OSLO, Norway — Russia has informed Norway that it plans to suspend all military ties with NATO, Norway's Defense Ministry said Wednesday, a day after the military alliance urged Moscow to withdraw its forces from Georgia.

NATO foreign ministers said Tuesday they would make further ties with Russia dependent on Moscow making good on a pledge to pull its troops back to pre-conflict positions in Georgia. However, they stopped short of calling an immediate halt to all cooperation.

The Nordic country's embassy in Moscow received a telephone call from "a well-placed official in the Russian Ministry of Defense," who said Moscow plans "to freeze all military cooperation with NATO and allied countries," Espen Barth Eide, state secretary with the Norwegian ministry said.

Eide told The Associated Press that the Russian official notified Norway it will receive a written note about this soon. He said Norwegian diplomats in Moscow would meet Russian officials on Thursday morning to clarify the implications of the freeze.

"It is our understanding that other NATO countries will receive similar notes," Eide said. The ministry said the Russian official is known to the embassy, but Norway declined to provide a name or any further identifying information.

A Kremlin official declined to comment on the report, and the Russian ambassador to NATO did not reply to messages left on his cell phone. But the Interfax news agency, citing what it called a military-diplomatic source in Moscow whom it did not identify, reported that Russia is reviewing its 2008 military cooperation plans with NATO.

Officials at NATO headquarters in Brussels said Moscow had not informed the alliance it was taking such a step.

Washington described the reported move as unfortunate.

"If this indeed is the case, it would be unfortunate. We need to work with Russia on a range of security issues, but we are obviously very concerned about Russian behavior in Georgia," U.S. State Department spokesman Robert Wood said.

Under a 2002 agreement that set up the NATO-Russia Council, the former Cold War foes began several cooperation projects. They include occasional participation of Russian warships in NATO counterterrorism patrols in the Mediterranean Sea, sharing expertise to combat heroin trafficking out of Afghanistan and developing battlefield anti-missile technology.

Last week, Russia's ambassador to NATO Dmitry Rogozin warned the Western alliance against cutting off cooperation, saying it would hurt both sides.

The Interfax news agency, citing a military-diplomatic source in Moscow, reported Wednesday that Russia is reviewing its 2008 military cooperation plans as a result of NATO's decision to suspend meetings of the NATO-Russia Council.

Eide said he hoped NATO and Moscow would get back on track with dialogue and cooperation but said that Russia would first have to comply with a cease-fire in Georgia.

"I regret the situation has come to this," he said.

The hostilities between Russia and Georgia began earlier this month when Georgia cracked down on South Ossetia. The region is internationally recognized as being within Georgian borders but leans toward Moscow and regards itself as independent. Russia answered by sending its troops and tanks across the Georgian border.

The old Cold War formulation is over. Russia has the advantage now. What possible leverage can anyone employ against them?

They're fat with oil money and the US is hopelessly entangled and in any case allergic to direct conflict. No one has the money to leverage them, the guns to threaten them or the moral authority to shame them.

Put yourself in Putin's position. Why SHOULDN'T you seize as much of the old Soviet empire as you possibly can? Sorry, we don't accept "good soul" or "common human decency" or the love and admiration of George W. Bush as reasonable responses.

Good soul is holding aces full over our busted straight and we're talking like we own the table.

What business do they mean? OIL?

Like Chavez in Venezuela, Putin is saying NYET to western control of resources....

Although I do not think shutting down media that oppose you or poisoning people is any way to run your country, making sure Exxon Mobil and others don't get control of oil is not such a bad idea.

Then Bush tries to capitalize on the media's negative image-making by signing a deal with Poland to put missiles in Russia's back yard.

This activity is in line with the PNAC aims for the US's placement of troops throughout the world.

Houston (or is that Crawford), we have a problem.

I fear this is the beginning of another Cold War. This administration has put us in a bind. We won the first cold war because we were in a position of strength - people loved our ideals, our spirit, our ingenuity. The Soviet Union was defunct, its people demoralized. We're now facing a resurgent Russia that's armed to the teeth, rich and has the power to shut fuel supplies to Europe, people all over the world despising us because of our unilateral policies, a muscle-flexing China that demonstrated that it could shoot down our satellites in space, a China that owns us, a little despot in Venezuela able to cut fuel to us, a faltering economy, we're a debtor nation...among other facts.

Folks, we fail to realize that although people all over love our lifestyle and freedoms, they will resist us because we're no longer THE player. As long as they have a powerful ally to counter US power, they will resist what they perceive to be American hegemony. Living in the US, the average individual fails to see what is happening outside in this world. I hope this election the American electorate will open its eyes and see the truth. We're on the cusp of having two massive communist/socialist nations asserting their influence globally at the expense of America. And there's probably very little we can do about it without a change in mindset in the White House.

Well the first thing you can do about the situation is stop referring to a democratically elected (thrice) and very progressive president of Venezuela as a "despot". He has done more for the people of Venezuela than all of his predecessors combined. And I might add he has also been brave enough to thwart the US in South America. Do you know anyone in the US who has accomplished as much?

Does anyone remember when Princess Amidala says in the final Star Wars, "So this is how Democracy dies...with thunderous applause". Not sure if exact word for word, but, you get the gist. The fact is, these reactions by Russia were fueled by NeoCon policies. When the Soviet Union collapsed and we were left as the sole "super power" we thought we would intimidate Russia and build up all around them due to the fact that they still had those thousands of Nukes all over the place. We started proposing alliances and trying to build up defenses all around them even though we supposedly were friends now. Typical NeoCon, Republicant stab you in the back stuff. Now, Russia, due to vast discoveries of immense oil fields and Natural gas preserves that may be equal to the Middle East, if not bigger, are rebuilding their once proud country. Putin, a throwback who harkens back to Soviet might and wants them to be seen as a world power again, sees these actions by the U.S. as a slap in the face and an intrusion by America, which it is. Imagine if they tried putting up a shield in Cuba or Venezuela or any of the countries that don't like us on this side of the world. No different just twisted differently by NeoCons for their stupid supporters' consumption. Russia will earn our respect or cooperation by force because they see that negotiating with idiots like Republicants is useless.

Methinks the Democratic convention could find itself overshadowed in the news.

I could post some info on the size of the Russian military versus ours and various Europeans powers to perhaps make you feel a little better if it should come to that, but unfortunately they have 16,000 nuclear warheads, the world's largest supply, and a military doctrine that permits their first, and regular, use.

So let's hope it doesn't come to that. But their actions sure don't seem rational so far.

But the Republicans and the fascist media will argue that McCain is the better one to deal with national security, he's had all that experience (as a POW and plane crasher) which Obama hasn't. This is the October surprise and they've done it in time for their convention. They will get the idiots in this country yet one more time to forget about the real issues affecting them and huddle around the flag where they can imagine that they are "safe".
