OSLO, Norway — Russia has informed Norway that it plans to suspend all military ties with NATO, Norway's Defense Ministry said Wednesday, a day after the military alliance urged Moscow to withdraw its forces from Georgia.

NATO foreign ministers said Tuesday they would make further ties with Russia dependent on Moscow making good on a pledge to pull its troops back to pre-conflict positions in Georgia. However, they stopped short of calling an immediate halt to all cooperation.

The Nordic country's embassy in Moscow received a telephone call from "a well-placed official in the Russian Ministry of Defense," who said Moscow plans "to freeze all military cooperation with NATO and allied countries," Espen Barth Eide, state secretary with the Norwegian ministry said.

Eide told The Associated Press that the Russian official notified Norway it will receive a written note about this soon. He said Norwegian diplomats in Moscow would meet Russian officials on Thursday morning to clarify the implications of the freeze.

"It is our understanding that other NATO countries will receive similar notes," Eide said. The ministry said the Russian official is known to the embassy, but Norway declined to provide a name or any further identifying information.

A Kremlin official declined to comment on the report, and the Russian ambassador to NATO did not reply to messages left on his cell phone. But the Interfax news agency, citing what it called a military-diplomatic source in Moscow whom it did not identify, reported that Russia is reviewing its 2008 military cooperation plans with NATO.

Officials at NATO headquarters in Brussels said Moscow had not informed the alliance it was taking such a step.

Washington described the reported move as unfortunate.

"If this indeed is the case, it would be unfortunate. We need to work with Russia on a range of security issues, but we are obviously very concerned about Russian behavior in Georgia," U.S. State Department spokesman Robert Wood said.

Under a 2002 agreement that set up the NATO-Russia Council, the former Cold War foes began several cooperation projects. They include occasional participation of Russian warships in NATO counterterrorism patrols in the Mediterranean Sea, sharing expertise to combat heroin trafficking out of Afghanistan and developing battlefield anti-missile technology.

Last week, Russia's ambassador to NATO Dmitry Rogozin warned the Western alliance against cutting off cooperation, saying it would hurt both sides.

The Interfax news agency, citing a military-diplomatic source in Moscow, reported Wednesday that Russia is reviewing its 2008 military cooperation plans as a result of NATO's decision to suspend meetings of the NATO-Russia Council.

Eide said he hoped NATO and Moscow would get back on track with dialogue and cooperation but said that Russia would first have to comply with a cease-fire in Georgia.

"I regret the situation has come to this," he said.

The hostilities between Russia and Georgia began earlier this month when Georgia cracked down on South Ossetia. The region is internationally recognized as being within Georgian borders but leans toward Moscow and regards itself as independent. Russia answered by sending its troops and tanks across the Georgian border.

History shows that it was napoleon-french, then hitler-germany, and now the wild bush-USA that sought to dominate Russians.
Only time Russia went West was when it Russia was attacked from the West.
The problem lies with the West, and not just for Russia, which remains in its indigenous Asian space!

This is a good point.

....And I agree with one opinion stated above, we're getting closer to next world war.
Just want to remind everyone who has issues with the world history, Russia never was defeated on their soil. United States will make irreversible mistake to confront Russia on a battlefield, if it happens - it will be our last mistake.

I think Russia severed all ties with NATO because it is going to invade Poland which is also a move against NATO. Any joint exercises, etc... would now give away military positions which Russia wants to keep to itself now. It is like an enemy cutting off communications before they invade. A pretty strong signal.

NATO scolding them didn't help, either.

You should really check out the stats on the Admiral Kuznetsov before you call it an aircraft carrier. She is equal in size and capacity to our WWII Essex class carriers, all of which were retired by the mid 70s.
The United States has eleven aircraft carriers all of which have more than twice the payload of the AK. and only one of which is not nuclear powered. (no refueling requirements) Even our dozen or so amphibious assault carriers are newer and outclass the AK by decades.
So I would'nt worry to much about that.

I realize that Americans love war, especially when it is far away and they themselves don’t have to fight it, but this is too much. This country needs a military draft. war with the United States.

The world seems to forget that if the United States really wanted to conduct a war, I mean a real war, there is not a country on the planet we could not devastate. In minutes.

I just checked three newspaper websites from Norway. Two from Bergen the second largest city in Norway, , and one from Oslo the capitol.
Both the Oslo paper and one of the Bergen papers had a small article about this at the bottom of the page. Their conclusion,... no big deal. The third paper made no reference to it at all.
It appears both the HP and the rest of the American press have failed again to really understand what NATO thinks.

Um, been in a coma much these last 8 years?

The US has no military options with Russia. True, we can "devastate" them with nukes, but that's ALL we can do and nuking them, even if they storm all of Europe, is simply not an option.

What would that be like? Millions of people burned alive? And entire country in flames? And, um, in case you've missed a few key points, Europe's key energy provider wiped off the map?

The humanitarian and economic devastation that would rise from a Russo-US conflict would make Iraq look like Grenada.

Putin knows we have no options. He's going to start applying pressure.

Now, how about this math: Russia has plenty oil. China has very little. China is carrying gobs and gobs of US debt. Russia doesn't carry much US debt.

Do you really think we'll go to bat for Poland if Russia starts calling in our Iraq loans?

I disagree, our sea power and air power are unrivialed by the russians. It isn't close. Add to that the fact that we currently have 150,000 armed and battle hardened troops in theater. It would not be a difficult thing to walk away from Iraq if the need was great enough. This could escalate big and fast but that doesn't mean we will be at a disadvantage.

If there is a war started it will be in Europe and NATO is not up for it. It is embarrassing that we have to rely on Europeans to protect us from our President. We have to not let McCain win because he wants to go back to the old days with Russia. We're a long way down from a war with Russia. Like, years in the worst case. Bush isn't a factor for Putin and Bush has NO military cards to play.

Remember how we can "never take the options off the table" in Iran? Well can't help but notice that the state department OPENED this conversation by taking any forceful intervention off the table.

Good on you Rusia ... lets hope that they revive all of the military design bureaus and strengthen their military to the point that the US/NATO alliance will never mess with them again. I also hope that they now redistribute more of their energy reserves to China. Don't make your enemies any stronger now that there is no question that they have no honorable intentions toward your country.

While W & Co have a terminal case of the stupids which makes W, et al failure prone, W & Co did start a new cold war with Putin's Russia. Russia's notice to NATO that it will no longer co-operate with NATO is proof that we have a 21st century cold war. BTW, NATO can mean No Action, Talk Only as in W's warnings to Russia about Russia's occupation of Georgia. W has all available US combat fit troops tied up in occupying Iraq & Afghanistan. The US troops are involved in fighting in the civil wars of each nation. That means that there are no US troops to aid Georgia. Russia & Putin knew that when they invaded Georgia. W. Putin snookered you & the USA. You must have been having a coke flashback when you thought you were looking into Vlad's soul & saw peace. Putin & Russia want piece, alright, a piece of Georgia will do for this week. My fellow Americans, as the British tabloid said in Nov, '04 after the re-election of W, "How could so many [of you] been so dumb[for so long]?".
