Bayh

Iraq is more than a war, it's an ideological approach.

I agree. Evan Bayh would help fill a void and make a formidable teammate. If Premier NObama choses Uncle Joe, then he's TOAST. Uncle Joe comes to the table with way too many GAFFE's and a running mouth. Republican campaign strategist would relish Uncle Joe on the ticket. But, as I've said before, the Libs will step all over their own DORKS to lose this race.

HMMMMM. Anybody that says "NObama" should......do this or that is ridiculous. It makes me feel that Joe Biden is definitely the right choice.

Either go back to the McCain website or pull out your school books and study 'reverse psychology'. Then pull out your history books and study how expensive chronic war is for a study (the collapse of the former USSR is really good on this point. )

I believe the polls are rigid to manipulate Senator Obama into selecting Hillary as his running mate. It seems strange that before the polls started tighten, the Pro Hillary Pundits and the Republicans kept saying if the polls starts tighten then he probably would have to pick Hillary. And suddenly the polls starts tighten.

These polls are designed to manipulate, nothing more nothing less.

It's up to the American People to change this election not a bunch of corrupted political corporate money driven pundits

I saw the interview also and what I took away from that is Paul Begala is suspicious of the polls also and won’t allow himself to be use into playing this game. Paul Begala was one of her biggest supporters but he also is aware of what corporate media is capable of.

And Lets face it CNN, NYT Caucus Blog and Dan Abrams have a strange obsession with Hillary Clinton.

I would like to know what is going on. Last night on Hardball, Chuck Todd, whom I have come to respect, was all excited about a "new poll" that showed that Hillary Clinton would defeat McCain
by 2 or 3 more points than Obama would defeat him. WTF? Why, exactly, was this "poll" taken?

I will not be able to breathe until Joe Biden (or almost anyone but Hillary Clinton) is announced
as Obama's running mate -- and until we get through Tuesday's Hillary Orgy and Bill Clinton's
speech on Wednesday.

The conventional wisdom is that Biden is an asset because of his foreign policy experience.

As I recall, Biden favored partitioning Iraq. If Biden is chosen, does this mean that Obama will take his advice and call for Iraq to be partitioned?


Or will he ignore Biden's position on Iraq? In which case, why hook up with someone for their "foreign policy experience" if you are going to ignore their recommendations?

I can assure you that Senator Biden has most definitely NOT called for the partitioning of Iraq. in fact, you will be surprised to learn that the Biden strategy for reversing US policy in Iraq by promoting a sustainable political settlement based on federalism and Iraq's own constitution is the only hope there is for avoiding partition and preventing the total fragmentation of Iraq.

I can't say that I am surprised that you misunderstand what Senator Biden has been advocating because the media and blogosphere - God bless 'em all! - don't get it either...with a few notable but rare exceptions, of course.

You may also not realize that the Biden strategy (still, the ONLY viable political solution on the table for Iraq, I might add) has already received the support of an overwhelming and unprecedented majority of Republicans and Democrats in Congress and the unofficial endorsement of the five permanent members of the UN Security Council...AND, most importantly, most of Iraq's sectarian leaders are also on board with the essential elements of the Biden strategy.

Senator Obama, by now, fully understands the Biden strategy. If Biden is the one, then that should tell you that Obama desperately wants to implement the Biden strategy and plans to give his VP full reign over the Iraq file.

Evan Bayh is the best choice for vice president. He's young, smart, and good looking. Nice looking young family. Two young guys, Obama and Bayh, taking the country into a new era. it could put him over. Picking biden makes it look as if he's still in the past. Biden, as much as i love him, is too old for this mantra of change. Reinforce change with a young, handsome, smart Bayh. plus he has the exerience to do the job. Obama/Bayh is young, fresh, different, perfect. Also, if he picks bayh, he's likely to win Indiana. At this moment, Obama could lose OH, Fl, CO, MO, VA, and still win the election.

Oh, no. I recall last summer people on this site calling Hillary a 'w*tch' and worse and saying they would never vote for her. Lots of them. Turnabout is supposed to be fair play, isn't it. If the supporters of the winner, Obama, had been more gracious in victory things might be different but as of today they're still being 'vile'. As for broad strokes, I rarely if ever hear an Obama supporter cautioning another Obama supporter for their vile remarks, thereby giving agreement. So, the broad strokes apply.

I really don't think they are the same people. There are an awful lot of HRC's people on board the Obama campaign now. That doesn't mean they suddenly dislike Hillary, most of her supporters are people who would love to see her in the VP role.
