OSLO, Norway — Russia has informed Norway that it plans to suspend all military ties with NATO, Norway's Defense Ministry said Wednesday, a day after the military alliance urged Moscow to withdraw its forces from Georgia.

NATO foreign ministers said Tuesday they would make further ties with Russia dependent on Moscow making good on a pledge to pull its troops back to pre-conflict positions in Georgia. However, they stopped short of calling an immediate halt to all cooperation.

The Nordic country's embassy in Moscow received a telephone call from "a well-placed official in the Russian Ministry of Defense," who said Moscow plans "to freeze all military cooperation with NATO and allied countries," Espen Barth Eide, state secretary with the Norwegian ministry said.

Eide told The Associated Press that the Russian official notified Norway it will receive a written note about this soon. He said Norwegian diplomats in Moscow would meet Russian officials on Thursday morning to clarify the implications of the freeze.

"It is our understanding that other NATO countries will receive similar notes," Eide said. The ministry said the Russian official is known to the embassy, but Norway declined to provide a name or any further identifying information.

A Kremlin official declined to comment on the report, and the Russian ambassador to NATO did not reply to messages left on his cell phone. But the Interfax news agency, citing what it called a military-diplomatic source in Moscow whom it did not identify, reported that Russia is reviewing its 2008 military cooperation plans with NATO.

Officials at NATO headquarters in Brussels said Moscow had not informed the alliance it was taking such a step.

Washington described the reported move as unfortunate.

"If this indeed is the case, it would be unfortunate. We need to work with Russia on a range of security issues, but we are obviously very concerned about Russian behavior in Georgia," U.S. State Department spokesman Robert Wood said.

Under a 2002 agreement that set up the NATO-Russia Council, the former Cold War foes began several cooperation projects. They include occasional participation of Russian warships in NATO counterterrorism patrols in the Mediterranean Sea, sharing expertise to combat heroin trafficking out of Afghanistan and developing battlefield anti-missile technology.

Last week, Russia's ambassador to NATO Dmitry Rogozin warned the Western alliance against cutting off cooperation, saying it would hurt both sides.

The Interfax news agency, citing a military-diplomatic source in Moscow, reported Wednesday that Russia is reviewing its 2008 military cooperation plans as a result of NATO's decision to suspend meetings of the NATO-Russia Council.

Eide said he hoped NATO and Moscow would get back on track with dialogue and cooperation but said that Russia would first have to comply with a cease-fire in Georgia.

"I regret the situation has come to this," he said.

The hostilities between Russia and Georgia began earlier this month when Georgia cracked down on South Ossetia. The region is internationally recognized as being within Georgian borders but leans toward Moscow and regards itself as independent. Russia answered by sending its troops and tanks across the Georgian border.

Russia should have been invited into NATO soon after the Cold War was over, and the name of NATO changed to mean a world force to exert control on world events that could destabilize the economic, social and political structure. With the WARSAW pact gone, it was never a good idea to keep Russia isolated while it is still a major power, and absorb less powerful post soviet blocks like Poland into NATO.

I don't think that it would help Mack win...that said, Obama has come off weak and indecisive of late, especially at the silly Smallback Forum...as is often the case with Dems, he just could not resist windy nuance and shading that comes off badly to many voters...s­harp, quick, concise and clear beats wordy and convoluted every time. His lawerly instincts, the ones so many chastised Bill Clinton for, got the best of him...neve­r let it happen again.

Bush and the Republicans have so weakened our Military and at the same time pursued policies that have brought Russia new riches such as their deregulation of the Commodities and Futures Market and the manipulation of it by inside traders, that gives Russia even more power and capital assets...s­o as to pursue these expansionist policies..­and once again flex it's muscle..

Also Russia Nationalizing it's Oil industry has given it great wealth which is what we should do as well..

There will be war and it will be with more nations than just Russia thanks to these Neo Cons and right wingers and Republicans and Bush and all for no good reason but arrogance and greed and stupidity.­..!

Our "Russian Expert" Sec of State and Doofus McGreed are working to make America safe . . . by single handily re-starting the Cold War - unfortunately we no longer have the international stature or financial resources to compete . . . thanks to 8 years of Boosh league "leadership".

The best part is now we have a fear factor to propel defense spending to new heights even without Iraq and plays McCain as a "War Hero" America needs to lead us though this difficult time much to the delight of his corporatist backers . . . and might add that helps Putin solidify his Nationalist Neo-Cons within the Soviet Government . . . everyone wins except the People. Bush's administration can say this is "unfortunate" - which in and of itself is quite an arrogant understatement - but don't be fooled. This is exactly what McCain, Bush, and the rest of them wanted. They needed aonther sword of Damocles to hang over voters' heads and scare them, and their goading and provocative rhetoric towards Russia ensured that this would happen. I just hope we can keep this from erupting into another armed conflict. Our military, and our nation, cannot afford it.

Although Russia's behavior cannot be condoned, I agree that this Administration has gone out of its way to provoke and agitate Russia, the missile array in Northern Poland being an excellent example...­a right winger was on MacNeil-Lehrer claimed it would be ridiculous to assume the weapons in Poland would be aimed at Russia...h­e said they would have to be set up in Iceland or in Norway (yeah, that would go over well there). Makes no sense, but then again, what do you expect?

Oh my. Wonder if boy George and prissy Condi saw this coming. Talk about a preemptive strike. WHat is that Nato guy going to say (the one who threatened removing Russia from participating in the alliance) now. Actually its starting to look a bit serious. Paradoxically, looks like the Russians are going to escalate a arms race now that they have the wealth and the US are mired in debt. This was the position in the opposite before the SU failed
